The widely recognised Energiewende, (“energy transition”) in Germany has lost its original momentum. We therefore address the question of how the transition process to a new energy system can be reignited. To do so, we developed the “5Ds approach”, which lays the groundwork for a process analysis and the identification of important catalysts and barriers. Focusing on the five major fields required for the energy transition, we analyse the effects of: (1) Decarbonisation: How can efficiency and renewable energies be expanded successfully? (2) Digitalisation: Which digital solutions facilitate this conversion and would be suitable as sustainable business models? (3) Decentralisation: How can potential decentralised energy and efficiency opportunities be developed? (4) Democratisation: How can participation be strengthened in order to foster acceptance (and prevent “yellow vest” protests, etc.)? (5) Diversification of service: Which services can make significant contributions in the context of flexible power generation, demand-side management, storage and grids? Our paper comes to the conclusion that German policy efforts in the “5D” fields have been implemented very differently. Particularly with regard to democratisation, the opportunities for genuine participation among the different social actors must be further strengthened to get the Energiewende back on track. New market models are needed to meet the challenges of the energy transition and to increase the performance of “5D” through economic incentives.

Decentralization is a pervasive concept found across disciplines, including Economics, Political Science, and Computer Science, where it is used in distinct yet interrelated ways. Here, we develop and publicly release a general pipeline to investigate the scholarly history of the term, analysing 425 , 144 academic publications that refer to (de)centralization. We find that the fraction of papers on the topic has been exponentially increasing since the 1950s. In 2021, 1 author in 154 mentioned (de)centralization in the title or abstract of an article. Using both semantic information and citation patterns, we cluster papers in fields and characterize the knowledge flows between them. Our analysis reveals that the topic has independently emerged in the different fields, with small cross-disciplinary contamination. Moreover, we show how Blockchain has become the most influential field about 10 years ago, while Governance dominated before the 1990s. In summary, our findings provide a quantitative assessment of the evolution of a key yet elusive concept, which has undergone cycles of rise and fall within different fields. Our pipeline offers a powerful tool to analyze the evolution of any scholarly term in the academic literature, providing insights into the interplay between collective and independent discoveries in science. Blockchain, as a decentralized platform and distributed ledger database, will promote the centralized system to form a comprehensive ecosystem. A systematic review of blockchain research on information systems during the five-year period from 2016 to 2020 selected 46 papers from 16 leading journals. This paper introduces the technological characteristics and implementation models, highlighting its research status and development. Moreover, this paper illustrates the future research directions for blockchain. The objective of this paper is to discuss the emerging technology of blockchain in its early development stage and to depict the relevant IS issues that are worthy of further investigation. This paper advocates for a deepening of the English Mayoral Combined Authority (MCA) model as a mechanism for achieving better economic and social policy outcomes. It argues for greater alignment of financial resources with long-term goals, fostering co-creation and upholding democratic accountability. It explores the origins of the MCA model set within the context of wider UK devolution and successive waves of English government reform, identifies some key benefits of the MCA model such as scale, democratic legitimacy and potential for collaboration, before proposing some key areas for further development. The paper recommends a strategic focus on evolving the relationship between the MCA and public service reform, particularly in health, education and employment support. The story of North East devolution is presented as an important case study that provides lessons for the future trajectory of English devolution as a whole, while highlighting the necessity of continuous adaptation to achieve sustainable regional development. This paper addresses the issue of blockchain protocol risks, a foundational category of risks affecting Distributed Ledger Technology (DLT) which underpins digital assets, smart contracts, and decentralised applications. It presents a comprehensive risk management framework developed in collaboration with financial institutions, blockchain development teams and regulators that applies a traditional risk management taxonomy to address certain overlooked blockchain protocol risks. The approach offers a structured way to identify, measure, monitor and report blockchain protocol risks. The paper provides real-world use cases to demonstrate the practicality and implementation of the proposed framework. The findings of this work contribute to the evolving understanding of blockchain protocol risks and provide valuable insights on how these risks affect the adoption of DLT by financial institutions. Decentralisation is not a binary concept, but a spectrum. This paper presents a starting point for an objective discussion about the levels and risks related to decentralisation across ecosystem, consensus protocol, tokens and network distribution attributes for the largest networks of today — such as Bitcoin, Ethereum, Solana, Cardano, BNB Smart Chain, Polygon, Polkadot, Uniswap, Compound, AAVE, Curve, MakerDAO and Lido. The paper argues that it is imperative to identify, mitigate, monitor, measure and manage risks for a successful decentralised network to meet its business objectives, and emphasises that the true degree of decentralisation and risks in the network are shaped by the strengths and weaknesses of the design, and further affected by market forces creating a wide range of operational, technological, financial, strategic, legal and regulatory, reputational and business risks, among many. Scholarly research faces threats to its sustainability on multiple domains (access, incentives, reproducibility, inclusivity). We argue that “after-the-fact” research papers do not help and actually cause some of these threats because the chronology of the research cycle is lost in a research paper. We propose to give up the academic paper and propose a digitally native “as-you-go” alternative. In this design, modules of research outputs are communicated along the way and are directly linked to each other to form a network of outputs that can facilitate research evaluation. This embeds chronology in the design of scholarly communication and facilitates the recognition of more diverse outputs that go beyond the paper (e.g., code, materials). Moreover, using network analysis to investigate the relations between linked outputs could help align evaluation tools with evaluation questions. We illustrate how such a modular “as-you-go” design of scholarly communication could be structured and how network indicators could be computed to assist in the evaluation process, with specific use cases for funders, universities, and individual researchers.

The paper discusses the trilogy framework of decarbonisation, decentralisation and democratisation and its relevance in the implementation of just energy transition agendas in rural communities of Global South countries (GSCs). It argues that just energy transition should be implemented via developing nationally independent but locally driven renewable energy projects in GSCs. To corroborate the trilogy framework, the paper discusses case studies of India's Panchayat institutions, Nepal's community renewable projects, and Bhutan's hydro projects. Farmer-herder conflicts have been long standing in Mali's rural areas. It has been shown that it is mostly herders who support and join jihadist groups. By analysing land regimes in farmer-herder contexts and merging studies on different scales of violence, the paper investigates how local dynamics interact with national political violence. It argues that historical precedents and pastoralist grievances related to land governance have created a fertile breeding ground for jihadism to take root and spread. Australian governments continue to search for a model capable of planning future urban settlements at an extended spatial scale (the mega-metropolitan region) to accommodate high population growth more sustainably. Attempts at decentralisation over the past half century have failed, as state capital cities continue to sprawl in an unsustainable manner and increase their primacy at the expense of regional cities. This paper examines how two technologies, broadband and fast rail—both infrastructures capable of re-shaping space–time relationships—could underpin a transition of Australia's largest capital cities into megacity regions by functionally integrating regional cities into their core metropolitan agglomerations. With the Melbourne megacity region as a spatial framework, changes in population and economic development are examined for Melbourne and several regional cities in Victoria following the introduction of regional fast rail (RFR) and broadband. The impact of high-speed rail (HSR) for intercity corridors in southeast England is analysed as a possible analogue for future application in Victoria. The results revealed that RFR primarily served to extend capital city suburban development. Only HSR had the capacity to 'punch through' and boost growth for 'basic' new economy industries in 'on-line' urban centres in corridors linked to London. High-speed broadband proved most attractive to Melbourne's agglomeration of high-skilled information workers. Lower speed broadband services were more uniformly taken up across all centres. This discussion speculates on the impacts of these and other green economy and digitalisation drivers on prospects for a future megacity region transition in Victoria. [ABSTRACT FROM AUTHOR]

Decentralised exchanges (DEXs) are on-chain platforms where traders can exchange one crypto-asset for another. DEXs play an increasingly important role in the decentralised finance (DeFi) market, particularly in the aftermath of the recent downturn in the crypto-asset market. This working paper explores the characteristics of DEXs and identifies areas of possible concentration in decentralised exchanges activity and potential associated risks. To substantiate the analysis, it uses an original on-chain dataset covering the largest DEXs. The paper reveals an increased concentration within DeFi trading in the sample observed, which could exacerbate vulnerabilities already present in DeFi markets. [ABSTRACT FROM AUTHOR]

This paper draws from two experiences with decentralisation in Kenya to illustrate the different ways through which the central government has sought to bolster its power at the expense of the local government in the country’s capital, Nairobi during periods of vertically-unified authority. In the first instance, it examines the years between 1983 and 1992 during which the central government appointed a Commission to replace the elected Nairobi City Council. The second period that is examined is between 2017 and 2022 when certain devolved functions were transferred from the elected Nairobi City County Government to a newly established institution appointed by the President, the Nairobi Metropolitan Service. During both periods authority was vertically unified with the ruling parties also being in control of the city. Drawing on a series of interviews with various stakeholders and inhabitants of informal settlements, the paper argues that contrary to what much literature suggests, recentralisation of urban governance not only occurs in situations of vertically-divided authority but can also occur where authority is unified. The end of the Suharto era in 1998 brought two prominent reforms to Indonesia: (i) a raft of anti-corruption policies and (ii) decentralisation of administrative and fiscal functions. District-level reported corruption swelled in following years and the role of decentralisation came under scrutiny, but data limitations prevented direct examination of a contributing role. This paper combines perceived and reported (observed) regional measures of corruption to examine spatiotemporal corruption patterns across Indonesian districts post-decentralisation. That period saw both improvements in perceptions measures and increases in the reported number of convicted perpetrators and in the reported value of financial loss. Cross-sectional comparisons show corruption perceptions (i) were milder in districts with less reported incidents of corruption, and (ii) responded positively to efforts by the judiciary and law enforcement agencies to curb corruption. These findings suggest that increased capability and resources allocated to combatting corruption play a large role in determining corruption perceptions. [ABSTRACT FROM AUTHOR]

The paper analyses how mid-level bureaucrats in sub-national offices navigated political considerations when trying to fulfil their roles and responsibilities in the post-conflict context of Nepal. Utilising interview data from a wide range of stakeholders, I focus my analysis on perspectives from district level officials who were called on to fulfil multiple roles in an increasingly decentralised context. Their views reveal an acute awareness of the intensification of challenges and patronage politics that resulted from the conflict and prolonged uncertainty. At the same time, several officials found ways to navigate these political waters, and provided insights into what they think can help in ensuring educational success in such conditions. These assessments are likely to remain relevant today, as other local officials begin to take the responsibility of education governance in Nepal's new three-tier governance structure.
