This paper presents an in-depth research analysis on the evaluation of the development quality of regional economy through an improved convolutional neural network algorithm, and uses it to design a fuzzy comprehensive evaluation model for the practical process. Based on the measured indices of different variables, a spatial econometric model is constructed and provincial panel data are selected to empirically analyze the impact and spatial spillover effects of financial agglomeration and technological innovation on regional economic quality development from both static and dynamic aspects and to examine the spatial correlation of the factors. A new serial data flow model is adopted, which optimizes the control of data flow in convolutional computation, reduces the percentage of clock cycles used to read memory data, and increases the computational efficiency. At the same time, with dynamic data caching, a convolutional computation can be completed in one clock cycle, reducing the memory capacity required for caching intermediate data. The effectiveness of the evaluation system constructed in this paper is further tested. Most of the indicators have a significant positive or negative impact on the quality level of economic development, and the direction of the impact is consistent with the positive and negative attributes of the indicators in this study, which verifies the validity of the evaluation indicator system constructed in this paper. In summary of the study, effective suggestions are made in terms of human capital investment, reasonable allocation of fiscal expenditure, enhancing regional greening development and improving risk prevention measures. Saving energy resources and reducing energy intensity are crucial to promoting China' s major strategic goals of reaching peak carbon emissions and achieving carbon neutrality, and are hence key to the promotion of green transformation and development in the new development stage. As an important practice, the policy of establishing pilot zones for green finance reform and innovations in China aims to promote green finance reform in depth, construct ecological civilization, and realize green economic transformation. Can the policy reduce energy intensity and contribute to energy conservation? What is its impact mechanism? There is a shortage of systematic analysis in academia on these issues. With panel data from Chinese cities from 2007 to 2020 and a generalized synthetic control method, this paper evaluated how the establishment of pilot zones for green finance reform and innovations affected energy intensity and analyzed its impact mechanisms. The results showed that: ① The implementation of the policy significantly reduced the energy intensity of the pilot zones, and the energy-saving effect exhibited 'policy first' and timeliness characteristics. ② The policy-induced energysaving effect was achieved by improving green innovation, easing financing constraints, optimizing industrial structure, and strengthening environmental governance. ③ The policy' s energy-saving effect was more remarkable in areas with better marketization and a higher education level. The findings suggest that the government should fully consider the differences in aspects such as institutional environment and resource endowment among varying regions, design distinct measures to attract more market players to participate in the green finance system oriented by energy efficiency improvement, energy structure transformation, and environmental governance, and create a much better market-oriented environment for green innovation and corporate financing. Technological innovation and industrial structure upgrading have become two strategic initiatives to realize a green economic development in the new development model of China. Exploring the relationship between green economic efficiency and the coupling degree of technological innovation and industrial structure upgrading is essential to achieve the visionary goal of green economic development and socialist modernization. This paper measures the coupling degree of technological innovation and industrial structure upgrading, classifies the coupling types based on the panel data of 30 provinces in China from 2012-2019, and measures the green economic efficiency of 30 provinces in China using the super-efficient model (SBM), based on a spatial econometric model to study the relationship between green economic efficiency and the coupling degree of technological innovation and industrial structure upgrading. The research results show that there is a significant positive effect on green economic efficiency among regions; the coupling degree of technological innovation and industrial structure upgrading has a significant direct effect and a spatial spillover effect on green economic efficiency, the spatial spillover effect plays a major role. The heterogeneity analysis reveals that in the regions with higher development and coordination degrees of technological innovation and industrial structure upgrading, the coupling degree of technological innovation and industrial structure upgrading has a significant effect on the green economic efficiency of the region, and in the regions with lower development and coordination degrees of technological innovation and industrial structure upgrading, the coupling degree of technological innovation and industrial structure upgrading has a significant positive effect on the green economic efficiency of the region and neighboring areas. In the digital era, digitalization brings great opportunities and challenges for cities' environmental governance and economic growth. However, it is worth noting that the impact of digitalization on cities' green transition has not been studied from the perspective of Metcalfe's Law. This paper uses the principal component method and non-radial directional distance function (NDDF) to calculate the digital development level and the green economic performance of 269 Chinese cities from 2003 to 2019. (1) The empirical findings demonstrate that digitalization has become a strong driver for cities' green economic transformation. (2) Digitalization indirectly promotes green transition through industrial structure optimization and green technological innovation. (3) The heterogeneity results show that the positive effect of digitalization on green development is more obvious in eastern and economically developed cities. (4) Using the partially linear functional-coefficient model (PLFC), this paper studies the non-linear nexus between digitalization and green economic transition from the perspective of Metcalfe's Law. Thus, Metcalfe's law is confirmed in the green transition of Chinese cities. The coordination of green economy, education development, and technological innovation is of great significance for reversing the trend of ecological environmental deterioration and promoting high-quality economic development. This study first designs the indicator system of green economy, education development, and technological innovation, then uses the entropy method to calculate the comprehensive level of green economy, education development, and technological innovation of 30 provinces and cities in China, and finally uses the coupling coordination model to measure the coordination level among them. The research shows that, first, the comprehensive level of green economy, education development, and technological innovation in 30 provinces and cities in China showed a rising trend from 2005 to 2016, but there were some regional differences in their levels. Second, the coordination level of green economy, education development, and technological innovation in different regions of China was in a rising trend from 2005 to 2016, but in 2005, they were extremely uncoordinated. Also, the coordination level of green economy, education development, and technological innovation in most regions of China grew very slowly from 2005 to 2010 but showed a rapid increase from 2011 to 2016. The coordination level of green economy, education development, and technological innovation in eastern China was visibly higher than that of the central region. The coordination level of the central region was higher than that of the northeast region, and the coordination level of the northeast region was higher than that of the western region. This study addresses the impact of financial structure on innovation. The mechanism of the impact of financial structure on innovation at different levels of economic development is elucidated from the perspective of optimal financial structure decision theory and development economics, and empirical evidence is provided using manufacturing data from 59 countries or regions for the period 1996–2015. The study finds that financial structure has no significant effect on innovation at lower levels of economic development, but at higher levels of economic development, market-based financial structure significantly promotes innovation in the industry. The role of financial structure in innovation shifts in the interval where per capita income is greater than 9747 International dollar (hereinafter called I$9747) and less than I$17070. This paper verifies that the innovation approach of technological imitation requires the support of a bank-based financial structure, while the innovation approach of independent innovation requires the support of a market-based financial structure. The differences in innovation approaches at different stages of economic development lead to the evolution of the inherent demand for financial structures in the economy. Promoting the evolution of financial structures according to the stage of economic development is of great significance in building an innovative country and leading the sustainable and healthy development of the economy. Purpose The purpose of this paper is to describe through innovation system foresight and systemic innovation approach to address key systemic issues of European Union (EU) Overseas Countries and Territories (OCTs) concerning the sustainable development and economic resilience: the authors highlight the need for a systemic approach to innovation policy for the sustainable islands’ growth.Design/methodology/approach This research focuses on a multiple case study of selected OCTs, members of the Association of the OCTs. Specifically, this paper illustrates the foresight approach implemented in six OCTs in the context of the Territorial Strategies for Innovation project funded by the 10th European Development Fund.Findings The focus is on innovation system foresight and systemic innovation: the authors argue that key innovation elements of the individual OCTs can be used as crucial components of an emerging innovation system while this specific type of foresight can assist the governments of respective OCTs in the selection and design of specific instruments in relation to the formulation of their innovation strategies and policies.Originality/value This paper is based on work undertaken by the Territorial Strategies for Innovation project team during a three-year period dedicated to supporting the governments of OCTs both in defining and in implementing their innovation strategies. The growing importance of the concept of the circular economy as a way to attain sustainable development has encouraged scholars to propose different ways to understand it. Given the large number of studies done on the circular economy, their differing approaches and their multiple applications, this paper attempts to propose a consensus view of the basic notions of the circular economy framework and highlight its relationship with eco-innovation. To that end, this study carried out a systematic literature review that resulted in four main outputs: a knowledge map of the circular economy, an analysis of the main notions of the concept, principles, and determinants of a circular economy. Whether financial agglomeration is conducive to eco-efficiency is of great importance for countries to better pursue cleaner production, low carbon emission reduction, and sustainable development paths. This paper focuses on 38 Organization for Economic Co-operation and Development (OECD) members. Based on the scientific accounting of green eco-efficiency by the super-efficiency slack-based measure (SBM) model, the relationship between financial agglomeration and eco-efficiency is thoroughly investigated by combining the spatial Durbin model (SDM), the mediating effects model, and the panel threshold regression (PTR) model, bridging the knowledge gap. Empirical results reveal that (1) Financial agglomeration has strong positive externalities for eco-efficiency in the home country and its neighbors, with the trickle-down effect playing a key role. (2) Financial agglomeration can indirectly promote cleaner production and eco-efficiency by strengthening technological innovation and upgrading industrial structure, with the latter being more strongly mediated. (3) The effect of financial agglomeration in enhancing eco-efficiency has clear stage differences. The low-level financial agglomeration will impede the improvement of green eco-efficiency while the high-level will support it, which is in line with the Environmental Kuznets Curve theory and the law of economic development. The research broadens the theoretical underpinnings of financial agglomeration and eco-efficiency and provides guidance and implications for OECD members and other emerging economies on how to optimize the spatial allocation of financial resources, promote eco-efficiency, and advance green sustainable development. Given the current environmental problems such as climate change, it is urgent to move towards a new technological and production pattern that allow economic growth and care for the environment to be compatible with each other. Different economic growth models have addressed the relationship between this and technical change, however, they have given little importance to the environment. Purpose - The purpose of this paper is to measure the contribution of capital formation, labor, and technological progress to the growth of the Vietnamese economy, the impact of economic reforms (doi moi) since the end of 1986, and the rates of returns to capital and labor. Design/methodologyapproach - Cobb-Douglas production functions are built for Vietnam's economy and then estimated using annual data for 1975-2005. Findings - The two major findings are that: technological progress was statistically absent in the growth of the Vietnamese economy throughout the period studied; and the most important source of economic growth is capital accumulation, accounting for between 84 percent and 89 percent of Vietnamese economic growth throughout the period 1975-2005, and between 85 percent and 90 percent in the reform period (1986-2005). Originality/value - This paper is the first of its kind in the Vietnamese literature that successfully sheds light on, among other things, the roles of capital and technological progress in the Vietnamese economy during the period 1975-2005. It also makes clear that Vietnam's economic growth has been fueled mainly by foreign funds and, thus, the continued heavy reliance of the economy on this financial source will make its growth unsustainable. In order to achieve sustainable growth in the coming decades, Vietnam must shift to rely more on productivity growth, which has been absent so far, and less on factor accumulation growth. Technological progress has been a major factor behind contemporary socio-economic development and the rapid pace of globalization. As such, it has transformed the conventional ways in which such concepts as country, enterprise, government, knowledge, work, and even science have been understood. It has also brought to light the distinction between the hardware and software aspects of technology and the increasing significance of the latter. This paper discusses how the evolution of technology has culminated in a shift of emphasis in research and development from hard to soft technologies. Changes in technology paradigms have brought about changing views about technological competitiveness, technological innovation systems and strategies for sustainable development. After briefly characterizing contemporary popular notions of technology, this paper puts forward the case for a broader view of technology. The complementary roles of 'hard technology' ((which is machine or product-centred) and 'soft technology' (which is essentially human-centred) are emphasized. Green innovation activities of enterprises often fall into the dilemma of financing constraints. Hence, it is urgent that the financial system develops and becomes innovative, especially for a developing country like China. Existing literature mainly explores the influencing factors of green innovation from the environmental regulation, economic growth and government subsidies perspective. However, few papers critically study how digital finance influences green innovations. To explore the internal influencing mechanism of digital finance on the quantity and quality of green technology innovation, panel data of 271 prefecture-level cities from 2011 to 2019 in China is used. Based on theoretical analysis and empirical research, we get the following conclusions. First, digital finance can improve the quantity and quality of green technological innovation, which has become a significant driving force for green innovations in China. The results are still robust after the endogeneity tests. Second, the results of heterogeneous analysis indicate that the different dimensions of digital finance can improve green innovations. They include breadth of coverage, depth of use, and degree of digitization. The positive effect of digital finance is most substantial in eastern cities, followed by central cities, and weakest in western cities. Third, digital finance indirectly improves green innovation mainly by alleviating financing constraints. The economic development of the last two hundred years has had no precedent in human history. Its dynamic was mainly a result of knowledge and technological progress, but was also associated with the adoption and acceptance of utilitarian values and thus the formulation of social aims in terms of profit for the producer and utility for the consumer. This attitude, perforce a short-term one, triggered an unusually fast increase in production, which allowed many societies to make a civilization leap, albeit at the price of an imbalance in global social and ecological conditions. An attempt to restore ecological and social balance involves a change of economic paradigm to one that takes into account social needs and the limitations of nature. The economics of sustainable development is a concept, where economic objectives and the time horizon have been reformulated to include not just the question of economic development, but also ecological and socio-cultural aspects, and development itself is considered from a long-term perspective. It is a relatively modern concept, that only started to be considered as an alternative to conventional economic attitudes in the second half of the 20th century. The roots of the concept of sustainable development are usually traced back to a German culture of a forest resource management. However, the idea of development taking into account the spheres of ecology, social relations and economics seems to have its beginnings already in sources from earlier Judaeo-Christian civilisation. The texts of The Old and New Testament and supplementary writings of Judaism and Christianity create a coherent image of social development, where the areas of ecology, social needs and economic activity take equally meaningful positions. Contrary to the opinion, popular in the 1960s based on the quote from Genesis (let them have dominion over all the earth), that Judaeo-Christian civilization is responsible for ecological catastrophe, both Judaism and Christianity sources contain a strong ecological message. Regarding social development, the problems of equitable social relations are a core issue in the Old and New Testament. The third area of in-depth analysis studies economic processes at micro- and macro-levels that are limited just by the rules of social fairness and the limitations of nature. The paper presents a selection of sources contained in Judaeo-Christian writings relating to issues of development in the areas of ecology, society and economics, which lay the foundations for the modern paradigm of sustainable development. Technological innovation is considered as being one of the major driving forces in fostering economic growth. However, in the current economic situation, where matters related to environmental protection and conservation play a key role, technological innovation can also be used as a driver of new production alternatives to reduce the harmful impacts of industrial development on society and nature. Within this context, this paper aims to analyze, through econometric tools, the relationship between investments in technological innovation and the sustainable development of G7 and BRICS countries. The results demonstrate that for the BRICS group, technological innovation has been significant for the three pillars of sustainable development. However, for the G7 group, technological innovation was considered significant only for social development, showing no statistical significance for economic and environmental development. In order to analyze the difference between the development and performance of export-oriented green innovation economy in coastal cities, this paper puts forward a correlation analysis model of green innovation economy development and performance under the coastal city export-oriented economic model based on Taylor index analysis and green innovation economy development effectiveness game. The Taier index mapping model is established to analyze the constraint index of the development of green innovation economy, and the financing constraint parameter model which affects the development of export-oriented green innovation in coastal cities is constructed. Taking the development efficiency and financing mode of green innovation economy as the explanatory variables, the development model of green innovation economy is constructed. The principal component game method is used to calculate the export-oriented green innovation development index of small and medium-sized coastal cities, to extract the index variables such as the growth rate of total assets, the operating profit margin and the physical property of enterprise assets for balanced game. By using the financial audit data and asset panel distribution data to analyze the Taylor index, the differences between the development and performance of the export-oriented green innovation economy in coastal cities can be quantitatively evaluated. The empirical analysis shows that the model has a good robustness in the development and performance evaluation of green innovation economy, and the effectiveness of decision-making on the development of export-oriented green innovation economy in coastal cities has been improved at different levels of significance. Abstract: Since the Brundtland report in 1987 a wide debate has emerged on eco-innovation (e.g. eco-design, cleaner production) and sustainability-oriented innovations (SOIs), that is, the integration of ecological and social aspects into products, processes, and organizational structures. While prior research has often dealt with SOIs in large firms, the last decade has begun to generate broad knowledge on the specificities of SOIs in small and medium sized enterprises (SMEs) as they are increasingly recognized as central contributors to sustainable development. However, this knowledge is scattered across different disciplines, research communities, and journals. Therefore, this paper analyzes the heterogeneous picture research has drawn within the past 20 years with a focus on the innovation practices including different types of SOIs and strategic sustainability behaviors of SMEs through an interdisciplinary, systematic review in a time frame between 1987 and 2010. By consulting major research databases we have analyzed 84 key journal articles bibliographically and thematically. We find that first SME strategic sustainability behavior ranges from resistant, reactive, anticipatory, and innovation-based to sustainability-rooted. Second, we identify innovation practices at the product, process, and organizational level. Third, our results show that research is still strong on eco-innovation rather than on innovation from a triple bottom line perspective (economic, social, and environmental dimension), that is, SOIs of SMEs. Our main theoretical contribution is the development of an integrated framework on SOIs of SMEs where we delineate how distinct strategic sustainability behaviors can explain contingencies in types of innovation practices. Furthermore, for the more proactive SME behaviors we argue that they possess higher capabilities for more radical SOIs with the innovation process itself changing. Therefore, we propose that interaction with external actors (e.g. customers, authorities, research institutes) can ultimately increase the innovative capacity of SMEs for SOIs. Finally, we identify major research gaps with regard to radical SOIs, streamlined innovation methods, the role of SMEs in industry transformation and in sustainable supply chains, as well as a need for a stronger theoretical debate on SOIs of SMEs. Abstract: The higher education is experiencing a rapid development in China, with the sharp increase of energy use and the low level of campus facility operation. Meanwhile, with the responsibility for knowledge transformation, sci-tech talents cultivation and technical innovation, universities are of great importance in the development of the sustainable society. The initiative of green campus has attracted great attention from both the society and the universities themselves. Therefore, it is very meaningful to get a full understanding of the current status of green campus development in China, and make the feasibility planning for the next step on this base. In this paper, the progress of green campus development in China is summarized, including all the initiatives to conduct the energy and resource efficient campus, and the current status of upgrading the energy and resource efficient campus to the green campus; the problems occurred during the development are analyzed, and the possible approaches and the action plan are explored accordingly, to promote the green campus development. It is found from the analysis that the development of energy and resource efficient campus has been expanded in a large scale in China, mainly aiming at the energy efficient technology application and campus energy management, and all these initiatives are strongly promoted by the national government with policy support and financial funding. With these great endeavors, an upgrade from the energy and resource efficient campus to the green campus is on progress, which expands its scope to sustainable education and the initiative of low-carbon life on campus. However, many problems also occurred during the progress, such as the lack of a good top-level design among different national ministries and the collaborative innovation among different departments in the university, and the need of a practical propulsion mode and a long-term mechanism to guarantee green campus development. Abstract: More than 1300 GW new generating capacity will be added in China''s power sector over the period 2005–2030 under the BAU scenario in , even higher than the total installed capacity in the United States to date. China’s industrial and service sectors are expected to maintain rapid development rate over the next decades, driving up the demand for electric power and heat. However, China’s power and industrial process heat generation are heavily relying upon coal-fired thermal power plants resulting in tremendous rise in greenhouse gas emissions. Clean technology such as concentrating solar thermal (CST) needs to play a more important role in power and heat generation in China to accelerate the decarbonisation in the power sector and commercial and industrial process heat generation cost-effectively. This paper attempts to explore the opportunity and challenge of development and deployment of CST in China from both technical and socioeconomic analysis perspectives. It is argued that rapid deployment of CST in China will contribute to enabling sustainable energy supply and environmental securities, as well as improved economic performance in new technology innovation in Asia Pacific area over the next decades. Supportive policy framework should be set up to encourage scaling up CST industry. The success of deployment of CST technology will also allow Chinese power and heat generators to strengthen their competitiveness in the context of intensified global constraint of carbon emissions. The problems of the sustainable development and the creation of the knowledge based society as well as the knowledge economy in the European Union are described and analyzed. Exceptional attention is paid to the new forms and possibilities of economic and social development as well as technology advancement. The main emphasis is put on the national and regional economic specialization and creation of new networks of clusters in the situation of the development of the European Union. Clusterization oriented towards the increase of efficiency of various national and regional economies is a critical precondition for successful creation of modern economy based on knowledge, both in the whole space of the European Union and particular countries. A concept of creation of regional and cross-regional clusters and their networks also known as "economic oases" is suggested. The paper explains that the development of clusters and their networks will soon become one of the core forms of economic and technological advancement in the economies based on knowledge. Further on, the variety of clusters and their networks is defined, and the idea of clusterization generally oriented towards creation and promotion of high technologies is provided. In addition, some typical factors of the economic and social development of the European Union are being described here, and it is subsequently proved that these factors reflect on the common context of the creation of the knowledge based economies. Comprehension of these factors allows us to consequently implement strategies of two types that could create the economies based on knowledge: first, these are the strategies oriented towards integration of the processes of economic and social development, along with the strategies oriented towards the synthesis of the results of the economic development and technology advancement of different origins. The need for implementation of these strategies of two types mean that new types of management will have to be developed in the situation of the knowledge based economies: these patterns will be built on the ideas of integration (the patterns of this kind are designed to create new formations), along with the patterns based on the ideas of synthesis (these patterns are designed to create quantitatively new quality systems). The use of the both patterns in the future will be critical within both the processes of clusterization and creation of other economies based on knowledge. Further research, dedicated to the patterns mentioned above, is a promising trend directly related to the needs for sustainable development and creation of knowledge based societies as well as knowledge economies. With the rapid progress of modern civilization, creativity and innovation within a techno-economic perspective are becoming the major driving forces behind the sustainability of economic growth and competitive achievements. The current paper will focus on developing a clear concept of the terms creativity and innovation, and investigate their possible relation with engineering education. The parameters that could be essential for the enhancement of creativity or innovation are discussed from the perspective of the individual and the community. An engineering creativity enterprise diagram (ECED) is introduced to be reflective of the industrialization and technological level of any community as correlated to creativity and innovation. A systematic approach is designed to help developing the possible courses and activities that would enhance creativity and innovative skills and capabilities of a graduate engineer. Over the past 20 years ‘sustainable development’ has become a household term that resonates with politicians and other decision makers at all levels of government. Riding this wave, planners have increasingly used the concept, explicitly or implicitly, in preparing their plans. In doing so, planners have essentially gone ‘back to basics’ as the principles that underlie sustainable development are well represented in the late 19th and early 20th century writings of the founders of modern planning, such as Patrick Geddes. While over the ensuring years, planners have selectively applied these principles as they attempted to cope with shifting development priorities, societal, economical and technological changes, new insights in the physical and social sciences and the emergence of planning specialties, the concept of sustainable development has always been a fundamental reference point for the profession. This paper discusses the principles that underlie sustainable development as represented by the founders of modern planning and more recent literature. An analytic framework that may be used to assess the extent to which current plans reflect these principles is then developed and used to structure a discussion of three current plans in Montreal. While each plan reflects sustainable development principles, all fall short of the ideals espoused by early planning reformers. Nonetheless it is argued that the sustainable development paradigm serves as a useful foil to focus attention on fundamental planning issues and point the way towards development outcomes that balance social, environmental and economic objectives. Sustainable development can be defined as that which meets the needs of the current generation while leaving sufficient resources for the needs of future generations. A central objective is to decouple conventional resource use (and its corollary, waste generation) from economic development through technological innovation, improved efficiency and changes in individual practices. As the global population becomes urbanized and human activity is concentrated in urban areas, settlement planning is a key aspect of sustainability. The widespread inclusion of environmental objectives in urban plans at all scales provides an opportunity for the incorporation of urban climate knowledge into the planning process on a routine basis. Many of the stated objectives have both direct and indirect connections to climate. However, for this to happen, climate research and results must be linked more explicitly to the objectives of the sustainable settlement. In this paper, the relevance of sustainability to urban design and climate is discussed and the potential contribution of current urban climatology is assessed, identifying areas of special consideration for transfer to achieve sustainable urban planning and design. • The paper introduces an index to measure the progress towards meeting the industry-related targets of the 2030 Agenda. • The SDG-9 index benchmarks industrial performance while preserving the environment and promoting inclusiveness. • The final ranking compares performance of 128 economies over the period 2000–2016. • Economic growth should be accompanied by technological changes and efficient use of natural resources. This article introduces the SDG-9 index as a measure of country progress towards achieving industry-related targets of Sustainable Development Goal 9 (SDG-9). The SDG-9 index represents a comprehensive but straightforward approach to assess the extent to which countries have industrialized while promoting social inclusiveness and minimizing natural resource use and environmental impacts. The selection of indicators is based on the global indicator framework for the Goals and targets of the 2030 Agenda adopted by the United Nations General Assembly. The resulting SDG-9 index benchmarks inclusive and sustainable industrial development in 128 economies over the period 2000–2016. In general, industrialized economies outperform other countries, with the top five leading the 2016 ranking being Ireland, Germany, the Republic of Korea, Switzerland and Japan. The calculated scores of the SDG-9 index can show in which dimensions countries represent the leaders or lag behind other economies. This paper identifies gaps in the theoretical literature on Natural Resource-Based View (NRBV) and compares it with empirical evidence on barriers to environmental strategies. Although NRBV's components may allow firms to gain a sustained competitive advantage, the determinants of these components may be affected by the market conditions. The barriers to environmental strategies align with the gaps found in the NRBV literature, suggesting that NRBV may need to address these issues in order to be generalizable across various market conditions. The barriers to environmental strategies may intensify in countries with low levels of human development, making it difficult for firms to gain a competitive advantage in developing coun- tries, as compared to developed countries.
