The article examines the life and research of professor and political activist Walter Rodney. Beginning with a brief biography of Rodney which discusses his birth in Guyana, his education, and his activism within political opposition movements, the paper ultimately examines a series of Rodney’s personal papers that have been archived in Atlanta, Georgia, Georgetown, Guyana, and London, England. The author recounts his own experience of traveling to each location to examine the papers. It is concluded that the papers give insight into why Rodney became an African historian and taught African history to the African and West Indian people.

The need to give basic economic information and teach economic concepts to children at an early age is the theoretical and practical basis of many international studies reflected in the works of many researchers; The paper examines regional and global studies on economic education and economic awareness in early education, particularly among preschool children; focuses on theoretical and legal approaches to the age classification of early childhood children based on national and international legislation; identifies the optimal age for the formation, development, and strengthening of economic awareness among preschoolers, and suggests the ways and appropriate educational materials to achieve this goal. The research is based on a complex, interdisciplinary methodology and includes document examination, comparison, classification and systematization, content analysis and data synthesis. In accordance with the objectives of the study we have reviewed works in the fields of economics and economic consciousness, pedagogy, psychology, early childhood education and education in general. Our research hypothesis is that economic education and building of economic awareness at an early age are essential for raising and shaping a successful citizen. The following conclusions were drawn from the research: * promoting the growth and enhancement of economic awareness and teaching basic economic concepts through simple language at an early age (4-6 years according to our classification) is the basis for creating a future successful citizen equipped with the essential life skills; * financial education is often equated with economic education, that we believe is not correct, since it is a narrower field based on specific financial concepts (e.g. money, loans, savings, etc.), while economic awareness and education encompass the fundamental concepts of relationships related to practical issues in the routine life. * the national and international scientific-legal basis of the child's age and development stages are in harmony with each other and completely correspond to the commonly accepted norms; * the review of scientific literature revealed that while diverse criteria are used to classify the stages of child development, the basic divisions include the child's physical, cognitive, speech/language, and social/emotional development. * Although scientific works from both Georgia and abroad extensively analyze the age division of young children according to their growth and capacities, no particular age group has been directly linked to the learning/teaching of economic concepts and economic awareness; * based on the works of Georgian and international scientists that have studied, we believe that the best age for children to promote fundamental economic education and develop economic awareness at an early age is between 4 and 6 years (inclusive), which is pre-school or early education age. * early development and reinforcement of economic awareness enhances students' readiness for a greater comprehension of social science fundamentals in general at later stages of education. * considering the vast number of studies on the value of early childhood education, we think it's important to study this issue in Georgia more thoroughly and broadly, as well as to cooperate with other researchers/experts in this field for creation of a methodological framework for the development of economic awareness in young children. * and finally, we believe that children's literature, particularly fairy tales, stories, and rhymes on socio-economic topics can indeed illustrate basic economic concepts and teaching them to children using the right approach directly ensures the achievement of the goal. Aim. The purpose of the article is to study, analyse and present the readiness of Georgia in the modern period to meet international problems - it is the main goal of sustainable development, including higher education. The government of Georgia, since ancient times correctly understood the role of education for future prosperity, currently the government is doing its best to meet the international challenges in the fourth goal of sustainable development - education, including higher education. Methods. The paper is presented based on official documents, scientific research papers, analysis, and the historical-comparative method. Results. The article presents important challenges for the integration of the Georgian state into the European space at the present stage, which is enshrined in the Constitution (Parliament of Georgia, 2018) and several important documents. In this context, promoting access to education is an important international agreement for the country to overcome modern global challenges - one of the most important goals of sustainable development - an important precondition for strengthening the socio-political and cultural development of society. Conclusion. The paper is based on the study/processing of international and local official materials, as well as expert research has the opportunity to assess the readiness of the higher education system to follow the goals of sustainable development. This paper explores the consequences of the massive investment in criminal justice in Georgia following the Rose Revolution of 2003. We argue that this resulted in "governing through crime" - the outflow of criminal justice practices and logics into other unrelated policy spheres. We demonstrate this by looking at responses to the issue of safety in schools. We show that up to 2007, despite a moral panic surrounding school violence, policy-makers were able to resist knee-jerk punitive reactions in favor of evidence-based, preventive approaches in the relatively transparent atmosphere of Mikheil Saakashvili's first term. By 2008, however, schools increasingly began to become the objects of central government intervention and education policy became harsher and more punitive. In 2010, Police Academy-trained School Resource Officers were introduced into all schools throughout Georgia, with troubling consequences for both teachers and students. The paper shows that this move was primarily the result of the more interventionist, executivedriven, and opaque policy-making process in Saakashvili's second term, which left unchallenged the circulation of personnel, expertise, and policy from the hypertrophied criminal justice institutions into the education sphere. Objectives: Innovative Readiness Training (IRT) is a United States military exercise that provides training for military personnel while providing services for communities. The objective of this paper was to describe civilian pharmacy services provided during an IRT, Operation Empower Health., Setting: Operation Empower Health took place on May 10 to 18, 2018, in Savannah and Garden City, Georgia. Pharmacy operations included a limited formulary of medications. Civilian pharmacy volunteers were paired with military persons at 2 of 4 locations., Practice Description: Student pharmacists, residents, preceptors, and faculty provided disease state education to patients during triage. After receiving medical or dental services, patients were provided prescription and over-the-counter medications at the dispensing and counseling station. Civilian pharmacy personnel worked with military personnel to dispense and counsel on medications. Many patients required additional health services or postclinic care. University of Georgia College of Pharmacy faculty members were able to meet with patients for follow-up. An in-service to military personnel was provided by the pharmacists regarding common medication errors., Evaluation: Within Operation Empower Health, 7942 patients were provided health care services at no cost. A total of 11 students, 5 residents, 2 University of Georgia College of Pharmacy faculty, and 1 preceptor provided pharmacy services during the event. Civilian pharmacy personnel were able to educate 566 patients for a total of 2700 minutes. In addition to medications, patients were counseled on lifestyle interventions., Conclusion: Overall, IRT builds mutually beneficial civilian-military partnerships between communities and the Department of Defense. Civilian pharmacy personnel were able to offer medication and lifestyle counseling in addition to managing medication dispensing. Aim. The paper aims to explore the issue of Georgian education by analysing it chronologically and thematically and recalling past experiences. The paper focuses on the period of the First Republic of Georgia, 1918-1921, and highlights the place of education and culture in Georgian politics. Moreover, the paper considers the connections of modern Georgian politics and the centuries-old traditional heritage and its transformation in the present reality. Method. The paper is presented based on a number of studied documents, empirical materials, scientific research papers, monographs. The study comprises analysis of government documents and historical-comparative method. Results and Conclusion. The empirical materials prove that, despite the difficult political situation, during the period of the First Republic of Georgia (1918-1921), education in Georgia was well developed, which occurred with the support of the government and due to the active and creative work of representatives of such fields as education, literature, theatre, music, cinema, and science. Thus, the paper presents the reality of the first democratic republic of Georgia during 1918-1921, it appears so that the certain reforms conducted by the state in the past in field of education and cultural policy are very important even in the modern days. The prevalence and pervasive nature of emerging chemicals of concern have created widespread environmental injustice apprehensions in vulnerable communities. To alleviate and address these concerns, identifying, engaging, and training a diverse environmental health research workforce will be critical and necessary steps to combat and prevent the consequences of environmental injustice. While there is an obvious need to enhance diversity in environmental health research, this process is hampered by facets of systemic racism that reduce access to educational resources needed to build interest and knowledge in students and teachers. We present here a historical perspective to offer a guide for building programs and relationships with underserved schools to help overcome limiting factors that have plagued certain public school systems. With the proper training and mentorship, the untapped workforce present within these schools will be empowered to understand and address current and emerging environmental health and safety threats. Through this transformative 8-week high school research program, we will develop well-prepared, ethical researchers committed to scientific inquiry, intensive fieldwork, and collaborative problem solving to address environmental health challenges. Following the four-step risk assessment process, students, teachers, and faculty mentors will work collaboratively to identify toxicants, potential hazards and risks, and environmental disparities in urban neighborhoods, which provides the necessary training to formulate critical thinking skills for use in academic or nonacademic careers. NEW & NOTEWORTHY: The Engaging Multidisciplinary Professional Opportunities for Women in Environmental Research (EMPOWER) program is a one-of-a-kind research summer experience for minority female high school students in the state of Georgia. This combination of lab and field research immerses participants in understanding urban environmental exposures and their health effects. Hospice and palliative care development, in terms of availability and services, occur to varying degrees in the developing world. In this paper, the evolution of palliative care practices in four developing nations ( Nigeria, Georgia, Ethiopia and Tanzania) is described. By highlighting common problems as well as the unique individual perspectives of each country's practice, this paper aims at increasing global awareness of palliative care in the developing world. While the call for palliative care to become a fundamental human right is sustained, it is also hoped that this article will stimulate a global discussion on the best possible way to encourage the establishment and growth of palliative care services in other developing countries where hitherto it has not been in existence, with policymakers and healthcare professionals taking the lead through the institution of sound national policies to promote and provide palliative care to all citizenry. Museum space is arranged not only to present but also to help understand displays. Patterns of visitor movement and the co-visibility of displays act as pedagogical media. This paper traces the recent history of the interior of the High Museum of Art, in Atlanta, and identifies radical transformations in the interaction between architectural setting, exhibition design and curatorial intention. The original 1983 second-floor layout, designed by Meier, created 'rooms within rooms', privileged cross views and provided a web of vistas cutting through spatial layers of displays and meandering paths of movement, even as the structural grid notated an abstract overall order. Thus, it supported comparisons and a multiplicity of points of view rather than a rigid classificatory scheme. Also, it challenged focused frontal viewing and hence traditional curatorial approaches. The 1997 second-floor layout, by Scogin and Elam, masterfully deployed a formal exhibition language that resonated with Meier's architecture in order to implement a different curatorial programme, based on well-defined sequences of movement and controlled visual frames. The aim was not to impose an historical or stylistic classification, but rather to confront visitors with orchestrated assemblies of displays linking art to themes such as life, faith, the human figure or the city. In 2003, Lord Aeck and Sargent designed a new layout which reproduced the original 'rooms within rooms' implemented by Meier, whilst reducing the intricacy of internal subdivision and promoting less complex vistas. The evolution of interiors in Meier's original building stands in contrast to the simpler layout of Piano's 2005 extension for the High where architecture assumes the role of a more neutral and elegant background to the art works. These contrasts, their programmatic generators and their experiential consequences are documented and analysed as a case study in the pedagogical functions of museum space. [ABSTRACT FROM AUTHOR]

The article presents a case study on the business court project for the enhancement of experiential learning in education in Georgia. It notes that the study is being conducted at Georgia State University (GSU) where undergraduate business students were required to make a court visit to observe the processes taking action at court. It mentions that a short overview of the Legal and Ethical Environment of Business course that was taught in the university is also provided.

The private security and protection services industry has experienced tremendous growth in the 21st century. In an effort to prepare individuals for the job market, some states and individual high schools have begun to develop public safety programs that include private security curricula. The state of Georgia started this process in 2003. This paper raises questions about the feasibility and utility of such curricula. Working groups consisting of key stakeholders in Georgia including high-school educators, industry representatives, and Department of Education representatives addressed these questions. While the ongoing information technology (IT) revolution is providing us with tremendous educational opportunities, educators and IT researchers face numerous obstacles and pedagogical questions. The Georgia Institute of Technology (Georgia Tech) has a long history in engineering education research and has developed and designed many different tools for instructor authoring, course capturing, indexing, and retrieval. Special attention has been applied to the design and deployment of distributed learning environments. This paper describes the environment and challenges facing Georgia Tech as it expands its campus worldwide while maintaining integration of faculty and students across these campuses. The focus is primarily on the problems of synchronous delivery to multiple sites with a description of how technology is currently being deployed in Georgia Tech's distance-learning (DL) classrooms, as well as technology that is under development for the DL classroom of the future. Post-apartheid Africa and post-Soviet Georgia implemented a variety of education reforms since the 1990s. Many of these reforms exhibit recognizable similarities despite the significant contextual differences between the two countries. This paper examined the school decentralization process framed by the world culture theory and compared how the enactment of reforms was influenced by country contexts. It focused on the development of regional administrative units and school governance in these two countries to illustrate how specific reforms may have structural similarities but be functionally different. Introduction: Georgia, like other Eastern European countries, showed a dramatic increase of international labour emigration after becoming independent in 1991. The collapse of the Soviet Union caused economic instability, unemployment and poverty resulting in labour migration. Since then, thousands of children have been left behind in the care of extended family members while their parents work abroad. The aim of this study is to explore schoolteachers' perceptions on parental migration and left-behind children (LBC) in Georgia as schoolteachers are the main contact persons for LBC and their caregivers.  METHODS: We conducted six focus-group discussions with public school teachers, namely class-tutors and six in-depth interviews with school principals from two migrant sending regions. We applied reflexive thematic analysis to systematically analyse the data and identify main and sub-themes. The contextual model of family stress underpins this study.Results: We identified the following themes expressed by both, teachers, and school principals: social and economic impact of migrant labour and relationships between schools and migrant families. School teachers and principals acknowledged some positive aspects of migrant labour, but primarily perceived parental migration as a negative experience for children leading to problems in mental health, well-being, and academic performance. Structural factors, lack of support and lack of community involvement were expressed to further worsen the situation. Teachers saw themselves as one of the main supporters for LBC while they described the role of caregivers ranging from caring to unhelpful or even destructive. School principals stated mitigating the situation by regular meetings with class tutors, extra-tutoring for LBC, psychological counselling, and developing/enacting internal guidelines.Conclusions: Our findings suggest that LBCs and transnational families could benefit from the provision of psychological services at schools. Schools implementing Positive Behavioral Interventions and Supports (PBIS) with fidelity demonstrate a wealth of student and school benefits. At the same time, there exists limited research from an inclusive innovation perspective: examining whether schools and communities have equitable access to PBIS based on sociodemographic school and community variables. This article presents the results of an ex post facto research design examining PBIS implementation and access across sociodemographic school and community variables from an inclusive innovation lens, examining data from schools (N = 489) in the state of Georgia. The significant interaction effects revealed that between both PBIS and non-PBIS schools, those located in suburban areas had significantly higher median household incomes compared with rural and urban schools. Additional findings included the following: PBIS rural schools had higher household incomes and lower percentages of free/reduced-price lunch than non-PBIS schools in rural communities, and PBIS schools included significantly higher proportions of students who identified as White compared with non-PBIS schools. Objectives. Political science long ignored the actual mechanics of voting—until the 2000 presidential contest. This research note offers a systematic empirical inquiry into the potential effects of various voting methods and electorate–specific variables on the rate at which citizens register a preference via the act of voting. Methods. Voting methods were analyzed in relation to the rate of undervotes recorded in Georgia’s 159 counties during the 2000 general election using a set of multivariate models. Results. Lever machines and fill in the oval optical scan ballots are associated with lower rates of undervoting. Counties with large numbers of new registrants, lower education levels, and a higher proportion of African–American voters were found to have higher error rates. Conclusions. The results of this study provide strong evidence that voting methods and ballot types, as well as electorate–specific characteristics, are key factors in determining the error rate associated with the process of voting at the county level. This essay explores pedagogical practices and ethical obligations in the embrace of cultural and religious diversity by a faculty team in a theological school course. Attention is given to the interplay of art and ethical dilemmas in an educational praxis that calls into question students’ taken-for-granted worldviews and theologies. In the first of three sections the writers identify several assumptions they brought to the conduct of the course regarding diversity, art, and pedagogy. The second section describes student encounters with and responses to art from a variety of cultural contexts. This research analyses how effective multilingual educational reforms (MLE) have been in post-Soviet Georgia in helping ethnic minorities to learn Georgian as a second language in order to integrate into Georgian society. It also examines the language ideologies at play within the interactive dynamics of top-down and bottom-up discourses. This research used qualitative methods of analysis and the data was collected in February and March 2015. The research revealed that MLE processes in Georgia at the current time have not been effective in bridging the language gap for ethnic minorities due to the low proficiency of the Georgian language among ethnic minority teachers. Furthermore, MLE reforms have produced ideologies of exclusion rather than inclusion and the research has revealed a social hierarchy of languages (Weber in Multilingualism, education and change, Peter Lang, Frankfurt, 2009) is prevalent within Georgian society and in all spheres of language use. However, at the grass-roots level the research discovered that language shift is happening as a natural process externally to multilingual education processes among ethnic minorities in Georgia. This has been attributed to an increase in the motivation of ethnic minority populations to improve their economic opportunities within Georgian society though the use of social media and information technology. The American Speech-Language-Hearing Association (ASHA) describes the supervisory process as a collaborative effort between both the student clinician and the certified supervisor. In order to support this process, it is important that both the supervisor and supervisee's preferences be considered regarding how these efforts will proceed. The purpose of this study was to investigate the opinions of graduate speech-language pathology clinicians regarding the supervision provided by on-campus clinical educators. Eighty-four graduate students completed an online survey. Results indicated that students generally preferred supervisory practices that simultaneously promote clinical independence while offering knowledge and support in a structured and timely manner. Single case studies can provide vital contributions to theory-testing in social science studies. Particularly, by applying the process-tracing method, case studies can test theoretical frameworks through a rigorous research design that ensures substantial empirical leverage. While most scholarly contributions on process-tracing focus on either theory-building or on explaining single outcomes, we discuss how to apply the process-tracing method in theory-testing case studies. Furthermore, unlike the tendency to use examples from classic social science studies, we refer to our own case study of tax reform in Georgia thereby providing a constructive reflection on the practical application of and relevant methodological challenges in applying process-tracing. Librarians are increasingly moving out of the library and into the wider university setting as patrons spend more time seeking information online and less time visiting the library. The move to embed librarians in colleges, departments, or customer groups has been going on for some time but has recently received more attention as libraries work to find new ways to reach patrons that no longer need to come to the physical library. Few universities have attempted to embed all their librarians. This article is the second of a short series of works designed to articulate the results and research approach I utilized in my study Analysis of Background Check Policy in Higher Education. This second article focuses on the research development, design, and overall approach I utilized in addressing my research question which aimed to examine the history and experiences of Georgia Institute of Technology's adoption of background check policy. This was achieved through interviewing relevant constituents and analyzing all available/related official policy documents associated with Georgia Tech's Pre-employment Background Check Policy and Program. In my research approach, my conceptual framework consisted of considering four important policy dimensions, including the normative, structural, constituentive, and technical dimensions. This framework served as a basis and focus, shaping my research process, informing the methodological design, and influencing the selection of data-collection instruments. Using four very specific research design questions, I conducted my research through the lens of the social constructivist adopting an interpretivist approach utilizing a qualitative policy analysis methodology which included the use of interviews and document analysis to address my research question. The article explores the meaning of loyalty in public education in Georgia from the 1930s to the 1950s. An overview of public education in Georgia during the period is provided which was influence by the Red Scare and reflected racial and political tensions. Also discussed are the use of textbooks to influence young people's social views, requirement for teachers to swear loyalty to the government, and communist professors.

President Obama's "Preschool for All" initiative calls for dramatic increases in the number of 4 year olds enrolled in public preschool programs and in the quality of these programs nationwide. The proposed program shares many characteristics with the universal preschools that have been offered in Georgia and Oklahoma since the 1990s. This study draws together data from multiple sources to estimate the impacts of these "model" state programs on preschool enrollment and a broad set of family and child outcomes. For lower-income children, the state programs increase the likelihood of preschool enrollment, the amount of time spent with mothers on activities such as reading, and test performance as late as eighth grade. For higher-income families, however, the programs shift children from private to public preschools, resulting in less of an impact on overall enrollment but a significant reduction in childcare expenses, and appear to have no effect on children's test scores. There is also little evidence that the state programs increase maternal labor supply, with the exception of a possible temporary increase in employment for mothers in lower-income families. The article discusses the history of education in Columbus, Georgia, with a particular focus on industrial education and the ways in which the city's textile industry affected its educational system during the late 19th and early 20th centuries. Details on the city's primary and secondary industrial schools and on the relationship between public and private education are presented. It is suggested that although the vocational schools were praised for their efficacy and innovation, they reinforced the city's social stratification. Other topics include racial segregation, working conditions in the textile mills, child labor, and gender.

The article looks at the career of Walter B. Hill, Georgia's state supervisor of Negro schools during the early 20th century. Particular focus is given to Hill's relationship to contemporary debates over the curriculum design and financing of African American education, especially with regards to white liberalism and philanthropy. Details on the operations of the General Education Board (GEB) and the Commission on Interracial Cooperation (CIC) to secure resources for African American education are also presented.

OBJECTIVE: Conduct a pilot study to establish the reliability and validity of a survey instrument that directly measures the objectives and content of the APTA CIECP; and measure the self-reported frequency of use of the behaviors taught in the APTA CIECP. PARTICIPANTS: Eighteen (18) APTA credentialed CIs. METHODS: Develop a web-based survey consisting of 58 items representative of the behaviors taught in the APTA CIECP and 8 demographic characteristics. Establish the content validity and reliability of the survey instrument. Conduct a descriptive analysis of the frequency of self-reported use of the behaviors. RESULTS: The APTA Clinical Instructor Education Board (CIEB) reviewed the items and determined that the items matched the objectives and content of the APTA CIECP, thereby establishing content validity. Cronbach's alpha coefficients ranging from 0.79-0.90 confirmed the reliability. The overall mean for all items on a 1-6 scale was 4.81. CONCLUSIONS: The content validity and reliability of the survey instrument were established. The outcomes of this pilot study suggest that when measured by a valid and reliable instrument that is representative of the objectives and content of the CIECP, the behaviors taught in the CIECP are being applied in the clinical setting by APTA credentialed clinical instructors. The article presents information on the program Project A Student-Parent Initiative Revitalizing Education (ASPIRE) in Georgia which offers family programs in order to promote literacy for preschool children. The authors look at the Governor's Office for Children and Families in Georgia, the U.S. National Association for the Education of Young Children (NAEYC), and the impact that children's books have a child's knowledge of special language and story structure.

The article presents an oral history of the education and experiences of feminist and scholar Helen Matthews Lewis. Emphasis is given to her activist work for women's rights and racial equality. Details related to her childhood in Cumming, Georgia, her education at the Georgia State College for Women, and her relationship with her husband Judd Lewis are presented. According to Lewis, the women's movement of the 1920s, 1930s, and 1940s is not yet fully understood, and more scholarship on the period is needed. Other topics include Appalachian studies, the University of Virginia, Clinch Valley College, and economic education.

The psychometric properties and multigroup measurement invariance of scores across subgroups, items, and persons on the Reading for Meaning items from the Georgia Criterion Referenced Competency Test (CRCT) were assessed in a sample of 778 seventh-grade students. Specifically, we sought to determine the extent to which score-based inferences on a high stakes state assessment hold across several subgroups within the population of students. To that end, both confirmatory factor analysis (CFA) and Rasch (1980) models were used to assess measurement invariance. Results revealed a unidimensional construct with factorial-level measurement invariance across disability status (students with and without specific learning disabilities), but not across test accommodations (resource guide, read-aloud, and standard administrations). This presentation describes findings of an exploratory study conducted with a sample of refugee students now living in the Atlanta area of the United States. The purpose of the study was to gain an understanding of the school experience of young refugees in the United States and how they perceive their educators' knowledge, attitude, and efforts in addressing their culturally diverse needs. Results of the study indicate that the American education system still needs to equip prospective teachers to understand how to address the needs of all children in our increasingly pluralistic schools. Data collected was in narrative form and based on the personal experience of a small, self-selected sample of immigrant students, therefore, results may not be generalized. Nevertheless, findings can be used as a baseline for future, more rigorous study with refugee adolescent populations. Participants in a special election held in the State of Georgia on 2 March 2004 voted overwhelmingly in favor of adopting a newly designed state flag that no longer incorporated a divisive Confederate symbol. We analyze the legislative politicking that defined the voters’ options as well as the outcome of popular voting on the flag design across Georgia’s 159 counties. We find the referendum’s results to have been determined largely by demography (education, race, and population density) and by the level of support in 2002 for the two gubernatorial candidates who played significant roles in the flag controversy. This article presents estimates of the effect of private school competition on public school performance. Using data on school districts in Georgia, the authors estimate models relating tenth- and third-grade test scores for either reading or mathematics to the level of private school competition. Test scores are not measurably or significantly higher in areas with greater private school competition, a result robust through multiple estimations using three measures of private school competition and a variety of control variables. The authors address the possible endogeneity between test scores and private school competition using instrumental variables estimators, with percentage of the population that is Catholic, county population in 1980, lagged competition, and various other measures as alternative instruments. Research demonstrates that nonwhite, lower-income households bear the Georgia Lottery's tax burden, yet receive fewer benefits. However, local disparities in grading standards may mitigate the observed income redistribution. Our objective is to determine whether certain localities obtain more HOPE scholarships than expected, mitigating the observed redistribution. We use fixed-effects regression and a sample of Georgia's counties (1996–2002). Our results indicate that some localities obtain more HOPE scholarships than expected, mitigating the observed redistribution. We conclude the income-redistribution research result does not reveal a complete picture because it overlooks the HOPE scholarship's extraordinary allocation mechanism. [ABSTRACT FROM AUTHOR]

Purpose - Aims to describe budgeting processes in health care, education, and insurance business. Design/methodology/approach - A survey was undertaken, using an interview approach, to expose tactical budgeting matters and behaviors of some central Georgia businesses. Findings - The study shows that budgets are used in different degrees and for different purposes across different industries. Research limitations/implications - A more comprehensive, comparative study would be a worthwhile undertaking to provide an in-depth analysis of issues involved in the budgeting process across industries. Practical implications - The study provides examples of practical steps involved in the budgeting process.
