Purpose: The purpose of this paper is to address the interface between design education and business start-up in the designer fashion industry (DFI) and provide a new framework for reflecting on ways to improve design education and graduates' business start-up preparedness. Design/methodology/approach: This interpretive study employed semi-structured interviews to collect nascent fashion designers' enterprise development narratives and tertiary educators' views on how they prepare designers for the challenges of the DFI. Findings: While design and production skills studied in design education are valuable, it was found that work placements are particularly important resources for aspiring fashion business owners because they provide "education in enterprise" and the sort of social capital required for business success. The research produced a framework for reflecting on and refining the fit between design education and the practice of enterprise development in the DFI that incorporates considerations of the creativity-business tension and designer's enterprise orientations. Research limitations/implications: The findings suggest there is a need to create more intersections between fashion design and entrepreneurship education and to incorporate more education for and in enterprise. They also suggest there is value in encouraging students to select design education that fits their enterprise orientation and any skill deficits associated with this orientation. Originality/value: The paper makes a valuable contribution to both the higher education and entrepreneurship literatures by presenting an original model for conceptualising the way design education can interface with business start-up to develop industry-appropriate social capital and sound business practices. Purpose: This paper aims to analyse how learning levels differ within and between degrees and diplomas with specific application to the Bachelor of Applied Business Studies degree and the New Zealand Diploma of Business, which are delivered at a New Zealand polytechnic. Design/methodology/approach: A literature review and content analysis of National Qualifications Frameworks was conducted to analyse how learning levels differ within and between degrees and diplomas with specific application to the Bachelor of Applied Business Studies degree and the New Zealand Diploma of Business which are offered at a New Zealand polytechnic. Findings: A literature review and content analysis of National Qualifications Frameworks reveals that learning levels are differentiated by level of complexity, degree of abstraction, depth in a major subject, research competency, learner autonomy and responsibility, relative demand placed on students and increasing complexity and unpredictability of operational context. This analysis failed to find any difference in learning level between Bachelor of Applied Business Studies and New Zealand Diploma of Business papers nominally at the same level on the New Zealand National Qualifications Framework. The degree comprises a portion of papers at a higher learning level than the diploma and it is at this level that the difference is realised. Research limitations/implications: Future research should investigate learning level differences between disciplines, qualifications and institutions. Practical implications: This paper provides a framework on which to base course design, delivery and assessment of the Bachelor of Applied Business Studies degree and the New Zealand Diploma of Business and credit transfer between them. Originality/value: This case study addresses the increasingly important issue of the compatibility of learning levels between different qualifications. As many economies acknowledge the necessity for increasingly skilled workforces, credit transfer to enable seamless transfer between qualifications is becoming a focus in seeking to facilitate lifelong learning. In this paper, it is argued that it is the centrality of the liberatory function of education--its "onto-formative" capacity--that has been most severely compromised through the contemporary recasting of "education" as both a marketable commodity (externalized knowledge) and a particular form of institutional activity (schooling). In this respect, the manner in which education is normatively defined has important consequences for most if not all research and teaching activities. The paper discusses this problem and illustrates how a broader linkage between education and the human condition is an essential prerequisite for a better informed and critically conscious teaching profession. In particular, we explain how this normative description of education is challenged in our combined teaching endeavours.

Introduction. Through a unique, inter-sectoral and interprofessional initiative, practitioners from education, health and social service sectors were invited to participate in communities of practice, facilitated online. The focus was on building workforce capacity to address the mental health needs of children and youth. Aim. This paper explores interprofessional workforce development by translating knowledge from a mental health promotion initiative developed overseas into the Aotearoa New Zealand context. Methods. Over a 6-month period, practitioners engaged in an iterative, capacity-building process, where they had access to the initiative materials and resources, shared practice stories, networked, and discussed barriers and facilitators for implementation. Qualitative thematic analysis was used to interpret data. Results. Members of the communities of practice engaged in storytelling and made sense of the initiative in relation to their previous knowledge and experiences: practice and thinking were validated. Mental health promotion was positioned as the responsibility of all sectors and the need for effective interprofessional collaboration was deemed essential. Furthermore, translation of the initiative into the bicultural context of Aotearoa New Zealand demanded and deserved sustained attention. Discussion. This study contributes interprofessional and inter-sectoral evidence for building workforce capacity to address the mental health needs of children and youth. Further research is warranted to investigate the outcomes for the children and youth served. Access to tertiary education is a challenge for many people from refugee-backgrounds. In Aotearoa New Zealand (NZ), resettled refugees are entitled to access education alongside other New Zealanders, and NZ's resettlement policy material recognises education as a key pillar of resettlement. However, refugee-background students are not recognised as 'priority learners' in education policy, so educational institutions are not required to report on refugee-background students' educational access or outcomes. At all levels of the education system, teaching and support practices for refugee-background students vary widely. Many barriers hamper refugee-background students' access to and success in tertiary education. However, refugee-background students are also necessarily-skilful border navigators. In this paper, we share data from an in-progress participatory action research project based in southern NZ that involves collaborating with refugee-background students at the secondary-tertiary education border. After describing the project, its rationale, and our theoretical framework, we draw on insights from seven of the students to illustrate how students represented educational navigation in NZ: as a resistance project, a subterranean project, and a relational project. Purpose: The aim of this paper is to respond to calls for higher education institutions to address sustainability within the curriculum. Institutions that aim to graduate citizens with prescribed attributes relevant to sustainability may need to develop teaching and learning support-programmes appropriate to the varied nature of students' worldviews. Design/methodology/approach: The research described here used the NEP (Revised New Ecological Paradigm) and statistical cluster-analysis to explore if individuals within cohorts of students could reasonably be clustered into subgroups with identified sustainability attributes relevant to the design of learner-support programmes. Findings: All seven programme cohorts in one institution's annual intake clustered into three subgroups with identifiable attributes. Practical implications: The results are discussed in relation to how post-compulsory education institutions can define the sustainability characteristics of their students and to the pedagogic literature that addresses diversity in student groups. Originality/value: The approach may help higher education institutions better understand the needs of individual students within large groups and to develop appropriate support programmes for students with similar attributes and needs. It is common to hear Maori discuss primordial states of Being, yet in colonisation those very central beliefs are forced into weaker utterances. In this process those utterances merely conform to a colonised agenda. "Matauranga", a tidy term that overwhelmingly refers to an epistemological knowing of the world, colludes nicely with its English equivalent, "knowledge", to further colonise those core contemplations of Being. Its plausibility relies on an orderly regard of things in the world. In education, historical and current practices of schooling pave the way for things in the world so that they amount to matauranga for Maori, and even the term "ako" will conspire in its own way. Both Novalis and Heidegger have the ability to identify subtly colonising philosophies, and may even propose some theoretical solutions for Maori. (Contains 4 notes.)

Classics may be considered by some New Zealanders to be a product of 'high culture', but it is relevant along with the rest of the Humanities to the contemporary world and part of the mix that makes up the cultural scene and educational practice of New Zealand Aotearoa. The abstract to publication ratio (APR) is a measure of the quality of scientific meetings. The aim of the present study was to determine the publication rate of abstracts presented at annual Royal Australian and New Zealand College of Radiologists (RANZCR) conferences, and to identify the publishing journals. All free paper research abstracts (oral or poster) presented by RANZCR radiologists, radiation oncologists and trainees at the four consecutive meetings between 1996 and 1999 were identified retrospectively from conference programmes. The PubMed database ( ) was searched to determine whether or not the abstract had been published as a full paper. Of the 480 free paper research abstracts, 168 (35%) had been published as full articles. The overall abstract to publication ratio for radiology was 29% and for radiation oncology was 41%. Papers were published in a variety of journals but Australasian Radiology accounted for 27%. The mean time between presentation and publication was 16.5 months (median 17 months). These overall abstract to publication ratios are lower than those reported for overseas-based meetings in each respective area. Guidelines to scientific committees could increase the APR by more rigorous selection of abstracts. Future research should look at barriers to the publication of research findings, and identify ways to assist the publication process. [ABSTRACT FROM AUTHOR]

The Ministry of Education, Teaching Council and other groups aligned with the teaching profession are increasingly acknowledging the impact of racism, yet there is a dearth of research that moves beyond unconscious bias to examine how race is socially constructed in schools. In this paper, we present four autoethnographic accounts from Tracey to draw attention to the phenomenon of settler affirmations; a form of interpersonal and institutional racial bonding that reaffirms settler perspectives and sensibilities in schools. Settler affirmations are exchanges that pass between educators who are perceived to be Pākehā (New Zealanders primarily of European descent.) to sustain silencing. Silencing is a racial discourse that aims to keep the descendants of settlers in a state of racial comfort by reinforcing historically resolved and equitable bicultural relations and ignorance and denial of the structuring force of colonisation. Moreover, the discursive process is exacerbated by the organisation and administrative design of the institution. Indeed, our analysis of Tracey's vignettes brings to the fore everyday ways that the cultural and environmental norms of schooling affirm the settler colonial heart of New Zealand education. We conclude the paper by considering how settler affirmations can affect the compulsory roll out of the Aotearoa New Zealand's histories curriculum in 2022. In doing so, we highlight the need for an urgent and earnest focus by policy makers, researchers, and teachers to respond to the social construction of race in education. [ABSTRACT FROM AUTHOR]

Māori hold unique views on the lifecourse but there has been limited Māori-led longitudinal research to date. There is a particular need for kaupapa Māori and interface longitudinal research that generates mātauranga Māori and enables Māori-initiated transformative action. In this paper, we identify key features of a Māori lifecourse framework and its application to longitudinal research at the interface of mātauranga Māori and Western science. We describe how these features are applied in the Taranaki Māori-led longitudinal research programme Te Kura Mai i Tawhiti. Māori will benefit from a regionally-focussed Māori approach to lifecourse research at the interface. This approach can be applied directly in future localised research led by Māori and other Indigenous peoples. Māori-led longitudinal research will inform effective interventions to lift Māori wellbeing and prospects throughout all stages of life and strengthen Māori contributions to wider society. Māori approaches to longitudinal research will help shape new futures for Māori and a brighter future for all peoples of Aotearoa New Zealand. There is a conflict between the claims of Māori sovereignty and the imposition of State legislation on Māori children. This conflict of interest has been given very little consideration in the public sphere. This research-informed article speculates that despite legislation ensuring that education attendance is fixed as a legal obligation for all Primary and Secondary aged children, there is urgency to address if conceivably this is a deeply flawed assumption as it contradicts notions of tribal sovereignty. Cautiously, this article does not romanticise past positioning of Māori peoples, nor makes claims to indigenous righteousness, rather moves to suggest that State-led education belongs part of positive outcomes for Māori, however there must be negotiation to the terms and expectations for education attendance. This paper discusses data from a survey of New Zealand teachers conducted in 2020 during the first months of the COVID-19 pandemic. It considers this data in the light of a series of contexts: Te Tiriti o Waitangi; social inequalities particularly in relation to the impacts of colonisation and neoliberal social and economic policies on Māori; the New Zealand government's commitment to wellbeing; Te Ara Waiora, a Māori model of wellbeing utilised by the New Zealand Treasury; and the status of the teaching profession in Aotearoa New Zealand. Using data from the teachers' responses to the survey, it outlines ways in which wellbeing was prioritised by teachers during these early months of the pandemic, when teachers were suddenly required to pivot to online teaching. It argues that the wellbeing values as espoused in te ao Māori, a Māori worldview, and those articulated by teachers provide inspiration for a pathway beyond the privations of the pandemic. Introduction: Since 1991 the University of Otago, Dunedin, New Zealand has offered postgraduate qualifications specifically designed to educate general practitioners (GPs) about their unique work environment. Aim: To determine motivations and impacts of postgraduate education for practising GPs. Methods: Survey of the 100 graduates of the University of Otago, Dunedin postgraduate general practice programme. Ninety five living graduates were approached and 70 (73.7%) responded. Quantitative data about disposition of respondents before enrolling and after completion of the programme were analysed using chi-square and paired t-tests. Free text responses about motivations, impacts and outcomes of the program were thematically analysed. Results: 64 GPs graduated with a postgraduate diploma and 36 with a masters degree in general practice. Although the mean number of graduates was 3.5 and 2.0 (respectively), annual enrolments averaged 25.1. Most graduates (60.9%) were aged in their 40s when they started studying and most (94.3%) had a spouse and/or children at home. Intellectual stimulation and challenge motivated study. Outcomes included perceived improvement of medical care delivery; development of critical thinking about medical epistemology, education, and research; and personal growth. Graduates increased engagement in academic and advisory roles, published papers, and some completed doctoral studies. Respondents valued scholarship and enjoyed the learning environment, but felt their qualification had low perceived value within the profession. Cost and a perception of time commitment were important barriers to study. Di scussion: This voluntary postgraduate medical education complements traditional medical training but has low external value despite personal, practising and professional benefits. BACKGROUND: The International Ergonomics Association is a professional association for human factors and ergonomics (HFE) professionals. Australia and New Zealand are two of 52 Federated Societies within the IEA. OBJECTIVE: This paper describes an Ergonomics and the Future World (EFW) workshop held at the IEA Triennial Congress in 2018 (IEA2018), and reports the findings of the Australia / New Zealand (Southern Cross) Cluster (SCC). METHODS: Four questions were developed by the IEA EFW committee to evaluate the ergonomics state-of-play in various world regions. Southern Cross delegates (N = 17) participated in a 90-minute workshop discussion at IEA2018 (45% participation rate for SCC delegates). A summary was presented during the IEA2018 closing ceremony and as a written report for the IEA. RESULTS: Three themes emerged from the SCC discussions: (i) the impact of technology advances on HFE professional practice;(ii) communication with internal and external stakeholders; and (iii) HFE education. CONCLUSIONS: The workshop findings are similar to issues raised at local discussions in Australia and New Zealand over past decades and mirror comments and opinions published by authors in the HFE profession. They provide a benchmark for current SCC opinion and may provide direction for future discussion of these recurring issues. [ABSTRACT FROM AUTHOR]

Ontological politics has received increasing attention within education policy studies, particularly as a support for the notion of policy enactment. While policy enactment offers serious challenges to traditional approaches toward policy implementation, this paper takes up ontological politics as a concept that extends beyond implementation and holds consequences for policy formation as well. Analysing the different uses of evidence in recent policy documents from Aotearoa New Zealand, this paper argues that an ontological politics of evidence grounds policies in ways that define what can and cannot be enacted, what this paper terms policy enablement. The analyses illustrate an ontological politics of evidence that excludes non-experts in the first instance, and that sanitises the critical elements of enactment in the second. Both analyses highlight the ways policy enablement emerges from ontological politics and offers a supplement to policy enactment. Following these analyses, the paper offers some provisional thoughts on the relationship between enablement and enactment as an approach that attends to context as a constitutive element of policy-making. The last 30 years have witnessed a global 'curricular turn', with curricula increasingly moving from specifying particular content to specifying broad, skill‐based 'learning objectives'. This paper explores the implications of this curricular turn through a critical assessment of the current state of secondary school English in Aotearoa New Zealand. This is achieved through a critical discourse analysis of key curricular and assessment documents and a series of semi‐structured interviews with English teachers. Biesta's concept of 'learnification', which captures how contemporary schooling can focus on learning in a way which can obscure important questions of what students are learning and why, is used as a lens through which to analyse this data. The paper argues that secondary school English in New Zealand is highly 'learnified', that is, both official documents and teachers are concerned above all else with ensuring 'learning' is happening and 'learning objectives' are being met, rather than with bigger questions of purpose. This problematically decreases the opportunity for what Biesta calls a 'pedagogy of interruption': the opportunity for curricular encounters to challenge and extend students' horizons. There has been a recognized need to develop a curriculum for pediatric anesthesia training in Australia and New Zealand. The drivers are safe care for children, clear standards of care for children within and outside of quaternary centres, and clarity of the expertise and skill of the practitioner. Entrustable professional activities (EPAs) made up of multiple competencies and sub‐competencies are useful for the description and assessment of contemporary medical education. We have developed an EPA‐based curriculum that is not prescriptive in the number or range of EPAs that should be completed. Individuals can shape their learning and training to the EPAs that will support their ability to provide high‐quality safe care in the wide variety of institutions that they may be employed in after their pediatric fellowship. Institutions can use the curriculum to describe the skill set required for their institution and location. This paper will explain the process behind the development of the Society for Pediatric Anesthesia in New Zealand and Australia (SPANZA) guidelines of a curriculum for pediatric anesthesia fellowship based on EPAs. Purpose: Commencing with publications in the 1970s, the purpose of this paper is to review the historical writing about Australian and New Zealand teachers over the past 50 years. Design/methodology/approach: The paper incorporates men and women who led and taught in domestic spaces, per-school, primary, secondary and higher education. It is structured around publications in the ANZHES Journal and History of Education Review, and includes research published in other forums as appropriate. The literature review is selective rather than comprehensive. Findings: Since the 1980s, the history of New Zealand and Australian teachers has mostly focussed on women educators in an increasing array of contexts, and incorporated various theoretical perspectives over time. Immersed in the bicultural, increasingly globalized, yet uniquely local, Aotearoa New Zealand early childhood landscape, immigrant teacher subjects are shaped in complicated, entangled ways. This paper attempts to open fresh spaces for re-thinking knowable teacher identities by drawing on Julia Kristeva's work on the foreigner and the subject-in-process. It explores the immigrant teacher subject as "infinitely in construction, de-constructible, open and evolving" (Kristeva, 2008, p. 2). In a sector that is grappling with the complexities of outcomes driven expectations of productivity, mass participation and often homogenized indicators of 'quality', this paper elevates insights into the subject formation of the Other, to expose cracks in this veneer, through the notions of the semiotic and revolt. In this critical philosophical examination, I reconceptualise the idea of knowing immigrant teacher subjects, and their confrontation and (re)negotiation of social, political and professional expectations and unknowable foreignness. Purpose : Understanding the nature of wellbeing as multidimensional and complex provides a policy window to generate a strengths-based policy orientation to promote wellbeing in education settings. The purpose of this exploratory paper is to map how wellbeing is interpreted across public education policy documents in Aotearoa New Zealand. Method : To explore the narrative that this group of documents weave, we draw on models of holistic wellbeing, ecological systems and appreciative inquiry. Policy documents were analysed using text mining software to track notions of wellbeing; their occurrence and co-occurrence with related concepts. Results : Key findings include the predominance of wellbeing, the interrelatedness of wellbeing with relationships, and the predominance of student wellbeing over the wellbeing of other stakeholders, highlighting that current education policy does not interpret wellbeing as relational, complex or contextual. Conclusion : We argue that interpreting such documents through a wellbeing lens demonstrates the complexity and disparity of the conceptualization and contextualization. We assert that it is critical to explore possibilities for deliberate and ecological wellbeing connections within educational policy and practice for the good of all stakeholders.

The aim of this paper is to contribute to the debate about the phenomenon known in Aotearoa New Zealand as twenty-first Century Learning. In recent additions to the local literature Hirschman and Wood (2018) have noted a lack of critical engagement with this narrative which is fast becoming normalised in New Zealand, and Lourie (2020) has shown how and why twenty-first century skills and competencies have been increasingly emphasised over traditional forms of knowledge. In responding to this literature I identify a number of problems with the narrative but my key purpose is to engage with what I regard as the deeper and more fundamental problem—a lack of 'knowledge about knowledge'. I use Young and Muller's (2010) 3 Futures scenarios to create a context from which to critique this knowledge gap and its contagion effects in the use of 'big ideas' in the current review of the National Certificate of Education Achievement. I argue that epistemically structured knowledge is our main resource for deep learning and that equitable access to this form of knowledge is a social justice issue. A more epistemologically informed approach to the changes currently being promoted in New Zealand education is required to mitigate the effects of epistemologically weak curriculum making encouraged by the twenty-first learning narrative. This paper reports on the findings of a 15-year-old German girl's motivational and linguistic experiences during her one-semester study abroad (SA) in New Zealand. Chiara primarily interacted in social settings with either locals (e.g. homestay) or other Germans (e.g. school breaks). This paper investigates the nature of her second language (L2) learning motivation in different social settings, as elicited in interviews, reports and blog entries; and the dynamics of her oral L2 development, as captured in six interviews. The findings show that Chiara's L2 motivation was highly situational: she only made significant efforts in L2 use when she considered the specific social setting valuable for reaching non-linguistic goals and when it validated her sense of self. The linguistic findings, measured in language complexity, accuracy, lexis and fluency (CALF) demonstrated that Chiara improved her already highly functioning oral skills during SA – especially fluency and accuracy – despite inconsistent L2 interactions. The New Zealand Certificate in Early Childhood Education and Care (Level 4) programme was designed and developed when a Level 4 early childhood education qualification became mandatory for all educators working with children and families in the New Zealand early childhood education home-based sector. This occurred at a time when Open Polytechnic was undergoing a transformational change programme to ensure ongoing innovation in open distant flexible learning (ODFL). This paper provides insight into the design and development of a fully online, Level 4, early childhood education and care programme. Several "stories" focus on pedagogy that empowers learners in an online flexible distance learning environment, innovative teamwork, and initial feedback from stakeholders. The pedagogy underpinning the development of the programme is informed by the integration of sociocultural and constructivist theories with information communication technology (ICT), as specified by The Pedagogic Model of Integrating Constructivist and Sociocultural Learning Principles with Information Communication Technology, key educational design principles, and the assessment approach. In the first phase, work focused on designing at a programme level; work in the second phase developed the three courses that met qualification specifications set by the New Zealand Qualifications Framework (NZQF). The desired pedagogy and innovative teamwork resulted in very positive initial feedback from stakeholders. The paper recommends that feedback from stakeholders be formally collected in the new year. The motivation to adopt innovative communication and e-learning practices in education settings can be stimulated by events such as natural disasters. Education institutions in the Pacific Rim cannot avoid the likelihood of natural disasters that could close one or more buildings on a campus and affect their ability to continue current educational practices. For the University of Canterbury in New Zealand, the impetus to innovate was a series of seismic events in 2010 and 2011. This paper presents findings from studies that identified resilient practices in this organisation, which was a 'late adopter' of e-learning. The findings indicate that the combined use of social media and e-learning to support teaching, learning, communication, and related organisational practices fosters resilience for students, staff, and organisations in times of crises. Appropriately disseminating results to children are important because it respects the role they played in the research process. Clearly conveying complex messages to children, however, can be challenging and take a substantial amount of time for researchers. This paper reports on the results dissemination processes and accompanying critical reflection, that occurred during Neighbourhoods for Active Kids study – a community-based health research project with 1102 children aged 8–13 years residing in Auckland, Aotearoa/New Zealand. The results dissemination items included: an individual physical activity and food-purchasing behaviour summary, school physical activity and food-purchasing behaviour summary, colouring-in poster, a video, comic, results booklet, school summary report and school data. The results from critical reflection have been developed into five tips for disseminating results to children. The tips are: consult with children and incorporate their feedback throughout; allow space for change and adaptation; meet children where they are at in the digital world and in the physical world; it's OK to ask for help; and be careful of the words you use. This paper examines the extent to which there has been a shift towards disciplinary knowledge in recently developed curriculum documents in New Zealand and evaluates whether a new 'Understand, Know, Do' structure for the curriculum has the potential to facilitate coherent design of teaching programmes and 'deep learning'. Using a social realist lens, Bernsteinian theories on knowledge structures and recontextualization, and the principles of a Curriculum Design Coherence Model, the analysis identifies instances of both conceptual coherence and epistemic confusion which raises questions about the underlying principles upon which the curriculum documents are being developed. Purpose – The three case studies reported in this paper are drawn from a wider project in which schools in Canterbury, New Zealand, were invited to tell the stories of their experiences of the 2010/2011 earthquakes. The purpose of this paper is to capture the stories for the schools, their communities and for New Zealand's historical record. Design/methodology/approach – The approach taken was qualitative and participatory. Each school had control over their project design and implementation. The researchers were partners and facilitators in assisting each school to reach its goal. In these three case studies approximately 100 participants including principals, teachers, students and families were engaged in generating data to create tangible and long-lasting end products. Findings – The two themes from the data highlighted in this paper are: first, the importance of providing emotional processing opportunities for children without severe post-trauma symptoms to support their recovery and second, the ways in which children can be engaged and given a voice in research that concerns them. Originality/value – The paper contributes to the wider collection of research on and about the Canterbury earthquakes by giving voice to children and highlighting the role of schools in post-disaster response and recovery. Driven by international trends and government policy, it is a requirement for all newly built schools in New Zealand to be designed as innovative learning environments (ILEs) with flexible learning spaces. These environments, celebrated by some for the "transformational" educational opportunities they may provide, also raise questions about whether the anticipated pedagogical value of these "non-traditional" spaces is based on idealised visions of teaching and learning rather than empirically derived evidence. Before such complex issues can be efficiently addressed, evidence of the actual "state of play" of ILEs is required. Drawing on New Zealand specific data from a large Australasian research project, this paper triangulates principals' opinions, teachers' perspectives, and the literature on some key preliminary issues: what types of learning spaces can be found in New Zealand schools; what teaching styles are evident in these spaces; what pedagogical beliefs are driving ILE teaching practices; and what types of learning activities are occurring in ILEs? Purpose: In this paper the authors seek to understand how academic conferences [re]produce deeply embedded gendered patterns of interaction and informal norms within the business disciplines. Design/methodology/approach: Drawing on Acker's (2012) established and updated theory of gendered organisations, the authors focus on the role of academic conferences in the reproduction of gendered practices in the business disciplines. The authors surveyed academics at top universities in Australia and New Zealand who had attended international conferences in their discipline area. Findings: Academic conferences in the business disciplines communicate organisational logic and act as gendered substructures that [re]produce gendered practices, through the hierarchy of conference participation. Even in disciplinary conferences with a significant proportion of women delegates, the entrenched organisational logic is manifest in the bodies that perform keynote and visible expert roles, perpetuating the notion of the "ideal academic" as male. Practical implications: The authors call for disciplinary associations to formulate an equality policy, which covers all facets of conference delivery, to which institutions must then respond in their bid to host the conference and which then forms part of the selection criteria; explicitly communicate why equality is important and what decisions the association and hosts took to address it; and develop databases of women experts to remove the most common excuse for the lack of women keynote speakers. Men, question conference hosts when asked to be a keynote speaker or panelist: Are half of the speakers women and is there diversity in the line-up? If not, provide the names of women to take your place. Originality/value: The contribution of this study is twofold. First is the focus on revealing the underlying processes that contribute to the [re]production of gender inequality at academic conferences: the "how" rather than the "what". This paper examines the impact of homogamy on the distribution of household income in New Zealand at the national level and across different sized cities. We focus on homogamy by age, education, hours worked, employment status, and migration status. We present a new index of homogamy that takes account of maximum potential homogamy. Our index is less sensitive to categories with small population shares than the commonly used concentration ratios. We compare the inequality impact of actual matching with that of randomized matching by means of the additional randomization method. Contrary to public perception, homogamy of the highly educated has declined relative to random matching. Nonetheless, homogamy has had an inequality‐increasing impact on the distribution of income and this effect has grown over time: from around 5% of the mean log deviation (MLD) measure of income inequality in 1986 to 16% in 2013. Allowing for simulated labor supply responses reduces this effect by less than 1%. Spatially, the effect of homogamy is larger and increases more in metropolitan areas than in other urban areas. In Auckland, New Zealand's largest city (around a third of the population), homogamy accounted for a fifth of MLD inequality by 2013, up from 6% in 1986. Educational homogamy plays the biggest role in this process, but the effects of hours worked, employment status and migration status are relatively important too. Homogamy by age has little effect on income inequality. Using the Gini index as an alternative inequality measure yields similar results. [ABSTRACT FROM AUTHOR]

In the 1990s and 2000s, New Zealand governments monitored national educational performance broadly through cyclical 'light-sampling' of primary school students, and the annual proportions of secondary school students who gained formal credentials. In 2008, a centre-right coalition government legislated for national standards of achievement in literacy and numeracy in primary schools. In 2012, individual schools' national standards results were reported publicly for the first time despite professional and popular awareness of their unreliability. To date, New Zealand has not adopted national testing, instead preferring to emphasise the importance of teachers' professional judgments. Purpose – This article aims to discuss the conceptualisation process of developing a new one-year taught-master's programme in educational leadership at an Aotearoa/New Zealand university. Design/methodology/approach – The perspective taken is a highly personalised one from the two lead "drivers" of the programme and outlines the two-year process of development of the programme from conception through to the first papers delivered in semester one 2008. The article describes the process, the concerns, the underlying philosophy, content and intended delivery pattern within the Master of Educational Leadership (MEdL) programme. As the programme designers, the authors wanted something discernibly different in orientation from the postgraduate programmes offered by other tertiary providers in Aotearoa/New Zealand. The content had to be both educationally and culturally relevant and reflect the nation's bi-cultural heritage, yet growing multi-ethnic population base. Findings – The proposed programme was somewhat controversial and had a rather difficult journey through the New Zealand Vice Chancellors' Committee (NZVCC) that deals with the accreditation process. The philosophy of the programme centred on leadership rather than a management focus. Moreover, the philosophy was premised on both theory and practice as praxis and drew on both developmental and experiential models for leadership development. Originality/value – This article leads a critical discourse amongst tertiary educators in educational leadership programmes towards a greater exploration and articulation of the critical, humanistic, and phenomenological nature of the programmes it offers. This paper examines how a standards-based form of assessment in operation in New Zealand has impacted upon the knowledge taught to secondary history students. The segmentation of history into assessable components along with assessment mechanisms which encourage the reduction in the number of standards being attempted has impacted upon both the breadth and range of historical content in history programmes. The reduction in knowledge is problematic as it diminishes learners' opportunities to draw connections between inter-related historical concepts from a wider knowledge base. Social realists have raised concerns about the reduced focus on knowledge in education and its effects in restricting students' development of conceptual knowledge which enables higher order, more abstract thinking. Experiences of standards-based assessment for history in New Zealand are indicative of this reductive phenomenon. In a culture of accountability, standards-based assessment, as enacted in New Zealand, may impede delivery of critical knowledge. [ABSTRACT FROM AUTHOR]

Purpose – This paper aims to serve as an introduction to and overview of this special issue of the Journal of Educational Administration entitled "Building organisational capacity in school education". The co-editors have solicited contributions from authors in Wales, Australia, Canada, the USA, England, Hong Kong and New Zealand. Design/methodology/approach – The paper reviews past and contemporary approaches to the issue of capacity building in education and in particular, sustainable capacity building. As well as reviewing key researchers and writers in this field, including their own work, the authors foreshadow and synthesise the other seven papers that make up this special issue. Findings – The paper contends that building capacity in schools and schooling, while no means easy, can be both understood and accomplished. However, caution needs to be exercised because hard-fought gains in capacity building and sustainability can be quickly eroded under the influence of poor leadership or extraneous changes. Practical implications – The paper serves as a framework both for the seven papers that follow and more generally for understanding and conceptualising sustainable school capacity building. Purpose – New Zealand continues to struggle with interpreting and implementing its current policy of inclusion, especially as it relates to children traditionally known as having “special educational needs”. The purpose of this paper is to trace the discursive development of institutionalised Special Education in New Zealand and examines how the funding and policy mechanisms of neoliberalism within which rights-based inclusion was introduced have complicated the planning and delivery of services in schools. Design/methodology/approach – The paper draws on Gillian Fulcher’s (1989) discourses of disability as they are expressed through policy documents and educational reports to examine the language and values that have underpinned the development of Special Education policy and provision in New Zealand. Findings – The paper has identified and attempted to explain the extent to which traditional forms of exclusion have continued to structure current policy and practice despite a paradigm shift to inclusion. It argues that this has militated against clear understanding, acceptance and success of this major paradigm shift. Research limitations/implications – In examining the social nature of disability, and its implications in the structures of education today, it is possible to consider opportunities for acting to address these. Originality/value – The value of this work is in taking an historical approach to help understand why there continues be a distance between policy rhetoric and the reality of its implementation in practice. Objectives: The aim of this paper is to summarise the new psychiatry Fellowship programme and its rationale, highlighting the new inclusions, revised assessment structure, the benefits and structure of the programme.Conclusions: The 2012 Fellowship programme is based on the CanMEDs educational framework. The Royal Australian and New Zealand College of Psychiatrists (RANZCP) underwent a comprehensive process, adapting the CanMEDs competencies to a psychiatric framework and mapping the curriculum to Fellowship competencies, learning outcomes and developmental descriptors of the various stages of training. The policies and practices of early childhood teaching in Aotearoa New Zealand have been an ongoing site of political, economic, social and cultural contestation. Competing values and beliefs regarding experiences of both the child and the teacher have been central to the contesting. Helen May (2001, 2009) tracks these tensions through the waxing and waning of particular landscapes or paradigms, each of which can be seen to have contributed to the growth of the early childhood sector, its purpose, operations, manifestations, and its arguably tenuous cohesion as an educational sector. This paper provides a brief overview of the various paradigms, their purposes, and their spheres of influence (recognising that other papers in this special issue will contribute to a very detailed picture of early childhood education in Aotearoa) before analysing the discourses of child health in relation to the early childhood curriculum. Health is woven into the strands and principles of Te Whāriki (Ministry of Education [MoE], 1996). Yet, this paper questions whether teachers and student teachers are attuned to what it means to have health as a key part of the curriculum, and explores whether health is a marginal consideration in the curriculum. The paper engages Foucault's work, exploring tensions between pedagogical and medical disciplines in relation to the professionalisation of early childhood teaching. The idea of holism is then discussed as an approach to early childhood education curriculum discussions with reference to the participatory approaches to the development of Te Whāriki. The New Zealand early childhood curriculum, Te Whāriki (Ministry of Education [MoE],1996), is frequently hailed as a community inspired curriculum, praised nationally and internationally for its collaborative development, emancipatory spirit and bicultural approach. In its best form community can be collaborative, consultative, democratic, responsive and inclusive. But community and collaboration can also be about exclusion, alienation and loss. This paper engages with Te Whāriki as a contestable political document. It explores this much acclaimed early childhood curriculum within a politics of community, collaboration and control. Driving the direction of the paper is a call for a revitalised understanding of curriculum as practices of freedom, raising issues of how to work with difference and complexity in a democratic and ethical manner. The paper concludes that although official curriculum is unavoidably about control, there is a world of difference in the ways such control might be exercised. The real curriculum exists where teachers are working with children - it is in the everyday micro-practices that impacts are felt and freedoms played out. [ABSTRACT FROM AUTHOR]

Following the Tomorrow’s Schools administrative restructuring, a second wave of educational change installed globalised discourses as governmentality policies in Aotearoa New Zealand. Drawing on Foucault’s ‘toolkit’, this genealogical policy chronology traces the transformation of curriculum and assessment into a specific political rationality, unsupported by national standards (NS) or testing. Its inscription into students and teachers through technical-managerial and business-market discourses, sought to remake them as enterprising, industrious and governable within an Enterprise Culture. The paper traces the microphysics of the institution of this rationality, through the fusion of curriculum, assessment and economic policy, and the imposition of a NS accountability framework onto curriculum. Learning discourses encouraged teachers to locally breakdown objectives and activate them as NS to initiate governance by outcomes, targets and results. Reinforcing market relations, this installed the basis of performativity and measurement. By 1995, the failure to attain reliable, comparable data, calculate productivity gains and leverage standards, resulted in the government’s review and audit agency declaring standards non-existent and the framework unworkable. This paper demonstrates the centrality of curriculum assessment, even with ostensibly failing purposes, to the construction of malleable human capital and the embedding of a calculative governmentality for future population knowledge, management and control. The purpose of this paper is to suggest that without an educational environmental shift in New Zealand it will be difficult to achieve authentic school leadership change. The paper is based largely on the results of a study of the leadership perceptions of 94 secondary school principals in New Zealand (Slowley, 2012) and therefore is mostly about how difficult it is for secondary school principals in New Zealand to make changes in their leadership. However, it also points to a dichotomy that exists for principals at all levels and school types, between the leadership assumptions that permeate the schools' self-management system in New Zealand and the new leadership forms being called for by the government and its advisors and by some educationalists. This paper argues that dichotomy exists because the current schools' self-management system compels principals to be focused on the demands generated by an education market and by the government's expectations that principals should be effective administrators. To illustrate this dichotomy, the paper outlines the impact on the leadership of the individual principal of the accountabilities and leadership assumptions they are subject to on a daily basis. In so doing, the paper raises important questions about the value of providing principals with models of good leadership practice when those leadership models contrast with the inherent leadership assumptions within the current education environment. Evaluation research focusing on educational initiatives that impact on the learning and lives of young people must be challenged to incorporate ‘student voice’. In a context of conventional evaluation models of government-led initiatives, student voice is a compelling addition, and challenges the nature of traditional forms of evaluation. It requires a student-first approach where young people actively report on their experiences, rather than being represented by others. This paper presents an evaluation that draws on large-scale ‘student voice’ contribution. Using the context of a mental health programme that was piloted in secondary schools in Aotearoa New Zealand, this paper explores the importance of a student voice agenda in evaluations. More than 2500 students participated through national surveys and an in-depth case study across five school sites. By foregrounding student voice as an evaluation tool, the ethics of student involvement becomes complex. When authentic student ‘data’ can change or challenge official thinking, students’ voice(s) can either be foregrounded or silenced. Commissioned evaluations are often fraught with wider political agendas, but evaluation researchers have a duty to ensure student voice is represented if it is to inform ongoing government policy that impacts on the lives and learning of young people. Pasifika learners comprise a significant number of students in the New Zealand education system. In terms of educational performance, Pasifika learners generally have lower success rates and academic achievements than other student groups at both secondary and tertiary levels. The aim of this paper was to review current governance, investigate student support and evaluate outcomes at a New Zealand tertiary institution. Data collection occurred in three phases. The first stage of the research saw 37 student questionnaires completed between May and June 2014, phase two consisted of semi-structured interviews with graduate students between September and October 2015. Phase three in March 2016 entailed the analysis of learner achievement records. The results of the research illustrated that Pasifika students' experience was improved through a variety of learning support systems being available to them. Participants identified that the most valuable student support systems were study skills support and study buddies. Pasifika students also recognised that having a supportive environment that respected Pasifika cultural values and building trust in relationships with staff enhanced their learning experience. In conclusion, a variety of appropriate support systems and a culturally sensitive environment are needed to enrich Pasifika students' tertiary learning experience and achieving positive graduate outcomes. The insights provided by this paper will help develop student support systems that improve graduate outcomes of Pasifika learners, forming a template that can be implemented at tertiary institutions in New Zealand. This paper discusses expectations, policies and practices that currently underpin education within the New Zealand context. It acknowledges the ongoing failure of this policy framework to positively influence reform for Indigenous Māori students in regular, state-funded schools and highlights the need for extensive change in the positioning and expectations of educators if Māori learners are to realize their true potential. The paper then considers leadership models to reimagine and lead a transformative educational reform that aims to include the aspirations and contributions of all members of the school’s communities, especially those who have historically been marginalized. A priority toward creating ‘active’ citizens has been a feature of curricula reforms in many income-rich nations in recent years. However, the normative, one-size-fits-all conceptions of citizenship often presented within such curricula obscure the significant differences in how some young people experience and express citizenship. This paper reports on research that explored the citizenship perceptions and practices of New Zealand social studies teachers and students from four diverse geographic and socio-economic school communities. Attention was drawn to the scale of their citizenship orientations and participation (local/global). Drawing on Bourdieu’s conceptual triad and his species of capital in particular, the author posits that the differences observed between school communities can be usefully explained by a concept of participatory capital. The paper concludes with some reflections on the implications for young people who fail to access the ‘symbolic’ global participatory capital associated with much contemporary citizenship education. This paper endorses Dick Selleck and Geoffrey Sherington's view that public policy-making is characterised by both fluidity and contestability. In April 1988, the report of a Taskforce headed by Brian Picot recommended major reforms in New Zealand's public education system. Even today, however, there is controversy regarding the major influences on the Taskforce. Utilising untapped primary source material to revisit the deliberations of the Taskforce, this paper epitomises the strongly evidence-based approaches that have long characterised the scholarship of Dick and of Geoff. This paper draws on Callon's [2005. “Why Virtualism Paves the Way to Political Impotence: A Reply to Daniel Miller's Critique of The Laws of the Markets.”Economic Sociology: European Electronic Newsletter6 (2): 3–20] concept of agencement, together with Latour's [1987.Science in Action: How to Follow Scientists and Engineers Through Society. Cambridge, MA: Harvard University Press] concept of immutable combinable mobiles to illustrate how Henry Devenish Skinner, ethnologist and anthropology lecturer at the Otago Museum and University sought to form and shape Māori identity, history, culture and populations as subjects of liberal government. It does this through an exploration of Skinner's fieldwork and collecting practices. The paper suggests that forms of analysis mediated through the American History School, and the culture area concept were deployed during the emergence of anthropology as a discipline in New Zealand (between 1919 and 1940) to produce ethnographic authority that then acted as a point of connection between scientific networks and the colonial administrative field. Purpose -- The purpose of this paper is to trace the implementation of biculturalism in the New Zealand Playcentre Federation between 1989, when a public commitment to The Treaty of Waitangi was made, and 2011, when Tiriti-based co-presidents were elected. Design/methodology/approach -- The data were drawn from the Playcentre Journal and papers from Playcentre National meetings, as well as from the author's experience as a Pākehā participating in Playcentre. The events are analysed using democratic theory. Findings -- Despite a willingness to encompass biculturalism, the processes of democracy as originally enacted by Playcentre hindered changes that allowed meaningful rangatiratanga (self-determination) by the Māori people within Playcentre. The factors that enabled rangatiratanga to gain acceptance were: changing to consensus decision making, allowing sub groups control over some decisions, and the adult education programme. These changes were made only after periods of open conflict. The structural changes that occurred in 2011 were the result of two decades of persistence and experimentation to find a way of honouring Te Tiriti within a democratic organisation. Social implications -- The findings suggest that cultural pluralism within a liberal democratic organisation is best supported with an agonistic approach, where an underlying consensus of world view is not assumed but instead relies on a commitment by the different cultures to retaining the political association within the structure of the organisation. Originality/value -- Many organisations in New Zealand, especially in education, struggle to implement biculturalism, and the findings of this study could be useful for informing policy in such organisations.
