Coordinating policies is an essential guarantee for carbon emission reduction and sustainable development. Based on the theoretical framework of the policy paradigm, we quantitatively analyze 266 policy documents on promoting carbon emission trading and green financial policies from 2011 to 2022 using the content analysis research method. Based on the matching network of "policy objectives-policy tools," we analyze the synergistic characteristics of carbon emission trading policies and green financial policies in promoting carbon emission reduction targets and reveal the matching mode of "objectives-tools" of green financial policies by using social network analysis. It is found that, first, from the perspective of policy objectives, the main policy objectives of carbon emissions trading are to promote green innovation of enterprises, and the main policy objectives of green finance are to promote green development, which reflects the consistency and endogenous motivation of policy objectives. Secondly, command-control and market incentive policy tools are the main policy tools in the structure of policy tools. The proportion of public participation policy tools is small, and there is a structural asymmetry. Third, carbon emissions trading tools focus on supervision, adjustment, and platform construction. The green financial policy tools have the characteristics of guidance, public welfare, and externality. The two constitute a complementary, embedded, and integrated ' double synergy ' carbon emission reduction policy. Collaborative reduction of carbon and air pollutants can more efficiently achieve green technological change, industrial low-carbon transition, and high-quality economic and social development. As a typical environmental policy in China, the pilot carbon Emission Trading Scheme (ETS) has obvious advantages in achieving the collaborative reduction of carbon and air pollutants. Therefore, an evaluation of China's pilot carbon ETS from the perspective of collaborative reduction of carbon and air pollutants is performed in this paper. Compared with previous studies, first, this study innovatively uses the coupled coordination degree (CCD) model to measure the collaborative reduction level of carbon and air pollutants under different scenarios based on the panel data of China's 30 provincial-level regions during 2004–2018. Second, this study uses the DID method to evaluate the impact of China's pilot carbon ETS on the collaborative reduction of carbon and air pollutants and conducts some robustness checks and regional heterogeneity regressions. Third, this study uses the synthetic control method (SCM) further to examine the policy outcomes of the pilot carbon ETS. Scenario analysis shows that attaching importance to reducing air pollution will improve the collaborative reduction effect of carbon and air pollutants. Furthermore, the implementation of China's pilot carbon ETS exerts an effect of roughly 24.7% on reducing carbon, roughly 10.1% on reducing air pollutants, and roughly 22.0% on the collaborative reduction of carbon and air pollutants, ceteris paribus. Regional heterogeneity analysis shows that the impacts of the pilot carbon ETS are significant in all regions, except that the impact on reducing air pollutants in the central region is not significant. In addition, results from SCM indicate that the impacts of the pilot carbon ETS on the collaborative reduction of carbon and air pollutants are significantly efficient in Beijing, Tianjin, Shanghai, Hubei, and Chongqing, while not much efficient in Guangdong and Fujian. The main policy implications include strengthening the top-level design of the ETS in the collaborative reduction of carbon and air pollutants, attaching importance to the governance of air pollution, making the regional governance more targeted, and improving energy efficiency. Green and low carbon transition is a broad and profound economic and social systematic change. Green innovation is a critical way to promote energy saving and emission reduction. Has China continuously promoted a carbon emission trading policy to significantly promote green innovation cooperation? Taking the implementation of the carbon emission trading pilot policy as a "quasi-natural experiment," this study answers this question by exploring the impact of the policy on green innovation cooperation. Based on data on 274 cities from 2008 to 2020, the multi-time difference-in-differences model is used to evaluate the impact of the policy on green innovation cooperation. The results reveal that the carbon emission trading pilot policy significantly improved inter- and intra-city green innovation cooperation through the upgrading effect of industrial structure and the coverage effect of digital finance compared with the non-pilot cities at the city level. In addition, there are significant differences in the policy effects among cities with different degrees of openness to the outside world and command-and-control environmental regulation. Based on the data of listed companies in China's iron and steel industry from 2007 to 2020, the article investigates the impact mechanism and the path of action of China's carbon emissions trading pilot on the green total factor productivity of iron and steel enterprises by constructing a multi-period difference-in-difference model difference-in-differences. The study finds that: 1) China's iron and steel enterprises significantly improve their green total factor productivity driven by the carbon trading pilot, and the findings pass the corresponding robustness tests. 2) the mechanism analysis indicates that the carbon trading pilot promotes the green total factor productivity of iron and steel enterprises by forcing the technological progress of enterprises. 3) The heterogeneity analysis shows that the positive effect is more significant for large iron and steel enterprises with high social responsibility rating and high local government competition intensity, but not for small enterprises with low social responsibility rating and low local government competition intensity. 4) the dynamic effect shows that there is a certain lag in the promotion effect of the carbon emission trading pilot on the green total factor productivity of iron and steel enterprises, but its long-term effect is more obvious. The carbon emissions trading scheme (CETS) in China is an important market-based environmental policy mechanism for decreasing carbon emissions. This paper calculates the total factor carbon productivity (TFCP) based on data from 275 cities in China from 2007 to 2020 using the DEA method and investigates the impact of the CETS on regional TFCP using the differences-in-differences (DID) method, all against the backdrop of carbon peaking and carbon neutrality. The research findings reveal that CETS has consistently improved TFCP in pilot cities, and this conclusion has held up following a number of robustness tests. Temporal heterogeneity experiments demonstrate that as implementation time increases, the enhancing effect takes on an inverted "U-shaped" structure with a 7-year effective lifetime. Spatial heterogeneity studies reveal that as one moves away from the pilot cities, the policy effect on surrounding cities' TFCP is inhibited, followed by facilitation. CETS policies can influence regional TFCP through the effects of green innovation and industry upgrading, according to mediation mechanism testing. Although our knowledge of national carbon emission trading system and green certificate trading system are powerful incentive instruments that can deliver on increasingly ambitious climate targets in China, there remains an uncertainty of systems' structural reforms. This study builds on and extends a well-established dynamic computable general equilibrium (CGE) model to incorporate carbon trading system and green certificate trading system into the modeling framework, simulating a diverse of system development pathways further allows an exploration of the many possible policy effect. Then, using total factor productivity as a comprehensive indicator to asses policy effectiveness, the evolutionary trend of comprehensive effects under different paths are separately evaluated to discover the reforms' optimal range. Our work offers main results: First, these instruments provide a price signal. The introduction of a carbon allowance auction drive up carbon prices, while the implementation of a green certificate punishment and the expansion of the trading scope promote an increase in green certificate prices. Second, all policy scenarios that help reduce carbon emission intensity and optimize the power supply structure. However, in achieving the net-zero goal, the green certificate policy incurs more economic costs than the carbon trading policy. Indeed, the combination of multiple policy tools alleviates the decline of social welfare levels. Third, synergism design among policy tools: the focus should be on carbon trading policy from 2021 to 2030, green certificate trading policy from 2030 to 2050, and strengthened policy from 2050 to 2060. Reform measures within policies may need to be introduced in a timely manner. This study offers specific insights and tailored policy proposals to support policymakers in balancing environmental goals with economic and social needs in light of the aforementioned findings. The trading of carbon emissions is a crucial regulatory method to address environmental pollution issues. This study takes China's carbon emission trading pilot policy established in 2013 as a quasi-natural experiment and uses the DID model to empirically test the urban panel data from 2006 to 2019. The results show that the carbon emission trading pilot policy can effectively reduce urban environmental pollution, and this effect is more noticeable in mid-western cities, northern cities, cities with fewer resources, and large-scale cities. In addition, to address the urban environmental pollution problem through this policy, the government is encouraged to raise its environmental protection awareness and put more effort into the innovation of technology. In general, this study uses carbon emission trading policies from China to confirm that market-based incentive environmental regulation tools can effectively reduce environmental pollution in urban areas. This study investigates the varying effects of trade liberalization on environmental pollution from the perspective of enterprise viability. We find that trade liberalization significantly reduces pollution emissions, and the environmental effect on low viability and high viability enterprises varies. Our results also indicate that the emissions trading policy enhances the abating effect of trade liberalization on environmental pollution in both high viability and low viability enterprises, whereas the voluntary environmental policy reduces this effect. This study not only extends the applicability of new structural economics but also presents empirical evidence for further market opening and actions to improve the environment. China's ambitious endeavor to curtail carbon emissions has led to heightened governmental attention on addressing the issue of excessive carbon emissions. As governmental tolerance for such emissions diminishes, governments promote and support more proactive emission reduction methods of green innovation in enterprises. This study analyzes panel data from Chinese-listed businesses to explore the correlation between regional carbon emission pressure and green innovation. Our findings indicate a positive relationship between carbon emission pressure and enterprises' engagement in green innovation initiatives. Governmentenvironmental attention, punitive regulations, and incentive subsidies are the main channels. Market policies, including carbon emission trading and green credit policies, potentially impact the interplay between carbon emission pressure and green innovation. With the development of ecological paradigm coupled with the relentless implementation of myriad environmental policies in China, the rapid development of carbon emission trading and carbon trading market has had a vital impact on the financial performance of enterprises at the microlevel. This study has sampled the A-share listed companies in China, from 2009 to 2018, and adopted the difference-in-difference (DID) method to investigate the effect of the carbon emission trading on corporate financial performance from the microlevel. Evidence showed that the implementation of carbon emission trading effectively improved the total asset-liability ratio of enterprises, though it reduced the value of the current capital market. Moreover, in the regions under strict legal environment, the enhancement effect of the total asset-liability ratio was more obvious, whereas in the regions under loose legal environment, the reduction effect of the value of the capital market was more obvious. Further analysis showed that the implementation of carbon emission trading could not promote Chinese enterprises to increase R&D investment. Hence the implementation of carbon emission trading has improved the level of non-business income of enterprises incorporated into the trading system, but its impact on the investment income of enterprises was not significant. This study calculates the green investment level of each province in China and objectively estimates the provincial environmental regulation level from the perspective of the government to examine the effectiveness and impact of the government's environmental protection policy on the environmental regulation level. The carbon emission trading pilot policy is determined through a quasi-natural experiment difference in difference model to examine the impact and assess the effectiveness of green environmental protection policies on the environmental regulation level empirically. Results show that (i) the green investment level of the carbon emission trading pilot provinces is significantly lower than that of other nonpilot provinces after 2013, and (ii) the introduction of environmental protection policies has reduced the government's green investment level by approximately 8%. These findings confirm that environmental regulation policies play a significant role in promoting the environmental regulation level. Further mechanism analysis shows that environmental regulation policies influence this level through carbon dioxide emissions. Greenhouse gas emissions are a worldwide concern, especially in China, who has become the largest greenhouse gas emitter. In 2013, China initiated pilot emissions trading schemes (ETS) in seven regions with the aim of creating a national system by 2017 to reduce carbon emissions at low cost. We provide a systematic overview of the practice, performance, and problems of China's ETS pilots during the first stage, which lasted from 2013 to 2016, and highlight some proposals for the forthcoming national system. We depict the features of the pilots by focusing on the core elements of the ETS: scope, cap setting, allocation, MRV, and compliance. The performance of China's ETS pilots is characterized by low carbon prices with severe temporal fluctuation, and low levels of liquidity with high compliance rates. The problems include over-allocation of emission allowances, inadequate legal and regulatory infrastructure, underdevelopment of the carbon financial market, and poor market transparency. Abstract Harnessing market instruments of climate governance, such as emission trading schemes (ETS) into an authoritarian and highly fragmented governance system like China can be challenging. It requires tremendous efforts from local states for policy experiments and innovations. This paper examines these local adaptive measures to develop pilot ETS around China. The key finding is that these local policy innovations have played an important role to kick off carbon trading activities effectively, by addressing a number of challenges such as highly imbalanced economic and political contexts, very limited emissions data and technological capacity, and low participants' awareness of ETS. The implications of such policy innovations to the construction of a nationwide ETS system are also discussed. Some of local policy innovations can be legitimised and adopted into the design of national carbon market, while others are more likely appreciated only at initial stage of market development at local level. To better establish a unified carbon market in China, this study evaluates the effect of current carbon trading policy and further investigates the relationship between such policy that is published during the second phase of Shanghai Environment and Energy Exchange (SEEE) and Shanghai Emission Allowance (SHEA) price. We aim to analyze whether these policies can improve the operation efficiency of current carbon market. By the Mean Reversion Test, Cox-Ingersoll-Ross (CIR) Model, and Event Study Method, we first analyze the potential price discovery function of SHEA products, thereby describing the transmission channel of current policy to SHEA price. Then we examine the effect of carbon policies published in different periods on their corresponding SHEA price. By the Auto-correlation Test and CIR simulation, we find that 3/4 of all auto-correlation values are less than 0 after Apr. 2017, and the minimum cumulative error is 31.3792 under the supply and demand channel. These findings imply that SHEA price has the discovery function at the middle and end of trading period, and the current policy affects SHEA price through its effect on the fundamentals of supply and demand. Further, more than 60% of all r-values (r-value that reflects the response of price to policy) are less than 1, which implies that the published policy will improves future SHEA price. Accordingly, we argue that SEEE belongs to a policy-oriented market, and the change of carbon price is closely related to emission allocation policies. Market-based environmental policy can strongly affect both technological advancement and the diffusion of less pollution-intensive or less cost-intensive abatement technologies and facilities. This study applied an agent-based model to examine the effects of an emissions trading system on the NOx technology adoption of power plants in China. The results indicate that an emissions trading system influences obsolete technologies with lower removal levels, but it does not promote the adoption of the most advanced technology. Most power plants will adopt the best available technology under an emissions trading program. In addition, national emissions trading encourages power plants to adopt technologies with relatively higher removal rates compared with separate regional emissions trading systems, but a national program decreases the adoption of most advanced technology. Further, initial allowance allocations based on concentration standards rather than on generation performance standards may promote power plants to adopt the newest technologies more quickly. The article focuses on China's plan to launch a national emissions trading scheme (ETS). Topics discussed include the possibility that China will seek to link its ETS with other ETS schemes, the various forms of linkage and their different effects, and signs that China and the European Union are very likely to cooperate in the field of emissions trading.

Domestic regulatory institutions are essential components of emissions trading systems (ETS). Not only do they shape the ways that markets operate, they also condition the environmental value of the carbon credits they produce. However, the literature on global carbon politics has paid little attention to local ETS regulators. In a decentralized system increasingly based on a noodle bowl of diversified environmental markets, the study of carbon markets must integrate the institutions in which they operate. This article focuses on China, which, due to its size, is both keen to and expected to have a significant impact on the global system of market-based instruments. We examine how China's regulatory institutions have worked to implement the seven ETS pilots launched since 2012, and tease out some implications regarding how China's national ETS may contribute to global climate change governance. In this study, we analyze both formal and informal regulatory institutions, through the practice of local actors. The main finding is that the tension between the state and markets in China's ETS implementation has resulted in a reinforcement of state domination rather than the emergence of robust regulatory institutions. The contribution that the ETS makes to China's emissions reduction is also limited by more pressing environmental and industrial policies that local regulators must prioritize. China is preparing to develop and implement an emissions trading system in its 13th five-year plan. Allowance allocation is one of the key issues to settle during the establishment of this system. This study applies the China Energy and Environmental Policy Analysis model to assess how the allowances should be allocated. Simulation results show that, while impacts on China's economic development vary according to how allowances are allocated, the negative impacts cannot be mitigated completely, which are between −0.5 and −0.1 % when 5 % of carbon emissions are reduced. In terms of the impacts on the macroeconomy, sectoral output, and capital revenue, results suggest that auctioning the allowances and recycling the revenue to reduce the indirect tax will perform best in alleviating the negative impacts. Meanwhile, impacts of carbon mitigation on international competitiveness can be reduced most in the approach where only key energy- and trade-intensive sectors are able to receive free allowances. However, if citizens' welfare and quality of life is prioritized, auctioning the allowance and transferring the revenue to households in proportion to their occupation will be the most effective approach; in this case, the negative impacts on rural households' disposable incomes and welfare will be reduced, and the income gap between rural and urban households will be narrowed. Seven emissions trading scheme (ETS) pilots have been established in China. They have introduced some unique methods to set emissions caps and allocate allowances, different from textbook models and their counterparts in the EU, California, and many other regions. This article provides a detailed introduction to the methods for cap setting and allowance allocation adopted by the pilots, and presents detailed comparisons of these methods. In terms of cap setting, the pilots adopt flexible caps that can be adjusted where necessary, which primarily depends on the outcomes of the bottom-up approach, namely aggregating the allowances allocated to participants. As for allowance allocation, the pilots not only adopt such methods as grandfathering and benchmarking, which are also widely applied in other existing schemes, but also some special methods that requireex postadjustment, such as those based on enterprises’ historical emissions intensity (including both physical quantity and added-value intensity) and current production/output. The factors influencing the design are further analysed, including the impacts of theory and experience from foreign systems, concerns about economic development, traditions regarding intensity targets and policy, constraints from data availability and preparation time, tight regulation of the electricity and heat generation sector, and concerns regarding price stability. The practice of pilots presents an improvement opportunity and a challenge for China to further balance the theoretical and practical requirements in ETS design in establishing its national system. Policy relevance China is piloting emissions trading in seven regions, as part of efforts to try to rely more on market-based instruments to achieve GHG emissions control targets. All seven pilots have been confronted with special issues in the design process when compared with existing foreign schemes. This article analyses in depth the special issues related to cap setting and allowance allocation and the approaches adopted to address these issues. Flexible cap setting through a bottom-up approach and different types of allocation methods with or withoutex postadjustment are adopted in the pilots. The flexible and innovative approaches the pilots have developed could provide useful experience for designing the nationwide ETS in China and promoting emissions trading policy in other parts of the world. Constrained by the dual mission of supporting industrial growth and reducing emissions, China׳s traditional, emission reduction-oriented environmental policies unavoidably face a dilemma. This study adopts the GML index to calculate China׳s industrial productivity by considering environmental factors. In addition, based on the assumption of industry heterogeneity, the author examines the non-linear relationship between China׳s environmental regulation and environmental productivity and calculated the optimal regulation environment for industries. According to this study, when impact of undesirable outputs (pollutant emissions) is considered, environmental regulation and environmental productivity are positively correlated, which to some degree validates the Porter Hypothesis. At present, environmental regulation has significant positive effects on clean production industries but shows a lag effect on pollution-intensive industries. The degree of environmental regulation and environmental productivity show an “inverted U”-shaped relation and display three thresholds. It should be noted, however, that the relationship between regulation and productivity may vary across industries. These findings have clear policy implications: rather than continually increasing the level of environmental regulation, the government should establish standards for individual industries that emphasize flexibility. Resolving the negative externality of environmental pollution has always been a concern in both the theoretical and practical space. To stimulate enterprises to participate in environmental governance actively, China has implemented a series of environmental regulation policies. The Emission Trading Pilot Scheme (ETPS) is an example of such policies implemented to ensure the gradual transition toward marketization. From a micro-enterprise perspective, the study examines how this policy achieves the dual effects of reducing emissions and promoting energy efficiency. We further explore potential channels through which this policy influences the dual effects. We empirically find ETPS to reduce the pollution emissions of enterprises significantly. However, the pollution reduction effect is mainly achieved by encouraging enterprises to strengthen cleaner production rather than through end governance. In addition to bringing environmental dividends, we observe ETPS to improve fossil energy efficiency by about 7.5% indirectly. We conclude by urging policy makers and participants to optimize energy structures and adjust intermediate input as they serve as significant pathways through which ETPS can affect fossil energy efficiency. In 2013, China launched its domestic pilot emissions trading scheme (ETS) as a cost-effective strategy to reduce CO2emissions. Theoretically, the ETS can interact with the feed-in tariffs (FITs) applied to renewable energies (REN). This article presents a simple method to demonstrate how FITs can be adjusted based on the evolution of ETS carbon prices in order to provide a cost-effective climate policy package in China. First, by using provincial data and wind and solar power as examples, it calculates the implicit carbon prices that FITs generate in different Chinese provinces and finds that they are much higher than current carbon prices in the pilot ETS. This shows the necessity of using both instruments to guarantee current level incentives to develop REN for climate change purposes, at least in the short and medium terms. Second, by keeping the annual total carbon price level stable (the sum of the implicit FIT carbon price and the ETS carbon price), and taking into account the cost evolution of REN development, this article demonstrates, for the 2018–2020 period, that FIT should decrease at an annual rate of 3.04–4.63% (for wind) and 7.84–8.87% (for solar) based on different growth rates for progressive national ETS carbon prices. Policy relevance There are a number of studies and debates on the interactions between climate policies in Europe in particular, ETS and subsidies for REN. The key issue is that a climate policy package should be cost-efficient and the implementation of one policy should not jeopardise the performance of another. For a country like China, a considerable scale effect on climate target achievement and total cost savings could be produced by the careful design of the climate policy package. FIT and ETS, which are cost-efficient policies if implemented separately, will very probably constitute a major climate policy package in the future in China, which is aiming to limit the use of command-and-control policies. So far, there is some debate on how to reduce FIT for wind power in China due to development cost changes. But discussions are lacking on the linkage between FIT and ETS. This paper fills this gap. The intention of this paper is to (i) introduce a multi-regional dynamic emissions trading model and (ii) examine the potential impact of an emissions trading scheme (ETS) on the long-term evolution of energy technologies from national and regional perspectives in China. The establishment of this model is a salutary attempt to Sinicize the global integrated assessment model that combines economy, energy, and environment systems. The simulation results indicate that: (1) for majority of regions, ETS is more effective in cutting CO2 emissions than a harmonized carbon tax (HCT), but this might not be true for the entire country, which means that these two options have little difference in overall carbon reduction; (2) carbon tax policy is a more cost-effective option in curbing CO2 with respect to ETS in the long run; (3) neither ETS nor pure carbon tax provide enough incentives for the breakthrough of carbon-free energy technologies, which illustrates that matching with some other support policies, such as subsidies and R&D investment, is essential to extend the niche market; and (4) In the context of ETS, the diffusion of non-fossil technologies in regions that act as sellers performs much better than this diffusion in the buyer regions. We use data from the World Input-Output Database to examine channels through which CO2emissions are embodied within, and imported into, the European production in 2005 and in 2009. We use an input–output price model to simulate the effect that a rise in the price of emissions trading system (ETS) allowances would have on the final price of goods. We find a reduction in emission intensity, which was greatest in those sectors regulated under ETS. Finally we examine the trade between China and the EU to study possible increases in carbon leakage. Results show that emissions embodied in imported intermediate goods have increased in all sectors. This article explores the incentives and challenges for Chinese business companies in participating in carbon emissions trading schemes (ETSs). Based on extensive interviews with the business managers and government officers who are currently involved in the ongoing policy experiments of pilot ETS programmes across China, the article identifies factors that either motivate or discourage companies in participating in carbon trading activities. It argues that different business groups, i.e. capped enterprises, uncapped enterprises, and carbon intermediaries, are affected by these factors to significantly different extents in terms of formulating their specific carbon strategies. It also illustrates some factors, such as a lack of stakeholder pressure and fragmented political interests, which have a distinctive Chinese character and are believed will have a fundamental impact on the quality and efficiency of Chinese ETSs in the future. Policy relevance At the outset, the successful implementation of any ETS depends critically on the active involvement of business actors across various industries. Hence, having an understanding of the business incentives and obstacles in participating in carbon trading is crucial, as these factors will ultimately determine the size and quality of the carbon market, and the total volume and integrity of the GHG emissions to be traded. This article also illustrates the common factors that affect business appetite for carbon trading throughout the world, as well as the factors that are unique to the Chinese political and economic context to constrain business in the market. Finally, a presentation of the business attitude towards the ETS experiment indicates the most worrying aspects of the policy design regarding carbon trading in China. As the largest emitter of greenhouse gas ('GHG') in the world, China has been considering adopting appropriate environmental policy instruments to reduce its GHG emissions. In addition to the traditional command-andcontrol regulations, a more cost-effective market-based instrument -- the emissions trading scheme ('ETS') -- is now being tested through specific pilot programs in parts of China. These pilot ETS programs are being implemented in preparation for the rollout of a national ETS in 2016. Given that these programs are approaching the end of the pilot period, it is now of great importance to gain experience and learn lessons from these pilot ETS programs prior to the implementation of a nationwide ETS. This article aims to cross the river between pilot ETS programs and a national ETS by groping for the stones of experience and lessons from these pilot ETS programs. Before reviewing these pilot ETS programs, questions about the necessity and feasibility of implementing an ETS in China are discussed. To provide an overview of the current carbon market in China, a brief comparison of seven pilot ETS programs is made. Then, their strengths and weaknesses are evaluated in terms of design elements and performance. To provide legislative recommendations for the upcoming national ETS, legal challenges from China's current property law and administrative legislation are identified and discussed respectively. China's carbon emissions trading pilot schemes have already made significant progress, with five out of the seven pilot systems having started operation by the end of 2013. The experience in establishing and operating the pilot schemes will be valuable to the establishment of China's unified national emissions trading system in the near future. Design features of the five pilots are analyzed and compared, based on officially published documents. Aspects discussed include the establishment of the emissions cap, sector coverage, allowance allocation, data basis, compliance rules, monitoring/reporting/verification (MRV) mechanism, market intervention, offset mechanism, stakeholder consultations and legal basis. These systems are somewhat similar in cap setting, MRV mechanism and offset mechanism, but quite different in allocation approaches and market intervention. It is crucial to determine an adequate sectoral coverage in the design of a Chinese emissions trading mechanism, as there is a huge diversity in regional economic development in China and an Emission Trading Scheme (ETS) would not initially be able to cover all sectors. This paper uses an inter-regional model to estimate the regional and sectoral abatement cost curves and simulate the operation of an emissions trading system where, like the European Union Emissions Trading Scheme (EU ETS), emissions are regulated at the point of emissions downstream where there is a large number of firms, rather than 'upstream'. Then we build a Nash-Cournot model to analyse the influence of strategic partitioning of allowances based on the analysis of compliance cost in different sectoral coverage schemes in the unified carbon market. We take into account the allowance price, trading volumes, transaction cost, and regional differences in reduction potentials. We come to the following main conclusions: (a) the strategic partitioning of reduction requirements between trading and non-trading sectors has little impact on allowance prices and compliance cost. Despite this western regions in China are likely to receive more benefit than those in the east though the gains are limited; (b) when industrial sectors are successively included in the ETS, allowance prices range from 40-50 RMB/tonne. This approaches that in the ideal scenario in which all sectors are included; (c) the following sectors could be included in a reasonable sectoral coverage of a downstream ETS in China: mining, paper and printing, processing of petroleum, coking, processing of nuclear fuel, chemical products, metals and non-metal products, and production and supply of electric power and gas. Initial Allowances allocation is an essential tache in the carbon trading system. The allocation mode and method will have influence on the efficiency of carbon market. According to the experiences in EU, U. S., New Zealand, Australia and Japan, the auction mode of allocation will enhance the market efficiency, while free allocation mode is superior in encouraging enterprises' participation. Furthermore, among different free allocation methods, grandfathering requires relatively simple data accumulation, while benchmarking is more effective in motivating enterprises with better emissions reduction performance. Since China is lack of experiences in emissions trading, in the initial phase of establishing an emissions trading system, the gradual hybrid mode starts with mainly free allocation would be a suitable choice; and the free allocation is better to use grandfathering at first, at the same time taking the emission reduction performance of enterprises into account. Constructing an appropriate regulatory system is a prerequisite for the development of carbon finance. Recently, the progress made in the field of financial supervision theories, including the demand, the system and the effects have provided valuable guidance for the establishing of regulatory system for carbon finance. From the practical experiences of EU ETS, we can conclude that it is essential to involve the spot and derivative instruments simultaneously to the existing financial regulatory system in the short term before setting up one more suitable mechanism in the future. It is advisable to combine the macro-prudential and micro-prudential regulations, that is, building a macro-prudential regulatory commission with the People's Bank of China as a leader, which takes the responsibility of identifying, monitoring and controlling the systematic risks, at the same time, founding up a specific sector in the People's Bank of China, which accounts for the micro-prudential regulation of carbon finance. The EU ETS is now in its third phase starting from 2013. The revised directive approved in 2009 reforms the structural design of the EU ETS for Phase III, which is significantly different from Phase I and Phase II. The major change is the abolishment of the previous "national allocation plan", which is replaced by a single, EU-wide cap and more auctioning. Besides, other changes are as follows: expanding and streamlining the scope, limiting on the use of offsets and reinforcing the power at EU level. The goal of this article is to examine the underlying considerations of designing and establishing the regulatory framework of an emissions trading program in China after the National Development and Reform Commission initiated the emissions trading pilots in seven provinces and cities in 2011. This study applies structural decomposition analysis to evaluate the scale, composition and technique effects of trade-related carbon emissions in China (mainland) from 1987 to 2007. The initial findings indicate that the increasing magnitude of China's trade, both in terms of the carbon emissions embodied in exports and the carbon emissions avoided via imports, had large-scale effects during the whole period. The technique effect caused by changes in input mix, sector energy intensity, fuel mix and carbon coefficients effectively offset part of the scale effect during the entire period but failed to do so during some sub-periods. Changes in trade composition caused a relative small increase in the carbon emissions created by exports but a relative small decrease in the carbon emissions avoided via imports during the whole period. Abstract: This paper reviews the researches related to international carbon emission right trading. Based on the analysis of marginal abatement curves theory, it has been demonstrated that the fact that different countries or districts have different marginal abatement costs of carbon emission upon respective abatement promise gives rise to international carbon emission right trading. Furthermore, this paper proposes that developing countries should actively participate in the international carbon emission right trading in order to obtain due market benefits. Then, on the basis of the two-phase model, this essay also discusses the optimal exports scale of carbon emission right and its determinant factors, and evaluates the optimal export quantity of carbon emission right for China at the first phase. Abstract: This paper analyzes the optimal choice of allowance allocation method for the emissions trading system to be established under China''s carbon intensity target. Compared with emission-based allocation, output-based allocation could help to realize the industry''s optimal welfare in a closed trading system and thus is more appropriate for the emissions trading system to be established in China. However, the output-based allocation does face some challenges in the implementation process. An ex-post adjustment approach is proposed to ensure that the allocation rate equals to the carbon intensity target and a conversion factor approach proposed to convert different types of products into the same measure. Abstract: Transaction costs are considered an essential factor that can adversely affect the performance of emissions trading markets. However, most studies are based on a static analyzing framework, making it difficult to simulate real economic situations, in which the dynamic behavior and interaction between firms in an emission trading system are fairly complicated and appear irrational to some extent. Based on an agent-based modeling approach, an artificial sulfur dioxide (SO2) emission trading market is developed to identify the dynamic influence of transaction costs on market efficiency. The simulation results based on empirical data from Jiangsu Province in China reveal that transaction costs have a negligible effect on the market price. However, transaction costs can block a small amount of trading as well as decrease total emission trading amount and market efficiency. Within the Sino-Italian environmental protection cooperation framework established in 2002, a comprehensive air quality monitoring network has been developed in urban Suzhou, a medium-sized Chinese city, in compliance with European standards (Directive 96/62/EC). This paper is among the first attempts to present a systematic and scientific analysis of benzene, toluene, and xylenes (BTX) pollution in China. It presents our analysis of BTX space-related and time-related measurement results. Background BTX concentrations were investigated by passive sampler Analyst® in 2003. We depicted the spatial distribution of average BTX concentrations collected from three 15-day campaigns on isoconcentration maps. This is the first time such detailed BTX concentration maps have been developed in China in a city scale. Continuous measurement of BTX by automatic gas chromatography was carried out at two fixed monitoring stations, one in an urban residential zone and one in a heavy traffic zone, from April to December 2005. The results show similar seasonal trends at both sites, the similarities reaching their greatest level in December and their lowest level in August. The average daily profile of BTX shows greater fluctuation in spring and winter with clear morning and evening peaks. Daily average benzene, toluene, and m,p-xylenes concentrations for the study period were 2.64, 11.52, and 3.52 μg m − 3, respectively. The benzene/toluene ratio we found was lower in Suzhou than those published in studies of other worldwide cities, which indicates serious levels of toluene pollution from local stationary sources. The similarities in seasonal trend and spatial distribution in these manual and automatic measurement results were compared with each other, though the concentration values differed. Emissions trading is considered to be a cost-effective environmental economic instrument for pollution control. However, the pilot emissions trading programs in China have failed to bring remarkable success in the campaign for pollution control. The policy design of an emissions trading program is found to have a decisive impact on its performance. In this study, an artificial market for sulfur dioxide (SO2) emissions trading applying the agent-based model was constructed. The performance of the Jiangsu SO2 emissions trading market under different policy design scenario was also examined. Results show that the market efficiency of emissions trading is significantly affected by policy design and existing policies. China's coal-electricity price system is the principal factor influencing the performance of the SO2 emissions trading market. Transaction costs would also reduce market efficiency. In addition, current-level emissions discharge fee/tax and banking mechanisms do not distinctly affect policy performance. China's status as the world's largest sulfur dioxide emitter carries with it serious hazards to human and ecosystem health. The National People's Congress began to address this in 2000, when it promulgated national SO2 emissions caps. By 2010, SO2 emissions across the Mainland were supposed to stabilize at pre-set baselines. Rather than decreasing, however, emissions are reaching alarming new levels. China needs a more powerful mechanism, such as an emissions trading scheme (ETS), to achieve lower levels of emissions. The United States' Acid Rain Program provides an almost ideal model, but a unique variable is added when Hong Kong and Macau, the two Special Administrative Regions, are considered. Each region maintains exclusive jurisdiction over its own environmental policy under the constitutional matrix of "one country, two systems." Thus, a Chinese ETS incorporating the SARs would essentially operate in an international context. Hong Kong and neighboring Guangdong Province are negotiating a regional, transboundary ETS that could provide solutions, but the present conceptualization forming the basis for those negotiations is lacking in several critical regards and will likely prove ineffective. This article is novel in considering how to meaningfully encompass the SARs in an effective ETS framework. After an introduction to the issues, Part II establishes why ETS is necessary for China. Part III introduces the framework for environmental legislation in mainland China and the SARs, including the constitutional relationship between the SARs and other local governments in mainland China. Part IV will discuss the history of Chinese ETS pilot programs with a focus on lessons learned in Jiangsu Province. Part V analyzes the practical difficulties and shortcomings that have hampered other leading ETS regimes, highlighting the need for centralized authori- ty. Part VI evaluates current prospects for regional and national ETS, based upon an analysis of existing regulatory frameworks. Finally, Part VII concludes by recapping the recommendations, especially the need for a powerful supranational compliance and enforcement mechanism to manage long-term, transboundary, environmental policy. The challenge of creating a global low-carbon society is examined from the perspectives of a slow-growing but highly developed economy (Canada) and a fast-growing developing economy (China). Both countries' responses are compared to a similar carbon price schedule (US$10/tCO2e in 2013 rising exponentially to $100 by 2050) using a hybrid technologically explicit and behaviourally realistic model with macroeconomic feedbacks (CIMS). Then additional measures are imposed based on the national circumstances of each country; for Canada we simulate a 50% reduction by 2050, and stabilization for China. The scale of the challenge in all cases requires that every available option be vigorously pursued, including energy efficiency, fuel switching, carbon capture and storage, and accelerated development of renewables; to compensate, there are significant co-reductions of local air pollutants such as SOx and NOx. Finally, the abatement cost schedules of China and Canada are compared, and implications considered for carbon permit flows if the cost schedule of the rest of the developed world is assumed to be similar to that of Canada. We found that the developed world and China could collectively reduce emissions by 50% in 2050 at a price of $175/ tCO2e, with permits flowing from the developed countries to China; while abatement costs are lower in China up to $75/t, at higher prices reductions are less costly in the developed world. Our results indicate that a global low-carbon society is feasible, on condition that policy makers are willing and able to impose long-term, credible policy packages with carbon pricing policy as the core element, coupled with supplementary regulations to address market failures. Although many economic studies suggest that China would reap significant benefits from participating in a global cap-and-trade regime, China has consistently refused to participate in international negotiations on this issue. Understanding China's underlying concerns is a key to explaining why China has not embraced an international greenhouse gas emissions trading scheme. This is explored as a potential basis for including China in future negotiations and schemes. This issue is considered from the following perspectives that impact upon China: (a) fairness: how do developing countries perceive emissions caps? (b) why have China and India been sceptical about international emissions trading? (c) what would China's political perceptions be of an inflow of CDM investment in comparison with the exports of emissions permits to the USA? (d) what are the implications of 'lock in' to an emissions cap, particularly when no rules and principles exist for setting emissions targets for post-2012? This paper investigates the implications of progressively broadening the scope of the market of tradable permits from no emissions trading to full global trading. We start with the no emissions trading case where each Annex I country must individually meet its Kyoto targets. Next, we consider a case where trading of emissions permits is limited to Annex I countries only. We then expand the scope of the market to include all the non-Annex I countries but China. Finally, to investigate the role China plays in bringing down Annex I countries’ compliance costs, we further broaden the market to include China into full global trading. Our results clearly demonstrate that the gain of the OECD as a whole increases as the market expands. Our results also show that developing countries themselves benefit from such an expansion too because it not only provides them for additional financial resources, but also helps to cut their baseline carbon emissions by a big margin. By contrast, the former Soviet Union tends to become worse off as the market expands. The potential conflict of interest between the former Soviet Union and developing countries underlines the importance of establishing clear rules of procedure about admitting new entrants before emissions trading begins. Furthermore, our results show that China is expected to emerge as the world’s number one host country for clean development mechanism projects, but to materialise such benefits, China faces great challenges in institutional setting and implementation strategy. The MERGE model is used to analyze the costs of the Kyoto commitment under different scenarios. The results show that costs can be reduced sharply if "hot air" rights are traded. Costs can be further reduced through the clean development mechanism (CDM) and through the global trading mechanism in 2010. However, emissions trading is not so effective in reducing costs in the long run. If China controls its emissions, it will be a very important market for the international trading of carbon emissions rights. The importance of China will increase along with the decrease of "hot air" in former Soviet Union. With the gradual strengthening of environmental supervision, how to coordinate the relationship between environmental protection and full employment has become an urgent problem. This paper takes China's carbon emission trading policy as the research subject, and evaluates the employment effect of carbon emission trading policy from the perspective of micro enterprises under the premise of considering the spatial spillover effect. This paper aims to verify and evaluate the spatial spillover effect of China's carbon emission trading pilot policy on labor demand of enterprises, and study the effect of environmental policies on the employment market in China. Firstly, from the theoretical point of view, comparisons among the differences of the average employment effect, spillover effect and total effect coefficient of carbon trading right policy are conducted under the condition of spillover effect or not. Secondly, from the empirical perspective and relaxing the STUVA conditions, a Triple Difference Model is constructed to evaluate the impact of carbon emission trading policy on the labor demand of enterprises by using the panel data of China A-share listed companies in Shanghai and Shenzhen from 2008 to 2017. Thirdly, this paper further uses the synthetic control method to analyze the employment effect differences of carbon emission trading policies in different pilot areas of China. The results show that the carbon emission trading policy in China has an about 10 percent positive spillover effect on the neighboring provinces in pilot areas. Moreover, the results indicate that China's carbon emission trading policy has generated some employment dividend, and the total effect is about 11.5 percent when the ratio of individual sample is considered. In addition, the impact of carbon emission trading policy on employment is gradually increasing, and the employment effect of carbon trading policies in different pilot areas of China is quite dissimilar. The findings of this paper confirm the positive employment effect of China's carbon emission trading policy, and have important policy implications for the further promotion of the national carbon emission trading market.
