In The Birth of Energy (2019), Cara New Daggett offers an incisive critique of the dominant thermodynamic concept of energy. 'Energy', Daggett shows, is inextricably tied to an exploitative productivist politics that extols the virtues of work and the sins of waste. In this paper, I seek to develop new conversations between Daggett's account in The Birth of Energy and an important empirical development within the energy industry that Daggett herself does not consider: the smart grid. The paper draws upon a mixed-methods research project, investigating a UK smart grid trial called 'OpenDSR' devised and implemented by Manchester-based co-operative Carbon Co-op, with funding from the UK government. I draw on my research within OpenDSR to make two interconnected arguments. Firstly, I argue that the smart grid sees an intensification of the energy-as-work logic that Daggett opposes, taking pre-existing preoccupations with calculation and measurement within the energy system to new extremes in pursuit of the maximisation of efficiency and the minimisation of waste. I then proceed to think through the political implications of this argument, contending that while the smart grid reproduces the dominant energy logic that Daggett critiques, it might still have a part to play within an emancipatory environmental politics. In making this claim, a second argument emerges, constituting a sympathetic critique of Daggett's account more broadly. Daggett offers an incisive and important contribution that does much to develop debates within the energy social sciences and humanities. However, I suggest that her account risks obscuring some important political differences between variegated forms of work and waste: while she makes a persuasive case for an anti-work conceptualisation of energy that portends liberation from waged labour, her analysis of the kinds of 'efficiency' that pertain to the energy system seems less compelling. Decarbonizing industrial sectors is a critical global challenge, involving the creation of new industrial spaces—'net zero industrial clusters'—co‐locating energy sectors and 'hard‐to‐abate' industries such as oil refining and steelmaking. This paper provides the first empirically grounded geographical investigation of these emerging spaces. It employs a place‐based research agenda to unpack how UK net zero industrial clusters (ICs) are imagined and emplaced in policy and industry discourses through place‐based naming, spatial configuring and mapping activities. By conducting document analysis, 33 in‐depth stakeholder interviews and five field trips to three UK case studies, we show how cluster imaginaries vary across cases and policy contexts in terms of constituents, focus and purpose. Ontological complexity is compounded by different rationales among stakeholders in configuring clusters and by contested cluster naming and boundary setting. This ambiguous, evolving spatiality raises important political and justice concerns over who and where is excluded in cluster building. These findings advance the geographies of low‐carbon transitions by showing: (1) ways that ICs' spatial embeddedness, which underlies cluster spatial configurations, helps increase industry actors' recognition of their economic, social and cultural ties with the places of their making, even if this risks path dependency; (2) how fluid cluster boundaries, reflected in cluster names and maps, emphasize the value of a network topology of scale to enable spatially inclusive, multi‐scalar climate mitigation. Finally, we argue that a place‐sensitive net zero policy mindset is vital for fulfilling ICs and the UK's decarbonization potential in a manner that is both fair and locally grounded. This paper presents an extensive analysis of the UK's largest bifacial photovoltaic (PV) power plant, located in North Yorkshire. Commissioned in January 2020, this trailblazing facility, with a total installed capacity of 34.7 MW, is a benchmark for the evaluation of bifacial solar technology within the region. This pioneering study provides a thorough comparative assessment of bifacial and monofacial PV systems through a methodical investigation of their energy production, degradation rates, and spectral responses over a 4-year operational period. Our findings reveal that bifacial PV modules, distributed across four segments of the power plant, demonstrate a remarkable average power gain ranging between 15.12% and 17.31% compared with monofacial modules. Despite experiencing marginally higher annual degradation rates—1.17% for bifacial compared with 0.91% for monofacial systems—bifacial modules show superior resilience and energy yield, particularly during winter months when albedo effects are pronounced due to snow coverage. The study also highlights the strategic importance of spectral response analysis in optimizing PV performance. Bifacial modules have shown greater efficiency in capturing infrared radiation—a property that could be exploited to enhance overall energy yield under specific environmental conditions. The empirical data indicate a consistent performance of bifacial modules with an average normalized energy output clustering around the expected efficiency level. Therefore, the results of this study are pivotal for understanding the practical implications of deploying bifacial PV technology on a large scale. The UK is, like its peers in the EU, just under 80% dependent on fossil fuels. This figure has come down just over 10% since the 1970s, a period when the UK had major energy-intensive industries, most of which are now gone. The government is committed to achieving net zero for the electricity sector by 2035 on the pathway to net zero for the whole economy by 2050.. The Labour opposition has set 2030 as its electricity target. Setting out the scale of this challenge, this paper demonstrates how implausible the 2035 target is. On present policies there is little prospect that the 2035 target will be met (and virtually none for the Labour 2030 target). This paper reviews the multiple current policies and the capacity objectives and explores what would have to happen to meet the target. This study examines the feasibility of using hydrogen as a clean energy source for residential consumers in the UK through a low-carbon energy hub. Two cases were compared: a solid oxide fuel cell (SOFC) integrated combined heat and power (CHP) system fuelled by natural gas and hydrogen; and a SOFC-heat pump (HP) integrated CHP system fuelled by natural gas and hydrogen. The study used the actual electricity and heating demands of a UK cluster to model the CHP systems. The results indicate that the SOFC-based CHP system with hydrogen as fuel is more energy-efficient than the natural gas-fuelled system, with energetic efficiencies of 92.12% and 66.98%, respectively. The study also found that the system incorporating a heat pump is more economically viable, regardless of the fuel source, with the hydrogen-powered system equipped with a heat pump having a levelised cost of energy (LCOE) of 0.2984 £ per kW h. The study also evaluated the environmental impact of the natural gas-powered SOFC and SOFC-HP systems, with estimated levelised CO2 emissions of 0.308 kg per kW h and 0.213 kg per kW h, respectively. The study's findings provide insights into the potential of hydrogen as a cleaner energy source for residential consumers in the UK and highlight the importance of exploring low-carbon energy alternatives. The present energy crisis is one which is rooted in the contradictions of the neoliberalisation of energy. The UK is one of the pioneers of energy neoliberalisation and has been experimenting with different market arrangements since the 1980s, yet has found itself particularly exposed to the impacts of a global energy price shock. Through an analysis of policy documents, regulatory reports and historical energy policy literature, I identify how privatisation, regulatory experiments and market engineering under a neoliberal policy paradigm helped to create the conditions for the present crisis. Drawing on Hall's conception of policy paradigms, I argue that the neoliberal policy paradigm, for energy, is locked in a cycle of interventions at the second order to manage the contradictions of the third order priority of securing privatised energy markets and maintain legitimacy for the neoliberal energy system. The current energy crisis has led to the government making increasingly extreme second order interventions to stabilise the energy system to secure the interests of electricity capital and fossil capital. This paper empirically explores the organizational processes at the onset of disruptions and the factors that determine different configurations of responses. It examines how processes of response, both before and in the aftermath of a disruption, support the building and development of organizational resilience. Using case study data from three U.K. based organizations, this paper makes the following three contributions. First, it identifies the common elements involved in decision making at the onset of a disruption, and explains the iterative stages and processes that led to the development of resilience. It explains the criticality and relationships between the elements of detection, activation, and response. Second, this paper explains why responses vary from one situation to another, by identifying two dimensions that determine the configurations of organizational resilience, namely Preparedness and Adaption. Third, this paper presents the resilience configurations matrix that gives rise to and establishes four distinct types of organizational configurations, which are Process Based, Resourceful, At High Risk, and Resilience Focused. Before the COVID crisis, the Netherlands and the UK were embarking on national energy transitions away from fossil fuel systems. However, the arrival of the pandemic unequivocally altered the trajectory of energy transitions on a global scale. Every country in the world is now grappling with the twin challenges of the COVID crisis and the climate crisis, and there is a grave risk that the short-term demands of the former could eclipse the vital long-term actions needed to address the latter. While there is optimism that green economic recoveries will propel energy transitions through investments, there is an urgent need to assess and address any new policy barriers which COVID poses to achieving them. To do so, in the summer of 2020, researchers conducted pairs of interviews with 30 experts within the social and energy sectors, involving government, industry and third sector stakeholders. Key research questions sought to identify the policy barriers acting – inadvertently or otherwise – to disrupt that balance between tackling COVID and the energy transition, and the mechanisms available to restore the necessary equilibrium. Through a structured analysis of policy barriers to the energy transition post-COVID, we assess its delivery in both countries. We derive a new taxonomy and definition of policy barriers. We also generate a suite of 10 policy recommendations, which were placed in priority order by the interviewees themselves. Case studies of interventions involving 'technical' OR have traditionally been published in the style of scientific papers. Most are well written and technically sound but few explain the process of intervention, the story of what actually happened. Those interested in the process of OR would like know about the organizational hurdles that had to be surmounted, the changes in direction that were made, the influences of the people involved and technology available on the path taken. The physicist turned sociologist Andrew Pickering has suggested that by conceiving scientific practice as a dynamic process of intertwined elements a more insightful account is obtained, leading to a better understanding and giving rise to more interesting questions. In order to explore this claim the paper describes an OR project that already features in the OR literature, and then discusses it in terms of Pickering's concept of the mangle of practice. The project examined is the development and use of a model of the UK energy market. The mangle perspective places the emphasis on the interaction through time of material, human and conceptual components of a research programme. It is concluded that the concept of mangle can indeed help case writers produce a more realistic description and help them make better sense of what occurred. The Scottish Government’s commitment for 100% of electricity consumed in Scotland to be from renewable, zero-carbon sources by 2020 continues to drive change in the energy system alongside European and UK targets. The growth of renewables in Scotland is being seen at many scales including industrial, domestic and community generation. In these latter two cases, a transition from the current ‘top down’ energy distribution system to a newer approach is emerging. The work of this paper will look at a ‘bottom up’ view that sees community led distributed energy at its centre. This paper uses the modelling tool HESA to investigate high penetrations of distributed generation in the Angus Region of Scotland. Installations of distributed generation will follow Thousand Flowers transition pathway trajectory, which sees more than 50% of electricity demand being supplied by distributed generation by 2050. From this, insights around the technological and socio-political feasibility, consequences and implications of high penetrations of distributed generation in the UK energy system are presented. Results demonstrate the influence that system change will have on regional and local emission levels under four separate scenarios. It is shown that the penetration of distributed generation requires supplementary installations of reliable and long-term storage alongside utilisation of transmission and transportation infrastructures to maximise the potential of distributed generation and maximise whole system benefits. Importantly, there must be a level of co-ordination and support to realise a shift to a highly distributed energy future to ensure there is a strong economic case with a reliable policy backing. Following the wave of privatisation that started in Britain's energy sectors in the early 1980s, much progress has been made but the results still fall short of the potential benefits. In this paper both the theoretical arguments and the existing empirical evidence on privatisation in the energy sector are examined, with particular reference to European experience. The paper also presents some additional empirical analysis on the effect of privatisation on competition in the electricity market. Although not fully satisfactory, the analysis seems to be consistent with theoretical arguments. In particular, 'mostly privatised' industries tend to be associated with incumbents having lower market shares. [ABSTRACT FROM AUTHOR]

This paper proposes a novel multi-resolution clustering (MRC) method that for the first time classifies end customers directly from massive, volatile and uncertain smart metering data. It will firstly extract spectral features of load profiles by multi-resolution analysis (MRA), and then cluster and classify these features in the spectral-domain instead of time-domain. The key advantage is that the proposed method will allow a dynamic load profiling to be flexibly re-constructed from each spectral level. MRC addresses three key limitations in time-series based load profiling: i) large sample size: sample size is reduced by a novel two-stage clustering, which firstly clusters each customers' massive daily profiles into several Gaussian mixture models (GMMs) and then clusters all GMMs; ii) volatility: it avoids the interferences between different load features (e.g. magnitude, overall trend, spikes) by decomposing them onto different resolution levels, and then clustering separately; iii) uncertainties: as the GMM can give a probabilistic cluster membership instead of a deterministic one, an additive classification model based on the posterior probability is proposed to reflect the uncertainty between days. The proposed method is implemented on 6369 smart metered customers from Ireland, and compared with the load profiles used by the U.K. industry and traditional K-means clustering. The results show that the developed MRC outperformed the traditional methods in its ability in profiling load for big, volatile and uncertain smart metering data. [ABSTRACT FROM PUBLISHER]

This paper estimates energy demand in the British domestic and industrial sectors and analyzes the extent to which energy-saving technological change is exogenous, or induced by the energy price. The paper implements models with a linear trend, models making use of the price decomposition of Dargay and Gately (1995a) and the Structural Time Series Models (STSMs) of Harvey (1989). Stochastic trends have been found to be rather important while in neither of the sectors assessed in this study could the hypothesis of symmetric price effects be rejected. Following Hunt and Judge (2005), stochastic trend and asymmetric price effects are found to be substitutes in the industrial sector. In particular we conclude that asymmetric price effects can substitute for the slope in the stochastic trend. Finally, energy consumption in the industrial sector is strongly influenced by price while the effect of price in the domestic sector is markedly smaller. [ABSTRACT FROM AUTHOR]

Location of the static VAR compensator (SVC) and other types of shunt compensation devices is important for the enhancement of the voltage stability for practical power systems. With the theory of the normal forms of diffeomorphism, this paper proposes a new method to solve this problem. The proposed method makes use of the nonlinear participation factors, in which the nonlinearity of power systems can be taken into consideration. As a result, the most suitable location where the SVC should be used in power system can be determined, even for the cases in which the system is characterized with strong nonlinearity. In order to show the effectiveness of the proposed method, the New England 39-bus power system with SVC is used as an example. Calculation results show that with the SVC located at the place where the proposed method determined, the voltage stability is considerably enhanced. Abstract Energy efficiency, which is one of the pillars of the EU's Energy Union strategy, has been proposed as a solution, namely as a highly effective pathway to improve economic competitiveness and sustainability of the European economy, lower emissions, reduce energy dependency and increase security of supply, and job creation. The paper reviews the EU strategies and policies on energy efficiency and argues that further focus should be placed on industrial energy efficiency. Despite a decline in energy consumption in recent years in industry, this sector is one of the largest users of energy in the EU. Therefore, the paper reviews the extent to which the European and national policies in the selected jurisdictions, such as Italy and the UK address energy efficiency in industry and whether there are any measures in place to promote it. Highlights • Legal certainty is required in industrial energy efficiency policies. • White Certificates play a major role in industrial energy efficiency in Italy. • Yet, constant changes in the WC regulations can act as an investment barrier. • The UK's Energy Efficiency policy is underpinned with decarbonisation of the industry. While the UK has implemented a number of reforms to permitting processes to support the emerging marine renewable energy industry, research into the effectiveness of such reforms has been limited. The present paper presents a preliminary assessment of two key aspects of the UK's regulatory framework: the seabed leasing process and the permitting process. In particular, the Crown Estate seabed leasing process and Scotland's 'one-stop shop' for permitting are discussed. In recent years, many households around the world have experienced reductions in real incomes and higher energy prices, both of which have important demand and welfare implications. A better understanding of the socio-economic determinants of household energy demand and spending is therefore important from a welfare perspective. This is particularly useful in the case of liberalised energy markets where there is a need to devise new and innovative energy policies for the residential sector. This paper explores British household spending on energy in total and on electricity and gas separately. As the relative importance of essential or luxury services of energy varies with income, we focus our analysis on this driver of energy spending and estimate Engel spending curves using static and dynamic models for a panel dataset comprising over 77,000 observations for the 1991-2007 period. The lack of household level price data is common in liberalized retail energy markets. This issue is addressed by a new modeling approach based on within and between differences in regional energy prices. We find that the Engel spending curves are S-shaped. Income elasticities for energy spending are, however, U-shaped and smaller than unity, suggesting that energy services are a necessity for households. [ABSTRACT FROM AUTHOR]

Purpose: Major maintenance projects are often regarded as maintenance activities regardless of the projects' complexity and scale. Consequently, very scarce research attention has hitherto been paid to the critical skills required when undertaking these projects. More specifically, the body of relevant knowledge is deprived of a study focusing on maintenance projects within the energy sector. In view of this shortcoming, this research aims to examine the critical project management (PM) skills required to deliver major maintenance projects within the energy sector. Design/methodology/approach: Based on a quantitative research strategy, this study addressed the knowledge gap through a cross-sectional survey of professionals involved in the delivery of major maintenance projects in the United Kingdom's (UK) energy sector. Data obtained were analyzed via descriptive (e.g. frequencies, mean and standard deviation [SD]) and inferential statistical analyses (One sample t-test and exploratory factor analysis (EFA)). Findings: Out of the 45 PM skills identified in the literature and examined by the respondents, the results obtained from the One sample t-test (based on p (1-tailed) = 0.05) showed that 37 were considered to be at least "important," accounting for 80.4% of all the skills identified. EFA revealed a clustering of the PM skills items into seven components: "skills related to work scheduling and coordination"; "communication, risk, safety and stakeholder management skills"; "quality assurance skills"; "people management skills"; "skills related to forecasting scope and duration of outage"; "implementation of processes and time management skills" and "technical/engineering skills and experience pertaining to the outage and local site knowledge." Originality/value: This study has identified and contributed to the limited state-of-the-art skills project managers must possess to manage major maintenance projects in the energy sector successfully. The findings would be useful to organizations within the energy sector in ensuring that the organizations have suitable personnel in place to deliver major maintenance projects on the organizations' assets. If transmission charges are to reflect costs, they should be affected by the location of demand and generation. This paper describes the investment cost-related pricing (ICRP) methodology used to calculate transmission charges in Great Britain (GB), which is based on the marginal investment cost of additional demand or generation, using a dc load flow transport model. We apply this existing method to calculate charges for the Supergen FutureNet scenarios for 2020. This study highlights the sensitivities in charges for use of the transmission system arising from plausible demand and generation developments. The changes in tariffs will present financial challenges for system users in some areas. The objective of the work presented is to illustrate the sensitivity of the charges produced by this methodology to changes in demand, generation, and network topology rather than compare alternative pricing approaches. In recent years, renewable energy – and in particular wind power – has come to the fore of both international and UK national environmental policy debates. In addition to helping to meet its Kyoto obligations, the British Government has indicated its desire for a much larger slice of the international wind energy market, and has consequently developed a national strategy to stimulate a more vibrant UK wind energy industry. With this in mind, the British Government's Climate Change Programme (DETR, 2000) and more recent Energy White Paper (DTI, 2003) outline the UK energy strategy for the coming two decades, with wind power featuring as a core component. This article critically considers the prospects for the development of a wind energy industry in the UK and introduces five strategic opportunities and five strategic barriers in this evolving segment of the energy market. The article concludes with recommendations to enhance public acceptance of wind energy and four important areas for future research are outlined. The paper reviews the results of recent research work at UMIST, United Kingdom with a major global energy company that has an ongoing need for engineering based capital investment projects. The research studied the company’s project culture and its concept of project management. In the course of this research there was evidence of a potentially significant holistic approach to improving the connection between corporate strategy and project strategy to secure the development of the business and improve its capital investment performance. The effect of electricity distribution equipment, in particular high-voltage overhead transmission lines (HVOTLs), on the value of residential property in England remains relatively unexplored due, in part, to the lack of available transaction data for analysis. This paper compares the results of two UK studies undertaken by the authors. The first is a national survey of property valuers' perceptions (Chartered Surveyors and members of the National Association of Estate Agents) of the presence of distribution equipment in close proximity to residential property. The article focuses on the conditions of the agreement in line with the European Council's decision to withdraw from the European Union (EU), triggering the Article 50 of the Treaty on the European Union (TEU). The agreement of both parties to set up technical working groups to prepare for the monthly meetings of the negotiating teams is mentioned. The three basic principles of the EU's negotiating mandate and its effect on the energy sector following the Brexit are also mentioned.

In this paper, we assess the findings of the UK energy market investigation by the Competition and Markets Authority, conducted during June 2014-June 2016. We argue that the results of the investigation have been advantageous for the large energy companies and they risk failing to bring any significant and positive change to the energy industry. We highlight three major aspects of the Competition and Markets Authority's assessment. First, the panel examined retail and wholesale segments of the energy industry in isolation, which can be misleading in the assessment of vertical integration. It also considered new entries to the sector as a sign of competitive strength when many were due to favourable government policies in the form of exemptions from various obligations. Second, its conclusion that a position of unilateral market power by the large energy companies arises from weak customer engagement (i.e. low switching rates) shifts the focus and responsibility for the problems of the energy markets away from the conduct of the companies onto customers. Energy prosumption has become a common phrase as more householders and communities are producing and consuming their own electricity and heat. Prosumption is a combination of two words: production and consumption, and emerged as a concept at a time when consumers were beginning to be more proactive and take over steps traditionally thought of as ‘production’. In many ways, energy prosumption is nothing new (e.g. wood combustion), yet development of our modern energy system has changed the relationships between energy producers and consumers (e.g. smart meters, renewable energy production). Thus, there is a growing body of research interested in the motivation and conditions for the uptake of microgeneration technologies and the implications to energy infrastructures and big energy producers. However, this ‘energy prosumption’ scholarship generally lacks a strong conceptual foundation and misses the opportunity to build on existing prosumption literature and related debates. This paper brings the wealth of literature on prosumption into the energy context and reflects on the insights offered by a prosumption lens. Our study explores a particular manifestation of prosumption – when a household is simultaneously a producer and consumer of their heat and/or electricity via microgeneration – and we present data from semi-structured interviews with 28 households living with microgeneration technologies in Scotland, UK. Energy poverty is driven by four factors: poverty; high energy prices; energy-inefficiency; and specific household characteristics. Increasingly refined definitions of energy poverty (and/or vulnerability) identify types or locations of households most likely to be suffering it. But there is also a place for a different approach, considering poverty reduction directly, as poverty is a necessary component within all energy poverty definitions. This paper investigates how high the UK's top marginal tax rates would need to be, to provide funds to lift low-income UK households above the poverty threshold as defined by the low-income-high-cost (LIHC) and 10% energy poverty indicators. It finds that the increased top tax rates would still be in line with those of other European OECD countries. Using recent and new research on income elasticities of CO2 emissions, it then estimates the net direct effects on CO2 emissions of this redistribution. For both scenarios the most likely effect is a small reduction in net CO2 emissions. Further, indirect downward pressures on CO2 emissions due to reduced income among the highest earners are likely to lead to yet more favourable outcomes for net CO2 emission reduction. Comparing the United Kingdom's Renewables Obligation and Australia's Renewable Energy Target, this paper reconstructs the market for green certificates in which penalties are imposed on missed certificates. Our analysis shows that excess demand in the Renewables Obligation makes the penalty the minimum certificate price, but excess supply in the Renewable Energy Target makes the penalty the maximum certificate price. Further, excess supply also implies that the sales of certificates are not guaranteed in the Renewable Energy Target. Therefore, compared to the Renewables Obligation, generators face greater risk under the Renewable Energy Target as there is more uncertainty about the price of certificates and the possibility of sales. • Reconstruct demand and supply curves for TGC models. • Excess demand (supply) makes the penalty the minimum (maximum) certificate price. • The recycling mechanism pushes up the certificate price in the RO. • The refunding mechanism pushes down the certificate price in the RET. • Generators under TGC with excess supply face greater price risk and volume risk. This paper seeks to explore the main changes in the nationalized British coal industry in the period following the national strike of March 1984 to March 1985, against the backgrounds of a specific interpretation of this strike and its outcome and a view of general developments in the energy sector. The post-strike restructuring is examined with respect to changes in capital structure, the organization of labor-power and surplus extraction, and management strategies and class relations. We introduce the BDA dynamics and explore the associated applications in renewable energy sector with a focus on data-driven innovation. Our study draws on the exponential growth of renewable energy initiatives over the last decades and on the paucity of literature to illustrate the use of BDA in the energy industry. We conduct a qualitative field study in the UK with stakeholder interviews and analyse our results using thematic analysis. Our findings indicate that no matter if the importance of the energy sector for 'people's well-being, industrial competitiveness, and societal advancement, old fashioned approaches to analytics for organisational processes are currently applied widely within the energy sector. These are triggered by resistance to change and insufficient organisational knowledge about BDA, hindering innovation opportunities. Furthermore, for energy organisations to integrate BDA approaches, they need to deal with challenges such as training employees on BDA and the associated costs. Overall, our study provides insights from practitioners about adopting BDA innovations in the renewable energy sector to inform decision-makers and provide recommendations for future research. In this paper, a systematic review of academic literature and policy papers since 2008 is undertaken with an aim of identifying the prevalent energy systems models and tools in the UK. A list of all referenced models is presented and the literature is analysed with regards sectoral coverage and technological inclusion, as well as mathematical structure of models. The paper compares available models using an appropriate classification schema, the introduction of which is aimed at making the model landscape more accessible and perspicuous, thereby enhancing the diversity of models within use. The distinct classification presented in this paper comprises three sections, which specify the model purpose and structure, technological detail and mathematical approach. The schema is not designed to be comprehensive, but rather to be a broad classification with pertinent level of information required to differentiate between models. Local level decision-making can provide a vital and practicable means through which to deliver carbon reductions at individual, household and community levels. This paper explores the opportunities and challenges associated with the role of local government action in delivering a resilient, low carbon future. Drawing on qualitative data gathered through interviews with six case study local authorities in the UK, the paper examines in particular the ways in which they have tried to address energy and environmental goals in their areas of jurisdiction. The principles of Multi-Level Perspective (MLP) are employed to provide fresh insights on the potential for local government to encourage ‘niche’ level influences on economic, technological and social/behavioural innovation. In doing so, we identify the enabling factors and drivers that have given rise to success in linking microlevel goals with existing macro-level objectives, as well as highlighting some of the persistent obstacles that continue to hamper progress. Product-Service Systems (PSSs) constitute a family of service-based business models designed to satisfy our societal needs in an economically and environmentally sustainable manner. To date however PSS application has remained niche due to a variety of critical barriers. This paper explores how ‘demand pull’ national government policies could support PSS activity by addressing these barriers and cultivating market demand. Lessons are drawn from a case study of how regulatory , economic incentive , informative and procurement policies have supported Energy Service Company (ESCo) activity in the UK; a sub-set of the PSS family focused on energy service provision. Subsequently five policy recommendations are presented to support PSS activity: (1) balancing economic incentives and regulatory disincentives; (2) promoting indirect policy support; (3) redesigning existing market structures; (4) promoting locally-led PSS activity; and (5) creating stable policy frameworks. The paper warns however that national government policy cannot easily address all PSS barriers, such as customer preferences, international developments, technological progress and inherent business model weaknesses, pointing to the need for other complementary solutions. Then it analyzes the interactions among technological niche, socio-technological regime and landscape, and summarizes the replicable experience of decarbonization in the process. Extending the UK experience to China, this paper explores the initiatives for accelerating China's power sector decarbonization from the multi-level perspective and proposes possible future transition pathways. The winter of 2022/23 has seen large increases in energy prices and in the cost of living in many countries around the world, including Great Britain. Here, we report the results of two surveys, combining cross-sectional and longitudinal analysis, in a sample of about 5400 British households. One survey was conducted early in 2023, the other when participants had signed up to an ongoing research study in the past five years. Thermostat settings were about 1°C lower during the cost-of-living crisis than before, and householders were more likely to turn the heating off when the home was unoccupied. The effort to save energy increased compared to pre-cost-of-living-crisis levels. Using the in-home display more in the cost-of-living crisis than before correlated with greater effort to save energy, supporting the notion that displaying energy data can be a useful tool for energy reductions. Finding it difficult to keep comfortably warm in the home and struggling with meeting heating costs were linked to lower wellbeing, strengthening evidence links between cold, damp, and hard-to-heat homes and negative mental health outcomes. About 40% of respondents lowered the flow temperature of the boiler which might imply that highly tailored information campaigns can be effective in changing behaviour. [ABSTRACT FROM AUTHOR]

As organisations, museums are responsible for conserving, protecting, and displaying artwork and artefacts. Museum buildings must deliver an environment that will continue to provide this facility for both current and future generations. This research focused on presenting a museum with quantifiable and measurable data to help with climate adaptation planning. A methodology was developed using monitored data. Subhourly data for both indoor and outdoor temperature and humidity spanning the years 2012–2021 was used to produce a daily maximum, daily minimum, and daily average dataset. A sensitivity analysis determined which years to use to derive the indoor-outdoor relationships used in climate modelling. Future impacts were calculated using UK Climate Projections 2018 (UKCP18) data (12 models on a 2.2 km scale), as published by the Met Office Hadley Centre. The data contained within the 12 models was overlayed with the relationships derived to calculate the projected indoor temperature and humidity conditions within the museum. The results presented indicate that temperature and humidity conditions are projected to exceed design conditions more frequently in the coming decades. Consequently, adaptation plans must consider the potential impacts that include indoor environmental deterioration, leading to discomfort and health implications, increased energy costs, and system upgrade costs, as well as the potential for accelerated degradation of artwork and artefacts. UK energy policies position urban heat networks as components of a resilient low carbon, affordable system, but, as Stewart Russell's work showed, such technologies have never been integrated into UK provision. This paper takes Russell's legacy forward by examining prospects for urban district heating and combined heat and power development in the context of the financial, rather than technological, innovations shaped by liberalised energy and financial markets. Drawing on sociology of markets and social studies of finance, the paper examines the resulting evaluation practices. Findings indicate that such district energy infrastructure does not conform to the investment calculus, making a business case hard to establish. Bridging the value gap between liberalised finance and district energy requires actors willing to devise improvised solutions. In spite of the established sustainability credentials of the technology therefore, significant deployment in the UK (and similar countries) will depend on political leadership and new fiscal policy.
