Recent discussions on REDD+ (Reducing Emissions from Deforestation and Forest Degradation, plus conservation, sustainable management of forests and enhancement of forest carbon stocks) have raised optimism about reducing carbon emissions and deforestation in tropical countries. If approved under the United Nations Framework Convention on Climate Change (UNFCCC), REDD+ mechanisms may generate a substantial influx of financial resources to developing countries. Some authors argue that this money could reverse the ongoing process of decentralization of forest policies that has spread through a large number of developing countries in the past two decades. Central states will be accountable for REDD+ money, and may be compelled to control and keep a significant share of REDD+ funds. Supporters of decentralization argue that centralized implementation of REDD+ will be ineffective and inefficient. In this paper, I examine the relation between subnational governments and REDD+ in Brazil. Data show that some state governments in the Brazilian Amazon have played a key role in creating protected areas (PAs) after 2003, which helped decrease deforestation rates. Governors have different stimuli for creating PAs. Some respond to the needs of their political constituency; others have expectations to boost the forest sector so as to increase fiscal revenues. Governors also have led the discussion on REDD+ in Brazil since 2008. Considering their interests and political power, REDD+ is unlikely to curb decentralization in Brazil. [ABSTRACT FROM AUTHOR]

This paper compares environmental policymaking in two Brazilian cities, Rio de Janeiro and Cubatão. It examines the formation of state-society synergistic interactions in the public policymaking process and their effect on long term sustainability of social mobilization. It concludes that whereas social capital can be constructed in the context of policymaking, it is critically dependent on a concerted effort from both state and society actors to build trust in their daily interactions. The Cubatão and Carioca River cases show that state-society synergy had little effect on the ability of the policy coalitions formed for pollution clean up to sustain themselves over time. Instead, there are indications that rather than a constraint, the flexible and informal nature of such coalitions may have been a critical factor in their ability to carry out policy successfully. In this paper we analyze transformations within a land reform settlement in the Brazilian Amazon, with special land-use regulations targeting forest conservation. We conducted long-term action research in the Virola-Jatobá Sustainable Development Project (PDS), where peasant farmers who were the early settlers of the area, and more recent occupants allied to illegal loggers, land grabbers and speculators adopt antagonistic positions and challenge respective entitlements towards land and forest. In this research we highlight issues of power asymmetry and social injustice when assessing how social relations and environmental conditions in the study area are affected by land use and forest conservation policies since year 2000, when the scheme was established. The PDS situation approached a collapse in late 2017 when the integrity of its forests and the beliefs and practices of vulnerable local residents were damaged. This case study empirically demonstrates that Amazon forest frontier systems have a limited capacity to endure extreme perturbations in the social and ecological interconnected domains. We argue that when a threshold is reached in systems featuring heavily institutionalized social asymmetries that constrain the action of vulnerable resource users, few conditions remain to reorganize the constituent setup through adaptive changes in the same regime or state. Reaching this stage will likely result in drastic changes that will lock the system into a pathway that compromises human wellbeing and the provision of ecosystem services. The fundamental nature of a tenurial scheme that combines social justice and environmental conservation tends thus to be lost for good, to enter a new regime with fewer options and novelties in social-ecological advances, reflecting the overall setbacks currently experienced in Brazilian policy. • Failed delivery and enforcement of land and forest policy in Amazon forest frontier. • Land tenure modality in a liminal status between environmental and agrarian reform regulations. • Social support for conservation affected by political and economic factors mediated by governmental agencies. • A new regime takes place with lower complexity in both social and ecological terms. • Outcomes reflect overall setback in Brazil's current social and environmental policy. Fake controversies have influenced policy making on health and environmental issues for decades, resulting in major implementation setbacks worldwide. As a case study, in this paper we examine fake controversies produced by a small group of active Brazilian researchers that have seriously impacted environmental conservation, particularly in issues related to deforestation and climate change. Based on the literature, we develop a typology of strategies deployed in fake controversies, which include manufacturing uncertainty, misusing scientific credentials, and disregarding scientific literature. Afterwards, we examine the influence of this group of contrarians at the National Congress. We then analyze the fake controversies promoted by these contrarians and argue that, to properly understand them, we need to consider a strategy so far overlooked in the literature: the manufacture of "pseudo-facts", namely, affirmations at odds with the established literature but that strives to appear as scientific facts. Unlike other contexts, in which contrarians have mainly sought to cast doubt on consensual issues by arguing that there are still considerable uncertainties surrounding them, in Brazil pseudo-facts on deforestation have been produced and published outside the peer-reviewed literature. We conclude the study with recommendations on how to oppose fake scientific controversies that threaten environmental conservation in general. [ABSTRACT FROM AUTHOR]

This study, holding as background the conflicts that involve the environment, analyzes the fraternity principle, from the perspective of the theory proposed by Baggio, concluding that the official pattern of environmental litigations composition that exist in Brazil --solidified by the obsolete monopoly of Judiciary-- consolidated on a Law's positivism and on a competitive point of view of the society, does not contemplates the fraternity as a legal value. In other hands, the paper starts to focus the mediation, making clear that this alternative way of contest's solution not only disposes with justness to the environmental conflicted issue but --remarkably by its communicative characteristic acting and shared true-- deeply excited by the fraternity idea. The subject has been researched in the specialized literature, making sure about the precarious systematization of the mediation as management way of environmental conflicts, as well as a lack on the approach of the fraternity as juridical category of potential incidence at the environmental field. In the end, the analysis concludes that the eco mediation may appease the insertion of the fraternity component on arguing related to environmental estates, generally ruled by the radicalization and a vision of world's representationalism, contributing perhaps to the co-operation construction of a new paradigmatical systemic epistemology for conflicts solutions, that insures the emphasized roll to fraternal as imperative of conduct. • The operationalization of market instruments for environmental governance depends on political processes in order to adapt to socioeconomic and political contexts; • Actors participating in the operationalization of forest certificate trading group together in advocacy coalitions that emphasize (1) environmental additionality, (2) market viability or (3) agricultural consolidation. • Actors apply knowledge filters (adoption, rejection or transformation) to new ideas, experiences and knowledge in order to influence policy-making processes in accordance with their beliefs and interests • Actors can adhere to multiple advocacy coalitions and shift their position depending on the political situation, suggesting that the boundaries of advocacy coalitions overlap. • Although the appropriation of the policy process has resulted in a decree for regulating trade, there is still much uncertainty about the future due to ignored concepts and hostile politics. Market instruments for environmental governance have a foundation in an economic theorythat claims to be universal and atemporal, but their materialization in practice always takes place in specific socioeconomic and political contexts. The Brazilian trade in forest certificates (CRA) is a new market instrument that allows farmers that have deforested illegally prior to 2008 to become compliant by acquiring certificates from other farmers that conserve a forest area beyond legal requirements. Even though the CRA market has been praised as an innovative environmental policy, it is still unclear whether it will be implemented even after more than two decades of political debate, congressional approval of legislation and substantial investments in new supporting systems. This research paper aims to analyze the materialization of this market by reconstructing how policy participants form advocacy coalitions (i.e. environmental protection, market viability and agricultural consolidation) to advance their interests. Our results show that advocacy coalitions filter (i.e. absorb, reject or transform) new ideas, experiences and knowledge in order to influence the regulations for forest certificate trading. In doing so, they often combine positions, form new alliances and merge with other advocacy coalitions in accordance with the interests of their constituents. These fluid allegiances within and between coalitions explain why market materialization remains ambiguous and unlikely to become operational in the near future. [ABSTRACT FROM AUTHOR]

Environmental impact assessment (EIA) procedures aim prospectively to collect evidence about the environmental impacts of economic projects and to avoid or compensate for the costs incurred. This article asks whether such procedures have been effective in Latin America after many regional countries returned to some version of the developmental state after 2000. It does so by surveying the procedural effectiveness of Latin American regulations comparatively before turning to a deeper study of the Brazilian case. In Brazil, which has some of the strongest EIA procedures in the region, it finds that stakeholders make very different assessments of its effectiveness, not least because they define the standard differently. Economic actors in and out of the state criticise Brazilian EIA as ineffective from a transactive standpoint, which questions the time and cost associated with environmental licencing. Environmental and community activists see EIA as ineffective in achieving the substantive sustainability ends they value. Neither appreciates the procedural improvements offered by licencing professionals. The article concludes that EIA invites a broader set of stakeholders than did classic developmental states, but cannot on its own adjudicate among the resulting multiple visions of how to carry out development strategies. The main challenge on Brazil's environmental agenda today is illegal deforestation in the Amazon, which to a large extent is a result of the state being unable to fully control the use of its natural resources. To improve the situation, new pieces of legislation have been enacted, but not as part of an integrated policy for the region. This article analyses the legal evolution of land tenure laws and environmental regularisation laws enacted to reduce illegal deforestation in the Brazilian Amazon. The study of the legislation discussed here uses the legal interpretative method. The primary sources used in the analysis are legal documents, combined with state and non-governmental organisations' reports on land regularisation and environmental implementation programmes in the region. It concludes that although land tenure and environmental regularisation were designed to be applied independently, agrarian activities have always been subject to environmental regulations. Recent deforestation monitoring indicates that deforestation rates are lower in areas that were subject to land tenure regularisation. For this reason, the strategy of the Brazilian Government since 2016 has been to formally integrate both regularisation activities through legal and policy modifications. [ABSTRACT FROM AUTHOR]

This article is an enquiry into Brazil's evolving responses to global climate change norms. Following an overview of the evolution of international normative frameworks of climate change governance, I examine the relationship between some of these international norms and domestic environmental politics in Brazil. Internationally, the analysis focuses on the North/South political debate about climate change and its role in shaping understandings about the impact and responses to global warming. Domestically, I explore the evolving relationship between state and private actors in the decision-making process. I argue that Brazil's official position on climate change negotiations is currently influenced by a nationalist/developmental approach based on the particular worldview of the dominant faction within the foreign ministry and backed up by private groups, powerful sectors in the military establishment, key ministries, and the presidency. Yet, this worldview has been increasingly undermined/permeated by other state and nonstate actors, who are more closely aligned with the environmental concerns of international stakeholders. The ensuing domestic conflict has important implications for the legitimacy and coherence of the Brazilian position in international climate change negotiations. [ABSTRACT FROM AUTHOR]

This article examines the barriers to an effective response to climate change faced by governments and institutions. Developments to prevent environmental degradation in countries including Brazil, China, and India are considered. It is stated that governments and corporations face a challenge in reconciling keeping the costs of producing goods and services low and doing so in an environmentally conscious manner. It is suggested that the involvement and cooperation of these influential bodies is necessary to ensure effective environmental protection.

Purpose - The purpose of this research was to identify the major environmental impacts occurring in Melo Creek, Minas Gerais, Brazil, especially as regards to its water quality. Design/methodology/approach - Initial evaluation was based on aerial photograph interpretation. All the small creek catchments were delimited and 12 stream segments were chosen for sampling and analyses. The segments had their water discharge calculated and channel pattern described. Also determined for these segments were the physical and chemical parameters of the water, as well as the microbiological content. Both water and sediment samples were analyzed for metals and trace element quantification. Meanwhile, an environmental inquiry was conducted in all the small villages along the creek. Findings - Data show a decrease in water discharge during the last decades, related to the increased destruction of the Atlantic Forest, especially at the riverheads and in permanent preservation areas (PPA). Most of the native vegetation was cut down to create farmlands and pasture. The water quality is also diminishing because for most of the properties, the main activities are pig raising and sugarcane liqueur production, which discharge their untreated effluents, along with domestic wastewater and sewage, directly into the creek. The results indicated that during its passage through the catchment, stream water became significantly contaminated with fecal coliform bacteria. As a consequence, the area possesses a high endemic disease index for water transmitted parasitism, especially for Schistosomiasis mansoni. Tourism development and environmental protection are intertwined processes. Protected areas have been established to both promote nature-based tourism as well as control the environmental impacts of tourism development. Therefore, tourism has been a force to motivate the creation of protected areas in several developing countries. This article examines the roles of governments, and local and external actors in the policymaking process of establishing protected areas, using as a case study the establishment of environmentally protected areas in the state of Bahia, Brazil. As of the 1980s, 'urban problems' have come to be perceived and treated in new ways in Brazil. Innovations introduced into public administration and legislation, at both the national and local levels, accompanied a broader social process and created conditions in which urban regulations, planning and management not only were equipped with new mechanisms for intervention in the urban context, but were submitted to a new approach structured around respect for environmental concerns. The ideas developed in this article begin with an outline of environment-related litigation in Rio de Janeiro, Brazil offered as a way to identify the actors that are able to ensure that their demands and arguments for environmental protection circulate publicly. The second section is designed to begin the task of identifying the available repertoire of versions of the environment as a social problem in Rio de Janeiro. Some remarks are called for here in order to mark out the terrain on which environmental conflicts occur in Rio de Janeiro? The first relates to the role played by public institutions, which goes far beyond their participation as parties to litigation.

The authors comment on research concerning the properties of fly ash and its environmental impact in its use in earthworks. They comment on the cohesion tests and small-strain shear response on Charqueadas, Brazil coal ash and state that they do not have similar data available for the Indiana ashes. They mention that Charqueadas and Indiana ashes have similar chemical constituents and mineral structures. They state that coal ash disposal sites in Indiana are tested to determine how contaminated the ash is, and that the Indiana study focused on environmentally safe coal ashes as refined by the U.S. Environmental Protection Agency's Conservation and Restoration Act. They mention that the ashes used as construction material for highway embankments were encased in low-permeability materials.
