The Natural Environment White Paper represents the most important conservation policy shift in the United Kingdom (UK) in twenty years. It formalises the ecosystem approach within national policy objectives and emphasises the economic value of ecosystem services. By analysing the use of various evidence sources, the involvement of science entrepreneurs, and the development of policy narratives, our goal was to understand factors that influenced adoption of an ecosystem service framework in the UK. We interviewed 48 policy actors and found that centrally-sponsored synthesis reports with entrepreneurial authors provided the most influential expert-based knowledge in the development of the White Paper . More recently published reports had greater influence, yet the window of opportunity for scientific evidence having policy impact was greater in the problem-setting stages of policy development. The interaction between teams preparing syntheses and expert entrepreneurs helped influence the construction of strategic policy narratives. Those narratives increased the impact of scientific evidence by communicating and framing key policy-salient messages, and brokering between broad ecosystem-based and environmental economics narratives. The combination of ecological and economics evidence was particularly salient in the UK case due to the context of continued biodiversity loss and the acceptability of valuation narratives within central government. Our findings suggest that evidence impact varies at different stages of the policy process, and that this is driven by the interplay of contextual factors like policy timing, personal influence, and the competition between different sets of actors and narratives. Social and environmental justice across generations is a fundamental attribute of sustainable development. In this article, which is also a call for papers for a future theme in Public Money & Management (PMM), we develop our case for further research on how governments and public service organizations seek to address sustainable development in their decision-making processes. We believe that accounting for social and environmental aspects is an underdeveloped area of research and practice that is worthy of further critical enquiry. This article contributes to the literature on state capacity in financialized political economies by studying the market-based investment setting for the Thames Tideway Tunnel, a £4.2 billion sewer, built underneath central London to prevent raw sewage from spilling into the River Thames. Most analyses conclude that financial statecraft undermines state capacities, as it empowers finance and exposes states to uncontrollable risks. This article moves beyond these accounts by arguing that public policy officials engage with finance instrumentally, taking on risks to solve the governing challenges they face. It demonstrates that state action can build islands of state capacity with financial statecraft in fragmented policy environments. Based on expert interviews and documentary analysis, the article traces how the UK's Ministry of the Environment experimented with a policy instrument and used investment capacities from different levels of government, to implement the Thames Tideway Tunnel through institutional equity investment and share risks in the privatized and financialized environmental sector. The paper concludes that under the current conjuncture, financial statecraft will play an important role in addressing the climate crisis. This paper analyses environmental narratives in the legislative stages presented in UK white papers, the Prime Minister's speeches, and the Queen's speeches, all of which were released between 1997 and 2011, during the regimes either of New Labour (1997–2010) or of the currently governing Coalition (2010–). This research acknowledges that the link between risk perception and environmental policy is strong because environmental policy narratives either reflect or influence risk perceptions, or both. The findings of this research demonstrate that the risk of climate change has emerged as a key agenda due to combined risk perceptions on economy and environment. Subsequently, that risk has developed a connection to the risk of energy scarcity and energy facilities. Nuclear power has posed a possible resolution to the energy risk, but at the same time, it has posed another kind of risk too. Under the Coalition government, the risk of natural diversity loss emerged while the risks of climate change and energy continued. The aim of this paper is to identify and gain insights into small and medium‐sized enterprises' (SMEs) rationales (why) for engaging in sustainable social and environmental practices (SEPs) that influence social and environmental policy and sustainability changes. Specifically, we depart from the predominately quantitative‐orientated SEPs literature by conducting in‐depth interviews and analysis of owners and managers of SMEs in the United Kingdom within a legitimacy theoretical framework. Our findings from a comprehensive number of interviewees show that SMEs employ a complex mix of both symbolic and substantive SEPs with the aim of enhancing the legitimacy and sustainability of their operations. The results emphasise the strengths of social engagement, reputation and image, environmental embeddedness, industry differentiation and education facilitators. In particular, the paper shows that legitimating strategies can have a dual purpose of being symbolic in nature but also inferring a substantive legitimacy claim. In this paper we provide an overview of the UK environmental regulatory framework for subnational policy and planning in devolved English urban areas based on a systematic coding of key legislation and policies against a matrix of sustainability att ributes relevant for human health. Our findings suggest that while elements of sustainability at different scales are addressed to varying degrees, we need to move beyond the 'three-legged stool' of sustainability to assess linked environmental and societal health impacts. Assessing policy using a multi-faceted lens of sustainability such as the one we propose can help to uncover health-development dependencies and the incentives and governance required to enhance these at different scales (planetary, regional, neighbourhood and building). We propose a coordinative role for spatial planning to integrate responses to socio-environmental health priorities for sustainable development and make recommendations for dynamic decisionmaking on environmental and human health impacts in urban development sett ings. Doing so can help promote just (equitable) transitions, decoupled from a pervasive ecological modernization discourse that frames the political economy of planning at both the national and local levels. This paper explores the environmental knowledge of small-scale rural landholders and comments on the implications of this for environmental policy. The paper draws on conceptualisations of knowledge as ‘know what’, ‘know why’, ‘know how’ and ‘know who’, recognises a distinction between tacit and codified environmental knowledges and highlights the need to consider the politics of knowledge surrounding environmental issues. Both quantitative and qualitative data are reported, and are derived from structured interviews with 30 small-scale landholders who were participants in a nature and landscape conservation initiative – the Landscape Heritage Scheme – within South Devon, England. These data are used to explore the place of environmental concerns within the land management objectives of respondents; the nature and extent of their environmental knowledge; how a range of factors alongside their environmental knowledge shaped the environmental practices of respondents; and the politics of knowledge associated with the Landscape Heritage Scheme. The paper suggests that small-scale landholders should be of interest to environmental policy, prioritising environmental objectives in their land management, being relatively knowledgeable about the environment and highly responsive to environmental advice and financial incentives that support environmental management. A case is made for developing research in this area, given ongoing processes of rural demographic change and the rising importance within this of an increasingly diverse landholding population. Agricultural and environmental policies are being fundamentally reviewed and redesigned in the UK following its exit from the European Union. The UK government and the Devolved Administrations recognise that current land use is not sustainable and that there is now an unprecedented opportunity to define a better land strategy that responds fully to the interconnected challenges of climate change, biodiversity loss and sustainable development. This paper presents evidence from three pathways (current trends, sustainable medium ambition, and sustainable high ambition) to mid-century that were co-created with UK policymakers. The pathways were applied to a national integrated food and land-use model (the FABLE calculator) to explore potential synergies and trade-offs between achieving multiple sustainability targets under limited land availability and constraints to balance food supply and demand at national and global levels. Results show that under the Current Trends pathway all unprotected open natural land would be converted to urban, agriculture and afforested land, with the consequence that from 2030 onwards tree planting targets could not be met. In contrast, the two sustainable pathways illustrate how dietary change, agricultural productivity improvements and waste reduction can free up land for nature recovery and carbon sequestration. This enables a transition to a sustainable food and land-use system that provides a net carbon sink with up to 44% of land able to support biodiversity conservation. We highlight key trade-offs and synergies, which are important to consider for designing and implementing emerging national policies. These include the strong dependence of climate, food and biodiversity targets on dietary shifts, sustainable improvements in agricultural productivity, improved land-use design for protecting and restoring nature, and rapid reductions in food loss and waste. The article introduces papers which examined how much progress the concept of environmental justice has made in Great Britain. From being outside mainstream environmental agendas, concepts of environmental equity and justice now occupy a central position in government policy and have been the subject to growing research scrutiny. Drawing on papers first presented in a dedicated session on environmental justice organized by the Planning and Environment Research Group of the Royal Geographical Society/Institute of British Geographers at the International Geographical Congress, held in Glasgow in August 2004, the issue provides an opportunity to explore and reflect upon the recent development of environmental justice concerns in the country. The concept of environmental justice was first popularized and politicized by the emergence of the environmental justice movement, and the increasing space for political and legal contestation of claimed environmental injustices, in the U.S. In Great Britain, the concept has taken a different path, increasingly seen as a means of reconciling the sustainable development agenda with that of social justice.

Purpose: The purpose of this article is to look at how Corporate Social Responsibility affects financial performance. Design/methodology/approach: The information used comes from a database of 97 companies that spans the years 2012 through 2020 (873 observations). Multiple regressions is the statistical instrument, and management quality is employed as a control variable. A principal component analysis revealed that EFP is one-dimensional, whereas CSR has three dimensions: ERL (Economic-Legal Responsibility), ERR (Environmental Responsibility), and EPR (Environmental Policy Responsibility) (Ethical-Philanthropic Responsibility). The study demonstrates and evaluates CSR's favorable impact on EFP. Findings: According to the research results, the established evaluation model is used to comprehensively explore the effects of CSR on company performance. The experimental results show that in the 4 models selected, the CSR variable has a positive impact (0.084; 0.076; 0.055 and 0.29 respectively). However, it is statistically significant at the a < 0.01 level in the first two models only. In contrast, in models 5 and 6, the effect of CSR is not significant. In models 1 and 5 the capital structure variable has a negative effect (0.035 and 0.15) and is statistically significant at an a < 0.01 level. In models 2 and 6, the variables operationalizing the capital structure, namely DLT/TP and FP/TP, are both insignificant. The first variable has a negative effect in both models 2 and 6. And it is significant at the a < 0.01 level. Practical implications: The paper has guiding significance for the overall development of benefits, and also provides the scientific method for evaluating the effect of corporate social responsibility on financial performance. Originality/value: This study contributes modestly to the field of empirical research dealing with the CSR in Unied Kingdom firms. In January 2008, the UK Labour government announced that new nuclear power would play a role in the generation of low carbon electricity, and thus in the mitigation of climate change. This reframing of new nuclear power as a means of tackling climate change signalled a dramatic U-turn on Labour’s commitment to decommission all existing UK nuclear power stations by 2025. In the context of the political reframing of new nuclear builds, this article examines how the UK news media contributed to the reframing of nuclear power as low carbon, and the implications this has for public understanding of nuclear power and climate change. Covering the time period from September 2005 to January 2008, a critical discourse analysis of three UK newspapers — the Daily Mirror (tabloid), the Daily Mail (mid-range) and the Independent (broadsheet) — is presented. This period covers the months leading up to the launch of the UK government’s first Energy Review in January 2006, to the publication of the government’s final White Paper on Nuclear Power in January 2008. The analysis found that the official governmental discourse on nuclear power as essential to climate change mitigation and the security of future energy supplies was variously reproduced and contested across the three newspapers. However, while the government’s rebranding of nuclear as less risky than climate change is not explicitly endorsed by any of the newspapers, it certainly provides the discursive context through which policy decisions on new nuclear have been largely accepted by the UK news media. This paper relies on the premise that the environment (in an ecological sense) is political. In other words, the environment and the threat of environmental degradation and destruction are operational discourses that work to legitimate and shape power relations between states, corporations, societies and peoples. Based on this premise, and in line with Michel Foucault's notion of governmentality, this paper traces the shifting discourses of environmentalism in Britain to offer an overview of how environmental issues work to discipline relations around achieving market based objectives. I go on to argue that environmental concerns legitimate and are legitimated by globalisation and that, perhaps conversely, globalisation in relation to the environment, works in the service of neoliberal expansionist agendas. As such, this paper turns to investigate Britain's international sustainable development policy and how this works to shape and discipline, primarily gendered, social relations in consolidation of neoliberal principles. ABSTRACT: This paper argues that, despite over 15 years of reports on ethnic minorities and the environment, the environmental movement, recreational countryside access and heritage, rural racism and the shortcomings of the planning system, ethnic minorities in Britain are routinely short-changed by a systematic indifference to their environmental and planning needs. The paper focuses on two aspects of this indifference. First, it describes the tension between environmentalists' historical pursuit of environmental quality at the expense of what is argued as the equally necessary pursuit of human equality and argues, amongst other things, that this indifference to ‘difference’ is a factor in the whiteness of the movement. Second, it offers observations on ethnic minority communities' own responses to sustainable development, including the results of round table discussions with a diverse range of ethnic minority interests. It shows that ethnic minorities are engaging with sustainable development (mostly outside the environmental movement), although they do not name it as such. In conclusion, it suggests a more proactive role in local sustainable development for local government within an emergent environmental justice debate and within the context of Local Agenda 21 (LA21), the implications of the Local Government Act 2000, and the government's recent focus on social exclusion. Drawing on the notions of subjective knowledge (what someone thinks he/she knows about a topic) and receptivity (someone's ability, inclination, and willingness to take in information, ideas, impressions or suggestions), we extend the knowledge‐attitudes‐practice (KAP) model within an environmental sustainability policy (ESP) context: the UK's single‐use bag charge policy, specifically. Based on a cross‐sectional survey with 568 British participants, we illustrate the key role of objective knowledge for ESP compliance/behavioural intentions, whilst subjective knowledge is key for ESP information receptivity. The need for different marketing tactics to promote 'policy products' for sustainable success is illustrated by identifying three distinct segments: the Knowledgeable and Compliant (first to comply, need to maintain information receptivity); the Unknowledgeable But Compliant (need to reduce subjective knowledge); and the Unknowledgeable, Non‐compliant, but Receptive (need objective information the most). The science on the effects of global climate change and air pollution on morbidity and mortality is clear and debate now centres around the scale and precise contributions of particular pollutants. Sufficient data existed in recent decades to support the adoption of precautionary public health policies relating to fossil fuels including shale exploration. Yet air quality and related public health impacts linked to ethical and environmental justice elements are often marginalized or missing in planning and associated decision making. Industry and government policies and practices, laws and planning regulations lagged well behind the science in the United Kingdom. This paper explores the reasons for this and what shaped some of those policies. Why did shale gas policies in England fail to fully address public health priorities and neglect ethical and environmental justice concerns. To answer this question, an interdisciplinary analysis is needed informed by a theoretical framework of how air pollution and climate change are largely discounted in the complex realpolitik of policy and regulation for shale gas development in England. Sources, including official government, regulatory and planning documents, as well as industry and scientific publications are examined and benchmarked against the science and ethical and environmental justice criteria. Further, our typology illustrates how the process works drawing on an analysis of official policy documents and statements on planning and regulatory oversight of shale exploration in England, and material from industry and their consultants relating to proposed shale oil and gas development. Currently the oil, gas and chemical industries in England continue to dominate and influence energy and feedstock-related policy making to the detriment of ethical and environmental justice decision making with significant consequences for public health.

Discourse analysis has been widely applied to the study of environmental communication, highlighting how language is used to reflect and affect our attitudes towards the natural world. The potential of discourse analysis to 'reveal' the values that people attribute to nature has recently been recognized in the context of environmental debates. This paper takes a new cross-disciplinary approach to the analysis of evaluation, combining a discourse approach (specifically Appraisal analysis) and insights from environmental philosophy and environmental policy to address the following main questions: (1) Which values of nature may be embedded in discourse about nature? (2) To what extent are these values represented in people's narratives about trees and woodland in the U.K.? (3) What are the implications of the findings for the critical analysis of evaluative discourse? (4) What are the implications of the findings for environmental organizations? The analysis is applied to a sample of 514 woodland narratives collected by the U.K. charitable environmental organization Woodland Trust in 2016. The study highlights new critical perspectives that may be gained from the analysis of evaluative discourse and the importance of considering and fostering people's affective relationship with the natural world in building a strong basis for environmental action. This paper draws on ideas about policy innovation and adaptation to assess the extent to which 'payments for ecosystem services' (PES) can be seen as a challenge to traditionally more bureaucratic, state-centered ways of paying for the provisioning of environmental goods from agricultural landscapes through agri environmental policy (AEP). Focussing on recent experience in the United States and the UK, the paper documents the extent to which PES is now an established term of reference in AEP research and debate in both countries and postulates that this may usher in a new discourse of environmental provisioning in agriculture. The PES landscape is, however, currently highly fragmented and largely experimental, with 'PES-like' approaches being piloted in the field through partnerships between state agencies and localized private and charitable interests. State-supported AEP programs remain substantially intact, and rather than any displacement of state action, there appears to be a more gradual insertion of PES approaches and metrics into standard AEP operating procedures. This institutional stickiness is partly due to the continuing difficulty of agreeing the metrics necessary for measuring outcomes but may also be due to the politically well defended nature of traditional AEP entitlements and associated policy networks. We conclude by suggesting a need for further research to better understand these specifically political constraints and sources of resistance to PES and the ambiguous consequences for institutions, policy networks, rural communities and environment. With growing investment in river restoration, we increasingly need to justify costs by demonstrating success and wider benefits of measures. To aid practitioners, the UK River Restoration Centre has worked with experts to develop a practical monitoring guidance that links objectives to specific monitoring to demonstrate achievable outcomes. Feedback, however, via an online questionnaire highlighted the need to rationalise the guidance contents for a new growing audience, taking advantage of new developments and incorporating the evaluation of social and economic aspects of river restoration. With these potential improvements, it is hoped that practitioners will follow this guidance, improve the quality of monitoring undertaken and share evidence of success and lessons learnt. This paper outlines how this guidance has been adopted as best practice. Over the past 200 years society's response to coastal flooding or erosion has been to provide defences to combat or eliminate that threat. A combination of economic pressures, a better understanding of coastal processes and of the impact of those defences on these processes has led to the development of new approaches to coastal management. This paper will show how, by linking planning policies to various types of intervention, a workable, sustainable and equitable approach can be achieved. The need to work closely with communities is emphasised with examples and case studies. Development in zones at risk should be restricted, but equally development should be permitted, perhaps by exception, in other areas to ensure the continuing viability of coastal communities. While the headline issues are around the loss of homes, a part of this process is to ensure that community assets, lost or threatened by coastal change, are also replaced or relocated. The UK's North Norfolk District Council was the recipient of a £3 million grant from the government's coastal change fund to trial a number of different approaches that can be made, working closely with partners and the coastal communities affected. The paper will describe the various projects (e.g. relocating a village hall, removing derelict defences, acquiring and replacing housing, supporting businesses), programme governance, communications, discuss the problems encountered, how they were addressed and report on the undoubted success of many of the measures that were trialled. The individual has been cast as both the source of and solution to many contemporary environmental problems. Although some individuals may display concern for the environment, actions are undertaken within a societal context that is often ambivalent to environmental issues. To 'become green', therefore, individuals have to negotiate a range of trade-offs between their environmental aspirations and the realities of life in a developed, consumer-based society. This paper draws on extensive field work at one site at which individuals have explicitly sought to manage these trade-offs - the Centre for Alternative Technology, Wales, UK. It argues that two distinct strategies are adopted to manage the tensions involved in becoming green: a 'strategy of segregation'- where professional practices are separated from personal actions to establish balance, if not consistency, in everyday life; and a 'strategy of alignment'- where (unsuccessful) attempts are made to unify personal and professional practices in line with environmental ideals. This paper outlines how the inability of these strategies to fully reconcile the tensions involved in becoming green has led to a 'politics of pragmatism' within environmental practice. It argues that this politics offers a way forward for contemporary environmentalism, both within 'ecotopian' spaces such as the Centre for Alternative Technology, but also in more mainstream spaces where the majority live their lives. Over the past decade, horizon scanning has been recognised as part of forward-looking government processes in a number of industrialised countries. It helps policy-makers in addressing the diversity of future societal and environmental challenges and in addressing the potential of emerging areas of science and technology in an integrated way. This paper discusses the usefulness of horizon scanning as an additional tool for future-oriented technology analysis activities, such as technology foresight and scenario building. Analysing the national horizon scans of the UK, the Netherlands and Denmark in a joint horizon pilot project initiated under the ERA-Net ForSociety, this paper makes a series of recommendations regarding horizon scanning processes at the national level and the construction of common future-oriented policies. Since the creation of the National Health Service (NHS) in the United Kingdom in 1948 there have been significant changes in the way waste materials produced by healthcare facilities have been managed due to a number of environmental, legal and social drivers. This paper reviews the key changes in legislation and healthcare waste management that have occurred in the UK between 1948 and the present time. It investigates reasons for the changes and how the problems associated with healthcare wastes have been addressed. The reaction of the public to offensive disposal practices taking place locally required political action by the UK government and subsequently by the European legislature. The relatively new UK industry of hazardous healthcare waste management has developed rapidly over the past 25 years in response to significant changes in healthcare practices. The growth in knowledge and appreciation of environmental issues has also been fundamental to the development of this industry. Legislation emanating from Europe is now responsible for driving change to UK healthcare waste management. This paper examines the drivers that have caused the healthcare waste management to move forward in the 60 years since the NHS was formed. It demonstrates that the situation has moved from a position where there was no overall strategy to the current situation where there is a strong regulatory framework but still no national strategy. The reasons for this situation are examined and based upon the experience gained; suggestions are made for the benefit of countries with systems for healthcare waste management still in the early stages of development or without any provisions at all. In UK policy circles, there is a growing recognition that mediating the interface between policy making and the public through local government led initiatives is one way through which to provide a practicable means to deliver carbon reduction at an individual, household, and community level. Following on from the aims of Local Agenda 21 in creating the space for a more bottom-up policy infrastructure, the 2007 UK Energy White Paper is one of the latest political statements to highlight the way in which reaching UK targets on CO2 emissions will continue to involve a greater local response to climate change. This emphasis was given further weight through the introduction of a new local performance framework in April 2008. This new set of 198 national performance indicators (PIs) for local government and other local bodies are now the only PIs which Central Government will use to assess local government performance. Importantly, they include three PIs that specifically cover the issue of climate change and carbon reduction (CLG 2007a). For many years, local authorities in the UK have played a role in encouraging more community led sustainable development objectives. However, what Giddens (2000) describes as the 'modernization' of local governance, has often proved to be inherently problematic, not least in developing the 'civic engagement' aspect of this model of governance. The article traces these problems in relation to the increasing responsibilities of local government in developing local community led responses to climate change. Although the UK Government continue to highlight the opportunities for this type of political framework in addressing the bottom-up complexities of climate change, we consider why some of the issues raised in three case study examples are indicative of wider problems in expanding this form of governance in the UK. The article concludes that difficulties encountered with regard to the implementation of LA 21's central objectives have extended through to the more recent focus for action in combating the specific challenge of climate change. Conventional approaches to evaluation of environmental programs have tended to limit themselves to restricted measures of program effectiveness. This paper shows how a social learning approach can be incorporated into evaluating public environmental programs. A social learning approach is particularly suited to complex environmental challenges which are inherently difficult to understand, predict, and manage, thus complicating the evaluation process. The paper presents an Australian case study of dryland salinity management where there are major knowledge barriers impeding conventional management techniques. The research presented in this paper focused on evaluating a public demonstration program to track its impact through its design, implementation, and monitoring phases. The paper shows that, by incorporating social learning principles and practices, program evaluation can promote collective action, critical reflection, and increased knowledge to underpin improved environmental management. The EU water framework directive (WFD) provides a template for sustainable water management across Europe. The WFD requires the development of procedures to ensure appropriate mitigation of anthropogenic impacts on river ecosystems resulting from water abstraction and impoundments. It is widely acknowledged that alterations to flow regime impact on riverine ecosystems. As a result, hydromorphology, which includes the hydrological regime, is embedded within the WFD as a supporting element to achieve good ecological status (GES). Environmental flow releases from impoundments such as reservoir dams will need to be implemented to mitigate impacts from their construction and operation. This paper outlines the process involved in the analysis of available scientific information and the development of guidance criteria for the setting of environmental flow release regimes for UK rivers. The paper describes two methods—developed by round-table expert knowledge and discussions and supported by available data—for implementation of the WFD for rivers subject to impoundments. The first is a method for preliminary assessment of a water body to determine if it is likely to fail to achieve GES because of changes to the flow regime (indexed by simple flow regime statistics) in systems where appropriate biological assessment methods are limited or currently unavailable. The second is a method for defining an environmental flow regime release based on the requirements of riverine ecological communities and indicator organisms for basic elements (building blocks) of the natural flow regime. There has been a heightened interest in the 'region' as a key site of economic activities. While regionalisation is often explained as part of the wider process of state scalar strategy in response to global economic restructuring, less attention has been paid to the role of the region in rescaling of environmental governance. This paper aims to fill the gap by drawing on the changing governance of municipal waste planning in the UK. Such a focus demonstrates that key elements of 'spatial Keynesianism' have been carried through, rather than superseded, in 'the new metropolitan reform'. Following a brief summary of the municipal waste problem and the influence of the EU regulatory measures in changing waste policy in the UK, the paper situates the regional institution building for waste planning in its historical and conceptual context. It then discusses the key rationales for regionalisation of waste in order to substantiate the central argument of the paper which is: the resilience of some of the key features of spatial Keynesianism in the new wave of metropolitan reforms. The final part of the paper unpicks the inherent tensions in state rescaling strategy and outlines the key factors that undermine the capacity of the state's reconfigured regional institutions to achieve their prescribed goals. Using a sample of 1,632 U.K. firm‐year observations from 2002 to 2013, this paper investigates the impact of multidimensional corporate environmental performance (CEP) on firm risk. Considering two dimensions of CEP, namely environmental management performance (EMP) and environmental operational performance (EOP), we find that EMP serves as an effective mechanism in reducing firm risk, and such an effect is mainly driven by the manufacturing sector. Meanwhile, there is no clear association between EOP and firm risk. However, our findings highlight a moderating effect of EOP on the relationship between negative EMP and firm risk. This provides new insights into the value of multidimensional CEP and suggests that the complex relationship between outcome‐ and process‐based environmental performance is important for understanding the real effects of CEP on firm risk. The outcome of carbon disclosure, the importance of which has grown remarkably in recent years to become a strategic decision‐making issue for organisations in today's competitive environment, is a subject of lively debate but remains under‐researched in the environmental accounting literature. This study is motivated by this research gap and the growing interest in assessing the financial consequences of corporate involvement in climate change beyond regulatory compliance, as evidenced by firms' voluntary participation in the Carbon Disclosure Project. Using the resource‐based view of the firm as a theoretical framework and linking it to carbon disclosure through Carbon Disclosure Project, we conceptualise and empirically investigate the impact of adopting proactive carbon management policies and communicating them to stakeholders, focusing on the financial performance of the top FTSE350 companies between 2007 and 2015. By developing a comprehensive financial performance index and controlling for several firm characteristics, we find strong evidence that voluntary carbon disclosure is positively associated with firm financial performance. What helps or limits the use of ecosystem services ideas in practice? In this paper we develop and test a new institutionalistbased analytical scheme to explore how ecosystem services as a "new" policy idea might interact with established policy regimes, processes, and norms. The scheme is based on three different decision-making levels: micro, meso, and macro. To test the plausibility of the scheme, it is applied to the case of the UK where a specific ecosystem services framework (ESF) was prioritized as a new way of doing environmental policy after 2011. Drawing on findings from 32 elite interviews, the paper shows how dynamics at all three levels intersect with differing institutional explanations. It helps explain important factors for embedding, or restricting embedding, of the ESF in policy making. The scheme provides a useful way to link analysis of the "lived experience" of policy actors implementing the ESF with the institutional landscape they occupy, and allows for a nuanced and integrated analysis of the potential barriers faced by ecosystem services ideas generally. Since 1997, successive Labour Governments have prioritised action on climate change. The United Kingdom is commonly perceived to be an international leader in terms of its global diplomatic efforts and, to a lesser extent, its domestic policy response. However, the UK's carbon dioxide emissions from the transport and housing sectors are increasing. In this paper, we focus on the transport sector and examine the extent to which policies have encouraged decarbonisation, and the underlying reasons behind their relative success or failure. Despite initial good intentions, policies aimed at improved efficiency, encouragement of less polluting modes of transport and reductions in demand have fallen short. Underlying this failure, we argue that the transport sector's traditional prioritising of the immediate economic implications of policy and the government's fear of being seen to impinge upon personal mobility have resulted in too strong a reliance on technological solutions rather than measures that seek to curb demand through behavioural change. This paper studies how investments in knowledge codification may be used as innovation policy tools, in a non-interventionist policy environment. Analysing statistically and historically the case of the UK's Department of Trade and Industry, from the early 1980s to 2002, the paper shows how knowledge codification can be used as policy-instrument for restructuring the design, characteristics and implementation of public innovation support as well as for developing new national competitive competences. This paper suggests that within a context of outsourced policy implementation and execution, the continuous upgrade of public support for innovation requires that both governmental department and external suppliers engage in 'learning-by-codifying'. The UK is reportedly an international leader in the application of environmental policy appraisal (EPA). From the late 1980s until 2004, UK central government sought to produce ex ante assessments of the potential environmental impacts of different policy options. Critics maintain that EPA had a very limited impact on policy-making activities in Whitehall departments. However, the empirical basis for these claims is surprisingly thin. This paper seeks to better understand what facilitated or retarded EPA by looking at its use in Whitehall, with the aim being to draw lessons for the UK's new and more integrated appraisal regime, as well as similar systems in the European Union. The paper finds that the implementation of EPA was both weak and highly sectorised, and that there is an underlying resistance to policy appraisal per se in Whitehall. Purpose - To report findings from an updated survey of environmental policy and practice among UK organizations. To draw conclusions about the relationship between environmental concerns and organizational strategy making. Design/methodology/approach - The paper reports findings from a 1999 survey of 911 UK organizations, updated by interviews conducted with participant organizations in 2004. The paper represents an extension of a ten-year longitudinal study of environmental policy and practice in UK organizations. Findings - The gap between policy formulation and implementation in the environmental area has continued to narrow, but environmental concerns appear not to have moved towards the centre of the strategy making process in many firms. Organizations are still primarily influenced by short-term rather than long-term imperatives, and although recognition of opportunity offered by the environment is increasing, organizations are still liable to adopt a reactive position, increasingly so as the size of the organization decreases. Research limitations/implications - It offers a contribution to the debate over the ongoing relationship between organizational strategy and environmental factors as a determinant of organizational strategy. It locates the debate in the wider discussion of determinants of organizational strategy. Practical implications - It highlights the complex decision-making processes facing managers in satisfying a variety of stakeholders who may be making competing demands of their organization. Originality/value - The paper offers a longitudinal review of changes to environmental policy and practice among UK organizations, providing an opportunity to explore the nature of change over a ten-year period. Purpose - This paper aims to explore environmental accounting in terms of long-term societal transition towards "sustainable development". Design/methodology/approach - Accordingly, the paper uses an abstracted and generic framework of antecedents to "deinstitutionalisation" (the erosion or discontinuity of institutionalized organisational activities or practices) to analyse a case study of how a UK local government council is responding to an environmental agenda in the context of an array of gradual political, functional and social pressures to change its activities. Findings - The findings of the study indicate how, in different ways, environmental accounting is pressed into use to promote such change. Originality/value - Contrary to other frameworks which emphasise how environmental accounting is potentially constructive/empowering or captured/colonized, drawing on this case study the paper argues that environmental accounting may in contrast be mobilised to contribute to a process of deinstitutionalisation, even when attempts to develop such accounting are not entirely successful. The study argues that Great Britain government's approach to this is preventing further increases in unsustainable resource use. The study also argues that sustainability understood as eco-efficiency is impossible. The paper concentrates on domestic energy use. It is suggested that to make any changes, one has to accept the changes politically. The article states that the social and psychological meaning of energy consumption should be understood. This paper briefly assesses the economic efficiency case for voluntary initiatives (VIs), discusses some limitations of this type of policy instrument and goes on to consider the role that local-scale voluntary initiatives might play in assisting small and medium sized enterprises (SMEs) to embrace the issue of environmental performance improvement. The paper examines SME organizational management in relation to the likely effectiveness of their participation in voluntary environment programmes. An environmental attitudes survey carried out with 62 SMEs in East Anglia found that willingness to become involved in such initiatives does exist, but that a better presentation of opportunities for prospective small firms, together with a more tailored approach, will be necessary if VIs for SMEs are to become a more extensive feature of environmental policy making in the UK. This paper documents research taking place in the midst of a series of shifts in biodiversity policy in the UK. It examines recent attempts to enrol volunteer naturalists and lay citizens into biodiversity action planning, suggesting that such attempts can be seen as a nascent form of environmental citizenship, which is based on the exchange of knowledge of nature among the different communities involved (policy makers, volunteer naturalists and lay citizens). By focusing on a range of knowledge practices, the paper explores the selective appropriation of some ways of knowing over others. It documents ways in which some actors involved are beginning to reflect on what it might mean for biodiversity policy to accommodate each others' knowledge and practices. The paper suggests that an increased sensitivity to the range of practices and knowledges embodied within these different domains may result in a redefinition and expansion of the category of citizen, and may in turn have implications for the way in which 'biodiversity' comes to be defined. The UK Government is committed to providing 10% of the country's electricity supplies from renewable energy sources by the year 2010, and has set a target of 20% by 2020. The steps by which these goals could be achieved will clarify their planning implications and hence prospect of being realised. Hydroelectric power brought electricity to many world communities for the first time and some still depend heavily upon it. Most others, like those in the UK, long ago had to look elsewhere for supplies as demand outstripped the potential of this source. The World Bank is now exploring the prospects for adding significantly to the capacity of hydroelectric power in countries with unexploited resources. Renewed interest in hydroelectric power comes as a direct result of international concern about the effects on the environment of burning fossil fuels. However, not all hydroelectric projects have been blemish free. The purpose of this paper is to review this aspect of the hydroelectric industry as it relates to upland run-of-river projects-the aim being to establish how governments can best look to this form of hydroelectric power to meet some part of their renewable energy targets. The ever more stringent and strongly precautionary approach to new projects of all types being taken by the regulatory bodies is significant in this respect. It is concluded that the commonly-voiced message that the development potential of hydroelectric power in the UK is exhausted merits careful re-examination in view of the fact that historic schemes were intended for a variety of purposes, not all of which are pertinent to current requirements. In particular, just as changing circumstances have encouraged the growth of the `no-storage' windpower industry, so too has hydroelectric power moved from a dependence on reservoirs to the `take-it-as-you-find-it' run-of-river solution. The present political will for economic solutions to the growing international energy dilemma is also a new factor, upland run-of-river schemes often providing viable solutions for electricity production when assessed against all criteria. As a key element in its climate change strategy, the UK government launched a greenhouse gas emissions trading scheme in April 2002. The UK ETS is the first-ever national, industry-wide carbon trading scheme in the world and will eventually form part of the global carbon market which is expected to be established under the Kyoto Protocol. This paper assesses the effectiveness of the scheme both in facilitating emission reductions and also as driver towards moving from a fossil-fuel-based economy towards a low-carbon economy. By looking at early developments in the UK ETS and examining the emission profiles of FTSE 100 companies, the paper reveals some serious weaknesses and highlights that the environmental credibility of the market is hampered by low standards of emissions monitoring and reporting. The authors argue that a fundamental review of the UK scheme is required, to improve its environmental credibility and to bring it in line with the planned EU-wide scheme. [ABSTRACT FROM AUTHOR]

This paper discusses the treatment of social and economic impacts within UK environmental impact assessment (EIA). Socio-economic effects have an uncertain status in EIA, guidance on their assessment is limited and their treatment is often partial and of poor quality. This has led some commentators to view socio-economic impacts as the 'poor relations' in EIA. The paper presents the results of a recent review of the socio-economic component of UK environmental statements (ESs), which provides information on the extent, scope, balance and quality of socio-economic impact treatment. The review reveals that, although most ESs include some information on socio-economic issues, coverage tends to be narrowly focused on a small number of—primarily beneficial economic—impact types. Quantification of socio-economic impacts is also rarely attempted. The review findings are compared with those of similar studies undertaken in the mid-1990s, and the paper concludes with some recommendations for EIA practitioners relating to the treatment of socio-economic impacts. This paper describes the development of a simple integrated approach to policy appraisal for use within the Environment Agency for England and Wales. The approach was developed by the Environment Agency's National Centre for Risk Analysis and Options Appraisal, and is intended as a first version of a tool to allow policy makers in the Agency to consider the possible environmental, social, economic and resource use impacts of the policy options available to manage risks, and to allow the monitoring of impacts of policy options selected. The context within which the approach was developed is discussed — including existing literature on, and experience of, policy and integrated appraisal respectively, as well as the needs and resources of the Environment Agency with respect to policy appraisal. The paper provides a description of the approach developed before highlighting issues for further development. The guidance summarised here is version 1, which is being rolled out for use by policy authors within the Agency in 2000 and 2001. The process will inevitably be iterative and it is intended over the next two years, following further application and road testing, that subsequent versions of the guidance will be produced.
