Inequity in healthcare utilization is typically measured as the unequal distribution of services by observable non-need indicators, such as income, after controlling for observable need indicators. However, important sources of unequal healthcare utilization are often unobserved. The unobserved element may reflect need factors, such as imperfectly measured severity of illness, that would predict greater utilization across different healthcare channels, but also based on choice, such as patient preferences to use a particular healthcare channel over an alternative one, which may differ in its effect between channels. Accounting for unobserved sources of utilization may, therefore, help to understand contradictory inequalities between different healthcare channels, such as pro-poor inequalities for general practitioner use and pro-rich inequalities for specialist visits. This paper uses survey data from the Household Income and Labour Dynamics in Australia and panel data methods to investigate if seemingly contradictory inequalities between different healthcare channels are explained by latent individual-level heterogeneity. Results show that unobserved individual-level heterogeneity affects inequities across different healthcare channels, providing indications that the unobserved element may primarily represent unobserved need., (© 2021. The expansion of tertiary education, an intensity of focus on accountability and performance, and the emergence of new governance and management structures drives an economic fiscal perspective of the value of learning and teaching. Accurate and meaningful models defining financial sustainability are therefore proposed as an imperative for tertiary institutions in order to determine the long-term feasibility of learning programs. "When there's only so much sunshine each day--where should the light be shone?" Well, at risk of allowing pure economic rationalism dictate which learning programs thrive and survive in the "winter sun", institutions should understand that an adjustment to classic models of financial sustainability are necessary by acknowledging educational value. That is, these kinds of adjusted models require methods for quantifying three main elements in the learning production environment--educational value, costs, and revenue. There is an inevitable complexity in describing and quantifying all three of these elements in the context of a university learning environment. This paper introduces the concept of a learning program financial sustainability model (suggested by Bill Massy), an outline of possible approaches to quantifying its three essential elements (educational value, cost, and revenue), and some of the challenges confronting planners with responsibility for its form and operationalisation. For the particular interest of those staff involved in student load modelling, finance, teaching and learning quality, pedagogy, and performance management. While several studies have estimated returns to education in Australia, there is limited evidence regarding the influence of health on the returns. This paper identifies how health affects returns to education in the labour market using the Heckman selection bias-corrected model. We measured health status using a self-rated health item with five response categories 'poor, fair, good, very good, and excellent'. The findings show that poor health or being unhealthy (defined as 'poor' or 'fair') interacts with education, such that the benefits of education (i.e. higher hourly wage rate) are curtailed in those with health problems; the adverse effect is stronger for those in lower skilled jobs. The estimated returns to an additional year of schooling on average over 2001-2017 is 7.43% and 6.88% for the healthy and unhealthy groups, respectively. Thus, the return for workers with poor health is 7.4% lower than the return for healthier workers (for each additional year of schooling). This gap in the returns is equivalent to a productivity loss of about $19-25 billion per year. The lower returns to education for workers with poor health likely results from lower productivity while at work rather than loss of working days as the estimate is based on an hourly wage rate (rather than days or hours absent from work). These lower returns may also be explained by unhealthy workers accepting lower paid jobs given the same levels of experience, skills and education that healthier counterparts have. The cost of poor health to labour market returns is further amplified in low-skilled occupations, a process which is likely to exacerbate socio-economic inequalities and undercut social mobility.

We study how demand for health insurance responds to family formation using a unique panel of young Australian women. Our data allow us to simultaneously control for the influence of state dependence and unobserved heterogeneity and detailed information on children and child aspirations. We find evidence that women purchase insurance in preparation for pregnancy but then transition out of insurance once they have finished family building. Children have a large, negative impact on demand for insurance, although this effect is smaller for those on higher incomes. We also find that state dependence has a large impact on insurance demand. Purpose: The purpose of this study is to identify correlates of tobacco smoking behaviour across various socio-demographic segments of the Australian population. Design/methodology/approach: Data from two nationally representative, probability samples of persons 18 and over, surveyed by the Australian Bureau of Statistics in 2001 and 2017-2018 were analysed using multinomial logistic regression. Findings: Overall, the prevalence of current smokers declined from 24.3 to 15%. More than half of the population had never smoked. The prevalence of ex-smokers increased slightly to 30%. Prevalence of current smoking was higher among older age groups and among those with lower educational achievement, lower income, living in a disadvantaged area and experiencing increasing stress. Females were more likely than males to be never-smokers. Males were more likely than females to be current smokers. Research limitations/implications: The findings are based on two cross-sectional surveys conducted 17 years apart. It is not possible to draw any conclusions about the actual trajectories of the changes in the values reported or any correlations between those trajectories. Nor is it possible to make any meaningful forecasts about likely future trends in smoking status in these various segments based on these data sets. The classifications used in the surveys generate some heterogeneous groups, which can obscure important differences among respondents within groups. Data are all self-reported, and there is no validation of the self-reported smoking status. This might lead to under-reporting, especially in a community where tobacco smoking is no longer a majority or even a popular habit. Because the surveys are so large, virtually, all the findings are statistically significant. However, the increasing preponderance of never-smokers in many categories might mean that never-smokers could come to dominate the data. Practical implications: The findings from this paper will help tobacco-control policy-makers to augment whole-of-community initiatives with individual campaigns designed to be more effective with particular sociodemographic segments. They will also assist in ensuring better alignment between initiatives addressing mental health and tobacco smoking problems facing the community. Originality/value: The examination of smoking behaviour among individual population sub-groups, chosen by the authors, is commonplace in the literature. This paper uses data from two large surveys to model the whole, heterogeneous population, measured at two different points in time.

Purpose: The purpose of this paper is to examine the relationship between education and health amongst Australian women. Design/methodology/approach: This study uses the Household, Income and Labour Dynamics in Australia data set. Spouse's education is employed as an instrument to solve the potential endogeneity of educational attainment. Findings: The results indicate that an additional year of schooling can lead to an increase in self-reported health, physical health, mental health and a reduced likelihood of having long-term health conditions. Women who are not in the labour force are likely to enjoy higher benefits of education compared to their employed counterparts. The findings also suggest that the relationship between education and health can be explained by the extent of positive health behaviours and social capital as mediators. Research limitations/implications: The conclusion from the results might be different in the case of men, reducing the generalisability of the results. Several objective health variables should be used to provide further aspects of health on which education has an impact. Practical implications: As the positive effect of education on women's health is empirically found, investment in women's education should be seriously considered and reevaluated. Originality/value: This paper focuses on Australian women which not only reduces the heterogeneity between genders but also adds to the rare number of studies on this topic in Australia. This paper also employs a formal mediation analysis to examine what are the mechanisms explaining the relationship between education and health.

Inclusive education remains a challenge for Australian tertiary education, particularly specialized pedagogical approaches like work-integrated learning (WIL) and service learning. Critiques of mainstream pedagogical approaches raise questions about the predominant models of educating students (Butin, 2010; Howard, 1998). There is a definitive need to recognize the diversity of the student population within course structures, rather than integrating diverse student needs into a static curriculum (Harrison & Ip, 2013) "Wise practice" takes WIL objectives--professional skills development and professional experience--and positions inclusion and transformation at the center of the learning experience. This paper explores inclusive education in WIL and service learning and examines how a wise practice approach can help all students equally benefit from the transformative potential of service learning

While Australian evidence suggests that the Private Rate of Return (PRR) to a university degree in Australia has gradually declined with increases in the cost of higher education, these studies have only measured the PRR for the average male and average female. This paper uses income data from the ABS Income and Housing Survey (2003-04) CURF to measure the impact of the 2005 increase in HECS fees on the PRR based on gender and marital status. This paper shows that the return to a university degree is largely affected by both gender and marital status and studies that measure the PRR to a university degree for single males and single females with no dependent children underestimate the PRR for most male graduates and overestimate the PRR of female graduates.

Parent-generated revenue in public schools, in the form of fee-giving or fundraising, is fast developing as a robust source of financial revenue for public schools in OECD countries. In this paper we draw on a comprehensive empirical dataset of parent-generated financial revenue for public schools located in New South Wales, Australia. We draw on a census dataset of all public schools over a five-year period, examining how funding gaps are exacerbated by selective processes and school segregation. The analysis compares parent-generated financial revenue within two types of public schools, namely select-entry public schools and local comprehensive public schools. We find that select-entry public schools consistently generate more than three-times more income across different measures, and over a five-year period. Furthermore, the amount of revenue for select-entry schools annually grows, and the gap increases, suggesting that as market logics intensify, cyclical disadvantage and residualisation of comprehensive public schools increase.

In this article, Richard Hill addresses the topic of China supposedly undermining Australia's national security and way of life, and causing ructions on university campuses. He writes that Chinese infiltration, or so it seems, is everywhere, from excessive housing investments and land buy-ups to dodgy dinner dates with ALP officials; and from Confucian Institutes (as fronts for espionage activities) to the take-over of student unions by Chinese students. Concern has even arisen over the spread of Chinese takeaways and the growing demand for Mandarin courses, both clearly promoting Chinese influence across the nation. Hill goes on to say that three journalists from the "Sydney Morning Herald/The Age" (Baker, Hunter & Bonyhady, 2019) took the brave step of striding into the murky world of Chinese students to expose the shadowy goings on. Hill opines that following some general observations on 'the Chinese issue', their report morphs into a more general discussion of how Australian universities deal with international students -- no trivial matter, given their contribution to university coffers. Apparently, to no surprise, not all of these student visitors are happy campers. Hill asserts that after all, Australian journalists inform the public, that these students have to fork out up to three times more for their education than domestic students, often live in dilapidated and over-crowded accommodation, and feel estranged, lonely and depressed. Many of them struggle with the most basic English, which makes reading turgid academic texts and assignment completion tough going. Worried by such questionable investigative reportage, Hill shares a slightly amended version of a letter he wrote directly to the journalists. He concludes that 'corruption risks' notwithstanding, it has become glaringly obvious that Australian universities are massively over-reliant on overseas students for their income and face an epic implosion when this revenue stream dries up, which it will once China and India build up their own sectors.

A common theme in higher education research is the factors that affect university funding. Studies frequently examine how universities cope with funding cuts and the changes that have stemmed from operating in a neoliberal age, a period that now sees institutions commonly functioning on a cost/benefit basis. This paper offers an original contribution by using the Australian Federal Government Department of Education and Training's document, "Finance 2015: Financial Reports of Higher Education Providers," to problematise the financial assistance individual Australian public universities received from the federal government. The paper acknowledges the factors that can account for some institutions receiving more funding than others but nonetheless highlights the substantial discrepancies concerning government financial contributions that exist between Australia's highest and lowest funded universities. At a time when a performative culture has increasingly become part of higher education, and an institution's research performance is calculable and rankable, it is crucial to Australia's long-term research success that all its universities remain competitive in the race for research and government funding.

There has been an increase in the number of teaching-focused academics at Australian universities over recent years. However, research-focused and teaching-research academics have an advantage over teaching-focused academics in terms of promotion, forced redundancies and tenure. While evidence of research success is measured by volume (number of publications and research income), evidence of teaching scholarship is less quantifiable. The value of industry-university collaboration has been reported widely. However, the focus is on the value of the knowledge transfer of university research to industry and collaborative industry-university research. Academics collaborating with industry partners on research projects are able to experience current industry practice firsthand, raising the question: How do teaching-focused academics remain engaged with industry? The benefits of work-integrated learning (WIL) to hosts, students and universities are well documented. This paper poses the question: Is a WIL placement a way to reengage teaching-focused academics with industry?, and introduces the concept of 'Academic WIL' where academics complete an internship placement with an industry partner. The impact on graduate employability is discussed and a methodology for a teaching-focused academic to use their Academic WIL experience as evidence of their achievements in the scholarship of teaching is presented.

This paper presents a case-study exploration of how federal and state government policy and Education Acts are interpreted and enacted at school level through the implementation of the International Student Program in Victoria, Australia. Understanding policy and its enactment as multi-layered and often "messy" to frame through our analysis, we examine interview data, key statements from policy documents and media reports. This case-study of the challenges arising from the enactment of ISP policy in a particular inner-city Australian secondary school context, provides a unique view of the challenges government schools encounter from government, school, and student perspectives.

In this reflective piece, I consider the degree to which Australian universities have become financially dependent on income from foreign students, the reasons for that dependence, the risks it poses and the potential consequences now that COVID-19 has undermined this revenue stream.

Australian secondary education has endured a chronic shortage of qualified mathematics and science teachers for a number of years, particularly in rural and remote areas. A longitudinal research project examining the capacity for the holders of PhD level qualifications in mathematics and science to be utilised as one means of addressing this shortage has been commenced at two regional Australian universities. This paper reports on the pilot study which utilised semi-structured interviews involving five participants at various stages of the transition into secondary school teaching. The interviews examined the motivations of the participants to enter secondary teaching and the challenges associated with the transition. The principle findings were that all but one of the participants had considered secondary teaching as a career option for an extended period that, for some, had predated their PhD study. Those participants who had engaged in postdoctoral study reported substantial professional identity challenges associated with the change in career. Financial security considerations figured strongly in the decisions to initiate the transition to secondary teaching. The opportunities for further research identified by the pilot study are discussed.

International student enrolments globally have grown substantially over the first decade of the twenty-first century. In the context of Australia, the higher education (HE) sector and specifically the accounting discipline grew during this time, together with the growth in the demand for qualified accountants. Australia was attractive to international students not only because of the prospect of obtaining an overseas accounting qualification, but also the opportunities presented for Permanent Residency given the local skill shortage in accounting. However, a set of reforms to the skilled migration policy announced early in 2010 had implications for the established nexus between accounting education and migration. This paper uses comparative hypothetical case studies to illustrate the impact on the opportunities for international students completing accounting degrees to seek Permanent Residency in Australia. The findings contribute to an understanding of the trend in international student enrolments and, more broadly, the implications for universities in terms of revenue generation from international enrolments. The paper informs accounting educators of some of the pedagogical consequences of the recruitment of international students when enrolments are influenced by government policy, especially immigration policy changes.

This paper utilises the national "Survey of Disability Ageing and Carers" to summarise the educational disadvantages and vocational inequalities for those with disabilities in Australia. Amongst persons with a disability, there is a decidedly lower rate of school completion. Distinctly fewer persons with a disability obtain degrees. Income is markedly reduced. Labour force participation is significantly lower, and the unemployment rate in 2015 was twice that of those without a disability. Alternate duties were provided in only 2% of cases and workplace accommodation made in 4% of instances. Supported employment was available in only 2.2% of cases. A disconcerting conclusion is that, over the past decade, the unemployment rate for those with a disability has been consistently higher. Suggestions are made for career development professionals to reverse some of the disadvantages reported.

Until relatively recently, financial planning typically involved investment advisers advising relatively wealthy and financially literate individuals about where to place their abundant disposable incomes. Today, many financial planners are focused on advising individuals with modest incomes and little understanding of finance how best to manage their financial affairs in anticipation of retirements that could last for decades. The domain of financial planning discourse, despite the profession's remarkable growth, is virtually unexplored territory in terms of studies conducted using applied linguistic analytic tools. This paper sheds light on the social purpose of financial planning consultations and their realization through their generic structure. A dataset of 10 authentic recorded telephone-based financial planning consultations was established and analysed for generic moves using Halliday and Hasan's (1985) generic structure potential. Using the generic structure potential (GSP) as a basis for evaluating the achievement of intended social purpose, and identifying a problem in the move sequencing and the common omission of a key component, we suggest strategic discursive modifications that would improve outcomes for all stakeholders. Implications for professional and academic training are discussed.

In a period of student loan scandals and U.S. financial market instability impacting on the cost and availability of student loans, this paper looks at alternative models of higher education funding. In this context, it also considers the level of financial support that the government should provide to higher education.

This paper studies the extent of graduate overeducation in Australia utilising both the objective and mean methods. As well, the paper tests for non-linear returns to overeducation. It is found that the rates of graduate overeducation vary by both gender and with the methods utilised, and stand between 21% and 46%. Non-linear returns to overeducation were evident among some groups of graduates. Young male graduates seem to suffer no penalty for overeducation compared with their matched peers, but this may be a reflection of technological change altering workplace requirements faster than changes in occupational titles.

This paper examined domestic educator and Chinese international student (CIS) perspectives on their experience of the commoditisation of international higher education in Australia. Data consisted of semi-structured interviews with academic and student participants. A Trans-disciplinary Framework derived from grounded theory and the Auditable Systematised Qualitative Analysis tool, provided structure and a method to systematise interview data. An interpretation of positioning theory gave insights into the perceived reality of research participants. Findings indicated that a number of academics struggled in their role as teachers of CIS. Concerns varied from disquiet about high fees to a perception that the quality of the teaching and learning program was lower because of the university's emphasis on international students as a source of income. Conversely, some international students paid a high price for a Western education and considered success "a fait accompli".

This paper examines retirement by older workers with intellectual disability. Much research and intervention about retirement and intellectual disability in the last decade or so emanates from Australia, although there are some current cross-sectional and descriptive studies from other developed countries. The Australian literature stands out as the forerunner in the development and controlled evaluation of interventions to support the process of preparing for, practising, and then experiencing retirement. Therefore, this paper begins by briefly describing retirement-related aspects of employment for people with intellectual disability in Australia. Next, we present a critical summary of Australian research on the retirement of people with intellectual disability, supported by a briefer analysis of international literature. Then, key issues, such as financial factors, age of retirement, the time course of retirement (sudden or gradual), and self-determination regarding the decision to retire, are explored. Finally, to help guide future research and policy, we identify a number of retirement-related research questions that are currently under-researched or unexamined. [ABSTRACT FROM AUTHOR]

The article offers a reflection on the Household, Income and Labour Dynamics in Australia (HILDA) Survey. This panel dataset produced over 300 journal articles, about 30 books and book chapters and multiple public reports and working papers in 10 years. The survey covers the population's labor force, health status, income and family structures. The Commonwealth Department of Families, Housing, Community Services and Indigenous Affairs created the HILDA Survey in 2000.

Literature on global international student mobility (ISM) highlights the uneven nature of student flows--from the developing to the developed world--however, studies have yet to address whether this pattern is replicated within expanding regional networks. Utilizing social network analysis, UNESCO ISM data, and World Bank income classifications, this paper examines economic inequality in ISM from 2008-2012 globally and within the Southern African Development Community, the European Higher Education Area, the Union of South American Nations, and University Mobility in Asia and the Pacific. Findings reaffirm previous global analyses which indicate that higher-income countries play a preeminent role as receivers; whereas, lower-income countries function primarily as source nations. This study demonstrates that this pattern is replicated fractally within the four regional networks as well. Globally and regionally, economically developed countries comprise the core of the world-system in tertiary education while less-developed nations are relegated to peripheral status.

Ample evidence indicates that a person's human capital is important for success on the labor market in terms of both wages and employment prospects. However, unlike the efforts to identify the impact of school attainment on labor-market outcomes, the literature on returns to cognitive skills has not yet provided convincing evidence that the estimated returns can be causally interpreted. Using the PIAAC Survey of Adult Skills, this paper explores several approaches that aim to address potential threats to causal identification of returns to skills, in terms of both higher wages and better employment chances. We address measurement error by exploiting the fact that PIAAC measures skills in several domains. Furthermore, we estimate instrumental-variable models that use skill variation stemming from school attainment and parental education to circumvent reverse causation. Results show a strikingly similar pattern across the diverse set of countries in our sample. In fact, the instrumental-variable estimates are consistently larger than those found in standard least-squares estimations. The same is true in two "natural experiments," one of which exploits variation in skills from changes in compulsory-schooling laws across U.S. states. The other one identifies technologically induced variation in broadband Internet availability that gives rise to variation in ICT skills across German municipalities. Together, the results suggest that least-squares estimates may provide a lower bound of the true returns to skills in the labor market.
