Abstract

The article discusses the association between the evolution of environmental protection in British Columbia and the economic relations of the state and examines the implications for regulatory efforts. It states that Canada is one of the largest pulp and paper producers in the world. The development of pulp pollution regulation is discussed. Criticisms on the development of the state's regulatory powers and the regulatory process are also offered.

Abstract

The article reports that China was the top customer for Canada's pulp exports in 2012 followed by the U.S. The entry of Asian interests into the pulp production industry benefited Canada as the country's exports of Northern Bleached Softwood Kraft (NBSK) to Western Europe, the U.S. and Japan dropped when these countries turn to recycled paper. Paper Excellence acquired aging pulp mills across Canada to be refurbished.

Abstract

The article discusses issues related to the tariffs imposed by the U.S. on imports of Chinese-manufactured glossy paper. U.S. officials said the preliminary paper duties would range from 10.9 to 20.4 percent on glossy paper imports to counter alleged improper Chinese government subsidies. U.S. Commerce Secretary Carlos Gutierrez reversed a 23-year-old policy of not applying duties to subsidized goods from so-called non-market economies, such as China.
