The U.S. Climate Reference Network (USCRN) was deployed between 2001 and 2008 for the purpose of yielding high-quality and temporally stable in situ climate observations in pristine environments over the twenty-first century. Given this mission, USCRN stations are engineered to operate largely autonomously with great reliability and accuracy. A triplicate approach is used to provide redundant measurements of temperature and precipitation at each location, allowing for observations at a specific time to be compared for quality control. This approach has proven to be robust in the most extreme environments, from extreme cold (−49°C) to extreme heat (++52°C), in areas of heavy precipitation (4700 mm yr−1), and in locations impacted by strong winds, freezing rain, and other hazards. In addition to a number of stations enduring extreme winter environments in Alaska and the northern United States, seven of the USCRN stations are located at elevations over 2000 m, including stations on Mauna Loa, Hawaii (3407 m) and on Niwot Ridge above Boulder, Colorado (2996 m). The USCRN temperature instruments and radiation shield have also been installed and run successfully at a station on the Quelccaya Ice Cap in Peru (5670 m). This paper reviews the performance of the USCRN station network during its brief lifetime and the potential utility of its triplicate temperature instrument configuration for measuring climate change at elevation. Heavy precipitation and the resulting flooding are the most serious weather-related hazards over the west coast of North America. This paper analyzes the trends in heavy precipitation for the period 1950--2009 by examining the decadal distributions of the top 60, 40, and 20 two-day precipitation events for a collection of stations along the coastal zone of the United States and British Columbia, as well as the decadal distribution of maximum daily discharge for unregulated rivers from northern California to Washington State. During the past 60 years there has been a modest increase in heavy precipitation events over southern and central coastal California, a decline in heavy events from northern California through the central Oregon coast, a substantial increase in major events over Washington, and a modest increase over coastal British Columbia. Most of these trends are not significantly different from zero at the 95%% level. The trends in maximum daily discharge of unregulated rivers are consistent with the above pattern, with increasing discharges over the past three decades over Washington and northern Oregon and declines over the remainder of Oregon and northern California. Finally, the above trends in heavy rainfall and daily discharge are compared to the future patterns indicated by general circulation models under various global warming scenarios. Current generation general circulation models (GCMs) simulate synoptic-scale climate state variables such as geopotential heights, specific humidity, and integrated vapor transport (IVT) more reliably than mesoscale precipitation. Statistical downscaling methods that condition precipitation on GCM-based, synoptic-scale climate features have shown promise in the reproduction of local precipitation. However, current approaches to climate-state-informed downscaling impose some limitations on the skill of precipitation reproduction, including hard clustering of climate modes into a discrete set of states, utilization of numerical clustering methodologies poorly suited to nonnormal data, and a tendency to focus on relationships to a limited set of large-scale climate modes. This study presents a methodology based on emerging machine learning techniques to develop global approximators of regional precipitation and discharge extremes given a suite of synoptic-scale climate state variables. Archetypal analysis is first used to define regional modes of winter and summer extreme precipitation and discharge across the eastern contiguous United States. A 2D convolution neural network (NN) is then used to predict the co-occurrence of the archetypes using 300- and 700-hPa geopotential heights, 300- and 700-hPa specific humidity, and IVT. Results suggest that 300-hPa geopotential height, 700-hPa specific humidity, and IVT yield the most reliable predictions, although with some important differences by season and region. Finally, we demonstrate that the trained activations of NN convolutional layers can be used to infer the causal pathways between synoptic-scale climate features and regional extremes. Atmospheric rivers (ARs) are narrow, elongated corridors of high water vapor content transported from tropical and/or extratropical cyclones. We characterize precipitation and snow water equivalent associated with ARs intersecting the western U.S. coast during the cold season (November– March) of water years 1949–2015. For each AR landfalling date, we retrieved the precipitation and relevant hydrometeorological variables from dynamically downscaled atmospheric reanalyses (NCEP–NCAR) using the WRF mesoscale numerical weather prediction model. Landfalling ARs resulted in higher precipitation amounts throughout the domain than did non-AR storms. ARs contributed the most extreme precipitation events during January and February. Daily snow water equivalent (SWE) changes during ARs indicate that high positive net snow accumulation conditions accompany ARs in December, January, and February. We also assess the historical impact of AR storm duration and precipitation frequency by considering the precipitation depth estimated during a 72-h window bounding the AR landfall date. More extreme precipitation amounts are produced by ARs in the South Cascades and Sierra Nevada ranges compared with ARs with landfall farther north. Most AR extreme precipitation events (and lower SWE accumulations) are produced during warm AR dates, especially toward the northern end of our domain. Analysis of ARs during dry and wet years reveals that ARs during wet years are more frequent and produce heavier precipitation and snow accumulation as compared with dry years. The Environmental Modeling Center (EMC) at the National Centers for Environmental Prediction (NCEP) and the University of Washington (UW) run parallel drought monitoring systems over the continental United States based on the North American Land Data Assimilation System (NLDAS). The NCEP system uses four land surface models (LSMs): Variable Infiltration Capacity (VIC), Noah, Mosaic, and Sacramento (SAC). The UW system uses VIC, SAC, Noah, and the Community Land Model (CLM). An assessment of differences in drought characteristics using both systems for the period 1979-2008 was performed. For soil moisture (SM) percentiles and runoff indices, differences are relatively small among different LSMs in the same system. However, the ensemble mean differences between the two systems are large over the western United States-in some cases exceeding 20% for SM and runoff percentile differences. These differences are most apparent after 2002 when the NCEP system transitioned to use the real-time North American Regional Reanalysis (NARR) and its precipitation gauge station data. (The UW system went into real-time operation in 2005.) Experiments were performed to address the sources of uncertainties. Comparison of simulations using the two systems with different model forcings indicates that the precipitation forcing differences are the primary source of the SM and runoff differences. While temperature, shortwave and longwave radiation, and wind speed forcing differences are also large after 2002, their contributions to SM and runoff differences are much smaller than precipitation. In examining intense precipitation over the central United States, the authors consider only days with precipitation when the daily total is above 12.7 mm and focus only on these days and multiday events constructed from such consecutive precipitation days. Analyses show that over the central United States, a statistically significant redistribution in the spectra of intense precipitation days/events during the past decades has occurred. Moderately heavy precipitation events (within a 12.7-25.4 mm day−1 range) became less frequent compared to days and events with precipitation totals above 25.4 mm. During the past 31 yr (compared to the 1948-78 period), significant increases occurred in the frequency of 'very heavy' (the daily rain events above 76.2 mm) and extreme precipitation events (defined as daily and multiday rain events with totals above 154.9 mm or 6 in.), with up to 40%% increases in the frequency of days and multiday extreme rain events. Tropical cyclones associated with extreme precipitation do not significantly contribute to the changes reported in this study. With time, the internal precipitation structure (e.g., mean and maximum hourly precipitation rates within each preselected range of daily or multiday event totals) did not noticeably change. We examine how the seasonality of precipitation signals embedded within the North American Drought Atlas varies across the continent. Instrumental records of average summer (JJA) Palmer Drought Severity Index (PDSI) are characterized by major regional differences in the relative importance of precipitation during summer and winter (DJF). The Atlas, which is based on a network of drought-sensitive tree-ring records, is able to reproduce the main geographic patterns of these biases, but tree-ring reconstructions exaggerate the influence of seasonal precipitation anomalies in the southwestern United States and northern Mexico (towards a stronger winter signal) and western Canada (towards a stronger summer signal). Drought reconstructions from the Southwest and Tex-Mex regions are tuned mainly to winter precipitation and display strong teleconnections to both El Niño and La Niña. In contrast, winter precipitation signals are either weak or absent in drought reconstructions from northwestern North America, and tree-ring estimates of PDSI show a much less robust association with the El Niño-Southern Oscillation. Geographical differences in the relative strength of seasonal precipitation signals are likely due to (i) local factors that influence tree growth but are not incorporated into the PDSI algorithm and (ii) real differences in regional climatology. These seasonal biases must be taken into account when comparing drought reconstructions across North America, when comparing tree-ring PDSI to drought records developed from other proxies or when attempting to use the Drought Atlas to link past droughts to potential forcing mechanisms. Directionally averaged time series of precipitation rates for eight warm seasons (1996-2003) over the continental United States derived from Next Generation Weather Radar (NEXRAD) measurements are analyzed using spectral decomposition methods. For the latitudinally averaged data, in addition to previously identified diurnal and semidiurnal cycles, the temporal spectra show cross-scale self-similarity and periodicity. This property is revealed by a power-law scaling with an exponent of -4/3 for the frequency band higher than semidiurnal and -3/4 for the 1-3-day band. For the longitudinally averaged series the scaling exponent for the frequency band higher than semidiurnal changes from -4/3 to -5/3 revealing anisotropic properties. The dominant periods and propagation speeds display temporal variability on about 1/2, 1, 4, 11, and 25 days. Composite patterns describing periods of <5 days display the eastward propagation characteristic of classical mesoscale convective organization. The lower-frequency (>5 days) patterns propagate westward suggesting the influence of large-scale waves, and both dominant periods and propagation speeds show marked interannual variability. The implied dependence between propagation and mean-flow for <5 days is consistent with the macrophysics of warm-season convective organization, and extends known dynamical mechanisms to a statistical framework. In 1997, during the late stages of production of NCEP-NCAR Global Reanalysis (GR), exploration of a regional reanalysis project was suggested by the GR project's Advisory Committee, “particularly if the RDAS [Regional Data Assimilation System] is significantly better than the global reanalysis at capturing the regional hydrological cycle, the diurnal cycle and other important features of weather and climate variability.” Following a 6-yr development and production effort, NCEP's North American Regional Reanalysis (NARR) project was completed in 2004, and data are now available to the scientific community. Along with the use of the NCEP Eta model and its Data Assimilation System (at 32-km-45-layer resolution with 3-hourly output), the hallmarks of the NARR are the incorporation of hourly assimilation of precipitation, which leverages leverages a comprehensive precipitation analysis effort, the use of a recent version of the Noah land surface model, and the use of numerous other datasets that are additional or improved compared to the GR. Following the practice applied to NCEP's GR, the 25-yr NARR retrospective production period (1979-2003) is augmented by the construction and daily execution of a system for near-real-time continuation of the NARR, known as the Regional Climate Data Assimilation System (R-CDAS). Highlights of the NARR results are presented: precipitation over the continental United States (CONUS), which is seen to be very near the ingested analyzed precipitation; fits of tropospheric temperatures and winds to rawinsonde observations; and fits of 2-m temperatures and 10-m winds to surface station observations. The aforementioned fits are compared to those of the NCEP-Department of Energy (DOE) Global Reanalysis (GR2). Not only have the expectations cited above been fully met, but very substantial improvements in the accuracy of temperatures and winds compared to that of GR2 are achieved throughout the troposphere.
