Tropical cyclones (TCs) cause devastating losses of lives and properties every year across the globe. This paper makes use of detailed geographic data on historical TCs and socio-economic conditions for both coastal and inland regions to assess the TC risk in China. Specifically, the mitigation capacity is integrated into the 'Hazard-Exposure-Vulnerability' (HEV) framework, and the TC risks are calculated by using the multiplicative/divisive and additive/subtractive formulae based on indicators of hazards, exposure, vulnerability and mitigation. The estimated TC risks are furthermore validated by using the data of direct economic losses and casualties. The results show that coastal areas in China are generally dominated by high TC risks and that inland areas also suffer considerably due to TC-induced secondary disasters. The TC risks calculated by the additive/subtractive formula can better capture the density of direct economic losses and casualties compared with those calculated by the multiplicative/divisive formula. TC hazard plays an important role in determining TC risks in South China, whereas exposure and mitigation play a critical part in determining TC risks in North China. Overall, the consideration of mitigation capacity makes the calculated TC risks more consistent with the magnitude of direct economic losses and casualties. [ABSTRACT FROM AUTHOR]

A pneumonia outbreak was primarily reported in the fall of 2019 in Wuhan, Hubei province, China, with the identity SARS-CoV-2, a novel coronavirus. It quickly grew from a local epidemic to a global pandemic and was declared a public health emergency by the WHO. A total of three prominent waves were identified across the globe, with a slight temporal variability as per the geographical locations, and has impacted several sectors which connect the world. By March 2022, the coronavirus had infected 444.12 million people and claimed 6.01 million human lives worldwide, and these numbers have not yet stabilized. Our paper enlightens readers on the seven strains of human coronaviruses, with special emphasis on the three severe deadliest outbreaks (SARS-2002, MERS-2012, and COVID-19). This work attempts a comprehensive understanding of the coronavirus and its impact on the possible sectors that link the world through the economic chain, climate conditions, SDGs, recycling of the event, and mitigations. There are many points that are raised by the authors in the possible sectors, which are emerging or are as yet unnoticed and thus have not been taken into consideration. This comprehension will leave sets of new challenges and opportunities for the researchers in various streams, especially in earth sciences. The ambitious goals to limit global warming can only be reached with a broad acceptance and participation of the general public. This paper relies on surveys among citizens in China, Germany and the U.S. and investigates the determinants of the acceptance of national and international adaptation and mitigation efforts. The empirical findings indicate that specific beliefs and environmental awareness are important drivers in all three countries, while political attitudes and socio-economic characteristics are the main sources of cross-country heterogeneity. Recommended management practices (RMPs, e.g., manuring, no-tillage, crop residue return) can increase soil organic carbon (SOC), reduce greenhouse gas emissions, and maintain soil health in croplands. However, there is no consensus on how RMPs affect the SOC storage potential of cropland soils for climate change mitigation. Here, based on 2301 comparisons from 158 peer-reviewed papers, a meta-analysis was conducted to explore management-induced SOC stock changes and their variations under different conditions. The results show that SOC stocks in the 0–20 cm layer were increased by 31.8% when chemical fertilization combined with manure application was compared with no fertilizer; 9.98% when no-tillage was compared with plow tillage; and 10.84% when straw return was compared with removal. The RMPs favorably increased SOC stock in arid areas, and in alkaline and fine-textured soils. Initial SOC, carbon-nitrogen ratio, and experimental duration could also affect SOC storage. Compared with the initial SOC stock, RMPs increased the SOC sequestration potential by 2.6–4.5% in the 0–20 cm soil depth, indicating that these practices can help China achieve targets to increase SOC by 4.0‰. This paper evaluates the existing policy frameworks for mitigation of diffuse water pollution from agriculture (DWPA) in England and China. With reference to a conceptual model of the process of policy transfer or international lesson drawing, and possible constraints to this, it assesses whether and how China can draw lessons to improve current policy from the supra-national and national provisions of the EU and a member state that by 2016 had comprehensively implemented EU agricultural and environmental policy. DWPA is first analysed as a public policy challenge to inform specification of a generic framework for its mitigation. The current policy frameworks for mitigation of DWPA in England and China are evaluated, and their potential for improvement is assessed. A number of barriers to lesson drawing for regulation, incentive payments schemes and advice provision are diagnosed. These barriers are potentially least in relation to advice provision and its use to promote voluntary action by farmers. Given its structure and capabilities the public agricultural extension system in China is also recognised as a key resource. A focus on three policy approaches to mitigate DWPA in China is recommended: i) targeted regulation to a ‘reference level’ of large intensive livestock, and ultimately other large commercial farms; ii) strategic use of incentive payment schemes to protect water resources from DWPA; and iii) re-orientation of the ethos and modalities of operation of the extension system, informed by international lesson drawing, with the aim of rebalancing farm productivity and environmental protection. This paper has established the computable general equilibrium (CGE) model to analyze the effect of carbon tax policy on energy consumption and CO2emission in China. The analysis shows that with the increase of CO2mitigation, the level of carbon tax will gradually increase; meanwhile the ad valorem tax rates of coal, petroleum, and natural gas go up as well, and the coal tax rate is the highest among them. In addition, with the increase of CO2emission reductions, the demand for coal, petroleum, natural gas, and thermal power will totally decrease. The demand for coal will drop significantly. The main factor responsible for China’s CO2mitigation is coal. Moreover, the sectors of coal, heavy industries, thermal power, light industries, natural gas, and transportation contribute more to CO2emission reductions, while the other sectors contribute less. Along with China's modern industrialization, challenges on smog crisis are raising dramatically in the past decade. The sources of municipal smog are multiple and complex, one of which is construction dust emission due to the rapid urbanization. In literature, there are studies focusing on the end-pipe treatment of construction dust; however, very little research has been conducted from the perspective of dust mitigation in developing countries. To fill in this research gap, this paper investigates the current situation of construction dust prevention and control in China, with the aim of providing insights for mitigating dust pollution caused by the construction industry. Through a combination of the content analysis, on-site observation, questionnaire survey and interviews with experienced professionals, a total of 11 related regulations are thoroughly reviewed, and the main sources of construction dust production are identified. A case study is further presented to demonstrate the prevailing dust control measures on site. Recommendations are proposed in order to increase the awareness of related stakeholders, including formulation of targeted regulations, establishment of an appropriate charging scheme, development of a feasible monitoring system, and enhancement of training and dissemination. Greenhouse gas emissions in China and India have been increasing rapidly over the last decade. Scenario studies can provide insight into expected future trends and the emission reduction potential in these regions. The scenarios show that growing population, gross domestic product, and energy demand are likely to lead to a further increase in emissions. At the same time, a decreasing emission intensity would still allow to create decarbonization scenarios in line with the requirements for reaching a maximal warming of 2 °C. There is, however, a wide range of assumptions across these studies. Based on the literature review, this paper observes that key assumptions in scenarios developed by national institutes in China and India differ from those presented by international studies or modeling teams. We explore how this-and other factors like data availability-may influence the interpretation of the scenarios and how international and national modeling groups could learn from each other. Our main recommendation is for more extensive collaboration between national and international research groups, so that national and international scenario studies can be compared in more detail in order to support international negotiations. ABSTRACT The Chinese government has announced a national mitigation target towards sustainable development of reducing carbon dioxide (CO2) emissions per unit GDP (CO2/GDP) by 40-45% by 2020 compared with the 2005 level. This paper analyses China's CO2 strategic mitigation target and suggests possible ways to reduce CO2/GDP. The mitigation target of reducing CO2 intensity in terms of GDP is ambitious and would greatly reduce CO2 emissions compared with business as usual (BAU) in China. However, it would not prevent an increase in absolute CO2 emissions and therefore a more ambitious target, e.g. a larger reduction goal for CO2/GDP, is still needed. Promoting energy structure by more ambitious economic instruments to increase the proportion of renewable energy and replace coal consumption with oil and gas, and improving energy efficiency by applied advanced technologies, are both necessary measures. Special attention should be given to improving technologies in the manufacturing sector owing to its high energy consumption and low energy use efficiency. Debris flow is a common natural hazard in the mountain areas of Western China due to favorable natural conditions, and also exacerbated by mountainous exploitation activities. This paper concentrated on the characteristics, causes and mitigation of a catastrophic mine debris flow hazard at Longda Watershed in Songpan County, Sichuan Province, on 21 July 2011. This debris flow deposited in the front of the No.1 dam, silted the drainage channel for flood and then rushed into tailing sediment reservoir in the main channel and made the No.2 dam breached. The outburst debris flow blocked Fu River, formed dammed lake and generated outburst flood, which delivered heavy metals into the lower reaches of Fu River, polluted the drink water source of the population of over 1 million. The debris flow was characterized with a density of 1.87∼2.15 t/m and a clay content of less than 1.63%. The peak velocity and flux at Longda Gully was over 10.0∼10.9 m/s and 429.0∼446.0 m/s, respectively, and the flux was about 700 m/s in main channel, equaling to the flux of the probability of 1%. About 330,000m solid materials was transported by debris flow and deposited in the drainage tunnel (120,000∼130,000 m), the front of No.1 dam (100,000 m) and the mouth of the watershed (100,000∼110,000 m), respectively. When the peak flux and magnitude of debris flow was more than 462 m/s and 7,423 m, respectively, it would block Fu River and produce a hazard chain which was composed of debris flow, dammed lake and outburst flood. Furthermore, the 21 July large-scale debris flow was triggered by rainstorm with an intensity of 21.2 mm/0.5 h and the solid materials of debris flow were provided by landslides, slope deposits, mining wastes and tailing sediments. The property losses were mainly originated from the silting of the drainage tunnel for flash flood but not for debris flow and the irrational location of tailing sediment reservoir. Therefore, the mitigation measures for mine debris flows were presented: (1) The disastrous debris flow watershed should be identified in planning period and prohibited from being taken as the site of mining factories; (2) The mining facilities are constructed at the safe areas or watersheds; (3) Scoria plots, concentrator factory and tailing sediment reservoir are constructed in safe areas where the protection measures be easily made against debris flows; (4) The appropriate system and plan of debris flow mitigation including monitoring, remote monitoring and early-warning and emergency plan is established; (5) The stability of waste dump and tailing sediment reservoir are monitored continuously to prevent mining debris flows. Cities are facing considerable challenges resulting from imminent climate change impacts. Urban planning to minimise adverse impacts of climate change at the city level can establish a climate-resilient city. Mitigation strategies to reduce CO2 emissions would lead to a climate-friendly city. Integrating climate change adaptation and mitigation into sustainable city planning should not be merely added as a single level of sustainable city planning, but requires a wide range of multi-level cooperation. Lijiang City has experienced climatic change during the last half century, and its CO2 emissions have increased faster than the GDP growth. Nearby glaciers on Yulong Snow Mountain have been retreating and losing mass since the early twentieth century. In this paper, we identify economic sectors that are vulnerable to climate change, including tourism, agriculture and water supply, and propose mitigation and adaptation strategies to cope with climate change in this tourism city. As energy use is the largest source of greenhouse gas (GHG) emissions, renewable energy has enormous CO2 reduction potential. Land use practices, a sectoral approach and public participation are all considered adaptive in climate planning. The proposals outlined are valuable as they provide an understanding of how to implement integrated climate planning and integrate climate change mitigation and adaptation into sustainable city planning. Abstract: The National 12th Five-Year-Plan for Social and Economic Development (2011–2015) (national development policy) in China requires knowledge of ecological complexity to better guide policy development for adaptation strategies and mitigation to complex climate change. The thinking of human–environment interactions supplements climate change related policies in supporting sustainability through adaptation and mitigation. Based on a review of the climate change contents of the National 10th and 11th Five-Year-Plan in China, the paper illustrates the complexity of climate changes that have affected China''s environmental sustainability now and offers policy viewpoints for the in-preparing 12th Five-Year Plan, with five core areas for the implementation of climate change policy: (A) development of the transition to a low carbon economy, (B) prevention and treatment of urban environmental negative effects caused by climate change, (C) adaptation to sea level rises in coastal zones, (D) maintaining the resilience of natural ecosystems affected by climate change, and (E) prevention and control of climate disaster and environmental risk. Two major approaches exist for mitigating CO[sub 2] emission in east China (including Jiangsu province, Zhejiang province, and Shanghai City, also called JZS district). One is to raise the efficiency of energy use and conserve energy. The other is to gradually change the structure of the energy system, that is, to advocate the use of alternative energy, such as hydropower, solar energy, wind energy, and biomass, and in the meantime decrease the use of fossil fuels. The latter approach will be studied in this paper for the JZS district. The use of renewable energy is very small, less than 0.5% of the total energy supply in 1990 (except for the now available hydraulic power generation, which accounts for 5.5% of the total energy supply today). It is estimated that the use of renewable energy will reach 5.78 Mtce, 2.8% of the total energy supply, in 2000. The use of renewable energy will reduce CO[sub 2] emissions by 15.3 Mt, 5.6% of the emission level in 1990. By 2010, the use of renewable energy will reach 18.75 Mtce, reducing CO[sub 2] emission by 49.65 Mt, 18.1% of the emissions in 1990. [ABSTRACT FROM AUTHOR]

The challenge of food waste in the foodservice sector of China is under-examined. This paper advances knowledge by exploring the food waste management practices adopted in a sample of Shanghai full-service restaurants. Through 22 in-depth semi-structured interviews with senior managers it establishes the significance of the food waste challenge and identifies Chinese food consumption habits as a major cause. Despite the pronounced role of consumers in food waste generation, restaurateurs largely fail to engage them in mitigation. To mitigate food waste occurring on customer plates, changes to the Chinese dining culture should be facilitated via nation-wide campaigns aiming to raise public awareness of food waste when eating out. The government of China should lead on the design of such campaigns, ideally involving celebrities for better consumer appeal and academics for the assessment of their effectiveness. This paper looks at the current state of multilateral development banks (MDBs) for climate change measures and the funding status of those invested in mitigation technology in order to briefly review the current outcome of the technology transfer and financial support. In other words, the aim of this study is to collect and analyze information about the current status of total investment in the field of technology for mitigating GHGs (Greenhouse Gases) from MDBs and identify implications of the status. In this study, a screening technique has been used three times to make a database for project information in the field of mitigation of climate change. So far, based on the finalized DB (Database), mitigation technology projects supported by MDBs have been investigated; based on the result, a connected analysis has been conducted between MDBs, mitigation technology, and countries. According to the derived current status, project support in renewable energy and energy demand areas turned out to be the highest at 75% of the entire mitigation technology. Rather than the renewable energy and energy demand areas where climate technology projects have frequently been performed throughout the world, it was confirmed that long-term climate technology projects for GHG fixation were being performed. According to the results of comparison and analysis of countries with high GHG emissions and their centrality, centrality turned out to be high in the field of GHG fixation in China, the country with the highest GHG emissions. This seems to indicate that countries emitting a substantial amount of GHGs will invest more on projects in the field of GHG fixation as well as on projects on renewable energy. Thus, this study is expected to contribute to understanding the trends of climate technology projects for coping with climate change and using them in establishing future policies on climate technology.
