Power engineering certification in Canada comprises a hierarchical, graduated system available to both young and adult learners. This paper offers insight into the knowledge gap regarding factors influencing Canadian power engineers' decision to pursue advanced certification in the Provinces of British Columbia and Alberta, with implications for adult learning in the power engineering sector of Canada. Comprehension of factors that influence intentions for power engineering certification may illuminate barriers and enablers to adult learning and provide evidentiary knowledge to support a format that facilitates advancement of certification. The research methodology was quantitative correlational design in which linear and logistic regressions employing a modified Bonferroni equivalent alpha were utilised. An original survey was developed for the study and pilot tested for validity and reliability. The sample comprised 1st, 2nd, and 3rd Class power engineers in British Columbia and Alberta. The dependent variable (DV) was the power engineers' advancement intention. In the context of this paper, advancement intention is an influence leading to the inclination or reluctance to pursue promotion, succession, or advancement in employment. The independent variables (IVs) were time commitment, educational support, locus of control, time elapsed since previous certification, responsibility, and peer appraisal. Revealed in the results were positive, statistically significant relationships between the DV of advancement intention and three of the six IVs. Time commitment, responsibility, and elapsed time exert statistically significant effects on advancement intention (DV). The three remaining IVs that did not exhibit significant relationships with the DV were educational support, locus of control, and peer appraisal. This indicated that the IVs of educational support, locus of control, and peer appraisal did not significantly influence the DV when compared to the significant influences of time commitment, responsibility, and elapsed time on the DV. Comprehension of the influential factors regarding the intention of Canadian power engineers to pursue advanced certification may assist industry and academia with insight into the barriers and enablers to higher certification, and the correlation of decision factors with advancement intention.

Canada's provincial and territorial governments are committed to implement the Labour Mobility chapter of the "Agreement on Internal Trade" (AIT) in 2009. This article examines the implications of this agreement for teacher certification and teacher education programs. It argues that the full impact of AIT will not be immediately apparent, but over the long term the new circumstances have the potential to bring about profound changes to public education. This is a two-part paper: the first half examines the development of the "Agreement on Internal Trade" with reference to its labour mobility provisions. Temporary visa workers are increasingly taking on a heightened profile in Canada, entering the workforce each year in greater numbers than immigrant workers with labor mobility rights (Sharma 2006). This paper examines the incorporation of foreign workers in Canadian horticulture under the Seasonal Agricultural Workers Program (SAWP). I argue that foreign labor supplied under the SAWP secures a flexible workforce for employers and thus improves Canada's trade competitiveness in the global agrifood market. Using multiple research strategies, I track the evolution of Canadian horticulture in the global market and the transformation of labor in this industry. I outline the steady growth in the employment of temporary visa workers in the horticultural industry and show how they have become the preferred and, in some cases, core workforce for horticulture operations. The benefits of SAWP workers to employers include the provision of a workforce with limited rights relative to domestic workers and considerable administrative support in selecting, dispatching, and disciplining workers provided at no cost by labor supply countries. I conclude that the SAWP is a noteworthy example of the role of immigration policy in regulating the labor markets of high-income economies and thus ensuring the position of labor-receiving states within the global political economy. Identifying sources of barriers to occupational mobility is central to evaluating the efficiency of the labor market. In this paper, we present an augmented Roy model in which workers self‐select into occupations, subject to labor market barriers that are specific to their socio‐linguistic group. Our findings provide evidence of differences in labor market outcomes across gender and linguistic groups in Canada. We argue that these differences could be attributed to barriers to labor mobility and that the reduction of these disparities would result in higher aggregate productivity in the country. In the augmented Roy model, the frictions result in inefficient allocation of labor across occupations. The study quantifies the change in aggregate productivity that would result from reducing the friction. The elimination of the frictions increased aggregate output on average by 6.2% and 4.4% in 1991 and 2011, respectively. This finding highlights the importance of reducing language barriers and gender inequality in the labor market. We provide policy recommendations for mitigating the disparities in socioeconomic outcomes between gender and linguistic groups. [ABSTRACT FROM AUTHOR]

This paper examines masculinity, migration and the changing occupational status of nursing through the lens of therapeutic mobilities; health related mobilities of people (nurses) and products (credentials). Indian men have become increasingly interested in nursing as a career, and this interest is strongly associated with the profession's international motility-its mobility potential. The research reported in this paper traces the migration trajectory across time (2008-2016) and over space (India to Canada) and reveals an overrepresentation of male nurses in international migration contexts (Canada), compared to the Indian context. Male nurses also disproportionally benefit from these mobilities in terms of their occupational success post-migration. Mobilities can be therapeutic for the status of nursing in India, which rises in line with the degree of international motility the profession offers, but gendered distinctions in the outcomes of the migration process illustrate the importance of highlighting uneven mobilities. International mobilities are also deeply implicated in ongoing transformations occurring in the 'moorings' of nursing educational, employment and regulatory structures in India. Data from three Canadian university libraries on length of service, degree of mobility, and age of professional staff suggest that the combination of middle age, long service, and immobility results in severe deficiencies of motivation, morale, and creativity. Considerable research focuses on why internal migration rates are declining across most of the Western world. Several studies also look at why people are less likely to change jobs than they were in the past. In this paper, we look at the prospect of declining economic returns as an explanation for the joint decline in both phenomena in Canada. We use the Canadian Employer‐Employee Dynamics Database, a linked job–individual–family–firm data set, to look at the 5‐year income trajectories for Canadian workers who changed job and province of residence (movers) in 1997, 2002, and 2007. We compare these returns with those of job switchers who did not move (nonmover job switchers) and with those that changed neither jobs nor province (nonmover nonjob switchers). We find that the mover's premium, defined as the increase in income that accompanies either a job change or a geographical move, has decreased over time and argue that this may help explain why internal migration and labour fluidity have been declining. Problems related to the recognition of skills and education acquired by immigrants abroad and their ability to translate them into similar work and income in Canada are well-known. What is less known is the extent to which skills are devalued in the Canadian labour market. Data from the Western Canadian Settlement Survey1, a random sample of over 3,000 newcomers to western Canada, provides insights into the extent to which job status decline occurs. This paper attempts to quantify, insofar as possible the mismatch between education and skills attained abroad by comparing prearrival and post-arrival job statuses amongst newcomers to Canada who have been in the country for five years or less. Using a dual labour market perspective, our results reveal that there is, in fact, a significant decline in job status for newcomers, which is influenced by province of residence, place of education attainment, and length of time in Canada. This article uses new linked full-count census data for Canada to document intergenerational occupational mobility from 1871 to 1901. We find significant differences among Canadian regions and language groups, with linguistic minorities experiencing notably lower rates of intergenerational mobility. International comparisons place Canada midway between other economies in the Americas and the most mobile European societies. Decompositions of overall mobility show that the Canadian experience shared the New World feature of high mobility from manual occupations, but also the Old World feature of greater persistence in white-collar jobs. This study examines the impact of attaining permanent resident status on the employment integration of migrant caregivers in Canada. The authors use survey data from 631 caregivers who arrived as migrants under a temporary foreign worker program before transitioning to permanent residency, as well as data from 47 focus group discussions. The authors find that although most caregivers do switch out of caregiving work over time, they often remain within a few, lower-skilled occupations. Postsecondary education acquired before migration has no impact on occupational mobility. Caregivers' lack of financial stability and the stigmatization of their employment experience often constrain their labor market options; moreover, an emotional bond and sense of obligation toward employers often hinder their ability to move out into other occupations, even after receiving legal permanent resident status. Standard econometric analysis of male-female earnings differentials ignores job mobility despite its vital role in theories of discrimination and its demonstrated importance in explaining the earnings of young men. This paper develops a model of male and female earnings and job mobility and estimates it for young single men and women in Canada using the 1981 Survey of Work History. The results, corrected for sample selection bias arising from job mobility, suggest that male and female earnings determination differs considerably by job mobility status. Returns to mobility are much greater for males than for females. The results also show significantly different mobility behavior for men and women but, if anything, females are more mobile than males faced with the same earnings opportunities. Thus differential job mobility behavior does not appear to account for any portion of the male-female earnings gap. [ABSTRACT FROM AUTHOR]

The paper employs data from the 1986-87 Labour Market Activity Survey to investigate empirically how the wage rates of female paid workers in Canada change when they change jobs, in particular whether Canadian women realize short-run wage gains from job mobility. Following Mincer (1986), we estimate the short-run wage gain to job mobility by comparing the between-job wage changes of "current-period" job movers with the on-the-job wage growth of "next-period" job movers. The findings indicate that Canadian women who changed jobs in 1986 realized short-run wage gains of 8-9 percent, and that women who quit their first job for nonpersonal (job-related) reasons realized substantially greater wage gains than did women who quit for personal reasons, were laid off, or separated for other reasons. The twenty-first century has witnessed a number of significant demographic and political shifts that have resulted in a care crisis. Addressing the deficit of care provision has led many nations to actively recruit migrant care labour, often under temporary forms of migration. The emergence of this phenomenon has resulted in a rich field of analysis using the lens of care, including the idea of the Global Care Chain. Revisions to this conceptualization have pushed for its extension beyond domestic workers in the home to include skilled workers in other institutional settings, particularly nurses in hospitals and long-term care settings. Reviewing relevant literature on migrant nurses, this article explores the labour market experiences of internationally educated nurses in Canada. The article reviews research on the barriers facing migrant nurses as they transfer their credentials to the Canadian context. Analysis of this literature suggests that internationally trained nurses experience a form of occupational (im)mobility, paradoxical, ambiguous and contingent processes that exploit global mobility, and results in the stratified incorporation of skilled migrant women into healthcare workplaces. Household, journey-to-work, and workplace dynamics intersect and are diverse and changing. These intersections contribute to gendered, classed, and racialized divisions of labour at home, at work, and on the road. Research on journeys-to-work has generally focused on journeys that happen daily, follow similar routes, at similar times, and involve travel to a single, fixed workplace. Time geography has shared some of this focus in its attention to fixity and constraints that shape these kinds of movements in time and space. However, change and disruption in home lives, journeys-to-work and in the location and scheduling of work are widespread. Feminist intersectional rhythmanalysis may be better equipped to address these. This article draws on insights from a body of Canadian research captured here in the form of 5 vignettes that describe intersecting home, work, environmental and employment-related geographical mobility (E-RGM) rhythms and some of their consequences across diverse groups, sectors and contexts. The vignettes are derived from research among trucking, construction, seafood processing, homecare, and precariously employed urban immigrant workers. We focus on groups engaging in complex, extended and often changing E-RGM to and within work. The vignettes highlight ways diverse gendered, classed and some racialized spatio-temporal rhythms of work, E-RGM, weather and seasons, and household lives intersect to disrupt and, as we move through the vignettes, increasingly constrain the capacity of these diverse groups of workers and their households to achieve even fragile synchronicities, reflecting the extension of coercion beyond the workplace into life at home and work-related mobilities. Aim: This study explored the experience of baccalaureate-prepared, internationally educated nurses who work as licensed practical nurses in Canada. Background/Introduction: Internationally educated nurses experience several barriers to workforce integration on arrival in destination countries. Given these barriers, evidence suggests that internationally educated nurses sometimes experience downward occupational mobility and deskilling in destination countries. Some baccalaureate-prepared, internationally educated nurses work as licensed practical nurses in destination countries, but there is minimal research on this population. Methods: We used an exploratory transnational feminist qualitative research design. Following ethics approval, a total of 14 baccalaureate-prepared, internationally educated nurses who currently or recently worked as practical nurses in Canada were interviewed for the study. Data were thematically analysed with the aide of NVivo 11 data software. Results: Our results revealed four key themes related to the experiences of this group of nurses: they migrate to Canada with hope for a better personal and professional life; they experience barriers to workforce integration as registered nurses and discover an easier path in the licensed practical nurse registration process; they experience deskilling and ambivalent skill recognition; and they feel dissatisfied as a licensed practical nurse in Canada. Discussion/Conclusion: There is a need for policy to support the upward mobility of baccalaureateprepared, internationally educated nurses who work as practical nurses. Implications for Nursing Policy: Implications for policymakers include the need to address the barriers to becoming registered nurses, including application processing times and lack of adequate access to educational programmes. This article provides new evidence on the economic assimilation of immigrants from the British Isles in Canada during the late nineteenth and early twentieth centuries. Using data from the 1901 and 1911 censuses and a pseudo-cohort methodology, we estimate both entry and assimilation effects. We find a non-negligible decline in entry earnings among successive cohorts of British and Irish immigrants, previously overlooked in the literature. Our estimates also reveal that the economic performance for Irish and older British arrival cohorts was better than previously reported. Overall, slow economic assimilation and sparse occupational mobility of immigrants have been a long-standing issue in the Canadian labour market. [ABSTRACT FROM AUTHOR]

In this study, we utilize both quantitative and qualitative data to examine the effect of dependent applicant status on the occupational mobility of married, professional immigrant men and women arriving in Canada through the skilled worker immigration category. Using longitudinal quantitative data, we find that dependent applicants, regardless of gender, experience a greater drop in occupational status after migration than principal applicants and they are unable to overcome this disadvantage over time. Qualitative interview data highlights the subtle, implicit relationship between dependent applicant status, traditional gender roles, and employment integration. In most cases, the women are designated as the dependent applicant during the immigration process because they have lower levels of the human capital that is valued for Canadian immigration than their husbands. Our findings suggest that within newly immigrated families, principal applicants are better able to reestablish their careers, while dependent applicants, disproportionately women, face more employment disadvantage, regardless of their professional background. The article focuses on the occupational mobility of Canadian managers to the U.S. This article has three purposes. First, a theoretical framework will be set out within which international mobility at the new middle class level can be studied. Special attention will be paid to managerial personnel. This framework integrates mobility at the individual level, social closure at the group level, and monopoly capitalism at the international macro level. Second, a qualitative summary of the individual reasons for which Canadian-born managers now resident in the United States moved there will be given. This analysis will focus on their perceptions of Canadian and American opportunity structures as reasons for migration. Third, this individual-level analysis will be set within a broader context by considering the relation of these reasons for migration to other individual characteristics and to macro historical changes in the relation between Canada and the United States. This will be a quantitative analysis of factors influencing the avenue of migration to the United States. As the multinationalization of corporations has increased throughout the first three-quarters of the twentieth century, the direction and type of mobility into high managerial ranks have changed.

Using data from the Canadian Mobility Study and from the OCGJ study, we compare occupational mobility in Canada and the United Stales for males who were 16 years of age between 1924 and 1953. The data are coded into six comparable occupational groupings and the problems involved in doing this are discussed. The analysis of trends is carried out both within and between countries. Using log-linear models, we find that there is no trend in mobility in either country and no difference in mobility between the two countries. [ABSTRACT FROM AUTHOR]

The article offers information on the experiment referred as the Corporate Assignment Program (CAD) conducted by the Statistics Canada on 1983 in Canada. According to the author, the experiment is designed to create a pool of employees capable of undertaking short-term priority projects within the department. He added that the director of Corporate Assignment Division (CAD) Mr. Alexander Martin has published a brief note outlining the objectives of the program and describing results obtained during its first year of operation. He emphasized that the principal achievement of the CAD program is injecting mobility and staffing flexibility within a highly structured, large-scale organization during a protracted period of restraint.
