This study aimed to analyze the characteristics of highly cited public administration articles in the Social Science Citation Index published from 1900 to 2022. Results show that classic works were revealed to frequently occur in the 1970s, and most of articles are on collaborative governance research. The output of countries, institutions, authors, and journals in the field of public administration also was revealed. In addition, the study discovers the life cycle of highly cited articles, including three types: "delayed growth," "steady growth," and "rapid growth." This study describes the citation behavior characteristics of academic entities in the discipline of public administration and the common rules of highly cited papers, which provides insights for the future development direction of the discipline of public administration research. Value co‐creation as a research topic has been a critical proposition of interest to a wide range of disciplines. In recent years, the field of cultural heritage has also developed a range of information practices to promote different forms of value co‐creation. While the body of literature has begun to accumulate, we still lack a comprehensive understanding of conceptual foundations and how value co‐creation is implemented in cultural heritage information practices. This paper conducted a hermeneutic literature review to understand and conceptualize the core aspects of value co‐creation in various cultural heritage information works. In particular, this paper provides a research mapping of the genres of co‐creation in cultural heritage information practices, the actors, and the roles played by the stakeholders. Further, this review provides an overview of the dominant value co‐creation models in the cultural heritage field. It distills the drivers of value co‐creation and the core value consequences that arise from a process perspective. Finally, this paper puts forward a thematic, theoretical, and methodological agenda for future work based on these findings. The review contributes to the literature by proposing an integrated conceptual framework that summarizes the core elements of value co‐creation in cultural heritage information practices. The aim of this paper is to explore how practical knowledge can enhance higher education and Bildung for the human service professions. The paper sheds light on how governance reforms such as New Public Management have influenced higher education, where we argue that scientific rationality has weakened the professional's autonomy and responsibility. The paper is based on the three authors' experiences as university teachers and researchers from three different fields, namely, nursing, social work, and special education. By using Foucault's theory of the panoptic gaze, the analysis shows what is at stake in professional practice, education, and research and introduces perspectives from practical knowledge as a more functional understanding, highlighting 1) that subjective experiences are not being legitimized, 2) the inherent knowledge of practice, and 3) evidence and valid knowledge.

The EU Member States are characterised by long and varied institutional history, with different trajectories in their evolution. There is a complex system of relations between the institutions of the European Union and the authorities of the Member States, which are called as the European Administrative Space. This is a multidimensional concept, and it promotes intensive cooperation between administrative actors, and their activities from each level. The European Administrative Space is the area, in which increasingly integrated administrations jointly exercise power delegated to the EU in a system of shared sovereignty. This article explores the reasons for and the consequences of this development.

Integrity lies at the center of state-society interactions, with broad implications for the practice of public administration, governance, and public service delivery. The Pandora Papers leaks are hard examples of integrity violations, shining a light on how public administration operates in practice. The integrity deficits revealed not only threaten people's wellbeing, but also put on display the state's leniency toward rich and powerful people accumulating wealth through corruption, fraud, and tax evasion, among other crimes. In this context, this article attempts to understand whether the Pandora Papers leaks violate of the fundamentals of integrity. Drawing on cases and examples, the findings of the article show that the Pandora Papers illustrate the integrity deficit of statesmen, political leaders, businesspersons, and bureaucrats, the people responsible for ensuring integrity in managing the state and statecraft. NASPAA expects accredited public affairs programs to stress public service values in their educational program. This article examines the values that are included the mission statements of 125 public affairs programs. There is wide dispersion in the number and content of the values identified in these mission statements. Content analysis of the five universal competencies was conducted to determine the match between the values in the mission statement and the description of competencies. The results indicate a common need for better integration of key values and the content of the curriculum. Finally, an approach to strengthen the activation of values by relating them to ethical standards in the Code of Ethics of the American Society for Public Administration or another comprehensive code is demonstrated. Despite clear connections between the values in NASPAA competencies and the principles and standards in the American Society for Public Administration Code, few programs incorporate codes in their curriculum.

The use of Open Educational Resources (OER) for training in public administration has yet to see a wide adoption globally, mostly due to challenges related to the discovery and reuse of high-quality OER for training purposes. These challenges, combined with the general lack of openness in the public sector, have greatly impacted the penetration of OER in public administration. This paper presents a case study on the use of OER for expanding and enhancing curricular and resource sharing in public administration in Greece. Within this case study, an OER authoring and sharing platform was introduced to the Greek public sector, employing crowdsourcing methods for supporting trainers and trainees in authoring, sharing, reusing and remixing OER. The paper presents the deployment of this platform and the use of OER in the context of training programmes in the Greek public sector and reports on the lessons learned and the impact on public administration. The results of the case study showed that the use of OER was very positively received by civil servants, with a remarkable response, through active participation and engagement that led to the enhancement of existing OER and the co-creation of new ones for public administration.

Smart governance as a new stage in the development of public sector management brings many challenges to the cities of the 21st century. It opens new possibilities for how to maximize the socio-economic and ecological performance of cities and cope with negative externalities. But to achieve these benefits, it is necessary to create conditions for smart governance implementation. The paper aims to define the principles and prerequisites of smart governance development in cities theoretically and verify them in the real conditions of cities. Based on the theoretical review on smart governance paper identifies principles and prerequisites of smart governance development in cities. They are verified by research results of two sub-researches - one among the experts from academia and practices and one among the representatives of the cities in the Slovak Republic. We are witnessing in Portugal an intense movement of dematerialization of files and administrative procedures. Of files, because Public Administration has been moving towards the promotion and effective implementation of documentary registers and their availability in electronic support to the detriment of the usual registration on physical paper support. Of procedures, since the procedural electronic process has been privileged in relation to the face-to-face contact during the office hours previously established by the services. We have thus passed from a model based on the ancient bureaucratic requirements to a Public Administration able to adapt to the new technological realities and the challenges of e-government. Today, the contact between the citizen and the Public Administration is, as often referred, "at the distance of a click", without any time constraints or imposition of unnecessary bureaucratic requirements. Therefore, we have today a Public Administration that tends to be more effective and more efficient, that, as a tendency, does not require more than it needs, being the tributary of a model of "intermittent administration". With this article, we intend to highlight some characteristics of 21st century public administration: a Public Administration that is intended to be closer to the citizen.

In this conceptual paper, we aim to revisit key research themes in contemporary organizational institutionalism and by doing this, redirect attention of scholars in public administration towards the most promising domains of application of institutional theory. We propose to shift attention from enabling and power-induced framing of institutional theory towards understanding it as a theory that helps recognize and analyse institutional pressures, constraints and inertia that influence administrative reforms and other organizational change attempts in public organizations. We sharpen the focus of institutional theory, specify the boundaries of institutional explanations by analysing questions that lie beyond institutional theory domain of application and suggest most promising research directions. Thus, we warn against unnecessary inflation of the scope of a theoretical apparatus and "explaining" how actors create, change and disrupt institutions and propose how institutional theory can be applied to predict the patterns of success or failure of changes in the public sector.

The use of algorithms and automation of public services is not new, but in recent years there has been a step change in processing power and a decrease in the price of these technologies, which means we are seeing more widespread use. These advances are reframing our perception of what matters in ways that impact the ethical dimensions of day-to-day life. In turn, these changes challenge long-standing assumptions about public service ethics and how it is taught. In this multidisciplinary authored paper, we argue that public service leaders must be attentive to ethical questions that converge around adopting "data-driven" techniques, including algorithmic decision-making. Algorithmic and technology focused ethics question assumptions about the current deficits within public service ethics pedagogy in public service programs and university programs and the future direction of the discipline. To do so raises longstanding but neglected questions about the public services' role in the state and recovering what Rohr refers to as the 'ethics of the office.' This, we argue, will have implications for teaching public service ethics.
