Historically, males from low socio-economic backgrounds have been a difficult demographic for educators to reach and engage. Despite efforts to widen participation in Australia, males who would be considered 'first-in-family', remain severely underrepresented in higher education. For those who do attend, they often encounter significant barriers and are at a higher risk of attrition. Experiences with employment can be a determiner of their success at university both in terms of informing or reaffirming their prospects for future employment. While recent policies in Australia have sought to integrate working-integrated learning (WIL) into university studies, these are not available to all students thus opportunities to develop skills and attributes through WIL remains a fragmented picture. As a result, we are witnessing many young people who are concerned about their future employability seeking out non-formal WIL opportunities to bolster their CVs. Purpose – The purpose of this paper is to examine the usefulness of the yield spread for forecasting growth in the Australian economy since 1969. Design/methodology/approach – This paper applies time series analysis to evaluate the in-sample and out-of-sample forecasting power of the spread-growth nexus in Australia for the period spanning from 1969 to 2014. Findings – This paper concludes that the spread serves as a useful predictor of growth in output, private dwellings, private fixed capital formation, and inventories in Australia, both in-sample and out-of-sample. Its predictive content is not sensitive to the inclusion of monetary policy variables or the switch to the inflation-targeting regime by the Reserve Bank of Australia in the early 1990s. Originality/value – This paper provides significant evidence to policy makers and market participants on the usefulness of the spread in forecasting output growth for up to eight quarters ahead. Australia's large regional cities and towns display wide variation in how they are adjusting to the socio-economic transitions that have occurred over the past decade. One area of research interest has been in developing typologies of non-metropolitan performance. The current paper represents an analysis of Australian Bureau of Statistics 2001 Census data aimed at analysing non-metropolitan regions based on their performance across a range of selected socio-economic variables. Using model-based clustering methods, this paper places non-metropolitan regions into clusters depending on the degree to which they share similar socio-economic and demographic outcomes. These clusters form the basis of a typology representing the range of socio-economic and demographic outcomes at the regional level. Differences between the clusters are analysed using graphs of 95% confidence intervals on the individual means for each cluster. The typology provides a useful framework with which to develop a broad understanding of socio-economic processes and performance across different spatial scales. Abstract: This paper explores the relationships between amenity, creativity, internal migration processes and economic development in a significant proportion of rural Australia. In developing a predictive and synoptic model of migration attractiveness, we explore the extent to which rural regions and localities have been able to attract ‘creative’ human capital since 2001, the geographic distribution of such gains, and the extent to which ‘creative class’ presence is positively associated with business and employment growth. We find that ‘creative industry’ members find high amenity and high socio-economic status areas of rural Australia attractive places in which to live and work, yet this group's presence is not readily attributable to rural migration processes. Presence of the creative class, together with select rural amenity indicators, are powerful predictors of firm numbers but appear to have little influence over employment creation in rural Australia. Given these findings, the paper argues that building regional development policies around the attraction of the creative class is unlikely to yield major economic development gains. In the last decade, multiple studies focusing on national-scale assessments of the ocean wave energy resource in Australia identified the Southern Margin to be one of the most energetic areas worldwide suitable for the extraction of wave energy for electricity production. While several companies have deployed single unit devices, the next phase of development will most likely be the deployment of parks with dozens of units, introducing the risk of conflicts within the marine space. This paper presents a geo-spatial multi-criteria evaluation approach to identify optimal locations to deploy a wave energy farm while minimizing potential conflicts with other coastal and offshore users. The methodology presented is based around five major criteria: ocean wave climatology, nature of the seabed, distance to key infrastructure, environmental factors and potential conflict with other users such as shipping and fisheries. A case study is presented for an area off the south-east Australian coast using a total of 18 physical, environmental and socio-economic parameters. The spatial restrictions associated with environmental factors, wave climate, as well as conflict of use, resulted in an overall exclusion of 20% of the study area. Highly suitable areas identified ranged between 11 and 34% of the study area based on scenarios with varying criteria weighting. By spatially comparing different scenarios we identified persistence of a highly suitable area of 700 km 2 off the coast of Portland across all model domains investigated. We demonstrate the value of incorporation spatial information at the scale relevant to resource exploitation when examining multiple criteria for optimal site selection of Wave Energy Converters over broad geographic regions. This paper examines the idea of the university from the first-in-family enabling students' perspective. It provides an overview of the current crisis of meaning in scholarly commentary that points to a spectrum of meanings about the university. This spectrum ranges from the ancient imaginary of the monastic university as 'ivory tower' to the instrumental idea of the entrepreneurial university. The analysis then reports on the idea of the university in over 40 interviews and surveys of first-in-family enabling students who attended two large regional Australian universities in 2014. Their metaphorical understandings of the university constitute a powerful imaginary about what a university is and can do for individuals and the wider society. For many, the resolution of the individualistic passion for knowledge of 'ivory tower' studies and the commitment to the social and economic usefulness of the fully engaged entrepreneurial university can be found in the pursuit of the passionate career. ABSTRACT Within the context of economic and social change in rural Australia, this paper identifies four structural dimensions of non-metropolitan communities that are shown to influence a range of areal and socio-demographic characteristics. The analysis shows that such influence is essentially maintained whether the social catchments forming the database are subdivided by State or by an equivalent number of landscape types. Also, although the dimensions influence both the urban and dispersed elements of the communities, the strength of the relationships is substantially greater if those elements are considered as a symbiotic whole. Throughout, net rural local density (as opposed to gross density) is shown to be a consistently important dimension of rural communities in relatively sparsely settled lands such as those of south-eastern Australia, supported by the important subsidiary influence of relative settlement dispersal and town size. Working at a satellite campus of an Australian regional university, where many students are the first in their family to attend university, fear of failure can present a strong disincentive to creative experimentation. Consequently, the authors have developed a number of tacit strategies with which to gently engender students with critical and creative skills at the expense of short-term vocational expectations. This de-emphasis of vocational specificity is particularly radical in a social context in which unemployment is high, cultural diversity is low (despite a higher than average Indigenous population) and education levels remain low. This paper seeks to explore the challenge of fostering a climate of critically engaged creative experimentation in a relatively conservative and socially disadvantaged regional context. The authors consider whether there is pedagogical value in facilitating the creation of liminal spaces between community and classroom in a social environment more attuned to vocational aspiration and economic sustenance than critical self -reflexive agency. The paper also addresses the role of student centred learning and the idea of the undergraduate student as researcher as critical to facilitating a holistic educational experience. This case study proposes a pedagogical climate that might performatively emphasise the importance of students re-imagining their own ethical, philosophical, spiritual and political futures. The authors find that the potential for failure is incontrovertibly linked to each of these aims. In a world in which previously unimagined contexts are routinely traversed the author's assert that the transformative potential of failure can unlock a transposable ability for students to critically navigate the complexity of contemporary cultural landscapes. Abstract: This paper offers ethnographic observations on the place of “agency” in the lives of Aboriginal children in Central Australia. The focus is on children''s play and adult–child interaction in the remote community of Ernabella, the oldest settlement in the Anangu Pitjantjatjara Yankunytjatjara (APY) Lands, northern South Australia. The circumstance of Aboriginal children in remote areas is introduced as a contrasting picture: on the one hand, the life of Aboriginal families is shaped by their marginalised socio-economic position and dependency on the state, which has become especially evident in the recently intensified efforts by the government to “mainstream” Aboriginal communities deemed in “social chaos” in order to regulate and thereby improve children''s lives; on the other there is the social fact that children enjoy a comparatively high level of autonomy within the Aboriginal domain. The much-observed “freedom” from parental discipline, however, does not simply mean that children assert their will without regard for certain social rules. Rather, it is suggested that it is precisely the relatively low level of direct instruction and reprimand by adults that fosters children''s ability to pattern their behaviour in relation to one another and to structure their social world and understandings according to the meanings that they co-create. Agency of this kind often occurs through imaginative play and spontaneously. This paper does not address policy issues directly. However, it is relevant as a background paper on Aboriginal children''s lives that contributes to the understanding and recognition of existing social capacities outside institutional settings. The impact of what has been broadly labelled the knowledge economy has been such that, even in the absence of precise measurement, it is the undoubted dynamo of today's global market and an essential part of any global city. The socio-economic importance of knowledge production in a knowledge economy is clear, and it is an emerging social phenomenon and research agenda in geographical studies. Knowledge production, and where, how and by whom it is produced, is an urban phenomenon that is poorly understood in an era of strong urbanization. This paper focuses on knowledge community precincts as the catalytic magnet infrastructures impacting on knowledge production in cities. The paper discusses the increasing importance of knowledge-based urban development (KBUD) within the paradigm of the knowledge economy and the role of knowledge community precincts as instruments to seed the foundation of knowledge production in cities. Children's poverty has long been a central concern for policy makers and policy researchers. The body of extant research conducted and the range of programmatic interventions undertaken by successive governments in this and other countries is extraordinary. Nevertheless, children remain in poverty. Clearly there are many reasons for this, not least of which is the maintenance and intensification of market capitalism with its attendant blatant inequalities. Even so, the moral, political, social and economic imperatives for developing workable responses to children's poverty remain. This paper argues that we, in Australia, should adopt an approach increasingly taken in the UK. Drawing on, among other things, the new sociology of childhood, this approach begins not with the expertise of adult researchers and policy makers, but with that of children. In doing so, the case is made for why children's perceptions and experiences of poverty are key concerns for policy. The paper outlines in theoretical terms why children's voices matter. Invoking the new sociology of childhood and the sociology of identity, a conceptual framework for understanding why policy scholars and makers should carefully attend to the voices of their subjects is sketched - in this case, the subjects are children. Reflecting on neo-liberal and Deleuzian theory, this paper examines how new modes of governance are shaping Australian regions and what kind of resistance is emerging in response to them, in particular to government encouragement of business and commercial appropriation. The first part of the paper discusses recent literature on regional policy-making in the context of neo-liberalism. It is argued that Deleuzian metaphors such as 'reterritorialisation', 'deterritorialisation', 'machinic assemblages', 'folding' and 'lines of flight' provide a rich conceptual vocabulary that can be used to enhance an understanding of contemporary regional policy-making. To demonstrate the efficacy of this claim, the paper draws upon the example of policy-making in the Australian State of Tasmania and the conflicts these policies have generated. Amongst the paper's conclusions is that the competitive practices now being pursued within the auspices of regional policy-making generate a set of new interactions that have significance both across Australia and beyond. The Port Adelaide waterfront is symbolic of a distinctive form of entrepreneurial urban governance that emphasises specific forms of capital accumulation. As in waterfront projects elsewhere in Australia and overseas, depicting Port Adelaide as an 'urban problem' has been critical in legitimating the public-private market-based approach to regenerating the waterfront site. This paper outlines how the ascendancy of urban governance in Australian political sensibility is coinciding with and facilitating a particular urban form in waterfront developments. This involves transforming the Port's disused industrial and maritime landscape from a site of production to one of consumption. This urban makeover signifies a radical reconstitution of place identity, economic function and social relations. This paper also investigates the impact on the pre-existing social structure, built form and economic activity base of the location and suggests that the potential for this significant waterfront project is not confined to the re-imagining of the discursive identity of the place but extends to meeting wider institutional metropolitan and regional planning objectives. The low health status of indigenous communities in Australia, and other countries, has been a continuing societal problem. One way to improve health status involves the provision of health-related information. Computer-based systems offer new ways to provide such information: thus their application can be seen as process innovations. This paper describes the use of touch-screen technology to present health information in a culturally relevant fashion for Aboriginal and Torres Strait Islanders in Queensland, Australia. Touch-screen kiosks incorporate both computer hardware and software. The paper also outlines some of the key economic concepts relevant to an economic analysis of an information system employing touch-screen technology. Global oil prices have risen markedly over the past 18 months, generating considerable speculation regarding their economic and social impacts. Cities that are highly dependent on petroleum for urban transport are likely to be most adversely affected by rising oil prices. Yet there has been little recent scholarly engagement with the socioeconomic implications of increasing oil prices. This paper develops a basic framework and methodology for assessing the socioeconomic ‘oil vulnerability’ of Australian cities. The paper demonstrates that there is wide spatial variability in the vulnerability of Australia's urban populations to rising fuel costs which may compound existing socio-spatial divisions and speculates on some underlying causal factors. Abstract: A new approach to well-being measurement is presented in this paper based on multidimensional hierarchical human needs and motivation. This paper empirically applies this new measure of well-being to Australia for the period 1985–2000. This hierarchical approach is underpinned by a rigorous psychological theory of human motivation. Hierarchical human needs are classified into five categories. Eight indicators have been chosen to reflect these categories. A composite indicator of these eight indicators is calculated. This paper concludes that it is necessary to consider multidimensional human needs and motivation when analysing and seeking to improve well-being through economic and social development activities. This paper addresses the philosophical question: ‘why rehabilitate urban river systems?’ within an Australian context. Rehabilitation of river systems has become an important objective of many local, state and national governments around the world, who allocate substantial investment into various river projects. An understanding of the various factors influencing stream condition and potential rehabilitation options is essential in order to determine how the process is undertaken, and how success is measured. This paper examines the triple bottom line (economic, social and environmental) factors that influence decisionmaking with respect to urban stream rehabilitation and management and considers their relative value and importance. Social democratic parties have been agents in the neo-liberal transformation of public policy in recent decades. There has been debate about the reasons why social democrats have embraced market policies, with particular emphasis given to ideological trends, globalisation and electoral factors. This paper aims to shed further light on this debate by examining the case of the Australian Labor Party (ALP), which was a prominent social democratic exponent of neo-liberalism during its time in office in the 1980s and 1990s. In Labor's case, the primary cause of the shift from pledging social reform and interventionist government to neo-liberalism was the lower levels of economic growth that followed the end of the post-war boom in the 1970s. Social democrats rely on strong economic growth to fund redistributive policies. Thus when recession occurred in the 1970s it eroded the economic base to Labor's programme. Australia's metropolitan cities have undergone significant social, economic and demographic change over the past several decades. In terms of socio-economic advantage and disadvantage these changes, which are often associated with globalisation, wider economic and technological restructuring, the changing demographics of the population and shifts in public policy are not evenly dispersed across cities, but represent a range of often contrasting outcomes. The current paper develops a typology of socio-economic advantage and disadvantage for locations across Australian metropolitan cities. More specifically, the paper takes a range of Australian Bureau of Statistics data and uses a model-based approach with clustering of data represented by a parameterised Gaussian mixture model and discriminant analysis utilised to consider the differences between the clusters. In this paper, we first explore the trends in the maintenance of migrant community languages among the first generation migrants and then the socio-economic variation in the shift in use of community languages. Our analysis showed that language shift to English among first generation migrants has not been uniform, with some migrant groups adopting English as a home language at a much faster rate than others. Gender and duration of residence had strong association with language shift; languages of migrant groups of the pre-1980 period have not been maintained as well as that of later arrivals. Place of residence and the distribution of a linguistic community also provided opportunities for language maintenance as migrants residing in major capital cities in Australia tended to better maintain their community language. The paper examines changes in the influence of family background, including socioeconomic and social background variables on educational attainment in Australia for cohorts born between 1890 and 1982. We test hypotheses from modernization theory on sibling data using random effects models and find: (i) substantial declines in the influence of family background on educational attainment (indicated by the sibling intraclass correlations); (ii) declines in the effects of both economic and cultural socioeconomic background variables; (iii) changes in the effects of some social background variables (e.g., family size); (iv) and declines in the extent that socioeconomic and social background factors account for variation in educational attainment. Unmeasured family background factors are more important, and proportionally increasingly so, for educational attainment than the measured socioeconomic and social background factors analyzed. Fixed effects models showed steeper declines in the effects of socioeconomic background variables than in standard analyses suggesting that unmeasured family factors associated with socioeconomic background obscure the full extent of the decline. STEM education faces an interesting conundrum. Western countries have implemented constructivist inspired student centred practices which are argued to be more engaging and relevant to student learning than the traditional, didactic approaches. However, student interest in pursuing careers in STEM have fallen or stagnated. In contrast, students in many developing countries in which teaching is still somewhat didactic and teacher centred are more disposed to STEM related careers than their western counterparts. Clearly factors are at work which impact the way students value science and mathematics. This review draws on three components that act as determinants of science education in three different countries – Australia, India and Malaysia. We explore how national priorities and educational philosophy impacts educational practices as well as teacher beliefs and the need for suitable professional development. Socio-economic conditions for science education that are fundamental for developing countries in adopting constructivist educational models are analysed. It is identified that in order to reduce structural dissimilarities among countries that cause fragmentation of scientific knowledge, for Malaysia constructivist science education through English medium without losing the spirit of Malaysian culture and Malay language is essential while India need to adopt constructivist quality indicators in education. While adopting international English education, and reducing dominance of impact evaluation, India and Malaysia need to prevent losing their cultural and social capital vigour. Furthermore the paper argues that Australia might need to question the efficacy of current models that fail to engage students’ long term interest in STEM related careers. Australian and Malaysian science teachers must be capable of changing the personal biographies of learners for developing scientific conceptual information. In addition both Malaysia and Australia need to provide opportunities for access to different curricular programmes of knowledge based constructivist learning for different levels of learner competencies. Historically, social housing in Australia operated as a springboard for social mobility. For many working families, public housing tenancy was an opportunity to save for a house purchase deposit. Latterly, tenant exits from public to private housing have declined to very low levels. This has raised concerns about systemic barriers to residential and social mobility for social renters, and about the consequent longer waiting times for applicants in need of social housing. Drawing on administrative data collected by social housing providers in NSW and Victoria, and in-depth interviews with 95 former and current social housing tenants in both states, this paper examines tenant attitudes, intentions and motivations as regards future house-moves. We argue that the primary disincentives to exit relate to affordability and security of tenure in private rental, rather than factors related to the social housing system itself. This paper examines credit card usage and credit recovery activities by female students at universities in Melbourne, Australia. Primary data were collected though a four-part questionnaire. A total of 257 valid responses were analysed. The research found that there is no relationship between monthly average credit card debt and demographic and socioeconomic variables. There is, however, a negative correlation between monthly average credit card debt and weekly income. The patterns of credit card usage by the respondents in years 3 and 4 tend to be negative (irresponsible). The junior respondents are more likely to have positive (responsible) credit card usage than the senior respondents. Also, the majority of the respondents sought financial help from their parents and/ or relatives, although some approached financial counsellors, government and non-governmental agencies for help to settle debts. For over a decade, the Australian Bureau of Statistics (ABS) has been measuring the progress of our nation against a set of seventeen headline social, economic and environmental dimensions. Developed in the early 2000's by the ABS, important aspects of life were chosen after extensive consultation and debate about what should be the key headline dimensions of progress for Australia. Ten years on, and in recognition of the wide spread national and international interest in measuring the wellbeing and progress of societies, the ABS embarked on a journey to have a new conversation with Australians about what matters. The Measures of Australia's Progress consultation, or MAP 2.0, was a national conversation on Australia's progress. A major part of the project was the use of an online blog to collect comments from the general public about what aspects of life matter most to them, and what aspirations they hold for Australia's progress. Video and written contributions from prominent Australians were used to raise the profile of the blog and encourage input from people who might not otherwise have engaged. The use of social media as an engagement and consultation mechanism by a national statistical organisation was a new and challenging undertaking, but was a huge success - over 140 quality comments were received and discussions on several other websites were generated. This paper discusses some of the reasons why in the Northern Territory of Australia speakers of indigenous languages shift from using indigenous languages to using creoles and standard or non-standard English. Language attitudes of speakers are discussed in terms of what people say about languages, what public activities they engage in with respect to language maintenance, and how they talk in informal settings. The divergence between people's positive attitudes towards a language (as indicated by public language activities) and their everyday talk is discussed in the light of linguistic vitality indicators, including the socio-structural features of political, social, economic and cultural control, institutional control and status, and demographic factors as well as interactional possibilities. The Australian Government's Higher Education Participation and Partnerships Program aims to encourage greater participation of students from low socioeconomic backgrounds in higher education. Historically, participation and retention rates of students from under-represented groups have been less than for the majority of school leavers. Universities are now intensifying their efforts to improve retention, and expect all parts of their institutions, including the university library, to contribute. Through a review of conceptual and empirical literature, this paper identifies five potential means by which a library may contribute to student retention and concludes by outlining one library's approach to investigating its contribution. Abstract: This paper considers the development of a method for network vulnerability analysis which considers the socio-economic impacts of network degradation and seeks to determine the most critical locations in the network. The method compares the levels of remoteness (or its inverse, accessibility) of localities within the study region, on the basis of the impacts of degradation of the road network on a recognised accessibility/remoteness index that can be applied to each and every location within the region. It thus extends the earlier work on accessibility-based vulnerability analysis which was limited to assessment of impacts on selected nodes in a network. The new method allows study of impacts on both specified locations (which do not have to be represented as network nodes) and the region as a whole. The accessibility/remoteness index is defined so that an accessibility surface can be calculated for the region, and the volume under this surface provides an overall measure of accessibility. Abstract: This paper reports on the use and effectiveness of two tools used for the ex-ante evaluation of a suite of crop-livestock farming-systems R&D (research and development) projects proposed for Australian grain-growing districts. The focus is on determining the value of two tools developed for this purpose—a bio-economic whole-farm analysis tool (BENEFIT) and an adoption and diffusion prediction tool (ADOPT). Designed to be used by researchers, project managers, extension agents and research, development and extension managers, ADOPT predicts speed and extent of adoption, while BENEFIT models physical and financial effects of the practice change on the farm. The tools were used as a prerequisite to the approval of R, D & E projects seeking funding from a new round of Australia’s Grain and Graze program. Each tool provides information that is useful for making decisions about investments in agricultural R, D & E that is not easily obtainable by other means. The benefits of the ex-ante evaluation processes were that those proposing and delivering the projects learnt more about the drivers of project impact. The results of the study show that, when used together, these tools can lead to better investment decisions and project-level delivery strategies, particularly where impact is highly dependent on participatory and local, context-specific delivery. Temporary migration has become a significant component of Australia's migration programme, most notably via the skilled temporary work visa (s457), student visas with work rights and Working Holiday Maker visas, but also the pilot of the Pacific Seasonal Workers’ Scheme. Temporary migration is an extremely diverse phenomenon and it clearly creates opportunities for individuals, households and states. However, it just as clearly creates additional vulnerabilities. It can be a way to get workers to do work where citizens are unwilling, and temporary migrants can be politically excluded both at home and abroad. The decoupling of citizenship and work, however, has uneven affects depending on the bargaining position of workers. This paper examines temporary migration in the Australian context, and the role of NGOs and unions engaged with these migrants. The argument made is that temporary migration transnationalises these organisations. Fires in urban areas can cause significant economic, physical and psychological damage. Despite this, there has been a comparative lack of research into the spatial and temporal analysis of fire incidence in urban contexts. In this paper, we redress this gap through an exploration of the association of fire incidence to weather, calendar events and socio-economic characteristics in South-East Queensland, Australia using innovative technique termed the quad plot. Analysing trends in five fire incident types, including malicious false alarms (hoax calls), residential buildings, secondary (outdoor), vehicle and suspicious fires, results suggest that risk associated with all is greatly increased during school holidays and during long weekends. For all fire types the lowest risk of incidence was found to occur between one and six a.m. It was also found that there was a higher fire incidence in socially disadvantaged neighbourhoods and there was some evidence to suggest that there may be a compounding impact of high temperatures in such areas. We suggest that these findings may be used to guide the operations of fire services through spatial and temporal targeting to better utilise finite resources, help mitigate risk and reduce casualties. Abstract: Since the 1970s, governments in many high-income countries have implemented a series of reforms in their health care systems to improve efficiency and effectiveness. Many of these reforms have been of a market-oriented character, involving the deregulation of key services, the creation of competitive markets, and the privatization of health and social care. Some scholars have argued that these “neoliberal” reforms have unseated the historical structural embeddedness of medicine, and in some cases even resulted in the proletarianisation of physicians. Other scholars have challenged this view, maintaining that medical hegemony continues to shape health care provision in most high-income countries. In this paper we examine how policy reforms may have altered medical dominance over maternity care in two comparatively similar countries – Canada and Australia. Our findings indicate that neoliberal reforms in these two countries have not substantially changed the historically hegemonic role medicine has played in maternity care provision. We discuss the implications of this outcome for the increased medicalisation of human reproduction. [Copyright &y& Elsevier]

Current approaches to rural community development in Australia provide for limited government intervention. Such intervention is usually housed within programmes that seek to build the internal capacity of communities to achieve long term socio-economic sustainability. A fundamental implementation strategy for capacity building has been developing local leadership. The underlying assumption of this approach is that good leadership will result in existing resources being mobilised for a more sustainable function and new resources attracted. What though is good leadership in terms of building the capacity of rural communities to develop sustainable socio-economic futures? This paper compares the conceptualisation of leadership within rural development policies and leadership training programmes with the nature of local leadership as it exists in on-ground community building projects. From an in-depth review of the role and nature of local leadership within six Australian rural communities it was found that local leadership could result in improved adaptive capacity if the leadership is similar in nature to Burn's (1978 ) transformational model of leadership. Within policy, local leadership was most often conceptualised as being similar to this transformational model. However, rural leadership training programmes tended to conceptualise leadership as a top-down process, similar to Burn's (1978 ) transactional model. While this study of leadership within rural communities revealed that transactional skills, as taught in leadership training programmes, were important for successful project management, such skills did not necessarily result in improved community adaptive capacity. It is suggested that, while transactional leadership can have an important role in influencing the development of rural communities, greater attention needs to be given to developing strategies to support transformational leadership. Background: Given escalating rates of chronic disease, broad-reach and cost-effective interventions to increase physical activity and improve dietary intake are needed. The cost-effectiveness of a Telephone Counselling intervention to improve physical activity and diet, targeting adults with established chronic diseases in a low socio-economic area of a major Australian city was examined. Methodology/Principal Findings: A cost-effectiveness modelling study using data collected between February 2005 and November 2007 from a cluster-randomised trial that compared Telephone Counselling with a ''Usual Care'' (brief intervention) alternative. Economic outcomes were assessed using a state-transition Markov model, which predicted the progress of participants through five health states relating to physical activity and dietary improvement, for ten years after recruitment. The costs and health benefits of Telephone Counselling, Usual Care and an existing practice (Real Control) group were compared. Telephone Counselling compared to Usual Care was not cost-effective ($78,489 per quality adjusted life year gained). However, the Usual Care group did not represent existing practice and is not a useful comparator for decision making. Comparing Telephone Counselling outcomes to existing practice (Real Control), the intervention was found to be cost-effective ($29,375 per quality adjusted life year gained). Usual Care (brief intervention) compared to existing practice (Real Control) was also cost-effective ($12,153 per quality adjusted life year gained). Conclusions/Significance: This modelling study shows that a decision to adopt a Telephone Counselling program over existing practice (Real Control) is likely to be cost-effective. Choosing the 'Usual Care' brief intervention over existing practice (Real Control) shows a lower cost per quality adjusted life year, but the lack of supporting evidence for efficacy or sustainability is an important consideration for decision makers. The economics of behavioural approaches to improving health must be made explicit if decision makers are to be convinced that allocating resources toward such programs is worthwhile. This paper examines the results of research into the learning experiences of a group of adult learners in a university preparation programme in a college of Technical and Further Education in Sydney, NSW, Australia. The research was conducted over a three year period by the author as a teacher-researcher and is grounded in the phenomenological work of Schutz, and Berger and Luckmann. Students identified the diverse segments of their complex life-worlds and the salient situated interactions within these segments which support or distract them from learning. What emerges is a representation of the life-world of the adult learner which enables adult educators and students to better understand the complex world of learning in adulthood. This paper contributes to the existing literature by explicitly focusing on the influence of student engagement and their perceptions of teachers' expectations for academic achievement on their educational expectations among low- and high-SES students. Using growth curve modelling, it capitalises on a unique large-scale dataset that links administrative records and longitudinal survey responses of 13,697 primary and secondary school students in Australian schools. The results show a significant and consistent gap between low-SES and high-SES students' trajectories of expectations for higher education, highlighting the crucial role of the timing of interventions, and point to factors such as positive peer relations, interest in learning, and teachers' expectations that may reduce this gap. Until recently the objectives of tropical river management were narrowly construed: the development imperative drove resource policy. During recent decades, community attitudes to river and water management have changed considerably and the national program of water reform, the National Water Initiative, is accelerating alterations to the way that water is used, managed and priced. A broader range of values and imperatives is now influencing water resource management policy. Not least is the concern over the ecological impacts and economic inefficiencies of the large-scale hydrological schemes that once excited the public's imagination. This paper reports on a recent study of social and economic values of tropical rivers conducted by the authors for an Australian statutory research and development corporation. The study shows that the values associated with tropical rivers have changed and diversified over time with growing societal awareness of the contribution made by unregulated, healthy river systems to human wellbeing and cultural identity. Concern over the reliability of conventional poverty studies has focused attention on the need to demonstrate that those identified as poor are actually experiencing hardship. This paper takes a step in this direction by examining poverty using a living standards approach derived from the literature on deprivation and social exclusion. Deprivation - defined as an enforced lack of socially perceived necessities - has emerged as a way of identifying who is missing out on what the community regards as the necessities (or essentials) of life. Social exclusion - which exists when individuals do not participate in key activities in society - has opened up new areas of inquiry relating to a lack of connectedness between individuals, the communities in which they live, and key economic and social processes. The findings indicate that many Australians face deprivation and exclusion in numerous aspects of their lives, and that those defined as poor in income terms are different from those who are deprived or excluded. The low overlap between the three indicators implies that they all have a role to play in documenting the extent of social disadvantage and helping to identify the factors that contribute to its various manifestations. The Gunditjmara people developed a socio-economic system based on the modification of wetland ecosystems associated with the Mt Eccles lava flow primarily for sustainable production and management of the highly nutritious shortfin eel (Anguilla australis). This paper examines the environmental history of these landscapes since their inception about 30 000 years ago, through palaeoecological analysis of sediment cores from associated lakes and swamps, in order to contribute to an understanding of the causes and timing of cultural transformation. Two records cover the whole of the 30 000 year history of the landscape while two others provide evidence of change within the Holocene. A great deal of variation within the landscape is revealed, both temporally and spatially, with opportunities for human exploitation through the whole recorded period. Although most features of the records can be explained by natural landscape development and climate change, some human modification can be suggested from around the Pleistocene-Holocene transition while more obvious indications of management relating to eel aquaculture are evident from about 4000 cal. yr BP that appear to include adaptations to the onset of a drier and more variable climate. Indigenous Australians are significantly disadvantaged in comparison with non-Indigenous Australians on all socioeconomic indicators. Education and training are seen as a means of reducing inequality, and high levels of Indigenous participation in vocational education and training (VET) indicate that this sector has a central role in this process. This paper draws from an interview study undertaken to investigate the VET experiences of Indigenous adults in Victoria, Australia. Retrospective interviews were conducted with a sample of 128 current and former students, and teachers and other stakeholders in order to identify the factors that promote engagement in the system and improve qualifications and employment pathways. A major finding of the study was the vital role played by Indigenous Support Units in enabling Indigenous students to successfully negotiate their pathways through the VET system. Australian sociologists have barely engaged with the resurgence of economic sociology in the USA and Europe. It might be argued that this lack of engagement arises from a robust local agenda, immune from metropolitan fashions This article argues that this is not the case. Rather, it arises from the enduring residualism of Australian sociology vis-a-vis economics In turn, this residualism is grounded in sociology's late beginnings in Australia, the dominant framework at the time of its institutionalization in the 1950s and 1960s, and the limited challenge presented by critical approaches from the 1970s. The article identifies four major lines of inquiry in the resurgence of economic sociology: network analysis, comparative political economy, field theory and performativity theory Notwithstanding their differences, these approaches direct attention to the social construction of markets. Current decision-making in natural resource use and management aims at delivering ecologically-sustainable development to achieve conservation and economic benefits. The process of guiding natural resource use requires the integration of social, economic and biophysical information on which to base management decisions. This paper discusses the integration of socio-economic information for natural resource management (NRM) planning and decision-making in the Australian context. A comprehensive resource of socio-economic data is the Census, which is undertaken every five years by the Australian Bureau of Statistics (ABS) for the whole of Australia. Unfortunately there are qualitative and quantitative issues stemming from the use of ABS census data maps for NRM decision-making, as they are at a different scale to and the boundaries do not coincide with biophysical information. These issues include the variable shape of collection districts, the use of enumerated data for population-based statistics, the large size of collection districts in low populated areas, and the averaging of socio-economic information over the collection districts. Regional economic and social development is an important public issue in most countries, yet among the least successful. In Australia, some 40 years of trial and error regional strategy appear to have had limited success in securing long-range economic and social development leading to more diversified economies, population growth and converging regional wellbeing. The paper explores the nature of Australia's regional development problem and its causes as a prelude to summarising governments' changing capacity to influence and control events. Given this background, it sketches an emerging governance system, particularly in the State of New South Wales, designed to ameliorate regional adversity. New national and international economic and social forces have reshaped national geographies in general and the characteristics of cities in particular, resulting in a range of diverse social and spatial outcomes. These outcomes, which include greater differentiation across, within and between cities has become a feature of the economic and social forces associated with post-Fordist social structures. Taking localities across Australia's metropolitan regions, this paper develops a typology of advantage and disadvantage using a model-based approach with clustering of data represented by a parameterised Gaussian mixture model and confidence intervals of the means providing a measure of differences between the clusters. The "wage-earners' welfare state" model has gained wide acceptance as a framework explaining the evolution of Australian and New Zealand social protection. Despite its important contribution to Australasian and comparative policy analysis, however, the model does not adequately highlight the importance of the labour market to social protection. This is because it treats the industrial relations system as largely static. This paper considers debates within both the industrial relations and social policy literatures and analyses the interplay between state welfare and protective labour mechanisms in Australia and New Zealand. Focusing on the period since the early 1980s, the principal argument is that updating and understanding the comparative evolution of the two regimes requires a dynamic and historically nuanced explanation of the nexus between social policy and industrial relations. Australia recently enacted welfare-to-work reforms for sole parents, the partially disabled and the long-term unemployed. At the same time, it enacted labour law reforms which dismantled labour law award protections in favour of 'individual bargaining'. This paper argues that the combined effect of these reforms not only brings about closer integration between social security and labour law, but also increases the 'disciplinary' controls over the lives of welfare clients, while also degrading the conditions of the most vulnerable welfare clients, whether they are in work (on reduced employment conditions) or on welfare (on less generous benefits). The roles of universities have evolved over the last twenty years. Universities were once regarded as focusing on two key roles - teaching and research - which were exogenous to, and independent from, specific economic and social development imperatives. Today, it is increasingly recognised that universities perform important roles as enablers, even leaders, of regional economic and social development and in regional innovation systems; which has been captured in the notion of a third role for universities. This paper explores the nature of the third role of universities in the Australian setting as it applies to human capital formation. The roles of universities in this regard is categorised as being either generative or developmental in nature, based on the triple helix model of university, industry, government relations and the emerging literature on university engagement. This categorisation is explored using three case studies of non core-metropolitan universities. This paper examines demographic and socioeconomic characteristics as predictors of emergency fund adequacy in Australian households. The results indicate that the presence of children, the number of dependents and income-earning units, the age and ethnicity of the household head, income dependency upon retirement plans and investments and government pensions and benefits, homeownership and disposable income are significant determinants of the capacity to raise emergency funds. They are also important predictors of the likely source of emergency funds. However, they are generally better at predicting mainstay sources of funds such as own savings and loans from deposit-taking institutions and credit card usage than loans from family or friends. The paper addresses several debates surrounding the reproduction of socio-economic inequality: (i) the persistent inequality thesis, which maintains that despite the increases in educational participation socio-economic inequalities in education have not declined; (ii) the related thesis of maximally maintained inequality, which proposes that socio-economic inequalities decline only when participation levels for the most privileged socio-economic group approach saturation levels; (iii) the meritocracy debate on the importance of ability vis-à-vis socio-economic background and changes in its influence over time; and (iv) the effect of policy changes on socio-economic inequalities in education. Australia's large regional cities and towns display wide variation in how they are adjusting to the socio-economic transitions occurring in Australia. That variation is exposed using a multi-variate model analysing performance on a range of socio-economic variables over the decade 1986 to 1996 for 122 cities and towns with populations of 10 000 and above at the 1996 census. Those places are classified into seven clusters of community performance reflecting opportunity/vulnerability, and their spatial patterns are mapped. The resulting framework is then used to show how the recent geography of the socio-economic performance of the large regional cities and towns has a distinctive selectivity and contributes to opportunity in some places and the vulnerable performance of others. The influence of that selectivity can be seen in the mismatched geographic patterns evident from an analysis of shares of national population and employment change, investment in non-residential construction, levels of welfare dependency, and the ratio between household income tax generation and transfer benefits received. The paper uses the insights drawn from that analysis to pose questions suggesting the need to rethink national policy perspectives for addressing change in non-metropolitan Australia.
