Temporary migration has become a significant component of Australia's migration programme, most notably via the skilled temporary work visa (s457), student visas with work rights and Working Holiday Maker visas, but also the pilot of the Pacific Seasonal Workers’ Scheme. Temporary migration is an extremely diverse phenomenon and it clearly creates opportunities for individuals, households and states. However, it just as clearly creates additional vulnerabilities. It can be a way to get workers to do work where citizens are unwilling, and temporary migrants can be politically excluded both at home and abroad. The decoupling of citizenship and work, however, has uneven affects depending on the bargaining position of workers. This paper examines temporary migration in the Australian context, and the role of NGOs and unions engaged with these migrants. The argument made is that temporary migration transnationalises these organisations. It also shows, however, the uneasy tension between national and transnational politics and solidarities, with implications for temporary migrants. [ABSTRACT FROM PUBLISHER]

Fires in urban areas can cause significant economic, physical and psychological damage. Despite this, there has been a comparative lack of research into the spatial and temporal analysis of fire incidence in urban contexts. In this paper, we redress this gap through an exploration of the association of fire incidence to weather, calendar events and socio-economic characteristics in South-East Queensland, Australia using innovative technique termed the quad plot. Analysing trends in five fire incident types, including malicious false alarms (hoax calls), residential buildings, secondary (outdoor), vehicle and suspicious fires, results suggest that risk associated with all is greatly increased during school holidays and during long weekends. For all fire types the lowest risk of incidence was found to occur between one and six a.m. It was also found that there was a higher fire incidence in socially disadvantaged neighbourhoods and there was some evidence to suggest that there may be a compounding impact of high temperatures in such areas. We suggest that these findings may be used to guide the operations of fire services through spatial and temporal targeting to better utilise finite resources, help mitigate risk and reduce casualties. Abstract: This paper offers ethnographic observations on the place of “agency” in the lives of Aboriginal children in Central Australia. The focus is on children''s play and adult–child interaction in the remote community of Ernabella, the oldest settlement in the Anangu Pitjantjatjara Yankunytjatjara (APY) Lands, northern South Australia. The circumstance of Aboriginal children in remote areas is introduced as a contrasting picture: on the one hand, the life of Aboriginal families is shaped by their marginalised socio-economic position and dependency on the state, which has become especially evident in the recently intensified efforts by the government to “mainstream” Aboriginal communities deemed in “social chaos” in order to regulate and thereby improve children''s lives; on the other there is the social fact that children enjoy a comparatively high level of autonomy within the Aboriginal domain. The much-observed “freedom” from parental discipline, however, does not simply mean that children assert their will without regard for certain social rules. Rather, it is suggested that it is precisely the relatively low level of direct instruction and reprimand by adults that fosters children''s ability to pattern their behaviour in relation to one another and to structure their social world and understandings according to the meanings that they co-create. Agency of this kind often occurs through imaginative play and spontaneously. This paper does not address policy issues directly. However, it is relevant as a background paper on Aboriginal children''s lives that contributes to the understanding and recognition of existing social capacities outside institutional settings. Research of potential socio-economic value is commonly conducted within cross-sector (government, university, business) centres. Success depends on partners whose objectives and strategies may converge or compete. Yet little empirical evidence exists on: (a) how individual researchers perceive the benefits of their participation, (b) how far the structures and functions of particular collaborative R&D centres coalesce around of researchers’ expectations and, (c) what problems arise for researchers who opt for a ‘second job’ in the centre. The paper presents a qualitative analysis of a survey of respondents from public sector organizations involved in Australian Cooperative Research Centres. A novel frame for analysing these data is the study of inter-organizational relationships (IOR). We use the perspective of the individual research scientists to illuminate the important management issues of trust, governance, and competition between functional domains, which emerge from IOR and which have been inadequately recognised in the context of collaborative R&D centres. The article presents the findings of a research conducted on advancing previous research works which have developed a means to predict adaptive reuse potential (ARP). Under the research, comparison of ARP between urban and non-urban settings drawn from case studies in both Hong Kong, China and Australia was done. The research reveals that the 12 urban cases in Hong Kong have a lower ARP score on average than the 12 non-urban cases in Australia, yet the maximum ARP score possible is higher. It concludes that adaptive reuse intervention in Hong Kong is too late and valuable opportunity for economic, social, and environmental gain is delayed.

Background: Given escalating rates of chronic disease, broad-reach and cost-effective interventions to increase physical activity and improve dietary intake are needed. The cost-effectiveness of a Telephone Counselling intervention to improve physical activity and diet, targeting adults with established chronic diseases in a low socio-economic area of a major Australian city was examined. Methodology/Principal Findings: A cost-effectiveness modelling study using data collected between February 2005 and November 2007 from a cluster-randomised trial that compared Telephone Counselling with a ''Usual Care'' (brief intervention) alternative. Economic outcomes were assessed using a state-transition Markov model, which predicted the progress of participants through five health states relating to physical activity and dietary improvement, for ten years after recruitment. The costs and health benefits of Telephone Counselling, Usual Care and an existing practice (Real Control) group were compared. Telephone Counselling compared to Usual Care was not cost-effective ($78,489 per quality adjusted life year gained). However, the Usual Care group did not represent existing practice and is not a useful comparator for decision making. Comparing Telephone Counselling outcomes to existing practice (Real Control), the intervention was found to be cost-effective ($29,375 per quality adjusted life year gained). Usual Care (brief intervention) compared to existing practice (Real Control) was also cost-effective ($12,153 per quality adjusted life year gained). Conclusions/Significance: This modelling study shows that a decision to adopt a Telephone Counselling program over existing practice (Real Control) is likely to be cost-effective. Choosing the 'Usual Care' brief intervention over existing practice (Real Control) shows a lower cost per quality adjusted life year, but the lack of supporting evidence for efficacy or sustainability is an important consideration for decision makers. The economics of behavioural approaches to improving health must be made explicit if decision makers are to be convinced that allocating resources toward such programs is worthwhile. Children's poverty has long been a central concern for policy makers and policy researchers. The body of extant research conducted and the range of programmatic interventions undertaken by successive governments in this and other countries is extraordinary. Nevertheless, children remain in poverty. Clearly there are many reasons for this, not least of which is the maintenance and intensification of market capitalism with its attendant blatant inequalities. Even so, the moral, political, social and economic imperatives for developing workable responses to children's poverty remain. This paper argues that we, in Australia, should adopt an approach increasingly taken in the UK. Drawing on, among other things, the new sociology of childhood, this approach begins not with the expertise of adult researchers and policy makers, but with that of children. In doing so, the case is made for why children's perceptions and experiences of poverty are key concerns for policy. The paper outlines in theoretical terms why children's voices matter. Invoking the new sociology of childhood and the sociology of identity, a conceptual framework for understanding why policy scholars and makers should carefully attend to the voices of their subjects is sketched - in this case, the subjects are children. This paper examines the results of research into the learning experiences of a group of adult learners in a university preparation programme in a college of Technical and Further Education in Sydney, NSW, Australia. The research was conducted over a three year period by the author as a teacher-researcher and is grounded in the phenomenological work of Schutz, and Berger and Luckmann. Students identified the diverse segments of their complex life-worlds and the salient situated interactions within these segments which support or distract them from learning. What emerges is a representation of the life-world of the adult learner which enables adult educators and students to better understand the complex world of learning in adulthood. Until recently the objectives of tropical river management were narrowly construed: the development imperative drove resource policy. During recent decades, community attitudes to river and water management have changed considerably and the national program of water reform, the National Water Initiative, is accelerating alterations to the way that water is used, managed and priced. A broader range of values and imperatives is now influencing water resource management policy. Not least is the concern over the ecological impacts and economic inefficiencies of the large-scale hydrological schemes that once excited the public's imagination. This paper reports on a recent study of social and economic values of tropical rivers conducted by the authors for an Australian statutory research and development corporation. The study shows that the values associated with tropical rivers have changed and diversified over time with growing societal awareness of the contribution made by unregulated, healthy river systems to human wellbeing and cultural identity. The Gunditjmara people developed a socio-economic system based on the modification of wetland ecosystems associated with the Mt Eccles lava flow primarily for sustainable production and management of the highly nutritious shortfin eel (Anguilla australis). This paper examines the environmental history of these landscapes since their inception about 30 000 years ago, through palaeoecological analysis of sediment cores from associated lakes and swamps, in order to contribute to an understanding of the causes and timing of cultural transformation. Two records cover the whole of the 30 000 year history of the landscape while two others provide evidence of change within the Holocene. A great deal of variation within the landscape is revealed, both temporally and spatially, with opportunities for human exploitation through the whole recorded period. Although most features of the records can be explained by natural landscape development and climate change, some human modification can be suggested from around the Pleistocene-Holocene transition while more obvious indications of management relating to eel aquaculture are evident from about 4000 cal. yr BP that appear to include adaptations to the onset of a drier and more variable climate. Indigenous Australians are significantly disadvantaged in comparison with non-Indigenous Australians on all socioeconomic indicators. Education and training are seen as a means of reducing inequality, and high levels of Indigenous participation in vocational education and training (VET) indicate that this sector has a central role in this process. This paper draws from an interview study undertaken to investigate the VET experiences of Indigenous adults in Victoria, Australia. Retrospective interviews were conducted with a sample of 128 current and former students, and teachers and other stakeholders in order to identify the factors that promote engagement in the system and improve qualifications and employment pathways. A major finding of the study was the vital role played by Indigenous Support Units in enabling Indigenous students to successfully negotiate their pathways through the VET system. Regional economic and social development is an important public issue in most countries, yet among the least successful. In Australia, some 40 years of trial and error regional strategy appear to have had limited success in securing long-range economic and social development leading to more diversified economies, population growth and converging regional wellbeing. The paper explores the nature of Australia's regional development problem and its causes as a prelude to summarising governments' changing capacity to influence and control events. Given this background, it sketches an emerging governance system, particularly in the State of New South Wales, designed to ameliorate regional adversity. Australian sociologists have barely engaged with the resurgence of economic sociology in the USA and Europe. It might be argued that this lack of engagement arises from a robust local agenda, immune from metropolitan fashions This article argues that this is not the case. Rather, it arises from the enduring residualism of Australian sociology vis-a-vis economics In turn, this residualism is grounded in sociology's late beginnings in Australia, the dominant framework at the time of its institutionalization in the 1950s and 1960s, and the limited challenge presented by critical approaches from the 1970s. The article identifies four major lines of inquiry in the resurgence of economic sociology: network analysis, comparative political economy, field theory and performativity theory Notwithstanding their differences, these approaches direct attention to the social construction of markets. In turn, they challenge both mainstream economics and sociology. The papers in this Special Edition of the Journal of Sociology build upon these lines of inquiry in the Australian context. Abstract: A new approach to well-being measurement is presented in this paper based on multidimensional hierarchical human needs and motivation. This paper empirically applies this new measure of well-being to Australia for the period 1985–2000. This hierarchical approach is underpinned by a rigorous psychological theory of human motivation. Hierarchical human needs are classified into five categories. Eight indicators have been chosen to reflect these categories. A composite indicator of these eight indicators is calculated. This paper concludes that it is necessary to consider multidimensional human needs and motivation when analysing and seeking to improve well-being through economic and social development activities. The roles of universities have evolved over the last twenty years. Universities were once regarded as focusing on two key roles - teaching and research - which were exogenous to, and independent from, specific economic and social development imperatives. Today, it is increasingly recognised that universities perform important roles as enablers, even leaders, of regional economic and social development and in regional innovation systems; which has been captured in the notion of a third role for universities. This paper explores the nature of the third role of universities in the Australian setting as it applies to human capital formation. The roles of universities in this regard is categorised as being either generative or developmental in nature, based on the triple helix model of university, industry, government relations and the emerging literature on university engagement. This categorisation is explored using three case studies of non core-metropolitan universities. The paper addresses several debates surrounding the reproduction of socio-economic inequality: (i) the persistent inequality thesis, which maintains that despite the increases in educational participation socio-economic inequalities in education have not declined; (ii) the related thesis of maximally maintained inequality, which proposes that socio-economic inequalities decline only when participation levels for the most privileged socio-economic group approach saturation levels; (iii) the meritocracy debate on the importance of ability vis-à-vis socio-economic background and changes in its influence over time; and (iv) the effect of policy changes on socio-economic inequalities in education. The expansion of gambling industries worldwide is intertwined with the growing government dependence on gambling revenue for fiscal assignments. In Australia, electronic gaming machines (EGMs) have dominated recent gambling industry growth. As EGMs have proliferated, growing recognition has emerged that EGM distribution closely reflects levels of socioeconomic disadvantage. More machines are located in less advantaged regions. This paper analyses time-series socioeconomic distributions of EGMs in Melbourne, Australia, an immature EGM market, and then compares the findings with the mature market in Sydney. Similar findings in both cities suggest that market assignment of EGMs transcends differences in historical and legislative environments. This indicates that similar underlying structures are evident in both markets. Modelling the spatial structures of gambling markets provides an opportunity to identify regions most at risk of gambling related problems. Subsequently, policies can be formulated which ensure fiscal revenue from gambling can be better targeted towards regions likely to be most afflicted by excessive gambling-related problems. Evidence from around the world shows low university participation among young people from low socioeconomic status backgrounds. A common concern is that disadvantaged young people may be unable to afford higher education costs. Using data on government benefits intended to support students from low income households in high school, we identify students at risk of being unable to pay higher education costs. Large differences in university participation rates are observed which are no longer evident after controlling for high school achievement. In the last decade, multiple studies focusing on national-scale assessments of the ocean wave energy resource in Australia identified the Southern Margin to be one of the most energetic areas worldwide suitable for the extraction of wave energy for electricity production. While several companies have deployed single unit devices, the next phase of development will most likely be the deployment of parks with dozens of units, introducing the risk of conflicts within the marine space. This paper presents a geo-spatial multi-criteria evaluation approach to identify optimal locations to deploy a wave energy farm while minimizing potential conflicts with other coastal and offshore users. The methodology presented is based around five major criteria: ocean wave climatology, nature of the seabed, distance to key infrastructure, environmental factors and potential conflict with other users such as shipping and fisheries. A case study is presented for an area off the south-east Australian coast using a total of 18 physical, environmental and socio-economic parameters. The spatial restrictions associated with environmental factors, wave climate, as well as conflict of use, resulted in an overall exclusion of 20% of the study area. Highly suitable areas identified ranged between 11 and 34% of the study area based on scenarios with varying criteria weighting. By spatially comparing different scenarios we identified persistence of a highly suitable area of 700 km 2 off the coast of Portland across all model domains investigated. We demonstrate the value of incorporation spatial information at the scale relevant to resource exploitation when examining multiple criteria for optimal site selection of Wave Energy Converters over broad geographic regions. The paper examines changes in the influence of family background, including socioeconomic and social background variables on educational attainment in Australia for cohorts born between 1890 and 1982. We test hypotheses from modernization theory on sibling data using random effects models and find: (i) substantial declines in the influence of family background on educational attainment (indicated by the sibling intraclass correlations); (ii) declines in the effects of both economic and cultural socioeconomic background variables; (iii) changes in the effects of some social background variables (e.g., family size); (iv) and declines in the extent that socioeconomic and social background factors account for variation in educational attainment. Unmeasured family background factors are more important, and proportionally increasingly so, for educational attainment than the measured socioeconomic and social background factors analyzed. Fixed effects models showed steeper declines in the effects of socioeconomic background variables than in standard analyses suggesting that unmeasured family factors associated with socioeconomic background obscure the full extent of the decline. STEM education faces an interesting conundrum. Western countries have implemented constructivist inspired student centred practices which are argued to be more engaging and relevant to student learning than the traditional, didactic approaches. However, student interest in pursuing careers in STEM have fallen or stagnated. In contrast, students in many developing countries in which teaching is still somewhat didactic and teacher centred are more disposed to STEM related careers than their western counterparts. Clearly factors are at work which impact the way students value science and mathematics. This review draws on three components that act as determinants of science education in three different countries – Australia, India and Malaysia. We explore how national priorities and educational philosophy impacts educational practices as well as teacher beliefs and the need for suitable professional development. Socio-economic conditions for science education that are fundamental for developing countries in adopting constructivist educational models are analysed. It is identified that in order to reduce structural dissimilarities among countries that cause fragmentation of scientific knowledge, for Malaysia constructivist science education through English medium without losing the spirit of Malaysian culture and Malay language is essential while India need to adopt constructivist quality indicators in education. While adopting international English education, and reducing dominance of impact evaluation, India and Malaysia need to prevent losing their cultural and social capital vigour. Furthermore the paper argues that Australia might need to question the efficacy of current models that fail to engage students’ long term interest in STEM related careers. Australian and Malaysian science teachers must be capable of changing the personal biographies of learners for developing scientific conceptual information. In addition both Malaysia and Australia need to provide opportunities for access to different curricular programmes of knowledge based constructivist learning for different levels of learner competencies. The role of parental expectations in determining children's higher education participation is important in understanding both participation and potential policy responses. Using a nationally representative longitudinal survey of Australian households, providing repeat observations on expectations for individual children, this study extends the literature in several respects. First, it examines the adaptation of parental expectations over a 4‐year time frame. Second, it looks at how parental expectations for school children are associated with actual higher education outcomes in the future. Third, the longitudinal aspect of the dataset permits more robust analyses of factors that shape parental expectations. The findings indicate that parental expectations of their children's attendance at university are generally stable across time. Perceptions of children's academic achievement at school are shown to be the key influence in shaping parents' expectations, and behavioural issues at school adversely affect expectations. Australian parents from non‐English‐speaking backgrounds were more likely to form positive expectations of university participation by their children, consistent with studies from other countries. A more nuanced picture of the formation of expectations for sole‐parent mothers is also presented. Positive effects of parental education and children's enrolment in a private school on parents' expectations, over and above any effect on school achievement, highlight these socioeconomic factors as potential causal channels for the intergenerational transmission of socioeconomic outcomes. Introduction. This study aims to contribute to a better understanding of the learning that reading by listening requires from readers with print disabilities. Method. Sixteen semi-structured interviews were conducted with university students with blindness or vision impairment in Australia. Analysis. A theoretical reading of the interview material was conducted, with a basis in sociocultural learning theory. Results. The responsibility for learning to use audio-based reading tools was often left to the participants themselves. The process of appropriating audio-based reading tools included two important aspects: digital literacy and learning to manage the sequentiality of audio text. This process was related to trajectories of participation in academic communities of practice, English-speaking communities of practice, and blindness and visual impairments communities of practice. It also included learning to participate in practices where vision and reading by seeing is the norm. Conclusion. Three conclusions are drawn: 1) reading by listening is not a passive and effortless activity, it requires specific expertise, 2) socio-economic and socio-political circumstances influence how reading by listening is practiced and the learning that this form of reading requires, and 3) reading by listening requires learning how to navigate and manage the effects of institutions and systems that are disabling. This paper reports how one Australian university and the Queensland Department of Education and Training (DET) are working together to increase the number of school students from low socio-economic backgrounds enrolling in undergraduate university degrees. This innovative program involves university lecturers and school teachers working together in the delivery and assessment of four Bachelor of Education units (or subjects) to a cohort of Year eleven and twelve students at a secondary school. Focus group interviews collected data from 26 students, 7 parents, 4 school and 3 university staff to assess the effectiveness of the program. All stakeholders viewed the program as a highly valuable opportunity to experience university learning with 31 high school graduating students being made offers to enter full-time university in the 2010 and 2011. This positive result has particular significance in the current drive in Australia and elsewhere to increase the participation in higher education of young people from under-represented groups. In this article, I present the key findings from a project entitled “The Social Context of Indigenous Poverty”. The research involved a series of interviews with Aboriginal people in urban SE Australia on issues of poverty, social capital and social exclusion. In the article I draw together Aboriginal perspectives on the meaning of poverty to reflect on the relevance of social capital concepts for understanding Aboriginal economic disadvantage and hence, the merits of policy framed in these terms. Abstract: Understanding the links between resource dependence and socio-economic wellbeing has long been a subject of interest amongst social scientists in North America. By contrast, relatively few Australian studies exist on this topic. This is despite the significant role of resource industries in shaping Australia''s economic and social geography. Where research has been undertaken it tends to focus on the experience of a single town or region. This paper presents a cross-sectional analysis of socio-economic performance across 33 small mining towns in Western Australia. We design and test a number of empirical models that are hypothesised to account for the variability in socio-economic performance across different resource industry contexts. The results of the analysis suggest that socio-economic wellbeing in these towns is highly variable, and contingent on a range of factors including the nature of the particular commodity, company structure, and location. Abstract: This paper considers the development of a method for network vulnerability analysis which considers the socio-economic impacts of network degradation and seeks to determine the most critical locations in the network. The method compares the levels of remoteness (or its inverse, accessibility) of localities within the study region, on the basis of the impacts of degradation of the road network on a recognised accessibility/remoteness index that can be applied to each and every location within the region. It thus extends the earlier work on accessibility-based vulnerability analysis which was limited to assessment of impacts on selected nodes in a network. The new method allows study of impacts on both specified locations (which do not have to be represented as network nodes) and the region as a whole. The accessibility/remoteness index is defined so that an accessibility surface can be calculated for the region, and the volume under this surface provides an overall measure of accessibility. Abstract: This paper reports on the use and effectiveness of two tools used for the ex-ante evaluation of a suite of crop-livestock farming-systems R&D (research and development) projects proposed for Australian grain-growing districts. The focus is on determining the value of two tools developed for this purpose—a bio-economic whole-farm analysis tool (BENEFIT) and an adoption and diffusion prediction tool (ADOPT). Designed to be used by researchers, project managers, extension agents and research, development and extension managers, ADOPT predicts speed and extent of adoption, while BENEFIT models physical and financial effects of the practice change on the farm. The tools were used as a prerequisite to the approval of R, D & E projects seeking funding from a new round of Australia’s Grain and Graze program. Each tool provides information that is useful for making decisions about investments in agricultural R, D & E that is not easily obtainable by other means. The benefits of the ex-ante evaluation processes were that those proposing and delivering the projects learnt more about the drivers of project impact. The results of the study show that, when used together, these tools can lead to better investment decisions and project-level delivery strategies, particularly where impact is highly dependent on participatory and local, context-specific delivery. In this paper we theorize an " enabling place pedagogy" drawn from the findings of two studies of exceptional place-based teaching and learning initiatives in primary schools in low socio-economic communities in rural and regional Australia. In each case the place-based teaching and learning involved the whole school community and was extended to the communities outside of the school. Children across all grade levels participated in the programs, which were enacted in varying degrees across the curriculum. We propose the notion of "organized chaos" as a way to understand the extraordinary nature of the pedagogical encounters offered by the two leading teachers. Through a pedagogy of organized chaos, infinite connections are made possible, opening the way for alternative learner subjectivities, especially for children who are different and those who do not achieve well in conventional classroom teaching. We argue that through a pedagogy of organized chaos in diverse outdoor learning environments, deep ecological learning takes place that enables different ways of being in and knowing the world. Abstract: Since the 1970s, governments in many high-income countries have implemented a series of reforms in their health care systems to improve efficiency and effectiveness. Many of these reforms have been of a market-oriented character, involving the deregulation of key services, the creation of competitive markets, and the privatization of health and social care. Some scholars have argued that these “neoliberal” reforms have unseated the historical structural embeddedness of medicine, and in some cases even resulted in the proletarianisation of physicians. Other scholars have challenged this view, maintaining that medical hegemony continues to shape health care provision in most high-income countries. In this paper we examine how policy reforms may have altered medical dominance over maternity care in two comparatively similar countries – Canada and Australia. Our findings indicate that neoliberal reforms in these two countries have not substantially changed the historically hegemonic role medicine has played in maternity care provision. We discuss the implications of this outcome for the increased medicalisation of human reproduction. [Copyright &y& Elsevier]

This article references a study by Daniel S. Hamermesh and Jungin Lee in the Working Paper Series of the National Bureau of Economic Research. The authors proposed an economic function depicting households maximizing their utility in the face of some time constraint. Results showed that the binds of the time constraint, that is, time stress, increases along with increases in income. They tested their hypothesis by looking at measures of time stress from surveys of working couples in Australia, Canada, Germany, Korea, and the U.S. Reports of time stress were more common in high-income, two-income families. Part of increased time stress might be the stress that comes with high-paying occupations. But not all of the increase can be attributed to these factors. The authors observed that busy lifestyles of the economically comfortable should be seen as more of a blessing, evidence of the myriad of options and opportunities that are available to those who can afford them. They close with the observation that while answering crunch or kvetch? is a matter of values, it may be more ethical to direct public sympathy to those who suffer from the goods constraint than those for whom the time constraint is the problem--that is the economist's way of saying the poor instead of the financially well-off.

The publication in 2008 of the English translation of Emilio Gabbrielli's novel Polenta e Goanna based on Italian migrants in the West Australian goldfields brings into focus the themes of the bush, the outback and migration that since the mid 1850s (Raffaello Carboni, Rudesindo Salvado) have emerged as a constant thread in texts produced by Italian Australian writers. Italian settlement in rural and outback areas of Australia during the late 1800s and early 1900s has remained a largely unsung saga while most Italians migrating to Australia after 1947 ultimately settled in urban areas. Among the few who have written creatively about their experiences even fewer have engaged in themes related to the bush and the outback. Only four narrative writers - Giovanni Andreoni, Giuseppe Abiuso, Ennio Monese and Franko Leoni - have written about non-urban Australia in substantially social realist terms. More recently, this trend had taken a post-modern perspective in a few Italian Australian (Emilio Gabbrielli, Antonio Casella) and Italian writers (Stanislao Nievo, Dario Donati, Paolo Catalano) who depict the Australian outback as providing a solution to the protagonists' life quest and promote a discourse on nature as a dynamic, positive and vital element that contrasts with man's static negativism. This paper proposes to explore this latest trend and the resulting temporal and spatial dislocations that arise from the mapping of two overlapping cultural and geographical contexts. The paper examines the cultural identity of a group of tertiary students of Italian ancestry in Australia through an analysis of their past personal narratives. It is argued that such narratives are privileged sites for the investigation of cultural identity defined as a form of conscious, reflexive and evaluative self-understanding pertaining to that facet of the self which knowingly commits itself to the shared values and practices of a particular cultural group (Gone, Miller & Rappaport 1999). In their personal narratives, the participants comment on their past and present experiences with respect to their Italian culture maintenance efforts and their attitudes toward Italian cultural values. The study follows in the humanistic sociological tradition, which seeks to understand the relationship between structure and agency through an analysis of both the activation of cultural values and their evaluation by active and reflective social agents. Four cultural identity orientations are proposed resulting from the analysis of the narratives: Secure Bicultural, Ideational Monocultural, Insecure Bicultural and Secure (Assimilated) Monocultural. The cultural evaluations expressed through the narratives point to the unstable and dynamic nature of identity construction and negotiation, which varies over time and place. It is evident that certain themes such as family values, cultural practices, social categorisation, stereotyping of physical characteristics and intergroup rivalry cut across the narratives of all four identity orientations. The differences in self-identification between the sub-groups appear to be the result of the process of subjective interpretation through which individual participants rationalise their life choices. Past personal narratives, more than other forms of data gathering, provide a rich insight into the reflexive and evaluative self-understanding of cultural identity. [ABSTRACT FROM AUTHOR]

Since Georgescu-Roegen's ("The entropy law and the economic process", 1971) pioneering work on entropy in economics, not many scholars have preoccupied themselves with this concept and its consequences. Recently some revival is taking place to link entropy and the business world (see for example "The entropy vector, connecting science and business" by Handscombe and Patterson, 2004). Briefly entropy is the degree of disorder at some time for any system. For a closed system the natural tendency would be for entropy to keep increasing till final destruction. In the business world, entropy is also present and unless some actions are taken, any business will become more and more ineffective and eventually die. Sanidas ("The open system of four dynamic bio-socio-economic processes of the firm: the diamond of the black box", 2006) has introduced four processes ("processes of the black box, or PROBB) that are negentropic, in other words they can prevent entropy from increasing during all operations of a firm. Based on Sanidas's work a questionnaire has been constructed and a survey was conducted with 120 firms in the marine industry in Australia. In this paper part of the results of this survey is presented with the aim to measure entropy in business. Thus, variables that denote waste directly or indirectly are some of the variables to correlate with all variables in the PROBB and inspect which such correlations are the strongest. The examination of these correlations together with some other analyses is providing us with some encouraging results as to the measurement of entropy. In turn such measurement will enable us to establish which areas are primary sources of inefficiencies. Obviously, the detection of these inefficiencies is necessary for firms to become more competitive and robust in their commercial and production activities. [ABSTRACT FROM AUTHOR]

This paper contributes to the existing literature by explicitly focusing on the influence of student engagement and their perceptions of teachers' expectations for academic achievement on their educational expectations among low- and high-SES students. Using growth curve modelling, it capitalises on a unique large-scale dataset that links administrative records and longitudinal survey responses of 13,697 primary and secondary school students in Australian schools. The results show a significant and consistent gap between low-SES and high-SES students' trajectories of expectations for higher education, highlighting the crucial role of the timing of interventions, and point to factors such as positive peer relations, interest in learning, and teachers' expectations that may reduce this gap. Concern over the reliability of conventional poverty studies has focused attention on the need to demonstrate that those identified as poor are actually experiencing hardship. This paper takes a step in this direction by examining poverty using a living standards approach derived from the literature on deprivation and social exclusion. Deprivation - defined as an enforced lack of socially perceived necessities - has emerged as a way of identifying who is missing out on what the community regards as the necessities (or essentials) of life. Social exclusion - which exists when individuals do not participate in key activities in society - has opened up new areas of inquiry relating to a lack of connectedness between individuals, the communities in which they live, and key economic and social processes. The findings indicate that many Australians face deprivation and exclusion in numerous aspects of their lives, and that those defined as poor in income terms are different from those who are deprived or excluded. The low overlap between the three indicators implies that they all have a role to play in documenting the extent of social disadvantage and helping to identify the factors that contribute to its various manifestations. The "wage-earners' welfare state" model has gained wide acceptance as a framework explaining the evolution of Australian and New Zealand social protection. Despite its important contribution to Australasian and comparative policy analysis, however, the model does not adequately highlight the importance of the labour market to social protection. This is because it treats the industrial relations system as largely static. This paper considers debates within both the industrial relations and social policy literatures and analyses the interplay between state welfare and protective labour mechanisms in Australia and New Zealand. Focusing on the period since the early 1980s, the principal argument is that updating and understanding the comparative evolution of the two regimes requires a dynamic and historically nuanced explanation of the nexus between social policy and industrial relations. Australia recently enacted welfare-to-work reforms for sole parents, the partially disabled and the long-term unemployed. At the same time, it enacted labour law reforms which dismantled labour law award protections in favour of 'individual bargaining'. This paper argues that the combined effect of these reforms not only brings about closer integration between social security and labour law, but also increases the 'disciplinary' controls over the lives of welfare clients, while also degrading the conditions of the most vulnerable welfare clients, whether they are in work (on reduced employment conditions) or on welfare (on less generous benefits). Current debate in Indigenous affairs in Australia often involves the assertion that the last 30 years has been a period of policy failure. This article examines trends across a number of socioeconomic outcomes for Indigenous Australians from the 1967 referendum to the present, using census data. Overall, there has been steady, although not spectacular improvement in outcomes over time. These improvements are especially marked for education, which was coming from an exceptionally low base. This article assesses the state of commercial development and resource management on Indigenous land in remote Australia. Indigenous landowners control significant assets--over one million square kilometres of land--often with substantial resource rights and income earning potential. The inactivity and missed opportunities on the Indigenous estate are of such magnitude as to represent a major risk both for Indigenous landowning communities, in terms of their future economic and social well-being, and for national and international interests in terms of ecological vulnerability. The article explores the role of government as risk manager in such circumstances and outlines the principles that might underpin any intervention program targeted to the commercial development of Indigenous land. Using the analytical framework for profit-related loans and elements of an existing venture capital support programme, the Innovation Investment Fund Program, we outline the hypothetical skeleton of a new investment scheme to assist development and natural resource management on the Indigenous estate. Our proposal can be conceptualised as a profit-related loan scheme or as a form of capped public investment. It seeks to address key elements of the market failure that exists in relation to financing development on remote Indigenous land, provides incentives for greater private sector investment, and ensures that commercial and social risks are shared equitably between government, private sector investors and Indigenous-owned corporations to avoid problems of adverse selection and moral hazard. In the majority of Australian schools the responsibility for gifted education has been designated to the appointed Gifted and Talented Coordinator. Despite this responsibility few studies have concentrated on these Coordinators. The main aim of this qualitative case study was to investigate the role and experiences of Gifted and Talented Co-ordinators, specifically those in Priority Funding Schools Program (PFSP) schools in a socio-economically disadvantaged area of Western Sydney, New South Wales (NSW). This paper reports on a single aspect of an in-depth qualitative case study investigating the role and experiences of Gifted and Talented Coordinators in these Australian schools. The findings indicate the impact of teacher expectations on students disadvantaged by residence in lower socio- economic areas contributes to a 'deficit view' of student abilities by educators. This paper examines demographic and socioeconomic characteristics as predictors of emergency fund adequacy in Australian households. The results indicate that the presence of children, the number of dependents and income-earning units, the age and ethnicity of the household head, income dependency upon retirement plans and investments and government pensions and benefits, homeownership and disposable income are significant determinants of the capacity to raise emergency funds. They are also important predictors of the likely source of emergency funds. However, they are generally better at predicting mainstay sources of funds such as own savings and loans from deposit-taking institutions and credit card usage than loans from family or friends. The competitiveness of the agribusiness sector is critical to the social and economic sustainability of regional Australia, where agribusiness is directly responsible for one in five jobs (DNRE, 2002). Although it is recognised that environmental issues must be considered in order to 'sustain' the natural resources used to produce food, this paper focuses on the social and economic issues relating to sustainability (Cocklin et al., 2001). Social sustainability has only recently been upheld as an aim of agricultural and regional policy in Australia, however it has typically been considered less important than economic and ecological sustainability (Cocklin et al., 2001). In rural Australia, social sustainability is typically reflected in the maintenance of social networks among residents of a rural area, the viability of the rural towns and the associated provision of infrastructure, facilities and services. The State Government of Victoria is actively encouraging the development and maintenance of sustainable networks of agribusiness-related entities in regional and rural Victoria. Unemployment policy is currently informed by notions of labour force flexibility, workfare and mutual obligation. Things have not always been this way. Over this century there have been profound shifts in the way in which unemployment and government responsibilities have been conceptualized. Using the notion of 'welfare rationalities' to guide the discussion, this paper records the nature of these changes. Particular attention is paid to the ways in which economic objectives intersect with the social and moral-behavioural components of unemployment programmes. This article reports some of the results from a recent study which, among other things, developed and costed low cost budgets for a range of Australian households. A budget standard rep- resents what is needed, in terms of goods, services and activities, to achieve a particular standard of living and what that costs in a particular place and time. A low cost budget standard is one designed to meet basic needs at a frugal level while still allowing social and economic participation consistent with community expectations. The low cost budget standard estimates for households living in Sydney in February 1997 are somewhat higher than the Henderson poverty line, partly a reflection of the high cost of housing in Sydney, but also a consequence of the low cost standard itself being above a poverty standard. In spite of this, the budget standard relativities for different households provide an estimate of the relative needs of Australian households in the 1990s which could replace the current much-criticised equivalence scale. This study examines the factors that shape secondary schools' offerings of academic curricula. While academic curricula provide many benefits to individuals and the larger society, inequalities in opportunities to study these subjects may exist between schools, even in comprehensive secondary education systems. We examine the Australian case as a vehicle for developing a theoretical framework about the causes of stratified and unequal access to academic curricula in comprehensive secondary education systems. We interviewed 17 school leaders from a range of secondary schools about their curricular offerings. All school leaders reported that curricular offerings are based on student choice and that subjects with sufficient demand are financially sustainable. But regardless of student choices, some schools offered academic curricula to maintain their reputation and competitive advantage in the education marketplace. School leaders of low socioeconomic public schools reported the most resource constraints in offering academic curricula, and all school leaders acknowledged systemic constraints related to the large number of curricula that could be offered. The findings highlight how marketisation dynamics combine with curriculum policies to shape schools' curricular offerings in ways that provide unequal access for different types of students.
