2. A Bibliometric Analysis of Publications on Special Education between 2011 and 2020

- Abstract
The present study aims to identify the most productive countries, journals, authors, institutions and the most used keywords in the field of special education during 2011-2020, based on the WoS database. The widespread effects of the papers and how they are related were analyzed with the bibliometric analysis method. The findings of the study showed that the USA is inarguably the most productive country, followed by England and Australia. On the other hand, there was a very strong positive correlation (r = 0.929) between the number of papers published by countries and their h-index, a similar finding was also found to be present between the countries' h-index and GDP per capita (r = 0.790). Moreover, it was found that the journals with the highest quartile (Q1 and Q2) in the field of special education published significantly more papers than the journals with the lowest quartile (Q3 and Q4). Matson, JL (USA), Sigafoos, J (New Zealand) and Lancioni, GE (Italy) were determined as the most prolific authors, respectively. Autism, intellectual disability, and Down syndrome were the phrases most frequently used as keywords. Our findings provide key information regarding the developments that the research direction of special education field has recently taken. This study also serves a potential roadmap for future studies.

- Abstract
The main objective of this Working Paper is to show a set of indicators on the knowledge-based economy for China, mainly compiled from databases within EAS, although data from databases maintained by other parts of the OECD are included as well. These indicators are put in context by comparison with data for the United States, Japan and the EU (or the G7 countries in case no EU totals are available) and data for some of the Asian neighbours of China (Korea, Singapore, Chinese Taipei and Hong Kong) where data for these countries were readily available. This document draws heavily on the Science, Technology and Industry Scoreboard, copying many of the indicators presented there and borrowing a substantial amount of contextual and methodological explanations. After listing the main outcomes of this study, the paper starts with a section on the economic structure of China and the other economies, followed by a set of trade indicators, showing the opening up of China's economy and the growing importance of trade in high-technology products. Two indicators of foreign investment in China are examined: foreign affiliates and foreign direct investment. Recognizing the importance of human resources to a knowledge-based economy, a range of human resources indicators is presented. Final sections present indicators on R&D (as one of the inputs to the innovation process), and patents (as one of the outputs). A statistical annex brings together a selection of tables of the main indicators shown in the document. OECD database information is also annexed. (A bibliography is included. 6. Augmented Reality in Education: An Overview of Research Trends

- Abstract
Augmented reality (AR), a cutting-edge technology, has the potential to change the way students learn by superimposing virtual items and information onto the real environment. Through more immersive and interesting interactions with digital content, AR might help students better understand difficult concepts and boost their drive to learn. As a result of its contribution to student learning, AR has become increasingly appealing to educational researchers. This study aimed to descriptively explore the characteristics of AR studies in education and to qualitatively analyze the most influential ones indexed in the Web of Science (WoS) between 2000 and 2022. A scoping review was conducted to determine the sample of the AR studies in education based on the inclusion criteria. Accordingly, descriptive analyses were conducted to identify the characteristics of the AR studies in education between 2000 and 2022 in terms of publication year, country, affiliations, journals, funding agencies, and citation trends. Then, the research methodologies and implications were found among the most influential AR studies in education between 2000 and 2022 by synthesizing qualitatively. The overall results indicated that AR studies in education have been conducted since 2008, with an increasing number of studies over time. Based on the implications of the most influential studies identified in terms of citation numbers, it was detected that AR has the potential to enhance education and training by providing interactive and engaging environments, linking real-world contexts with digital resources, and promoting efficiency and effectiveness in learning. 7. Microteaching Networks in Higher Education

- Abstract
Purpose: Microteaching is a teacher training method based on microclasses (groups of four or five students) and microlessons lasting no more than 5-20 min. Since it was first explored in the late 20th century in experiments at Stanford University, microteaching has evolved at the interdisciplinary level. The purpose of this paper is to examine the networks found via an analytical bibliometric study of the scientific output related with microteaching in teacher training, through a study and examination of the Web of Science database. Design/methodology/approach: This research was conducted with the VOSviewer tool for content analysis through data mining and scientific network structure mapping by means of the normalisation technique. This technique is based on the association strength indicator, which is interpreted as a measurement of the similarity of the units of analysis. Findings: Two hundred and nine articles were thus obtained from the Web of Science database. The networks generated and the connections among the various items, co-authorship and co-citation are presented in the results, which clearly indicates that there are significant authors and institutions in the field of microteaching. The largest cluster is made up of institutions such as Australian Catholic University. The most often-cited document is by Rich and Hannafin. Allen (1968), who defines microteaching as a technique based on microclasses and microlessons, is the author most often cited and has the largest number of connections. Research limitations/implications: This research's limitations concern either aspects that lie beyond the study's possibilities or goals that have proved unattainable. The second perspective, which focuses on skill transfer, contains a lower percentage of documents and therefore has a weaker central documentary structure. Lastly, the authors have also had to bear in mind the fact that the scientific output hinges upon a highly specific realm, the appearance and/or liberalisation of digital technologies and access to those technologies in the late 20th century. Originality/value: This research shows that microteaching is a promising area of research that opens up vast possibilities in higher education teacher training for application in the realm of technologies. This paper could lead to several lines of future research, such as access to and the universal design of learning from the standpoint of different communication and pedagogical models based on microteaching.

The review article presents an analysis of the literature on environmental literacy in sustainable development. By utilizing techniques to examine multiple documents published between 2013 and 2023, including citation analysis, co-authorship analysis, subject area analysis, and keyword analysis, this study aims to provide valuable information and insights into the research landscape surrounding environmental literacy and its contribution to promoting sustainable development. A systematic search was conducted to gather several scientific articles, conference papers, and publications from the Scopus database from 2013 to 2023. The findings of this analysis shed light on authors, influential institutions, and active research groups that contributed to the study of environmental literacy and sustainable development. This comprehensive review offers an understanding of the state of research in this field while identifying areas for further exploration and research gaps. The insights gained from this study can be highly beneficial for researchers, policymakers, and practitioners seeking to advance knowledge and take action toward promoting literacy's role in sustainable development. This analysis is a foundation for advancing our understanding of literacy's significance while emphasizing its vital role in sustainable development efforts.

9. On the Widespread Impact of the Most Prolific Countries in Special Education Research: A Bibliometric Analysis

- Abstract
The aim of this study is to identify the most prolific countries in the field of special education and to discuss the widespread impact of their papers by taking into account the country's h-index. Through a bibliometric analysis, the data were collected in the Web of Science Core Collection category "Education, Special" in the Social Science Citation Index during 2011-2020. The 25 most prolific countries in the field of special education were determined in terms of paper productivity, and it was seen that the leading country was undisputedly the USA (54.42%). Meanwhile, a strong positive correlation was found between the h-index and the number of papers published by the countries (r=0.864). On the other hand, when the ranking in terms of the number of papers was reconfigured by the h-index, it was relatively changed. The possible reasons for this change for the countries with the most changing rankings were discussed by considering some definitive criteria such as the journal quartiles, the percentage of international and domestic, and the percentage of open access papers. This study reports a positive correlation between the quality and quantity in the field of special education for the publications of countries. It has been shown that where the positive correlation deviates, then especially, the journal quartiles, the percentage of international collaboration and the percentage of open access papers have a significant effect. The bibliometric findings may be useful to enrich the discussion about the widespread impact of papers and debate whether the use of h-index is acceptable for cross-national comparisons.

10. Over Three Decades of Data Envelopment Analysis Applied to the Measurement of Efficiency in Higher Education: A Bibliometric Analysis

- Abstract
The higher education efficiency evaluation model using the data envelopment analysis method has interested many researchers. This paper uses bibliometric analysis on publications extracted from the Scopus database to provide a comprehensive overview of research publications on the measurement of higher education efficiency based on data envelopment analysis: its growth rate, major collaboration networks, the most important and popular research topic. A total of 169 related publications were collected and analyzed from 1988 to 2021. The analysis results show that: Publications published every year have increased sharply in the last six years; The quality of publications is relatively high as publications tend to be published in journals with high-ranking indexes; Countries with the most influence in studies on this topic are: Italy, China, Spain, the USA, and the United Kingdom; Authors with the most influence in this research direction are Agasisti T., Abbott M., Doucouliagos C., Avkiran N.K., and Johnes J.; The research cooperation among countries and among affiliations is not strong. Finally, the paper has provided recommendations for future studies based on the findings.

11. Thailand as a New International Higher Education Hub: Major Challenges and Opportunities, a Policy Analysis

- Abstract
The major analytical research question addressed in this paper is: What are Thailand's strengths and weaknesses as an international education hub for students from the Asian region? The key descriptive research question is: What is the nature of the educational experience of Asian students in Thailand? The two major research methodologies of the study are mixed research methods and comparative case studies, with the use of in-depth interviews of influential experts, surveys, and an autoethnography. In terms of major findings, there has been a dramatic growth of Asian students at Thai universities during the past two decades. Thailand's major advantages relate to low costs, location, quality campus facilities, and a welcoming attitude toward outsiders, while major disadvantages are the quality of many of Thailand's international programs often related to low English language capabilities. The paper concludes by presenting a creative new architecture for thinking about Asian study abroad in Thailand.

12. A Review of Research on the Use of Social Media in Language Teaching and Learning

- Abstract
The various possibilities that social media offers to language learners and teachers have long been recognized by researchers within the field of language instruction, and many studies have been carried out in an attempt to address and unpack its potential contributions. This paper aims to review such research on the use of mainstream social media in language teaching and learning published in "Computer Assisted Language Learning," a top tier (i.e., Q1) journal indexed in major citation index systems (e.g., Arts & Humanities Citation Index, the Social Sciences Citation Index and Scopus), between the years 2016-2020 inclusive. For the purposes of the study, a total of 23 articles that meet the selection criteria is reviewed and presented in five sections. The first section deals with the majority of the articles, which are found to be on the use of social networking in language teaching and learning. In the following sections, studies on the use of videoconferencing, wikis, blogging and forums are discussed. Collectively, the studies reviewed in this paper outline a critical role for the use of social media in language instruction and the study aims to provide valuable insights for researchers, teachers and learners.

This book contains a compilation of papers presented at the International Conference on Education and New Developments (END 2017), organized by the World Institute for Advanced Research and Science (W.I.A.R.S.). Education, in our contemporary world, is a right since we are born. Every experience has a formative effect on the constitution of the human being, in the way one thinks, feels and acts. One of the most important contributions resides in what and how we learn through the improvement of educational processes, both in formal and informal settings. The International Conference seeks to provide some answers and explore the processes, actions, challenges and outcomes of learning, teaching and human development. The goal is to offer a worldwide connection between teachers, students, researchers and lecturers, from a wide range of academic fields, interested in exploring and giving their contribution in educational issues. We take pride in having been able to connect and bring together academics, scholars, practitioners and others interested in a field that is fertile in new perspectives, ideas and knowledge. We counted on an extensive variety of contributors and presenters, which can supplement our view of the human essence and behavior, showing the impact of their different personal, academic and cultural experiences. This is, certainly, one of the reasons we have many nationalities and cultures represented, inspiring multi-disciplinary collaborative links, fomenting intellectual encounter and development. END 2017 received 581 submissions, from 55 different countries, reviewed by a double-blind process. Submissions were prepared to take form of Oral Presentations, Posters, Virtual Presentations and Workshops. The conference accepted for presentation 176 submissions (30% acceptance rate). The conference also includes a keynote presentation from an internationally distinguished researcher, Professor Lizbeth Goodman, Chair of Creative Technology Innovation and Professor of Inclusive Design for Learning at University College Dublin; Founder/Director of SMARTlab, Director of the Inclusive Design Research Centre of Ireland, Founder of The MAGIC Multimedia and Games Innovation Centre, Ireland, to whom we express our most gratitude. 16. Bibliometric Analysis of the Research on Seamless Learning

- Abstract
Seamless learning has a significance that has been increasing in recent years, and an increasing number of studies on the subject in the literature draws attention. This study aimed to examine the research on seamless learning between 1996 and 2020 with the bibliometric analysis method. The Scopus database was used in the collection of the data. After various screening processes, a total of 389 publications were included in the analysis. Descriptive analysis and bibliometric analysis were used in the analysis of the data. The distribution of publications by years, types of publications, sources, and languages were analyzed in the research. Additionally, visual maps were created with analyses of co-author, cocitation, and co-word. At the end of the study, it was seen that there has been an increase in the number of publications from the past to the present, articles and papers were predominant, and that most of the studies were carried out in English. As a result of bibliometric analysis, it was concluded that the most efficient countries in seamless learning were the United Kingdom, the United States, and Singapore. Also, it has been determined that the National Institute of Education, Center for International Education and Exchange, and Kyushu University institutions are dominant. The most frequently mentioned authors cited in studies in many different fields are M. Sharples, L.-H. Wong, and H. Ogata. According to the co-word analysis, the keywords seamless learning, mobile learning, ubiquitous learning, and mobile-assisted language learning stand out in the field of seamless learning.

17. Insights into Accounting Education in a COVID-19 World

This paper presents a compilation of personal reflections from 66 contributors on the impact of, and responses to, COVID-19 in accounting education in 45 different countries around the world. It reveals a commonality of issues, and a variability in responses, many positive outcomes, including the creation of opportunities to realign learning and teaching strategies away from the comfort of traditional formats, but many more that are negative, primarily relating to the impact on faculty and student health and well-being, and the accompanying stress. It identifies issues that need to be addressed in the recovery and redesign stages of the management of this crisis, and it sets a new research agenda for studies in accounting education.

19. School Leadership That Supports Health Promotion in Schools: A Systematic Literature Review

- Abstract
Objective: Schools are important settings for health promotion. In schools, children and adolescents can be reached regardless of their social background, which represents a unique opportunity for promoting health. Several studies have demonstrated the importance of school leadership in initiating and sustaining health promotion; however, efforts to systematically review the influence of school leadership on school health promotion are still lacking. Hence, this paper analyses empirical studies published in scientific journals on school leadership and health promotion in schools. Design: Systematic literature review. Method: Informed by the Preferred Reporting Items for Systematic Reviews and Meta-Analysis guidelines, a review was conducted using two main databases: Web of Science and Scopus, which retrieved 51 eligible articles. Results: The review of these articles resulted in the identification of seven main themes -- school leaders' health; attitudes, knowledge and behaviour; accountability; support from school leaders; shared leadership approaches; capacity building and parent engagement. Conclusion: This systematic literature review expands the literature by highlighting the school leadership factors that promote school health promotion in Oceania, Europe, North America, South America, Africa and Asia continents. Future systematic literature reviews could explore studies and different aspects of health promotion by teachers, especially in the Asian context.

20. Access to Academic Libraries: An Indicator of Openness?

- Abstract
Introduction: Open access to digital research output is increasing, but academic library policies can place restrictions on public access to libraries. This paper reports on a preliminary study to investigate the correlation between academic library access policies and institutional positions of openness to knowledge. Method: This primarily qualitative study used document and data analysis to examine the content of library access or use policies of twelve academic institutions in eight countries. The outcomes were statistically correlated with institutional open access publication policies and practices. Analysis: We used an automated search tool together with manual searching to retrieve Web-based library access policies, then categorised and counted the levels and conditions of public access. We compared scores for institutional library access feature with open access features and percentages of open access publications. Results: Academic library policies may suggest open public access but multi-layered user categories, privileges and fees charged can inhibit such access, with disparities in openness emerging between library policies and institutional open access policies. Conclusion: As open access publishing options and mandates expand, physical entry and access to print and electronic resources in academic libraries is contracting. This conflicts with global library and information commitments to open access to knowledge.

The Commission on International Adult Education (CIAE) of the American Association for Adult and Continuing Education (AAACE) provides a forum for the discussion of international issues related to adult education in general, as well as adult education in various countries around the globe. 23. The Crisis of the Publics: An International Comparative Discussion on Higher Education Reforms and Possible Implications for US Public Universities

- Abstract
To frame the larger research agenda requires an intimate blending of knowledge of the situations of foreign research universities and those of public research universities in the United States. The first step was to bring together for a two-day symposium a group of scholars and practitioners, some with deep and varied knowledge of United States public research universities and others with specific knowledge of the university systems and recent changes in pertinent foreign countries. The purpose of the symposium was to share comparative information and analysis, to discuss major issues facing national and supranational systems of higher education and the role of research universities, and to identify the most promising avenues for further investigation. The symposium was focused on a group consisting largely of economically developed countries and regions that are important exemplars or locales for consideration of reform or alternative systems from those of the U. S. Considerations were structured around four major policy areas, including: (1) Fees and Finance; (2) Access, Quality and Accountability; (3) Science and Technology; and (4) Organization and Governance. Participants (a list of whom is in Appendix 1) provided working papers on assigned topics related to one or more of the four policy areas, or were asked to comment on the papers and the short presentations. This narrative provides a summary of the symposium proceedings, attempting to capture the gist of what was a varied and thought-provoking set of presentations and discussions. 24. Research Landscape of Smart Education: A Bibliometric Analysis

- Abstract
Purpose: This paper aims to present a comprehensive review of the present state and trends of smart education research. It addresses the need to have a systematic review of smart education to depict its research landscape in view of the growing volume of related publications. Design/methodology/approach: A bibliometric analysis of publications on smart education published in 2011 to 2020 was conducted, covering their patterns and trends in terms of collaboration, key publications, major topics and trends. A total of 1,317 publications with 29,317 cited references were collected from the Web of Science and Scopus for the bibliometric analysis. Findings: Research on smart education has been widely published in various sources. The most frequently cited references are all theoretical or discussion articles. Researchers in the USA, China, South Korea, India and Russia have been most active in research collaborations. However, international collaborations have remained infrequent except for those involving the USA. The research on smart education broadly covered smart technologies as well as teaching and learning. The emerging topics have addressed areas such as the Internet of Things, big data, flipped learning and gamification. Originality/value: This study depicts the intellectual landscape of smart education research, and illustrated the evolution and emerging trends in the field. The results highlight its latest developments and research needs, and suggest future work related to research collaborations on a larger scale and more studies on smart pedagogies.

25. Fitts' Law as an Education Resource for Human-Computer Interaction in Computer Science Curricula

- Abstract
Fitts' Law is, more often than not, thought of as standard knowledge in the field of Human-Computer Interaction. However, in many occasions, interface components are being built by professionals with little or no knowledge of HCI principles (e.g., software menus are often being built by software developers with no designer input). How much appreciation of Fitts' Law exists among developers, and how does it affect our collaboration with them and the software they build and we use? To help answer this question, a survey among 65 designers and developers was conducted, as well as an analysis of the Computer Science undergraduate curricula from 94 internationally high-ranked universities. The contribution of this paper is twofold: firstly, treating Fitts' Law as an Open Educational Resource and, secondly, the analysis identified gaps that extend beyond HCI Education and fall in the sphere of Epistemology.

This paper examines the experiences of Chinese international students from East Coast University (a pseudonym) in the United States through their participation in a Chinese ethnic-based Christian church (CCC). Employing ethnographic-based fieldwork, the study highlights how Chinese international students see their experiences in CCC as a source of acculturation to U.S. society. However, the students evidence little understanding of the reality that they are in fact being acculturated to a subculture within U.S. society that at times embraces values contradictory to those of progressive-oriented East Coast University.

27. The Perceptions of Teachers and Fourth Grade Students from China, Taiwan, and the U.S. toward Classroom Management Strategies.

This study surveyed fourth-grade students (N=677) and teachers (N=489) from China, Taiwan, and the United States regarding their views toward different classroom management strategies in dealing with four kinds of classroom behaviors: (1) causing a disruption by talking to other students; (2) giving a wrong answer to a question; (3) behaving well; and (4) giving a right answer. Respondents rated three to seven different management tactics for each behavior type. A random sample of 56 cases from the larger sample were analyzed and significant mean differences were found among the three nations. Teachers from China were least likely to "send note home"; teachers from Taiwan were most accepting of negative tactics; teachers from the United States were more likely to "send student to principal" and to commend the well-behaved student in private. Teachers from China and Taiwan supported "letting the student go to a special thing" when well behaved; teachers from Taiwan were more likely than others to agree that "hurting student a little" was appropriate for a disruption or wrong answer; and U.S. teachers preferred private praise to public praise. Of particular interest were findings that Taiwan differed from both China and the United States on several classroom management strategies. 29. An Overview of Management Education for Sustainability in Asia

- Abstract
Purpose: This paper aims to explore the holistic picture of sustainability curricula in Asian higher education. Design/methodology/approach: Content analysis was conducted based on Asian management education for sustainability in higher education. Online courses arrangement, teaching methods, instructors' educational background and cross-referencing data between triple bottom line and sustainability courses have been investigated. Findings: The paper provides empirical insights about the current state of sustainability education in Asia. The results show that there is an opportunity for interdisciplinary integration, as there are imbalanced sustainability courses offered by business, science and engineering schools. It also suggests that Asian universities should add an international connection and active promotion of sustainability education on their Web sites. Research limitations/implications: Findings are based on web-based sustainability-related courses. Future research could apply method of case study to do a deeper study. Practical implications: The paper provides an overview of Asian management education for sustainability and curricula analysis through our research, and that this will further assist in the development of interdisciplinary integration in Asian management education for sustainability. Originality/value: This paper is the first attempt to gain better understanding of sustainability-related courses offered in leading business/management colleges in Asia.

30. A Corpus-Based Investigation of Critical Reflective Practice and Context in Early Career Teacher Settings

- Abstract
Reflective practice is at the core of teacher education programmes and is highly regarded as an essential component in the education of new and experienced teachers. Given the recent interest in language use and the role of discourse in articulating knowledge of one's practice, this paper focuses on how two groups of early career teachers from distinct teaching contexts engage in reflection. The study aims to (i) investigate how they reflect and (ii) explore to what extent their reflections may be influenced by their contexts. The paper mines two small written sub-corpora, which are part of the larger 200,000-word Corpus of Reflective Practice (CoRP). Using corpus-based tools and methodologies, the paper identifies distinct trends which reveal insights into different conceptualisations of reflective practice. As a result, the paper raises awareness of the need to consider (inter)national cultural sensitivity, and questions the assumption that early career reflective practice is flexible enough to work across cultural, social and institutional differences and influences without more careful guidance and consideration. The paper also highlights a predominant shared trait across the data which signals the need to see reflective practice as a process and to value the kind of reflective practice in which early practitioners engage as being reflective of their stage in the process.

- Abstract
This document contains three papers from a symposium on international perspectives on human resource development (HRD). The first paper, "Human Resource Development Practices in American and Chinese High-technology Companies in Taiwan" (Hsin-yi Chen), uses quantitative and qualitative data on HRD practices in high-technology companies in the United States and Taiwan to identify the differences between HRD practices in the two countries. The findings from a study of the HRD expectations and requirements of local nationals in the Ivory Coast, a West African nation undergoing large-scale economic change, are reported in "Changing Work Cultures: Assessing HRD Needs in Francophone West Africa" (Carol D. Hansen, Janet Headley). "Human Resource Development in the People's Republic of China" (Bohua Yan, Gary N. McLean) describes the history and present state of HRD in the People's Republic of China, paying special attention to the following strategies that have been used to improve HRD in the country: reform higher education; strengthen vocational education, encourage young people to study abroad and professionals to work abroad and then return to China; and implement preferential policies to encourage Chinese people who have studied abroad to return to China to work. This paper presents a bibliometric analysis of highly cited articles published in the Web of Science category "Education and Educational Research" in the Social Science Citation Index (SSCI). A total of 2091 journal articles published in this category and cited more than 100 times up to the end of the year 2016 were retrieved as highly cited articles. Distributions of highly cited articles per publication year, journals, institutions and countries were analysed, as well as the citation life cycle of the top-cited articles. The USA, its institutions and researchers are the absolute leaders in the category of Education and Educational Research according to the results of the conducted analysis.

33. Scientific Strengths and Reported Effectiveness: A Systematic Review of Multiliteracies Studies

- Abstract
This systematic review is built on the seminal work by the New London Group in 1996. Few endeavours have synthesized findings of empirical studies pertaining to the effects and challenges of multiliteracies practices in various schooling and geographical contexts. Through a five-point Likert scale and a deductive and inductive thematic analysis, we conducted a systematic review of 66 multiliteracies articles from the ProQuest® database. These studies were empirical, qualitative/mixed-method, and ranged from 2006 to 2015. Findings show a burgeoning number of multiliteracies studies occurring in 15 countries, with Canada being the most prominently involved. Our evaluation of the reviewed studies was generally favourable with strengths identified in researchers' articulation of pertinent theoretical frameworks and connections to existent literature. Our findings refer to insufficient information of data collection and data analysis in a certain number of papers. We also elaborate on major affordances, challenges, and oversights of the multiliteracies practices as reported by the reviewed studies and discuss implications for future multiliteracies research, policies on literacy education, and teacher education in diverse contexts.

34. Vowel and Consonant Lessening: A Study of Articulating Reductions and Their Relations to Genders

- Abstract
Using English as a global communicating tool makes Taiwanese people have to speak in English in diverse international situations. However, consonants and vowels in English are not all effortless for them to articulate. This phonological reduction study explores concepts about phonological (articulating system) approximation. From Taiwanese folks' perspectives, it analyzes phonological type, rate, and their associations with 2 genders. This quantitative research discovers Taiwanese people's vocalization problems and their facilitating solutions by articulating lessening. In other words, this study explains how English emerging as a global language can be adapted and fluently articulated by Taiwanese. It was conducted at National Changhwa University of Education from 2010 fall to 2011 spring, investigating Taiwanese university students' phonological lessening systems. It reveals how they face the phonetics challenges during interactions and give speeches by ways of phonological lessening. Taiwanese folks' lessening patterns belong to simplified pronouncing methods, being evolved through Mandarin, Hakka, and Holo phonetic patterns. This genre of facilitated articulation can be also titled as transformed or approximate methods of articulating formula. In this investigation, 59 students according to their individual articulating experiences provided their perceptions, based on their observations in their own English articulation systems. Statistics graphs analyzed by Statistical Package for the Social Sciences (SPSS) display 4 consonants and 4 vowels that have been reduced and adapted. Moreover, the gender factor was taken into consideration, revealing male's and female's dissimilar difficulties in pronunciation. More specifically, this empirical study investigated the correlation between elements of gender and phonological reduction. Through statistical analysis, 8 intricate vowels and consonants are compared and contrasted based on Taiwanese students' perfections and difficulty-confessions in articulating them. Simplified phonetic patterns with Taiwanese accents involved into the articulating lessening system in Taiwanese students' English utterances were provided by the instructor. Based on 2 variables of female gender and male gender, the study discovered the lessening sequences in 8 phonetics. The significance of this study is its contribution to giving confidence to English speakers in Taiwan. Although they are non-native speakers, they still can resolve the pronunciation difficulty and talk with fluency by their created phonological reduction system. 36. Stereotypes as Anglo-American Exam Ritual? Comparisons of Students' Exam Anxiety in East Asia, America, Australia, and the United Kingdom

- Abstract
East Asian dominance in international large-scale assessments is widely known. This is often explained as an outcome of highly competitive, exam-oriented education systems in East Asia, wherein students partake in a fierce competition for limited college entrance. Although achievement scores may be comparatively higher, the argument goes, the relative success comes at a steep price, with the emphasis on high-stakes tests heightening student stress and anxiety. In this paper we refute this persistent and out-dated stereotype by focusing on changes in Japanese education over the past several decades. The two original studies we report herein show that not only do Japanese students feel less school-related anxiety and stress than they once did, but these levels are now comparable to students in America, Australia, and the United Kingdom. In showing that stereotypes do not match empirical realities, we seek to open a richer discussion around East Asian student achievement. We conclude by extending the discussion to recent changes in China, Taiwan, and South Korea. We then raise the possibility that fundamentally different outlooks on the learning process explain both differences in achievement and the persistence of the West's distorted images of Japanese and East Asian education.

America's advantage has historically been its people's creativity, flexibility and entrepreneurship. But just as painters need to be proficient in technique and theory to produce great masterpieces, the next generation of Americans will likely require a solid grounding in mathematics and science for their creativity to be maximized in a world increasingly dependent on technological advances for prosperity and security. The challenge is not to simply increase the number of students graduating with college degrees in the STEM fields; it is to lift the overall understanding of science, technology, engineering and mathematics among the rest of the population as well. As the majority of Americans do not earn a postsecondary degree, it is essential that students be given this solid grounding during the elementary and secondary years. While establishing the expectation that all students complete challenging mathematics and science coursework is a good step, it cannot be the only step. This issue offers suggestions for policymakers. 39. The Need of Safety-Net Programme for a Mass Education System

- Abstract
Background: The Project Yi Jin (PYJ), an alternative pathway for secondary school leavers and adults to further their education, has been receiving full support from the government, the Federation for Continuing Education in Tertiary Institutions (FCE) in Hong Kong and the public. Graduates of PYJ have the equivalent academic status of their counterparts in the main stream education. It was first implemented in 2000/01 by the FCE and has been offered to more than 35,000 students by 2006/07. With the success of the programme as a safety-net for a mass education system, it should continue to function more vigorously as new reforms are being implemented in the Hong Kong education scene in the future. The Chief Executive in his 2004 Policy Address has set out the direction to develop a new secondary and university system, i.e., (3+3) for secondary + 4 (tertiary) [the old one is (3+2+2)+3], to be launched in 2010/11, that will effectively prepare the next generation to cope with the challenges of the 21st century and the demands of the rapidly developing knowledge-based society. The new system, together with substantial modified curricula including the newly developed applied learning courses (ApL), is supposed to be able to look after all secondary students. Aims and focus of discussion: This paper aims to argue the necessity of launching a new version of Project Yi Jin (nPYJ) concurrently together with the new 3+3+4 academic system. In light of the contemporary global educational systems as compared to that of Hong Kong, it is postulated that the launching of nPYJ as a continuation of the successful PYJ is both legitimate and indispensable with regard to the carefully observed current global fashion of lifelong learning and continuing education in which diversity, equity, and flexibility are highly valued. Method: A comprehensive comparative review was carried out on eleven selected oriental and occidental countries and regions, namely, Australia, Canada, Germany, Japan, South Korea, United Kingdom, United States, China, Taiwan, Singapore and Macao, focusing on the worldwide trend of constant high school drop-out rate as well as the mentioned countries' respective senior secondary schooling articulation policy leading to higher education, in particular shedding light on the establishment of alternative pathways towards tertiary education alongside the conventional educational track. Conclusion: With the literature backdrop and empirical support, it is shown that high school drop-outs are inevitable no matter how well-defined an education system may be. Thus this is where the "safety-net" contingency plan is found essential. A new version of Project Yi Jin (nPYJ), to be offered in parallel with the Hong Kong's new 3+3+4 secondary academic curricula, is indispensable to the new educational structure in the territory which fundamentally helps transform the conventionally somewhat segregated and elite educational system into a mass one. Regarding the curricular design, both PYJ and nPYJ will focus on generic skills and a wide range of electives will be offered as well to arouse students' interest of study. 40. Cross Cultural Comparison of Rural Education Practice in China, Taiwan, and the United States

The purpose of this research is to compare the rural education practices of China, Taiwan, Canada and the United States. International comparisons of mathematics achievement find that students in Asian countries outperform those from the USA. Excluded from these studies, however, are students from rural areas in China. This study compares the math abilities of 272 selectively chosen 5th grade students from rural, central China, 361 students from rural, northern Taiwan and 95 students from rural, central Pennsylvania. The test instrument was the same as used in previous China vs. USA comparisons and focused on four subtopics: computation, number concepts, geometry and problem solving. The results showed that rural Chinese and Taiwanese students outperformed similar American students in the area of mathematics achievement. The rural Chinese and Taiwanese students were also found to be more focused on school and academics and less on social aspects of school life. Their parents held higher expectations for them to do well in school. However, these cultural differences were not able to explain away the overall math achievement gap among the Chinese, Taiwanese and American students. It is recommended that further study be conducted to explore possible factors that contribute to different math achievement among the countries by interviewing students, teachers, and the parents. As one of the popular and promising instructional technologies, Internet is playing a more and more important role in educational field all over the world. Bringing Internet into classrooms is encouraged in many countries; however, their policy initiatives to achieve this vary. The present paper is an empirical and exploratory study, trying to explore the policy initiatives taken by Mainland of China and Taiwan to enable school classrooms to have access to Internet. The educational system and policy initiatives for bringing Internet into classroom are firstly addressed. Then, educational philosophies for these policy initiatives are discussed and are compared with that of in the United States (the E-Rate program). 43. International Business Competencies Needed by Business Graduates in the United States and Taiwan, R.O.C.

The international business competencies needed by business graduates in the United States and Taiwan were identified through a literature review and a modified Delphi technique. Thirty-three experts, including policymakers, business educators, and international business practitioners, rated the importance of 42 statements compiled from reviews of international business competencies by the National Business Education Association and Fortune's Global 500 firms. Panel members added an additional nine competencies to the Delphi instrument. After three Delphi rounds, the panel members rated 39 of the 51 competencies as important or very important international business competencies. The following conclusions were reached: (1) the basic international business-related competencies identified from studies in the United States were also judged to be important in Taiwan; (2) for Taiwan to secure its economic competitiveness, it is important that business graduates of four-year colleges/universities be equipped with top foreign language skills, especially English; (3) it is vital for international business students to possess skills to cope with and manage advanced information technology in an increasingly global and competitive environment; (4) more knowledge of legal responsibilities in international business should be developed in business graduates; and (5) Taiwan's business graduates should learn more about China in general and about how businesses in China are managed. 46. Impacts of Academic R&D on High-Tech Manufacturing Products: Tentative Evidence from Supercomputer Data

This paper empirically examines the impact of academic research on high-tech manufacturing growth of 28 Organisation for Economic Co-operation and Development (OECD) and emerging countries over the 1991-2005 period. A standard research and development (R&D) expenditure based measure is found to be too general to capture the input in high-tech research. To overcome this problem, a novel proxy for high-tech research investment--the supercomputer capacity--is proposed. Empirical evidence strongly supports this choice of variable. It is also found that academic R&D exerts a larger growth effect on high-tech output than its industry and government counterparts, but only the impact differential between academic and government R&D is statistically significant.

47. Globally-Perceived Experiences of Online Instructors: A Preliminary Exploration

This paper explores online instructors' perceptions on teaching experiences occurring in their own countries. The interviewees are instructors who have taught online courses for more than two years. Eleven interview transcripts, obtained from online instructors from six countries (Australia, Canada, China, United Kingdom, United States and Taiwan) were analyzed by using open and axial coding. The analysis of data established categories of perceptions related to: teachers' roles in the online environment, the methods for interacting with students, and teachers' expectations for their future educational careers. Finally, three perspectives arose which adequately describe online instructors' teaching experiences: interactive activities, evaluation criteria, and self-expectations. The study also reveals a link connecting those perspectives. (Contains 2 tables and 1 figure.)

The works of contemporary artists Xu Bing, Ed Pien and Gu Xiong are involved in bringing to light some of the factors inherent in social, cultural and linguistic translation. In doing so, each artist is also engaged in the nuanced activity of moving between historical and contemporary aesthetic strategies in order to interrogate the way meaning is produced through materials-based iterations, against a backdrop of public culture. This essay situates the works of Xu Bing, Ed Pien and Gu Xiong in relation to each artist's own respective practice which has spanned more than twenty years. Concentrating specifically on projects where the artists mobilize western-influenced art methodologies and refer to traditional Chinese/Asian art styles, the essay makes canny revelations about the nature of communication, and on linguistic and material translation, in contemporary culture in the globalizing world. 49. News Coverage during International Political Uncertainty: The Korean Press Reports Sino-U.S. Normalization.

The rapid pace of improving relations between the United States and the People's Republic of China during the late 1970s has been well scrutinized by mass media scholars, but most of the research has focused on the press coverage emanating from the United States, the People's Republic of China, and Taiwan, the major nations involved in normalization. A study examined how the press of the Republic of Korea (ROK, South Korea) and the Democratic People's Republic of Korea (DPRK, North Korea) reported Sino-United States normalization during 1978 and 1979 through six critical events related to Sino-U.S. normalization in two leading daily newspapers of the ROK and the official party press organ of the DPRK (272 news stories were examined in all). Results showed that (1) only one story involving Sino-United States normalization appeared in the DPRK press, suggesting evidence for the "delaying hypothesis"; (2) more than a quarter of the normalization stories in the ROK press linked normalization to inter-Korean affairs; (3) there was some evidence suggesting that the ROK press reported normalization in a manner that promoted peace and understanding; and (4) normalization stories involving Korean affairs contained more "mixed" stories (with both positive and negative assertions) than those not involving Korean affairs, suggesting that when the ROK press linked this ambiguous external event to internal affairs it did so in an informative manner that weighed the positive and negative consequences of normalization on Korean affairs. Countries of the Western Pacific allied with the United States--Japan, South Korea, the Philippines, and Taiwan--are seriously threatened by Soviet expansion and Sino-Soviet rivalry. At present when the United States military resources are stretched thin, responsibility for defense of these prosperous free states should be assumed by the states themselves, and Japan especially must play a far greater strategic role in maritime defense. An organic Pacific security community that would be buttressed by its own economic dynamism should be created. Such a Pacific security community is impossible without the presence of the United States as an active partner. It can therefore be possible only when the United States once more is morally committed and militarily able to respond to the ominous growth of Soviet military power.
