This position paper sets out to examine value creation in the engineering enterprise, a process that has mostly been associated with innovation and entrepreneurs. An analysis of the literature on engineering value creation in business studies, engineering and engineering education publications shows that there has been surprisingly little empirical study and thus the means by which most engineers contribute value is unclear in the literature. Analysis of published data and data from studies by the authors in engineering workplaces in Australia, South East Asia and Portugal suggests that the work performed by most engineers has little to do with innovation. Based on these data the authors identify 14 ways in which engineers create value. An important finding is that routine engineering performances by a majority of engineers, not associated with innovation or entrepreneurial activities, not only can be shown to create value, but also to protect accumulated value from inadvertent destruction. The paper outlines the educational implications of these findings and proposes measures that engineering educators can adopt to improve the understanding of engineering graduates about engineering value creation.

Purpose: This paper aims to report on case-study research that explores the role of leadership practices, in particular, in enhancing the capacity of an enterprise to learn to create new value from a diverse range of sources. The capacity to sustain value creation over time, and across turbulent environments, increasingly differentiates enterprise performance. Under the umbrella term of "dynamic capabilities", a range of practices have been identified in the literature as contributing to an enterprise's ability to learn to perform this task successfully. Design/methodology/approach: The paper is based on case studies of three enterprises whose founders have sustained the creation of new value for customers over decades. Through a series of unstructured interviews with each founder, the tacit knowledge gained from years of learning how to create, and re-create, value, is made explicit through hermeneutic analysis of the interview transcripts. Findings: The data identify four key areas of leadership practice that underpin the capacity to learn to continuously create new value over significant periods of time. The most important of these are the social practices that generate and leverage the intangible capital resources (in particular, the resource of trust) that underpin the collaborative learning on which value creation processes depend. Research limitations/implications: As interpretive research, the knowledge accessed through this research is context-dependent and cannot be readily generalised. The validity of the knowledge is high, however, as the epistemological and ontological assumptions of the interpretive research paradigm recognise the political nature of organisations and, thus, of learning and value creation. As such, the knowledge generated by the case analyses offers a rich alternative perspective on the issue under research. Practical implications: The cases illuminate the nature of learning that supports continuous value creation in enterprises. Such learning is framed by several leadership practices that enable the self-reflexivity that underpins the continuous conversion of action-generated tacit knowledge into more strategically useful explicit knowledge. At the core of these leadership practices is stakeholder collaboration and intellectual humility. Social implications: The results show that learning to create sustainable value over time and diverse contexts, has a socio-political dimension in that it depends heavily on generating and leveraging the intangible resources (such as trust, commitment, ideas) that reside within social relationships. Originality/value: The research is located within the interpretive research paradigm and thus offers an alternative view to that of conventional positivist research. Furthermore, the results indicate that learning is a strategic priority in rapidly changing environments and, thus, is a key leadership responsibility. Furthermore, the results show that value creation is a collaborative stakeholder achievement.

Nutrient reduction is an essential environmental policy for water quality remediation, but climate change can offset the ecological benefits of nutrient reduction and lead to the difficulty of environmental evaluation. Here, based on the records of three lipid microalgal biomarkers and stable isotopes of carbon and nitrogen in two sediment cores from the embayment of Perth, Australia, we reconstructed the microalgal biomasses (diatoms, dinoflagellates and coccolithophores) over the past century and evaluated the ecological effects of nutrient reduction on them, using Change Point Modeling (CPM) and redundancy analysis (RDA). The CPM result showed that total microalgal biomarkers increased by 25% and 51% in deep and shallow areas, respectively, due to nutrient enrichment caused by industrial wastewater in the 1950s and the causeway construction in the 1970s, and dinoflagellates were beneficiaries of eutrophication. The nutrient reduction policy since the 1980s had not decreased total microalgal biomass, and diatoms were beneficiaries of this period. RDA based on time series of sediment cores and water monitoring data revealed that the increase of sea-surface temperature and the decrease of rainfall since the 1980s may be important factors sustaining the high total microalgal biomass and increasing the degree of diatom dominance. This study analyses over a decade (2009-2022) of monitoring data to understand the impact of hydrological characteristics on water quality and phytoplankton dynamics in Prospect Reservoir, a critical water supply for Greater Sydney, Australia, known for its excellent water quality. Water quality and phytoplankton dynamics were related to hydrodynamics, linked to flow management and the water quality of inflows. Phytoplankton biovolume increased after a prolonged drawdown and subsequent refill event, mainly driven by dinoflagellates, and corresponded to increases in total phosphorus and water temperature. The hydrological period following the 2019/2020 summer bushfires (post-bushfire) that impacted connected reservoirs, was marked by increased flow activity and nutrient loading, leading to significant shifts in the phytoplankton community. Functional group classification and ordination analysis indicated a transition from taxa typically dominant in oligotrophic conditions to meso‑eutrophic. This transition correlated with elevated nutrient levels and chlorophyll-a (Chl-a), and reduced Secchi depth and dissolved oxygen, providing evidence of eutrophication. Q index indicated good water quality post-bushfire, contrasting with a eutrophic status assessment using Chl-a. Our findings highlight the importance of analysing long-term datasets encompassing varied hydroclimatological conditions for a deeper understanding of reservoir behaviour. A comprehensive approach to water quality assessment is recommended, combining functional group classification, Q index and Chl-a measurements for effective reservoir health assessment. Interest and participation in science in schools has been declining for many years and there is a genuine need to rejuvenate interest in science at the high school level. One possible solution is the completion of challenging science projects which fulfill an authentic purpose in the community. This paper discusses the results of ongoing research into the establishment of a rural and regional Science Challenge which makes use of partnerships with local industries and community groups to encourage the development of authentic science projects. In the development of the Science Challenge, many issues are emerging in relation to teachers' work, resources, administration and school cultures. This paper reports on the preliminary findings and indicates directions for the future. (Contains 4 tables.)

This review paper examines the drinking water quality issues in remote and Indigenous communities, with a specific emphasis on Australia. Access to clean and safe drinking water is vital for the well-being of Indigenous communities worldwide, yet numerous challenges hinder their ability to obtain and maintain water security. This review focuses on the drinking water-related issues faced by Indigenous populations in countries such as the United States, Canada, New Zealand, and Australia. In the Australian context, remote and Indigenous communities encounter complex challenges related to water quality, including microbial and chemical contamination, exacerbated by climate change effects. Analysis of water quality trends in Queensland, New South Wales, Western Australia, and the Northern Territory reveals concerns regarding various pollutants with very high concentrations in the source water leading to levels exceeding recommended drinking water limits such as hardness, turbidity, fluoride, iron, and manganese levels after limited treatment facilities available in these communities. Inadequate water quality and quantity contribute to adverse health effects, particularly among Indigenous populations who may resort to sugary beverages. Addressing these challenges requires comprehensive approaches encompassing testing, funding, governance, appropriate and sustainable treatment technologies, and cultural considerations. Access to clean drinking water is a major problem for many people across the world. Desalination is being increasingly used in many countries to provide this important resource. Desalination technology has received varying degrees of support in the communities in which this technology has been adopted. Productive communication suggests we understand the views of both "interested publics" and the views of water experts about these "interested publics". In this paper, we analyse the views of 16 water scientists involved in desalination research projects. We used a fourfold science communication typology to analyse scientists' discourse. While most participants expressed views which can be summarised as "We just need to educate the public," there are glimpses of more thoughtful approaches which could lead to more productive interaction between water experts and "interested publics".

Climate change is predicted to significantly alter hydrological cycles across the world, affecting runoff, streamflow, and pollutant loads from diffuse sources. The objectives of this study were to examine the impacts of climate change on streamflow, total nitrogen (TN), total phosphorus (TP), and total suspended sediment (TSS) loads in the subtropical Logan-Albert catchment, Queensland, Australia. We calibrated the Soil Water Assessment Tool (SWAT) against event monitoring data in the Logan and Albert rivers, respectively. Hydrological and water quality effects of an ensemble of 11 dynamically downscaled high-resolution climate models were assessed with SWAT under high (Representative Concentration Pathway 8.5 - RCP8.5) and intermediate (RCP4.5) emission scenarios. Streamflow decreased most in winter and spring and decreased least in summer. This followed the predicted seasonal changes for precipitation, although decreases tended to be amplified due to increasing evaporative loss. TSS, TN, and TP loads showed a similar pattern to streamflow, with the largest decreases predicted for the dry season under RCP8.5 by the 2080s. Annual TSS load decreased by 34.3 and 54.2%, TN load decreased by 29.8 and 30.5%, and TP load by 24.9 and 4.4% for the Logan and Albert sites, respectively. Increasingly, partnerships and other cooperative forms of governance are common-place in addressing problems of environmental management in rural landscapes. These forms of governance are multi-dimensional in the policy instruments employed; the make-up of actors; and, the types of rationalities that actors use to debate the problem and proposed solutions. This paper pursues the question of how different modes of social action, represented in argumentative claims of participants, influence social coordination in these governance arenas. An empirical study is presented of agri-environmental governance in Australia where actors debate planning and policy initiatives to reduce diffuse water quality impacts from farms on the adjacent Great Barrier Reef. Forester's conceptualisation of practical social action which locates communicative action in the "real world" of interest-based planning contexts, is used as an analytical frame to identify: (i) the type of claims made by governments, farmer groups and other actors in argumentation; (ii) the claims association with communicative, strategic and instrumental modes of action; and, (iii) their consequence for social coordination in formation and maintenance of inclusive, legitimate and viable forms of governing. The study finds that the interconnected character of claims made by actors, and the ready switching between modes of action observed, point to a situated and dynamic expression of rationality within these contested and prolonged debates on how to legitimately and effectively govern rural environments. Purpose: The purpose of this paper is seek to characterise sustainable attitudes and behaviours (including recycling and waste minimisation, energy efficiency, water conservation and "green" purchasing) amongst non-academic staff within Griffith University, Queensland. Design/methodology/approach: For this study, the attitudes and behaviour of 100 individuals from a cross-sectional sample from a single Department, along with the determinants of pro-environmental behaviours were investigated. The survey tool administered used the theory of planned behaviour (TPB) and was delivered via an online survey, which was e-mailed directly to all participating staff across Griffith's five campuses. Findings: The research sought to pilot the use of the TPB to determine sustainable behaviours amongst staff. The survey successfully showed that the TPB was effective at determining staff attitudes and behaviours and determined that staff were overall satisfied with the current efforts by Griffith University to become more sustainable. However, a number of barriers were identified that should be addressed in order to more comprehensively incorporate sustainability into the work environment. Significant differences in opinions were more prevalent amongst various demographic groups rather than between other characteristics such as department/function. Originality/value: The TPB has been widely adopted to determine both waste minimisation and recycling behaviours amongst householders. This is a new focus for the tool, to determine if it can accurately determine a suite of additional attitudes and behaviours associated with sustainability and why these differences occur. This paper reports on the outcomes of a pilot project to support secondary teachers of science in rural and regional Tasmania. The pilot project involved eight regional schools and was based on the provision of a kit of materials and an associated learning program that used brine shrimp or "sea-monkeys" to test for water quality. The unit was developed as one of a number of small projects organised by the Tasmanian SiMERR Hub. It involved collaboration between staff from two faculties at the University of Tasmania (UTAS): the Faculty of Science and the Faculty of Education. Two local secondary teachers were seconded to develop the teaching materials. The outcomes of the project were that, while the teachers appreciated the resource materials, there were some barriers which reduced the effectiveness of this approach to supporting the professional development (PD) of teachers. The findings are then considered in the context of relevant literature concerning teacher PD and the effective use of Information and Communication Technology (ICT) to support the PD of teachers in rural and regional areas. "Teaching Science" has, as one of its predecessors, the "Investigating" journal, which first appeared in 1988. Looking back ten years, the winner of the "Most Valuable Paper Award" for 1999 was Kimberley Pressick-Kilborn for her article--"Steps to Fostering a Learning Community in the Primary Science Classroom". In this edition of "Teaching Science" we revisit Kimberley's article, describing a Year Three class that becomes part of a knowledge building community as they investigate ways to assess water quality. In this paper, we analyse the uncertainty and parameter sensitivity of a conceptual water quality model, based on a travel time distribution (TTD) approach, simulating electrical conductivity (EC) in the Duck River, Northwest Tasmania, Australia for a 2‐year period. Dynamic TTDs of stream water were estimated using the StorAge Selection (SAS) approach, which was coupled with two alternate methods to model stream water EC: (1) a solute‐balance approach and (2) a water age‐based approach. Uncertainty analysis using the Differential Evaluation Adoptive Metropolis (DREAM) algorithm showed that: 1. parameter uncertainty was a small contribution to the overall uncertainty; 2. most uncertainty was related to input data uncertainty and model structure; 3. slightly lower total error was obtained in the water age‐based model than the solute‐balance model; 4. using time‐variant SAS functions reduced the model uncertainty markedly, which likely reflects the effect of dynamic hydrological conditions over the year affecting the relative importance of different flow pathways over time. Model parameter sensitivity analysis using the Variogram Analysis of Response Surfaces (VARS‐TOOL) framework found that parameters directly related to the EC concentration were most sensitive. In the solute‐balance model, the rainfall concentration Crain and in the age‐based model, the parameter controlling the rate of change of EC with age (λ) were the most sensitive parameter. Model parameters controlling the age mixes of both evapotranspiration and streamflow water fluxes (i.e., the SAS function parameters) were influential for the solute‐balance model. Little change in parameter sensitivity over time was found for the age‐based concentration relationship; however, the parameter sensitivity was quite dynamic over time for the solute‐balance approach. In their recent paper, Williams et al. (2022) evaluated salinity management in the Murray-Darling Basin (MDB) as 'unsustainable', and a risk to water availability and quality in the Basin. However, this evaluation was weakened first by a failure to analyse the Basin salinity strategies of the last thirty-five years, noting that these have led to Basin salinity target being met since 2010; and second to not providing Basin-specific data to support their evaluation. Contrary to Williams et al. comments, existing evidence indicates that infrastructure intended to improve water use efficiency (e.g. salt leaching, salt disposal basins) will generally reduce stream salinity. The requirement for a leaching efficiency means that there is a lower limit to water use efficiency improvements, but this is unlikely itself to be a major risk. We agree that the changes that have occurred over the last twenty years would warrant a review of salt storage options in the MDB that better matches future needs. [ABSTRACT FROM AUTHOR]

In Australia's Murray – Darling Basin (MDB), the law explicitly requires strategies for managing risks to water quality and quantity. In this paper, we analyse water governance in the Basin, identifying inadequate governance standards and practices. Current arrangements in the MDB demonstrate deficiencies and vulnerabilities that limit capabilities for dealing with known or emerging risks and erode the legitimacy of governing institutions. Our analysis of the problems and opportunities for reform is informed by the OECD's principles of good water governance and the legal concept of the rule of law. We conclude that ignoring opportunities to adopt better-practice water governance is a severe risk to the MDB's shared waters. To overcome reactionary crisis-reaction reform, we propose reforms that empower critical evaluations of governance structures, rules, practices and participation. Therefore, proposed reforms of policy, institutions and legislation do not simply attempt one-off changes to enhance transparency and accountability but instead seek to enshrine processes of continuous, ongoing improvements to water governance. Leaf oysters (Isognomon ephippium) are large intertidal bivalves that form shellfish reefs. They have a patchy and restricted distribution in estuaries in northern New South Wales, Australia, where the water quality is impacted by a range of anthropogenic stressors from coastal agriculture, urbanisation, industry and recreational activities, along with natural stochastic events such as flooding. Little, however, is currently known about the tolerance of leaf oysters to poor water quality. This study investigated the condition of leaf oyster populations in four estuaries, by assessing the density, size-frequency and condition index. These biological parameters were modelled against habitat water quality parameters including nutrient loads, organic and inorganic carbon, algal biomass, sedimentation and total alkalinity. The water quality assessments were replicated during dry conditions and after rain in two estuaries. Leaf oyster density, size, and body condition significantly differed among the four estuaries. Density ranged from as few as 0.04 oysters per m 2 in the heavily impacted Richmond River, up to 267 oysters per m 2 in the Tweed River. Overall water quality was also significantly different among the four estuaries, and significant declines in water quality were observed after rain. Distance based linear models revealed significant correlations between biological indicators of leaf oyster reef health and a range of water quality parameters. Leaf oysters with higher condition occur in locations with high dissolved oxygen and salinity levels, whereas low pH and high nutrient run-off were associated with low density and poorer oyster condition. Nevertheless, dense populations were found to persist in areas with pH below 7.9, in high turbidity (over 27 NTU) and areas dominated by fine silt. Many coastal and marine ecosystems around the world are under increasing threat from a range of anthropogenic influences. The management of these threats continues to present ongoing challenges, with many ecosystems increasingly requiring active restoration to support or re-establish the ecosystem's biological, cultural, social and economic values. The current condition of Australia's Great Barrier Reef (GBR) and its threats, including water quality, climate change and the loss of wetlands, causing the continuing decline in the GBR's ecological condition and function, has received global attention. Activities aimed at halting these declines and system restoration have been underway for over forty years. These activities are challenging to implement, and much has been learnt from their various outcomes. This paper considers the GBR and the associated management activities as a case study for regional scale catchment to reef management. It summarises the management approaches to date, describing the key role that science, policy and community have played in underpinning various investments. Four criteria for success are proposed: the lead role of the community, the need for a systems approach, the need for targeted, cost-effective and sustainable long-term investment, and importantly, building knowledge and maintaining consensus and political commitment., (Copyright © 2021 Elsevier Ltd. Fibropapillomatosis (FP) is a tumor‐forming disease which affects all species of marine turtle, but predominantly the green turtle (Chelonia mydas). Expression of this disease is thought to be precipitated by poor environmental conditions and often linked to anthropogenically induced environmental changes. Although FP is a globally distributed disease, targeted studies on the spatial distribution of the disease in Australia are limited. Here, we present the first comprehensive report of FP prevalence in Queensland, Australia. A retrospective analysis of 25,645 capture records for 15 sites along the Queensland coast were used to determine FP prevalence and trends in foraging green turtles. Within this data set, 791 turtles (3.1%) with FP tumors were recorded. Our analysis showed that prevalence varies between sites and years, with juvenile turtles being the most frequently affected by the disease. We found that survey method has a significant influence on the apparent FP prevalence detected at each site. That is, surveys which were explicitly FP‐targeted detected higher numbers of individual turtles with FP, and therefore generated higher prevalence rates than comprehensive population surveys. We also report the first attempt at developing water quality indices (WQIs) to compare with FP prevalence data in foraging green turtles. The WQIs were built from metrics published in a range of peer‐reviewed papers, reports, and based on expert opinion. Despite utilizing an extensive data set, a relationship between FP prevalence and WQI rankings at each site could not be quantified. The analysis was confounded by a range of limitations, including data gaps, varying temporal scales and data capture methods in the FP prevalence, and water quality data sets. This study has significant implications for management as it highlights the benefits of designing and collecting centralized data that can be integrated and used across multiple projects or programs. Water quality monitoring programs (WQMPs) are crucial for assessment of water quality in river basins where agricultural intensification and development raise concerns in freshwater and marine environments. WQMPs if supported by scientists and local communities, and if based on the knowledge needs of all stakeholders, can provide vital information supporting resource management actions. Our paper focuses on the transdisciplinary development and implementation of a community-led pilot WQMP for the Tully River basin, adjacent to the Great Barrier Reef (GBR). The community-led pilot WQMP was established to fill some knowledge gaps identified during development of the Tully Water Quality Improvement Plan (WQIP) and to provide opportunities for active stakeholder participation in the monitoring. Results indicated some water quality parameters (i.e. nitrates and total phosphorus) had higher than expected values and exceeded state water quality guidelines. Hence, the results provided an evidence base for freshwater quality objective development to conserve, protect and improve water quality conditions in this basin and GBR. This study aimed to determine the prevalence and abundance of sewage and animal fecal contamination of sediment at seven estuarine locations in Sydney, NSW, Australia. Sediment samples were tested for the occurrence of microbial targets including molecular marker genes of enterococci (ENT), Bacteroides HF183 (HF183), Methanobrevibacter smithii (nifH), human adenovirus (HAdV) and emerging sewage-associated marker genes crAssphage (CPQ_056) and Lachnospiraceae (Lachno3) and animal feces-associated marker genes, including avian feces-associated Helicobacter spp. (GFD), canine-feces associated Bacteroides (DogBact), cattle-feces associated (cowM2) and horse feces-associated Bacteroides (HoF597). Results from this study showed that urban estuarine sediment can act as a reservoir of fecal indicator bacteria (FIB) and several microbial source tracking (MST) marker genes, including previously unreported Lachno3. The sewage-associated marker gene CPQ_056 was most prevalent, in 63.8% of sediment samples, while the avian associated marker gene GFD had the highest mean abundance. The GFD marker gene was highly abundant and widely detected in sediment samples from all seven locations compared to the other animal feces-associated marker genes. In all, 31 (44.9%) sediment samples were positive for at least two sewage-associated marker genes. However, the non-quantifiable detection of the HAdV marker gene did not always align with the detection of two or more sewage-associated marker genes. In addition, the most frequent wet weather overflow exposure occurred at locations that did not have a consistent pattern of detection of the sewage-associated marker genes, suggesting sediments may not be a suitable measure of recent sewage contamination. To assist water quality and public health managers better understand past microbial contamination of estuarine sediment, further studies seem justified to explore the role of decay of MST marker genes in sediment. Water is a scarce resource in many parts of the world while other parts of the world have abundant water, but it is of relatively poor quality. In Australia there is strong competition for water, which was managed through engineering works to control its supply until water markets were adopted in the1990s. By way of contrast, water is abundant in many places in New Zealand, but there are issues with its quality. While there is significant professional and academic literature regarding these and other water issues, most of it ignores the effect of tax. This is notable given that water taxation affects the pricing on which water markets are based. Without an appropriate price for water, it can be misallocated, leading to inefficient use. However, research into water quality has not significantly considered the role of economics, let alone taxes. Furthermore, what research does exist appears to have had little influence in water policy in Australia and New Zealand. Despite the relative paucity of water tax research and its apparent lack of impact, it has the potential to make a significant contribution to water issues such as efficiency and water quality. The purpose of this paper is to undertake a systematic review of the literature on water taxes so that the research undertaken so far can be consolidated, lessons can be identified for New Zealand and Australia, and future directions for research can be recommended. We find that the number of articles on water and taxation has increased markedly over the last 10 years, suggesting that the area is increasing in importance. Many of the articles are situated in developing countries, with only two in Australia and none in New Zealand. We observe that many articles are econometric studies that develop theoretical models of water taxes with the aim of achieving greater efficiency of water use and associated environmental benefits while others study real water taxes in the local context. We observe the breadth of topics covered in extant water tax research while equally noting an absence of depth. This is perhaps indicative of the infancy of the topic. There is general support for water taxes in the literature, with regard to a potential for a tax to both decrease water usage and improve water quality. However, this support is highly contingent on a range of factors, including design of the tax, how tax collected is used, and economic and social impacts. The review demonstrates that more studies are required to determine the impact of water taxes in actual environments, particularly in Australia and New Zealand. Furthermore, there needs to be more research on nature of the tax itself, how it is drafted and how it interacts with other taxes to ensure that benefits from water taxes are optimised. This paper reports on the use of qualitative analysis to inform a risk analysis framework for decentralised water systems. To realise the benefits from these technologies, a methodology is applied to learn from previous difficulties in implementing and managing them. A workshop process was used to capture stories from industry professionals on difficulties they have encountered in planning and implementation. Qualitative analysis of story narratives revealed stages where there was some type of development process failure; as well as failure modes and factors influencing the difficulties encountered. The analysis also generated insights: difficulties in one part of the development process tends to propagate to subsequent stages; system difficulties most often occurred in the policy stage of development due to institutional inertia and lack of adaptive governance; and the best indicator of problems with a decentralised system was complaints of poor water quality. Furthermore, this paper also provides a method to learn from past difficulties by identifying what data needs to be collected in order to populate a risk model which can be used for improving risk assessment of the development process for decentralised systems. Storm-water management is a common concern in rural catchments where development-related growth causes increases of storm-water flows. Greater magnitude and frequency of storm-water create greater challenges for mitigating storm-water damage and improving water quality. The concept of Blue-Green Infrastructure (BGI) as a solution incorporates a wide range of applicable components with the aim of minimizing the effect of catchment development on flow regimes without changing the watershed morphology. BGI components manage storm-water by decreasing impermeable cover and expanding natural and semi-natural systems to store water or recharge and filter storm-water into the ground. In this paper, guidelines for designing a pond as a component of BGI are provided and, configuration and size of the pond are determined. Moreover, the impacts of the designed pond on storm-water peak flow and quality are assessed for the Tarwin catchment, State of Victoria, Australia. The results indicate that the introduction of the pond would have reduced outfall inflow by 94 % and would have achieved the reduction of 88.3, 75.5 and 50.7 % for total suspended solids, total phosphorus, and total nitrogen respectively, during the extreme weather event in June 2012. A key feature of water policy reform in Australia has been the separation of water access entitlements from land titles and the establishment of markets for water. However, the separation of water entitlements from land failed to account for a number of characteristics that were implicit in the joint right. This has given rise to a number of third party effects as water is traded in an incomplete market. This paper describes four third-party effects of water trade; reliability of supply, timeliness of delivery, storage and delivery charges, and water quality and examines policy responses to address these effects. The discussion draws on the concepts of exclusiveness and rivalry to determine the applicability of property rights and other solutions to the third-party effects of trade. It is likely that many of the third-party effects of trade discussed in this paper do not warrant policy intervention at the national or state level, but intervention at the local level may be warranted. The costs of addressing some third-party effects may outweigh the benefits. The estimation of water quality properties through satellite remote sensing relies on (1) the optical characteristics of the water body, (2) the resolutions (spatial, spectral, radiometric and temporal) of the sensor and (3) algorithm(s) applied. More than 80% of global water bodies fall under Case I (open ocean) waters, dominated by scattering and absorption associated with phytoplankton in the water column. Globally, previous studies show significant correlations between satellite-based retrieval methods and field measurements of absorbing and scattering constituents, while limited research from Australian coastal water bodies appears. This study presents a methodology to extract chlorophyll a properties from surface waters from near-coastal environments, within 2 km of coastline, in Tasmania, south-eastern Australia. We use general purpose, global, long-time series, multi-spectral satellite data, as opposed to ocean colour-specific sensor data. This approach may offer globally applicable tools for combining global satellite image archives with in situ field sensors for water quality monitoring. To enable applications from local to global scales, a cloud-based geospatial analysis workflow was developed and tested on several sites. This work represents the initial stage in developing a semi-automated near-coastal water-quality workflow using easily accessed, fully corrected global multi-spectral datasets alongside large-scale computation and delivery capabilities. Our results indicated a strong correlation between the in situ chlorophyll concentration data and blue-green band ratios from the multi-spectral sensor. In line with published research, environment-specific empirical models exhibited the highest correlations between in situ and satellite measurements, underscoring the importance of tailoring models to specific coastal waters. Our findings may provide the basis for developing this workflow for other sites in Australia. We acknowledge the use of general purpose multi-spectral data such as the Sentinel-2 and Landsat Series, their corrections and algorithms may not be as accurate and precise as ocean colour satellites. The data we are using are more readily accessible and also have true global coverage with global historic archives and regular, global collection will continue at least 10 years in the future. Regardless of sensor specifications, the retrieval method relies on localised algorithm calibration and validation using in situ measurements, which demonstrates close-to-realistic outputs. This paper reviews some existing and potential applications of high frequency (HF) radar surface current, wave and wind data drawing on experiences within Australia and also from elsewhere in the world. These include oil spill transport, search and rescue services, navigational safety, marine renewables, tsunami detection, water quality and coastal development projects, and many different applications in the area of marine ecology. The data are also used for studies of ocean dynamics and for the validation of hydrodynamic and wave models. Some new wind direction and wave measurements from the Australian radar systems are presented. The quality of the data is crucial to all these applications and some examples of data validation are discussed. Learning from the experiences of other more developed networks, and in particular building solid links with the user communities in Australia, is essential to ensure long-term sustainability of the Australian HF radar network. Water quality outcomes affecting Australia’s Great Barrier Reef (GBR) are governed by multi-level and multi-party decision-making that influences forested and agricultural landscapes. With international concern about the GBR’s declining ecological health, this paper identifies and focuses on implementation failure (primarily at catchment scale) as a systemic risk within the overall GBR governance system. There has been limited integrated analysis of the full suite of governance subdomains that often envelop defined policies, programs and delivery activities that influence water quality in the GBR. We consider how the implementation of separate purpose-specific policies and programs at catchment scale operate against well-known, robust design concepts for integrated catchment governance. We find design concerns within ten important governance subdomains that operate within GBR catchments. At a whole-of-GBR scale, we find a weak policy focus on strengthening these delivery-oriented subdomains and on effort integration across these subdomains within catchments. These governance problems when combined may contribute to failure in the implementation of major national, state and local government policies focused on improving water quality in the GBR, a lesson relevant to landscapes globally. Investigations of agri-environmental programmes and their implementation often overlook the contribution of agri-political organizations (APOs). They focus instead upon the experiences of individual farmers, or the potential of farmers to be environmental stewards, the strategies or particular policy instruments employed by governments, or the workings of cooperative planning committees at river basin scales. Over the last decade in Australia, the influence and involvement of APOs in initiatives such as regional natural resource planning and the implementation of water quality policies has increased markedly but has remained largely under-researched. This paper indicates the ways these groups are becoming more embedded in the politics and operation of environmental governance and outlines the new and contested roles these groups are now playing in Australian rural landscapes. Using the case of the ongoing implementation of the Reef Water Quality Protection Plan, the paper explores tensions in the current arrangements and considers implications for ongoing participation of the farming sector in environmental governance. These tensions revolve around challenges to APOs’ traditional dialogic practices; interest-based models of representation; and their capacity to align with and operate within new territorial spaces of policy implementation, such as regions. This paper identifies external factors affecting the capacity of Australia's now-formalised 56 regional natural resource management (NRM) bodies and their community-based Boards to meet planning and management responsibilities. It demonstrates that little is known about the basic capacity-related characteristics of NRM regions, despite the lengthy and elaborate process of regionalism that Australia has embarked upon, with its associated and substantial devolution of responsibilities and resources. A suite of indicators is used to develop an ‘exploratory’ capacity typology of NRM regions. The ten regional ‘types’ identified are found to attract varying budget allocations under the Natural Heritage Trust Extension and National Action Plan for Salinity and Water Quality. There are indications that State and regional interests within and outside NRM can significantly influence the distribution of resources. An examination of resources allocated to capacity-building activities shows significant differences between regions in the scale of resources allocated (0–96% of total budget). The paper argues the case for intervention to reduce the gap between ‘have’ and ‘have not’ regions, and for further exploration of disparities in the allocation of resources to capacity-building activities. Purpose - Recently, Colac Otway Shire in Australia released its management plan for Lake Colac, claiming over-enrichment of the lake with nutrients and degraded water quality. This paper aims to investigate these claims by establishing a correlation between key water and ecological indicators and land uses. Design/methodology/approach - The paper examines the correlation between impairment and stressors in Lake Colac. This was achieved by identifying the likely sources of pollutants into Lake Colac; identifying any existing monitoring program; and characterizing the water and sediment inputs. The likely impacts of increased nutrients and sediment levels on indigenous flora and fauna were also examined. The use of meiofauna (very small benthic metazoan animals) was investigated as an indicator of degraded sites. Plankton diversity as a measure of water health was also assessed. Findings - Water quality in Lake Colac was found to vary both temporally and spatially, and exhibited low attainment against acceptable trigger values/objectives. At current levels the lake can be classified as poorly degraded. Likely sources of pollution were identified to be related to land uses in the catchments. The biota of the lake, investigated at four study sites, yielded a sparse, benthic macrofaunal assemblage that was dominated by oligochaetes. In contrast an abundant and taxonomically diverse meiofaunal assemblage was noted. Future meiofaunal analyses are likely to resolve suitable biotic indicator species of free-living nematodes in response to land use and waterway threats specified in the study. Originality value - This work will provide a better understanding of integrated environmental systems to enable development of best management practices, thus transforming the way the land and water are used in the future. Following the present work, other key water and ecological indicators (increased dispersion and dominance of biological species) at five additional sites wee studied. Alternative management options for the effluent generated at Colac Sewage Treatment Plant and possible ecological effects of each option were also evaluated. More recently, a sediment characterization study was also carried out at sensitive sites representative of locations where build up of sediments and algae outbreaks are reported. Factors including fragmentation, a lack of direction, poor accountability, poor water quality, and a sizable state government subsidy contributed to the rural water industry in Victoria, Australia, in 1993. In 1993 the state government set out parameters for reform to change the size, structure, performance, and culture of the water industry. The path taken was not privat ization, but corporatization. Tools used included amalgamation of organizations; separating water provisions from local government; changing the composition and reporting mechanisms of the boards; establishing clear benchmarks and performance criteria; making information publicly available; and providing a commercial orientation. The outcomes of the reforms were to be a focus on water quality and effluent management. In 2001, 15 water authorities were in place. There were significant improvements in accountability, finances, and performance. The authorities provided information on performance to both the state and the public. Reductions of operating costs have been in the range of 20–35%, with savings put back into new infrastructure. Water quality has significantly improved in a number of parameters and effluent management has also improved. This paper describes the challenges faced before the reform process, the reforms initiated, and the outcomes. It argues that privatization is not the only path to improvement: Developing a corporate structure and accountability can also deliver substantial improvements. [ABSTRACT FROM AUTHOR]

Cell-based bioassays are becoming increasingly popular in water quality assessment. The new generations of reporter-gene assays are very sensitive and effects are often detected in very clean water types such as drinking water and recycled water. For monitoring applications it is therefore imperative to derive trigger values that differentiate between acceptable and unacceptable effect levels. In this proof-of-concept paper, we propose a statistical method to read directly across from chemical guideline values to trigger values without the need to perform in vitro to in vivo extrapolations. The derivation is based on matching effect concentrations with existing chemical guideline values and filtering out appropriate chemicals that are responsive in the given bioassays at concentrations in the range of the guideline values. To account for the mixture effects of many chemicals acting together in a complex water sample, we propose bioanalytical equivalents that integrate the effects of groups of chemicals with the same mode of action that act in a concentration-additive manner. Statistical distribution methods are proposed to derive a specific effect-based trigger bioanalytical equivalent concentration (EBT-BEQ) for each bioassay of environmental interest that targets receptor-mediated toxicity. Even bioassays that are indicative of the same mode of action have slightly different numeric trigger values due to differences in their inherent sensitivity. The algorithm was applied to 18 cell-based bioassays and 11 provisional effect-based trigger bioanalytical equivalents were derived as an illustrative example using the 349 chemical guideline values protective for human health of the Australian Guidelines for Water Recycling. We illustrate the applicability using the example of a diverse set of water samples including recycled water. Most recycled water samples were compliant with the proposed triggers while wastewater effluent would not have been compliant with a few. The approach is readily adaptable to any water type and guideline or regulatory framework and can be expanded from the protection goal of human health to environmental protection targets. While this work constitutes a proof of principle, the applicability remains limited at present due to insufficient experimental bioassay data on individual regulated chemicals and the derived effect-based trigger values are of course only provisional. Accurately predicting estuaries water quality is essential to support immediate intervention to water quality problem management. Deep learning is used to improve forecasting of water quality parameters in many aquatic systems. However, it is frequently constrained by low data frequency and quality. High-frequency, continuous monitoring using integrated in-situ water quality and environmental sensors can be an input to deep learning models resulting in highly accurate water quality and environmental predictions. This paper proposes a novel approach to improve forecasting of water quality and environmental variables. The results of the real-world data from the Swan Canning Estuary sites show how well the suggested model works. With different sizes of training and testing sets, the model can still predict the increased number of hours in high scores. Eliminating highly correlated variables impact the model's performance, emphasising the usefulness of strongly correlated variables in scarce data scenarios. • This article proposes a framework to enhance water quality variable forecasting. • The framework reframes the time series problem as a supervised learning problem. • The results on the set of data from the estuary show how well the framework works. • The approach is envisaged to support management in detecting water quality issues. Over 24 million hectares of the world's coastal floodplains are underlain by acid sulfate soils (ASS). Drainage of these sediments has led to widespread environmental degradation, raising serious health concerns. To date, onsite rehabilitation has been complicated by differing stakeholder priorities, with resources often allocated to sites with more vocal proponents rather than those exposed to more significant environmental impacts. To address this issue, this paper introduces the Coastal Floodplain Prioritisation (CFP) Method ; a novel, data driven and spatially explicit multi-criteria assessment that ranks floodplain catchment areas according to their risk of transferring acidic drainage waters to an estuary. Results can be used to prioritise where remediation actions are likely to have the greatest benefit. The method was applied across six different estuaries in south-east Australia, with major field campaigns undertaken at each site. Within each estuary, the largest acid fluxes and impacts are identified with relevant mitigation measures provided. On a catchment scale, the results reflect the broader hydrogeomorphic characteristics of each estuary, including the historic acid formation conditions and recent anthropogenic drainage activities. Low-lying backswamps were identified as the highest risk zones within each estuary. These areas are also the most vulnerable to sea level rise. Reinstatement of tidal inundation to these backswamps effectively remediates acid sulfate soil discharges and provides a nature-based solution for adaptation to sea level rise with a range of co-benefits to encourage further investment.
