To meet global restoration targets, action is needed at a large scale, and at a high level of ambition. Coastal and marine restoration may be hindered by an array of factors, including governance: in particular, the cost and time associated with obtaining permits. We interviewed a small group of restoration practitioners in Australia to further explore this permitting issue. Our study revealed a deeper problem, with the legal permitting process driving outcomes. Some proponents are turning away from the sites with the highest restoration potential, and instead choosing sites based on the ease of obtaining permits. We also found that the permitting process is only one part of the problem, and progress is also being hampered by onerous post‐approval conditions, including ongoing liability for restorative interventions. Finally, the permitting process stifles innovation and creativity as outcomes are locked‐in at the permit stage. We conclude by highlighting the urgent need to reform legal permitting processes for restoration, as current practice may put the achievement of global restoration targets at risk. This paper explores how women think about men's bodies as objects of desire. It reports on one part of a larger qualitative study on men's bodywork practices in contemporary Australia. Drawing on material from three focus groups with 24 Australian women of varying ages, sexual orientations and backgrounds, the paper considers how women experience, understand and reflect on their desire for men and men's bodies. It also explores themes such as the connection women draw between what a man's body looks like and what it can do, how attraction is experienced, the meaning making women engage in as they think about men and men's bodies, and the broader politics of sexuality and objectification that inform their perceptions and ideas. These experiences are set against ideas in post-feminist thinking on women's sexual desire and debates on their sexual empowerment. The paper argues that these women are grappling with tensions between their personal experiences of sexual objectification and a feminist ethics relating to their active and reflexive projects of sexuality. Background: It seems to be a truth universally acknowledged that pathways to care for people with eating disorders are inconsistent and difficult to navigate. This may, in part, be a result of the complex nature of the illness comprising both mental and medical ill-health across a broad range of severity. Care therefore is distributed across all parts of the health system resulting in many doors into the system, distributed care responsibility, without well developed or integrated pathways from one part of the system to another. Efforts in many parts of the world to redesign health service delivery for this illness group are underway, each dependent upon the local system structures, geographies served, funding sources and workforce availability. Methods: In NSW—the largest populational jurisdiction in Australia, and over three times the size of the UK—the government embarked six years ago on a program of whole-of-health system reform to embed identification and treatment of people with eating disorders across the lifespan and across the health system, which is largely publicly funded. Prior to this, eating disorders had not been considered a 'core' part of service delivery within the health system, meaning many patients received no treatment or bounced in and out of 'doorways'. The program received initial funding of $17.6 million ($12.5 million USD) increasing to $29.5 million in phase 2 and the large-scale service and workforce development program has been implemented across 15 geographical districts spanning almost one million square kilometres servicing 7.75 million people. Conclusions: In the first five years of implementation there has been positive effects of the policy change and reform on all three service targets—emergency departments presentations, hospital admissions and community occasions of service as well as client hours. This paper describes the strategic process of policy and practice change, utilising well documented service design and change strategies and principles with relevance for strategic change within health systems in general. Predicting changes in the abundance of species over time is a central goal of conservation ecology. Typically, demographic data are used to parameterise models which describe population dynamics. Vital rates of plants vary across a species' distribution, yet most demographic estimates are spatially constrained. Banksia ornata (Proteaceae), a widespread serotinous obligate‐seeding shrub in southern Australia, has previously had a fire management model developed based on demographic data derived from a chronosequence in one part of the species' range. We asked: are demographic data collected from a limited geographic range robust for developing population dynamic models that are applied across the broader species' range? How much variation exists in the demography of species across their range and does this matter for estimating fire return intervals necessary for species persistence? We examine site‐to‐site variation in the pyrodemography of six populations of B. ornata encompassing its geographic range. We documented changes in population density, time to first reproduction and canopy seed bank accumulation in stands varying in age from 0.5 to 55 years. We model year of maximum seed production on demographic parameters such as population starting density and survival rate. Density, primary juvenile period, rates of mortality and seed bank accumulation varied across populations. Primary juvenile period varied across populations (from 6 to <20 years), while time to maximum seed production was estimated to take 34–39 years after fire. Hence, the fire intervals that correspond to minimising extinction risk (due to variation in primary juvenile periods) diverge moreso among populations than the fire intervals that produce (on average) the highest maximum seed production with respect to time since fire. Demographic data collected at different locations in a species' range are likely valuable for building realistic species response models to disturbance, providing underlying assumptions about key transitions, such as mortality rate, are made explicit. There is an increasing risk of a major oil spill in Australian waters over the next 20 years but there have been few studies on the impact of oil spills, and subsequent remedial action, on native Australian fauna. Octopus pallidus is a native Australian octopus species found in south-eastern Australia. The aim of the experiment was to investigate the effects of acute exposure to crude and dispersed crude oil and 4-chlorophenol (a reference toxicant) on recently hatched O. pallidus by calculating the 48-h LC50. Water-accommodated fraction (WAF) of Bass Strait crude oil was prepared using a ratio of one part crude oil to nine parts filtered seawater and mixing for 23 h. Dispersed-WAF was prepared using a ratio of one part Corexit 9527 to 50 parts crude oil and an oil to water ratio of one to nine and mixing for 23 h. Mean (SE) 48 h LC50 values were 0.39 (0.04), 1.83 (0.64) and 0.89 (0.08) ppm for WAF, dispersed-WAF and 4 chlorophenol, respectively. These results demonstrate that addition of the chemical dispersant Corexit 9527 to WAF does not increase the toxicity of WAF to O. pallidus hatchlings. [Copyright &y& Elsevier]

The Delphi method has been previously used to define and reach consensus on core workforce attributes. However, limitations of the traditional Delphi method have been identified. A modified online Delphi method, which aims to address these limitations, was used as one part of the intellectual disability mental health core competencies project. The authors assess the utility of a modified online Delphi method to define and reach consensus on the core intellectual disability mental health workforce attributes and the lessons learned from using this approach. Thirty-six intellectual disability mental health experts from across Australia participated in a modified online Delphi. At the end of each Delphi round the research team completed descriptive analyses for the quantitative data, and content and thematic analyses for the qualitative data. The research team subsequently critiqued the method in terms of its utility in defining workforce attributes. Authors identified several lessons from using this method to define core workforce attributes. In particular, it has highlighted the potential benefit of initiating the Delphi process with a developed framework that is familiar to the workforce; the benefit of using quantitative and qualitative methods; and the need to reconsider how to define participant consensus. This study confirmed the utility of a modified online Delphi method to identify and describe core workforce attributes, provided insights into the benefits and challenges of this method, and identified strategies for overcoming some of the commonly documented limitations of the Delphi method. However, it has also highlighted some additional challenges of the Delphi method that researchers have not commonly described within the published literature. The slow uptake of Education for Sustainability (EfS) curricula in universities has, partly, been attributed to academics’ perceptions that EfS has little relevance within some disciplines. Understanding teaching academics’ attitudes, values and experiences of EfS across disciplines can inform future EfS efforts in higher education. This paper presents one part of a larger study that sought the views of ≈6% of the entire university teaching workforce of Australia. One quarter of the teaching academics in every discipline of every Australian university (except one) (n = 38) was sent an online questionnaire asking for their opinions of EfS. Precisely, 1819 academics participated (26% response rate) and data was analysed with descriptive and inferential statistics. The findings suggest that academics are supportive of EfS for all university students. Support, perceived relevance and reported difficulties with EfS are discipline specific; academics would respond positively to EfS framed within their disciplinary worldviews. This article presents a challenge to legal scholars to engage with Indigenous literature. Because such literature is closely aligned to Indigenous movements, it is a rich source of information in relation to what Indigenous people believe is necessary for them to receive redress for the injuries of colonisation. Such engagement grounds the conclusion that litigation is rarely an end in itself, but rather one part of an enduring struggle for the transformation of relationships between Indigenous people and the state. Platforms written by Indigenous people are holistic and, in spite of diversity over time, they usually include at least three elements -- the realisation of self-determination, the creation of a land base, and compensation for dispossession. Critical race theory provides a theoretical foundation for the incorporation of such platforms into legal scholarship. By engaging with Indigenous literature, legal scholars will be exposed to the shortcomings of the native title recognition process, and devise new frameworks that will support Indigenous self-determination. This article argues that not much has changed since Australia amended in 2010 its International Arbitration Act, incorporating most of the 2006 revisions to the UNCITRAL Model Law as well as other reforms aimed at positioning Australia as a plausible arbitral venue in the Asia-Pacific region.There is no evidence yet of a broader 'cultural reform' that would make international arbitration speedier and more cost-effective - as urged by Australia's then Attorney-General when introducing the 2010 amendments. In fact, the article first outlines one ongoing cross-border dispute that has engendered at least five sets of proceedings, including a (thankfully unsuccessful) constitutional challenge to the Model Law regime. It then compares case disposition statistics for other Federal Court cases decided three years before and after the amendments, finding only minor differences.1 The article suggests a range of further revisions needed for the Act that emerge from the dispute including the constitutional challenge, as well as other topics for reform including measures to encourage a more internationalist interpretation of instruments such as the Model Law. Continuous improvement and continuous vigilance are needed for Australia to keep developing distinctive expertise in this complex and evolving field of law and practice. Legislative change is only one part of what is required to build a truly Australian brand of international commercial arbitration.What is needed - and what I hope the legislative reforms contained in the [2009 International Arbitration Amendment] Bill will spark - is cultural reform as to how arbitration is conducted in Australia . . . ABSTRACT Aim We examined the century-long post-fire responses of reptiles to (1) determine the time-scales over which fauna - fire relationships occur, (2) assess the capacity of a conceptual model to predict faunal response to fire, and (3) investigate the degree to which models of fauna - fire relationships can predict species occurrence and are transferable across space. Location A 104,000 km2 area in the semi-arid Murray Mallee region of south-eastern Australia. Methods We surveyed reptiles at 280 sites across a century-long post-fire chronosequence. We developed generalized additive mixed models (GAMMs) of the relationship between time since fire and the occurrence of 17 species in two subregions, and compared modelled responses with predictions derived from the conceptual model. The predictive capacity of GAMMs was then assessed (1) within the subregion the model was developed and (2) when transferred into a novel subregion. Results Eleven species displayed a significant relationship with time-since-fire, with changes in species probability of occurrence continuing up to 100 years post-fire. Predictions of the timing of species post-fire peak in occurrence were accurate for 9 of 13 species models for which a significant fire response was detected, but little success was achieved in predicting the shape of a species' response. GAMMs predicted species occurrence more accurately when applied within the subregion in which they were developed than when transferred into a novel subregion, primarily due to some species responding to fire more strongly in one part of their geographic range. Main conclusions Fire influences the occurrence of reptiles in semi-arid ecosystems over century-long time frames. Habitat-use conceptual models have value in predicting the peak occurrence of species following fire, particularly for species with distributions strongly shaped by fire. Species relationships with fire can differ across their geographic range, probably associated with variation in climatic influences on post-fire succession and the consequent provision of habitat resources. Objective To investigate whether childhood overweight at age 4-5 increases publicly funded health care costs during childhood, and to explore the role of timing and duration of overweight on health costs. Data Sources The Longitudinal Study of Australian Children (2004-2008) and linked records from Medicare, Australia's public health insurance provider (2004-2009). Study Design The influence of overweight status on non-hospital Medicare costs incurred by children over a 5-year period was estimated using two-part models and one-part generalized linear models ( GLM). All models controlled for demographic, socioeconomic, and parental characteristics. Principal Findings Being overweight at age 4-5 is associated with significantly higher pharmaceutical and medical care costs. The results imply that for all children aged 4 and 5 in 2004-2005, those who were overweight had a combined 5-year Medicare bill that was AUD$9.8 million higher than that of normal weight children. Results from dynamic analyses show that costs of childhood overweight occur contemporaneously, and the duration of overweight is positively associated with medical costs for children who became overweight after age 5. Conclusions This study reveals that the financial burden to the public health system of childhood overweight and obesity occurs even during the first 5 years of primary school. Background: The diets, physical activity and sedentary behavior levels of both children and adults in Australia are suboptimal. The family environment, as the first ecological niche of children, exerts an important influence on the onset of children's habits. Parent modeling is one part of this environment and a logical focus for child obesity prevention initiatives. The focus on parent's own behaviors provides a potential opportunity to decrease obesity risk behaviors in parents as well. Objective: To assess the effect of a parent-focused early childhood obesity prevention intervention on first-time mothers' diets, physical activity and TV viewing time. Methods: The Melbourne InFANT Program is a cluster-randomized controlled trial which involved 542 mothers over their newborn's first 18 months of life. The intervention focused on parenting skills and strategies, including parental modeling, and aimed to promote development of healthy child and parent behaviors from birth, including healthy diet, increased physical activity and reduced TV viewing time. Data regarding mothers' diet (food frequency questionnaire), physical activity and TV viewing times (self-reported questionnaire) were collected using validated tools at both baseline and post-intervention. Four dietary patterns were derived at baseline using principal components analyses including frequencies of 55 food groups. Analysis of covariance was used to measure the impact of the intervention. Results: The scores of both the "High-energy snack and processed foods" and the "High-fat foods" dietary patterns decreased more in the intervention group: -0.22 (-0.42;-0.02) and -0.25 (-0.50;-0.01), respectively. No other significant intervention vs. control effects were observed regarding total physical activity, TV viewing time, and the two other dietary patterns, i.e. "Fruits and vegetables" and "Cereals and sweet foods". Conclusions: These findings suggest that supporting first-time mothers to promote healthy lifestyle behaviors in their infants impacts maternal dietary intakes positively. Background: In Australia, the food industry and public health groups are locked in serious struggle for regulatory influence over the terms of front-of-pack food labelling. Clear, unambiguous labelling of the nutritional content of pre-packaged foods and of standardized food items sold in chain restaurants is consistent with the prevailing philosophy of 'personal responsibility'. An interpretive, front-of-pack labelling scheme has the capacity to encourage healthier patterns of eating, and to be a catalyst for improvements in the nutritional quality of food products through re-formulation. On the other hand, the strength of opposition of the Australian Food and Grocery Council to 'Traffic Light Labelling', and its efforts to promote a non-interpretive, voluntary scheme, invite the interpretation that the food industry is resistant to any reforms that could destabilise current (unhealthy) purchasing patterns and the revenues they represent.Discussion: This article argues that although policies that aim to educate consumers about the nutritional content of food are welcome, they are only one part of a broader basket of policies that are needed to make progress on obesity prevention and public health nutrition. However, to the extent that food labelling has the capacity to inform and empower consumers to make healthier choices--and to be a catalyst for improving the nutritional quality of commercial recipes--it has an important role to play. Furthermore, given the dietary impact of meals eaten in fast food and franchise restaurants, interpretive labelling requirements should not be restricted to pre-packaged foods.Summary: Food industry resistance to an interpretive food labelling scheme is an important test for government, and a case study of how self-interest prompts industry to promote weaker, voluntary schemes that pre-empt and undermine progressive public health regulation. In modern times when we speak of a mobile lifestyle we think of backpackers, fruit pickers, tourists, bikies or people living in caravans. Some people, of course, deliberately choose such a lifestyle. In the context of the historical past, of the people who moved in and out of this place - Kalgoorlie (our conference venue) - one group in particular had a very mobile lifestyle, though not by choice. I refer to the Afghan camel drivers who came to Australia for economic reasons. They mostly arrived as single men and assisted the explorers in their expeditions, and contributed to the development of the infrastructure of the Australian outback. The camel drivers steered the camels, 'the ships of the desert', that carried water tanks out to the mining areas such as Kalgoorlie and Coolgardie and other areas where water was scarce. The camels also carried wool bales and boxes of merchandize from one part of Australia to another. And they carted sleepers for the construction of railway lines from Perth to Coolgardie, and materials for the development of the Overland Telegraph Line in South Australia back in 1870-1872. The mobile nature of the lives of the Afghan camel drivers never permitted them to stay in one place for long. The Afghans were predominantly Muslims. They retained their culture and religion in such a harsh lifestyle. In this paper I examine the pattern of their mobile lifestyle from 1860 to 1930 and discuss their identity when they were with other ethnic groups, conflict when they faced resistance and their outspoken nature when they were regarded as the 'other'. Tiffany Lee-Shoy is the Senior Policy Advisor on Cultural Development at Fairfield City Council in western Sydney. In this exchange with Tanja Dreher, Tiffany reflects on recent community development work using digital storytelling to create new 'listening spaces' for young Khmer-Australians and their parents and grandparents. The project, known as 'Fairfield Stories', involved training young people to use digital technologies to produce short documentaries about their lives to be screened, in the first instance, to family and friends. The project forms one part of Tiffany's wider commitment to developing citizens' media initiatives and civic engagement in Fairfield, one of the most culturally diverse Local Government Areas in Australia. This paper reflects on the emotional geography of a place; one part of the Yanyuwa people's Indigenous homelands in northern Australia. It offers a biography of a Yanyuwa place that is deemed 'too strong to ever not be there'. There is no discreet past or present chapter in the story of this place, rather there is a continual narrative that exists right here and now, one that is embodied in emotional engagements drawn from people's connections to the spirit ancestors, the 'old people', today's youth, land rights, language and education. It is understood as somewhere of great strength, endurance and power, because such traits are revealed through the very name Manankurra. This is the power of a place name. Manankurra remains in memory, despite colonial actions enforcing a physical alienation from this place. Exile and physical estrangement from homelands are too familiar in colonial settings. Despite this, the cultural engagements and emotional geographies that demarcate Yanyuwa homelands, specifically Manankurra, by way of narrative, knowledge and memory were never lost, nor disembodied from the emotional experience of homelands. Abstract: The conservation of biodiversity is an important issue world wide and in Australia the maintenance of native biodiversity on farms makes an important contribution to overall conservation objectives. This paper seeks to explain Australian farmers'' rationale for maintaining biodiversity on their farms for personal as opposed to business reasons by developing a decision-systems theory from in-depth interviews. This difference has implications for policy development. The decision-systems theory is divided into two main sections. The first section contains five parts. (1) A hierarchy of motivation stories, (2) the concept of suitability and availability of opportunities, (3) a hierarchy of three decision-systems, (4) the concept of personal career paths, (5) the concept of Lenses. The second section contains one part, a policy classification system called ‘boxes of influence’ that suggests how policy developers can use the information in the first section to develop new biodiversity conservation policy. The paper suggests that decision-systems theory could be used to shed new light on current trends in agriculture and become an important investigative tool for policy development concerning the conservation of biodiversity on farms. Abstract: Background: Policy decisions are informed by a number of factors: politics, ideology and values, perceived public opinion, and pragmatic constraints such as funding. Research evidence is also used to inform decision-making but must compete with these other inputs. Understanding how policy makers access research evidence may assist in encouraging greater use of this evidence. This study examined the sources of research evidence that Australian government drug policy makers accessed when faced with their most recent decision-making opportunity. Method: Drug policy makers across health and police government portfolios were interviewed (n =31) and asked to report on the sources of research evidence used in their most recent decision-making. Results: Nine sources were reported, the most frequent of which were seeking advice from an expert and consulting technical reports. Accessing the internet, using statistical data and consulting policy makers in other jurisdictions were used in about half the cases. The least frequently used sources were academic literature, relying on internal expertise, policy documents and employing a consultant. Conclusion: There is a tension between the type of information source most suited to policy makers – simple, single-message, summative and accessible – and the types of information produced and valued by researchers—largely academic publications that are nuanced and complex. Researchers need to consider the sources that policy makers use if they wish their research to be utilised as one part of policy making. [Copyright &y& Elsevier]

This study investigated the role of quercitol in osmotic adjustment in field-grown Eucalyptus astringens Maiden subject to seasonal drought stress over the course of 1 year. The trees grew in a native woodland and a farm plantation in the semi-arid wheatbelt region of south Western Australia. Plantation trees allocated relatively more biomass to leaves than woodland trees, but they suffered greater drought stress over summer, as indicated by lower water potentials, CO2 assimilation rates and stomatal conductances. In contrast, woodland trees had relatively fewer leaves and suffered less drought stress. Plantation trees under drought stress engaged in osmotic adjustment, but woodland trees did not. Quercitol made a significant contribution to osmotic adjustment in drought-stressed trees (25% of total solutes), and substantially more quercitol was measured in the leaves of plantation trees (5% dry matter) than in the leaves of woodland trees (2% dry matter). We found no evidence that quercitol was used as a carbon storage compound while starch reserves were depleted under drought stress. Differences in stomatal conductance, biomass allocation and quercitol production clearly indicate that E. astringens is both morphologically and physiologically ‘plastic’ in response to growth environment, and that osmotic adjustment is only one part of a complex strategy employed by this species to tolerate drought. Recycled water use in urban areas is viewed as one part of the solution to Australia''s water shortage. The effectiveness of policies designed to promote recycled water systems depends on the acceptance by the community of the price, colour, odour and salt content of the recycled water. In Australia and other countries, limited research has been conducted that investigates community attitudes to and willingness to pay for recycled water, especially in urban settings. Community acceptance of recycled water and the economic feasibility of such projects have not been widely evaluated, even though the long-term feasibility of many projects is dependent on such information. This paper examines the attitudes of an urban Australian community living at Mawson Lakes in South Australia, to using recycled water for non-potable domestic purposes. Conjoint analysis (CA) was used to evaluate participant''s () preferences for various attributes of recycled water (colour, odour, salt content and price) for various uses (garden watering, toilet flushing and clothes washing). The analysis was used to estimate the respondent''s willingness to pay (WTP) for quality increases for each of the attributes. Differences in WTP were investigated according to various demographic variables including income and education. Results indicate that for garden watering having ‘low salt levels’ is the most important attribute of recycled water, for clothes washing ‘colourless’ is the most important attribute, and for toilet flushing a ‘low price’ was the most important attribute. Respondents were willing to pay for increases in the quality of recycled water. The amount they were willing to pay varied depending on applied use and the attribute in question. Respondents were most willing to pay for an increase in quality of recycled water when used for clothes washing (willing to pay Australian dollars (A$) 0. 07/cubic meter (m3) for removal of colour, A$0. 065 per cubic meter for an increase in quality of recycled water from ‘salty’ to ‘low salt,’ and A$ 0. 06/m3 for removal of odour (1A$=0. 75US$ and 0. 62€, August 24, 2005)). Segmentation of the price attribute by demographic sectors reveals that those in the higher income bracket, higher education sector, middle age group, and who are male, had a higher marginal valuation on price. The results of this study provide important information for recycled water retailers and water policy developers, helping achieve greater economic feasibility for future recycled water projects, to the satisfaction of the communities involved. Purpose. The current study addresses the issue of discontent at a personal and policy level with higher education and its funding, and its relation to tax compliance among a graduate population. It examines the thesis that discontent with the provision and funding of higher education plays a significant role in lowering tax compliance through the mediational role of shame management and dissociation from authority. Method. Data are taken from the graduates' hopes, visions, and actions survey based on a sample of 447 Australian graduates who recently received their tertiary degrees. Results. Path analysis provides support for the central thesis but also shows additional direct links between (1) dissatisfaction (with university studies) and tax evasion, and (2) having an income-contingent university debt to repay and tax evasion. Conclusions. This study demonstrates the ways in which the legitimacy of the tax system and the legitimacy of higher education policy are interconnected. Criticisms of government departments acting in tunnel-visioned ways with regard to the consequences of their actions are magnified in light of the findings of this paper. People take out their frustrations with one part of the government system (higher education funding and service provision) on other parts of the government system (taxation). Conceived by nurses in the hospital of a Palestinian refugee camp in Beirut, and inspired by Norwegian People's Aid, the international aid agency of the Australian trade unions was designed to give a genuine material base to solidarity with national liberation struggles. Bridging the difficult division in Australian labour politics between the Catholic right and the social democratic and pro-Moscow lefts, Australian People for Health, Education and Development Abroad (now Union Aid Abroad APHEDA) was able to channel funds from unions and the Australian government to agriculture, health, and vocational training projects in many countries in the South. Unlike most counterpart organisations in Europe and the USA, its earlier partners were rarely trade unions. Only recently has APHEDA directly supported trade union training in Cambodia, East Timor, and Indonesia, under pressure from Australian unions, who see workers' rights in neighbouring countries as crucial to their own fate. Yet unions in advanced capitalist countries don't spontaneously understand the humanitarian and development needs of countries, such as Papua New Guinea, where waged workers are a small minority of the population. Unionisation is only one part of the solution. The April 2000 Durban congress of the ICFTU called for trade unions to 'organise the unorganised', such as informal-sector workers, and to build alliances with NGOs and civil society around shared values. As a trade union NGO, APHEDA is located in the middle of a challenging intersection. Mandated to educate Australian workers on globalisation issues, APHEDA finds itself often more partisan than other international development NGOs in Australia, sometimes more circumspect. With attacks on union rights and the increasing share of the Australian aid budget delivered through private companies, APHEDA faces decisions about its independence, alliances, direction, and sustainability. This is a good time to take stock of the contribution of the Schools Commission to Australian education over the past 13 years. I am sure that in the United States where, as in Australia, the States have prime responsibility for education, there will be some interest in the nature and extent of federal intervention in education in one part of the anitpodes. The key question to be addressed is: "How can federal governments be effective in instigating and supporting change in schools?" In part answer to this I shall demonstrate briefly how this has occurred in Australia by giving an historical background and plotting the short course of the Commonwealth Schools Commission since 1973. Telecoupled systems connect consumption and other choices in one part of the world with land-use and land-cover change in another. While such connections are increasingly well documented, research on governing telecoupled systems is in its infancy. Drawing on recent discussions in sociology, we argue that models for governing telecoupled systems must consider two types of information flows. Low-bandwidth flows allow for limited information transfer but can take place over greater distances. High-bandwidth flows, by contrast, allow for more complex knowledge transfer but tend to be geographically localized due to the costs of maintaining robust connections. Using a mixed-methods case study of national sustainability certification in the wine sector in Australia and Chile, we argue that Chile's counterintuitive success in diffusing its national sustainability certification relates to its geography, which facilitated high-bandwidth connections. We conclude that telecoupling governance measures, such as jurisdictional commodity certification, need to consider the unique requirements and costs of high-bandwidth connections in allocating institutional investments. The original meaning of the term 'secular' in the 'free compulsory and secular' nineteenth-century Australian public education acts is often contested, and has recently become part of a contemporary debate about the presence of confessional religion in state schools. I outline four different interpretations expressed in Australian education history writing, then review the recent Journal of Religious History article 'Free, Compulsory and (not) Secular' by Catherine Byrne, arguing that it belongs to the secular liberal or 'Whig' interpretation of the meaning of 'secular' in the acts. The article is critiqued for forcing sources to conform to an overly rhetorical narrative device: a polarised structure valorising Victorian legislator George Higinbotham, and demonising New South Wales legislator Sir Henry Parkes. The article is also criticised for sub-optimal source-work, lack of awareness of the corpus of Australian education history, and overt contemporary policy agendas. I also suggest that the larger 'Whig' interpretation of 'secular' as part of a liberal progress narrative, underemphasises a religious hermeneutic and a critical theory hermeneutic: that a Protestant consensus about state schooling and 'secular' in the Public Education Acts was also a deeply sectarian device for excluding Catholics from a dominant social settlement, just one part of a systemically divided and prejudicial culture. The article presents the 2005 state of the air report of Australia. Data collected by the Australian Bureau of Meteorology at Cape Grim, Tasmania, show that carbon dioxide increased by two parts per million since 2001, compared to the growth rate of just over one part per million in the early 1980s. Synthetic greenhouse gases showed a strong accelerating trend at seven parts per trillion. Nitrous oxide also registered an accelerated growth rate at approximately one part per billion. However, methane concentrations have not increased for the past six years.
