We shed new light on a long-standing question in political science: When confronted with costly policy choices, do citizens form their preferences using material (economic) concerns or other-regarding motivations, such as the distribution of costs, and how are these moderated by political ideology? Using the case of carbon taxation, a widely advocated policy solution to climate change, we conducted survey experiments in Germany and the United States to assess the relative importance of these forms of preferences. The results show that individuals are primarily concerned with how a carbon tax would affect their individual income. There are also important cross-national differences with high-income German respondents being more receptive to redistributive policy design, especially in contrast to high-income Democrats who significantly decrease support for carbon taxation. These findings highlight how the constituencies generated by new policies can significantly alter the distribution of mass support for action on emerging societal problems. [ABSTRACT FROM AUTHOR]

The paper addresses the important question of how institutional structures matter to the delivery of climate change policy for urban transport. It examines the strategic goals, policy tools in operation and initial progress towards carbon emission reduction in seven cities across the UK and Germany where different institutional structures exist. The UK has the presence of a strong national carbon target and strong hierarchical national–local government relationships whilst Germany has a more integrated system of local transport provision in a context where local and regional government is stronger. Our findings show that the carbon agenda has made very little difference to what is happening on the ground in the cities. Across all sites, progress is being made but largely through technological improvements which are being almost completely offset by population growth. Even in the more integrated city environments there has not be an additional stimulus to manage the demand for travel. Contrary to previous research therefore, we cannot conclude that institutional structures are paramount in delivering effective carbon reduction policies. The institutional structures in the UK and in Germany are not perfectly aligned to carbon management but, given the cross policy impacts of most transport interventions, this is perhaps inevitable. We can clearly conclude however that “better” structures are not sufficient to achieve the implementation of more effective carbon policies. Whilst institutional structures must matter, it is the broader governance environment and the resources and politics involved in transport policy that currently seem to dominate the importance of the carbon agenda and implementation paths that emerge. The German federal state of North Rhine-Westphalia (NRW) is home to one of the most important industrial regions in Europe, and is the first German state to have adopted its own Climate Protection Law (CPL). This paper describes the long-term (up to 2050) mitigation scenarios for NRW's main energy-intensive industrial sub-sectors which served to support the implementation of the CPL. It also describes the process of scenario development, as these scenarios were developed through stakeholder participation. The scenarios considered three different pathways (best-available technologies, break-through technologies, and CO2 capture and storage). All pathways had optimistic assumptions on the rate of industrial growth and availability of low-carbon electricity. We find that a policy of "re-industrialisation" for NRW based on the current industrial structures (assumed here to represent an average growth of NRWs industrial gross value added (GVA) of 1.6% per year until 2030 and 0.6% per year from 2030 to 2050), would pose a significant challenge for the achievement of overall energy demand and German greenhouse gas (GHG) emission targets, in particular as remaining efficiency potentials in NRW are limited. In the best-available technology (BAT) scenario CO2 emission reductions of only 16% are achieved, whereas the low carbon (LC) and the carbon capture and storage (CCS) scenario achieve 50% and 79% reduction respectively. Our results indicate the importance of successful development and implementation of a decarbonised electricity supply and breakthrough technologies in industry-such as electrification, hydrogen-based processes for steel, alternative cements or CCS-if significant growth is to be achieved in combination with climate mitigation. They, however, also show that technological solutions alone, together with unmitigated growth in consumption of material goods, could be insufficient to meet GHG reduction targets in industry. The European Union's unilateral action on climate change has the potential to expose its energy intensive industries to undue competition from economies where lower standards of climate policies are in operation. This "green paradox" may result in carbon constrained energy intensive industries relocating their operations away from the EU as a result of international competition and increased costs in domestic production, giving rise to "carbon leakage". For the Federal Republic of Germany, with its export driven economy dominated by energy intensive manufacturing industries, the prospect of carbon leakage is of particular interest. This article investigates the policy considerations underpinning the carbon leakage debate and the measure designed to address leakage risks, in particular sectoral approaches and free allocation of emission allowances. The concept of positive carbon leakage will be developed with the article arguing that energy intensive industry in Germany is capable of adapting to carbon leakage by use of innovation and increased energy efficiency. The article concludes that the risk of carbon leakage in Germany is of a minimal nature and therefore considerably overstated. In order to minimize the risk of leakage further, sectoral approaches should be considered for the EU's most energy intensive industries. [ABSTRACT FROM AUTHOR]
