1. Complexity of legacy city resource management and value modeling of interagency response.

Abstract

For most cities, it is very challenging to both collect information from throughout a city, irrespective of agency or city function, and integrate this information into a broad decision-support environment. For example, this is particularly challenging for mature cities of the size and complexity of New York City, Tokyo, and London and for their managing agencies. Resource management for a city spans multiple domains including water and sanitation, buildings, transportation, energy, security, citizen services, and regional development. Implementing processes, policies, or interoperability features across multiple domains in a legacy city, as defined in this paper, requires significant coordination and "permission" among the agency players. Here, we propose a novel smarter-city maturity model that depicts the cross-domain and agency-to-agency interactions in response to an event (such as a water-main break). We also propose an enabling system architecture and multidomain-aware command portal that provide a detailed plan to address and optimize the management of resources for complex events. Finally, we propose a value-modeling method for quantifying the estimated cost of alternative scenarios and of selecting the best response to an event. 2. Symposium showcases Japanese architecture.

Abstract

Several stellar Japanese architects recently converged on Manhattan, New York, for a symposium at the Japan Society called "Technology and Tradition in Contemporary Japanese Architecture," co-organized by the periodical "Architectural Record." The conference was launched with a lecture by Fumihiko Maki, recently appointed architect for a new United Nations building and a tower at Ground Zero. The focus then passed to younger architects, including Ware Kishi , Kengo Kuma, and the ebullient Jun Aoki. Aoki, Shigeru Ban and Kazuyo Sejima are rising architects. Each has built or is about to build in Manhattan: Aoki's work for Vuitton on Fifth Avenue, Ban's Paper Arch at the Museum of Modern Art in 2000, and Sejima's New Museum envisaged for the Bowery.

Abstract

CHERRY BLOSSOM FESTIVALS (Saturday and Sunday) Their blossoms have colorful but fleeting lives, so the time is now to see the city's cherry trees in all their splendor. Many of the celebrations, always annual displays of rebirth, are especially so this year; they are helping earthquake relief efforts in Japan. The grande dame of celebrations, the Sakura Matsuri at the Brooklyn Botanic Garden, is in its 30th year and will offer sounds, sights and tastes of Japan on Saturday and Sunday, from 10 a.m. to 6 p.m. Visitors can make paper cranes that will be matched by charitable donations from a philanthropic organization, or write their thoughts on tea-stained sacks that will be pinned together to make a tea quilt. On Roosevelt Island, above, a cherry blossom festival with Japanese-theme entertainment and food is planned for Saturday, from 1 to 3 p.m., on the West Promenade, with a grove of trees dedicated to the people of Japan. On Sunday a walking tour of the blooming trees on Roosevelt Island -- with a look at the island's history as well -- will meet at 11 a.m. at the Visitor Center Kiosk at the Tram Plaza; a $5 donation is suggested.
