In historical retrospect, our country built its own national security system of Ukraine, which declares generally accepted norms of international law, which allowed the country to establish its own European identity and launch a complex process of transformation of society and the national security system. The events of recent years in Ukraine define corruption in the conditions of martial law in Ukraine as a threat to the national security of the state of Ukraine as a whole. In this context, the President of Ukraine recognized the slow fight against corruption in the conditions of martial law in Ukraine as the main obstacle to the development of Ukrainian statehood. In the course of the study, the issues of preventing and countering corruption in the conditions of martial law in Ukraine, which are of a systemic nature, are considered in the scientific plan, in particular: administrative and legal characteristics of corruption crimes, since administrative corruption offenses are not defined by the legislator as socially dangerous, but they cause certain damage material, moral or other social relations, the boundaries of which are defined in accordance with the Law of Ukraine „On Prevention of Corruption", according to the document they are classified as another group of offenses, in particular „offences related to corruption", the legislator interprets this as „acts that do not contain signs of corruption, but violate the requirements, prohibitions and restrictions established by this law, committed by the person specified in the first part of Article 3 of this law, for which the law establishes administrative, disciplinary or civil liability"; problems of combating corruption in the conditions of martial law in Ukraine; administrative responsibility for certain types of corruption crimes; conflict of interests in the conditions of martial law in Ukraine; reforming the system of state authorities. During the research, classical and author's approaches to the development of administrative and legal principles for the prevention and counteraction of corruption were analyzed, and positive theoretical and practical foreign experience was used. The relevance of the proposed research lies in the fact that scientists are paying attention to the solution of corruption problems in certain areas, and specifically, until now, the problem of preventing and countering corruption in the conditions of martial law in Ukraine has not been solved, taking into account the conceptual approach that would ensure the effective functioning of prevention measures and combating corruption based on the author's proposed model of administrative and legal principles for preventing and combating corruption in the conditions of martial law in Ukraine, which led to the choice of this topic of the article. Peculiarities of planning implementation at the enterprises are investigated in this paper. It is determined that the effectiveness of planning for the company largely depends on practical implementation of approved plans. Sometimes good long-term plans do not ensure the company success only because certain mistakes are made during their implementation. The successful plans transformation into practical activities can require the creation of the plan implementation project. This document can include short-term and long-term goals, tasks list, also it defines functions and responsibilities, outlines the budget and required resources as well as assumed liabilities. It is noted that during the planning implementation into practical enterprise activity it is necessary to take into account goals, deadlines and schedule times, resources allocation, assignment of performers responsibilities, performance monitoring and success measurement, plans correction and adaptation, results evaluation. It is emphasized that the planning implementation at the enterprise is a long process including a number of stages. In order to implement the plans into practical enterprise activity successfully a special document can be worked out. This document contains the following parts: introduction, management overview, major tasks, implementation schedule, security and privacy, list of resources and implementation support, documentation, performance monitoring and control, criteria for the determination of plans implementation, glossary, sources of information for planning implementation needs, approval of a certain planning implementation sequence. It is stated that for planning implementation at the enterprise, it is necessary to assign the liabilities to the responsible executors or to create a special body designed for the organized implementation of planned tasks. It is defined that failures are probable during the good plans implementation and goals achievement. It is summarized that profound preparation for planning implementation contributes to the optimal use of resources, effective plans implementation and achievement of the enterprise success. Introduction. The article is aimed at researching the violation of customs rules which are observed in a wide scale and examined already at world level, but not only at the level of one state. All states make efforts for overcoming of them negative influence and distribution, developing and implementing separate tasks, programs, perfecting the legislation and practice of fight against violations. Methods. The methodological basis of the study was a variety of general scientific and specific methods of research and cognition. Namely: bibliographic method - for the study of literary sources to obtain the necessary information on the topic of research; method of analysis and synthesis - to study the object and subject of research and comprehensive study of the problem of violation of customs rules; surveillance method - to find out the nature of customs offenses; abstract and logical method - for theoretical generalization and formation of relevant conclusions; graphical method - to visualize the classification of customs offenses and elements of the composition of the subjective side of customs offenses; method of critical analysis and systematic approach - to investigate the features of the onset of administrative responsibility. Special research literature on the selected topic was used for the study, codified legislative acts reflecting a specific topic of work, scientists' work related to violation of customs rules, articles and points of view of customs experts on the mentioned problem were also analyzed. Results. The analysis of essence of violations of customs rules is conducted by the author. The signs of composition of custom offences are exposed in accordance with the Custom code of Ukraine (object, subject, objective side and subjective side of offence). Classification of violations of customs rules is considered on the degree of the inflicted harm. Description of administrative responsibility for violation of customs legislation with pointing of subjects that can be attracted to administrative responsibility is given. Signs of administrative responsibility for violation of customs rules are revealed. Essence and classification description of administrative penalties for violation of customs rules, such as warning, fine, confiscation, the features of application of every type of administrative penalties are considered. The types of violations of custom rules are considered, their classification on certain signs in accordance with the Custom code of Ukraine. Circumstances at that the offensive of administrative responsibility is eliminated are considered. Discussion. Prospects for further research are to investigate the establishment of clear differences between violations of customs regulations from smuggling. Grape pomace contains a complex of valuable and biologically active compounds. Drying is one of the main ways of microbiological stabilisation and preservation of the nutritional value of this secondary raw material. Kinetic parameters of dehydration of grape pomace from different industrially cultivated and processed varieties have been studied, namely, of the red grape varieties Cabernet and Shiraz, and of the white varieties Chardonnay and Riesling. Dependences of the moisture content in the process of convective drying at different drying agent rates have been obtained at a regulated temperature of 80 °C. The components of such an important technological parameter as the drying time have been determined. These components include the duration of the constant drying rate period Φ2 and the time of the decreasing drying rate period Φ1 of the two zones of the second drying period. The coefficients of the dehydration process have been calculated depending on the type of grape pomace processing. It has been shown that the discrepancy between the calculated and experimental results does not exceed ±3.9%. The specific features of the moisture yield of the pomace have been revealed, the pomace being viewed as a complex heterogeneous system with colloidal and capillary-porous properties. There are different types of its technological preparation: it can be fresh, frozen, fermented, and this makes for the fact that the drying time and drying rate may differ by 1.32– 1.46 times. High preservation of valuable properties of grape pomace has been shown. Thus, the concentration of biologically active substances (BAS) in the total polyphenolic compounds is up to 69% of their initial concentration in the grape pomace samples, and the microbial contamination of the samples after drying is reduced by 51–82% of their initial contamination.
