Abstract

The Department of Education considers the Carl D. Perkins Vocational Education Act reauthorization one of the critical education issues facing the 101st Congress. This area is of the highest priority because of the importance of vocational education to the rejuvenation of U.S. education; to the educational aspirations of the poor, disabled, and other at-risk populations; and to the future competitiveness of U.S. industry. The Department proposes to maintain both of the historical components of the federal role in vocational education--educational equity and program improvement--and to make improvements in the act that will make it more likely for these important federal objectives to be achieved. These themes are means of achieving this goal: accountability for results, program simplification and enhanced flexibility, program improvement, and vocational education for economic development. 19. Education: The Future Begins Today.

Abstract

A well-chosen example can lend life to learning in a way that few other resources available to the teacher can rival; the driving force behind the current educational reforms is learning by example. The Bush Administration, to meet the challenge of the nation's education deficit, will become pupils of the educational system to learn from the valuable experience of teachers. It is the Administration's expectation that (1) everyone in America be educated to their fullest potential, a situation that can only result when all students remain in school and the term "dropout" becomes obsolete; (2) access to education must be ensured for not only the academically talented, but also for those living in poverty, the at-risk students, and the handicapped; and (3) all American citizens must be held accountable to the nation relative to the quality of education the country provides. The establishment of merit school programs using state standards under federal guidance would provide both official recognition and financial support to schools that are accountable and effective. Education is a critical part of the American social fabric; in a real sense, it is the vital link between our personal goals in life and our common goals as a free nation. (KM)

Abstract

This press release documents the remarks made by Lauro F. Cavazos (U.S. Secretary of Education) at a press conference publicizing the 1989 edition of the "State Education Performance Chart." This chart provides comparative data for the years 1982 and 1988. It is reported that in 1988, the performance of U.S. students was stagnant. Increases in spending for education were not matched by improved performance. Scores on college entrance exams are still substantially lower than they were in the 1960s. The 1988 figures indicate that only 71 percent of current ninth graders will complete high school with their class. Educators are urged to increase graduation rates, start intervention programs early, emphasize parent responsibility, ensure attendance, and increase student academic achievement. (SI)

21. Choice in Education. Remarks Made at Education Press Association 'Newsmaker' Luncheon (Washington, D.C.).

Abstract

To overcome the education deficit, the United States must first have a national commitment to excellence in education and, second, must restructure elementary and secondary education. The provision of choice in education is the cornerstone to restructuring education in this country. Opportunities offered by choice have benefited students at the Jose Feliciano School for the Performing Arts in East Harlem, New York. Minnesota has been putting the nation's most ambitious statewide choice program in effect since 1985. Iowa and Arkansas have enacted open enrollment legislation, and it is reported that 21 states are considering choice programs. According to Charles Glenn, civil rights director, Massachusetts Department of Education, choice can promote equity" by creating conditions that encourage schools to become more effective...by allowing schools to specialize and thus to meet the needs of some students very well rather than all students at a level of minimum adequacy, and...by increasing the influence of parents over the education of their children in a way which is largely conflict free." Choices at the postsecondary level of education in the United States have helped to produce the highest caliber educational system. The same approach can promote progress and success for our elementary and secondary schools. In order to provide momentum in the national effort on choice in education, several federal initiatives are announced along with four publications that concentrate on the theory and practice of choice. Finally, a 3-year evaluation to be conducted of the impact of Minnesota's open-enrollment choice program is announced. (MLF)
