1. Rising Threats to Public Officials: A Review of 10 Years of Federal Data

Abstract

A review of federal charges for the past decade highlights that the number of threats to public officials is growing. While 2013-2016 had an average of 38 federal charges per year, that number sharply increased to an average of 62 charges per year between 2017-2022. Across the time series, ideologically motivated threats, on average, accounted for almost half of the cases, and the portion steadily increased year over year. A preliminary review of cases from 2023 and 2024 shows that the number of federal prosecutions is on pace to hit new record highs. Abstract

Over the last few years there has been growing interest worldwide in programs aimed at countering violent extremism (CVE). In reality, the term CVE encapsulates many different strategies and tactics, with different aims and structures. CVE initiatives can be used to counter extremist narratives and offer societies an alternative to the message circulated by terrorist groups. In addition, CVE programs might intervene when individuals are in need of more personalized attention. CVE can be implemented by governments as well as non-governmental organizations including NGOs and religious and advocacy groups, etc.; target individuals from different communities or at different stages of the radicalization process. What activities are used and how CVE initiatives are executed will depend on the nature of the threat as well as the targeted populations and main objectives. CVE programs are not new, but the level of the current threat of homegrown extremism brought attention back to CVE. This chapter will attempt to explain what CVE entails and how these programs can be utilized.
