11. Extension of TVCAI Project to Include Demonstration of Intelligent Videodisc System. Hardware, Software, and Courseware Implementation Component. Final Report.

This project, stemming from work started under the National Science Foundation grant "Development of a Television Computer Assisted Instruction (TVCAI) System" SER-7806412, called for the transfer to videodisc of some of the videotape materials developed under the grant. Three efforts were included in the proposal: design and development of hardware and software for the intelligent videodisc system, design and selection of courseware for the system, and courseware evaluation. This report contains a summary of the work completed in support of intelligent videodisc systems. Hardware and software developed, the videodisc produced (which contains physics materials), and the demonstrations given of the intelligent videodisc system are discussed. In addition, the report contains a description of current work both in extending the usefulness of the intelligent videodisc system and in support of other users. General remarks concerning the appropriate use of intelligent video systems in education are also included. Timing differences, Video-computer Courseware Implementation System (VCIS) video documentation, and lists of demonstrations/workshops and publications are included in appendices. (JN)

Cellular organelles provide opportunities to relate biological mechanisms to disease. Here we use affinity proteomics, genetics and cell biology to interrogate cilia: poorly understood organelles, where defects cause genetic diseases. Two hundred and seventeen tagged human ciliary proteins create a final landscape of 1,319 proteins, 4,905 interactions and 52 complexes. Reverse tagging, repetition of purifications and statistical analyses, produce a high-resolution network that reveals organelle-specific interactions and complexes not apparent in larger studies, and links vesicle transport, the cytoskeleton, signalling and ubiquitination to ciliary signalling and proteostasis. We observe sub-complexes in exocyst and intraflagellar transport complexes, which we validate biochemically, and by probing structurally predicted, disruptive, genetic variants from ciliary disease patients. The landscape suggests other genetic diseases could be ciliary including 3M syndrome. We show that 3M genes are involved in ciliogenesis, and that patient fibroblasts lack cilia. Overall, this organelle-specific targeting strategy shows considerable promise for Systems Medicine., Mutations in proteins that localize to primary cilia cause devastating diseases, yet the primary cilium is a poorly understood organelle. Here the authors use interaction proteomics to identify a network of human ciliary proteins that provides new insights into several biological processes and diseases.

Die Vermittlung von Flüchtlingen in Arbeit oder Ausbildung trägt wesentlich zu ihrer gesellschaftlichen Integration bei und stellt die öffentliche Arbeitsverwaltung vor besondere Herausforderungen. Viele Flüchtlinge haben eine hohe Arbeitsmotivation, sprechen jedoch häufig nicht oder schlecht Deutsch und bringen keine Berufsqualifizierung mit, die in Deutschland anerkannt wird. Zudem haben Flüchtlinge, die bereits einer Erwerbsarbeit nachgehen, diese häufig durch persönliche Kontakte zu Verwandten, Freunden oder Bekannten gefunden. Vor diesem Hintergrund ergibt sich die Forschungsfrage, die mit der vorliegenden Studie beantwortet werden soll: Welchen Einfluss übt die Beratung und Vermittlung von Flüchtlingen in Arbeitsagenturen auf die Arbeitsmarktintegration dieser Personen aus? Die Studie baut auf der wissenschaftlichen Begleitung des Modellprojekts 'Early Intervention - frühzeitige Arbeitsmarktintegration von Asylbewerbern' auf. An fünf Standorten wurden qualitative Fallstudien durchgeführt, die den Prozess der Beratung und Vermittlung von Flüchtlingen beleuchten. Die Studie beschreibt, wie Arbeitsagenturen interne Strukturen schaffen und externe Kooperationen eingehen, um Flüchtlinge in den Arbeitsmarkt zu integrieren. Es werden verschiedene Wege in den Arbeitsmarkt aufgezeigt. Dabei ist der persönliche Kontakte zwischen Flüchtlingen und Arbeitgebern von besonderer Bedeutung für die Aufnahme einer Arbeit oder einer Ausbildung. Allerdings wird ebenfalls offenbar, dass viele Aktivitäten und Angebote der Arbeitsagenturen zeitlich und systematisch vor der eigentlichen Arbeitsvermittlung, d.h. dem Zusammenführen von arbeitsuchenden Personen und offenen Stellen, ansetzen. Insbesondere Kurse zum Erlernen der deutschen Sprache, Maßnahmen zur Erfassung von Kompetenzen und Beratungen zur beruflichen Orientierung gehen der eigentlichen Arbeitsvermittlung voraus. Labour market integration of refugees contributes to their integration into society and constitutes a particular challenge of public employment services. Many refugees are highly motivated to get a job. However, they often do not or hardly speak German and do not have any vocational qualification acknowledged in Germany. Furthermore, refugees find work by means of social contact with relatives, friends or acquaintances without involving the public employment service. Given the challenge of public employment services to integrate refugees into the labour market, this study seeks to answer the research question: How do employment agencies influence the labour market integration of refugees? The study takes up the findings of an evaluation of the pilot scheme "Early Intervention - Early Labour Market Integration of Asylum Seekers". In five employment agency districts, qualitative case studies have been conducted in order to examine the process of labour market advice and job placement of refugees. The study describes how employment agencies create internal structures and enter into external co-operation in order to integrate refugees into the labour market. Furthermore, it identifies different ways into the labour market. It is shown that face-to-face contact between refugees and employers is essential to take up a job or a training place. However, it is also shown that many activities of the employment agencies occur prior to the matching between jobseekers and job vacancies. In particular, this applies to language courses, competence assessment as well as vocational guidance and counselling orientation.

Die aktuelle Zuwanderung von Flüchtlingen stellt den deutschen Arbeitsmarkt vor neue Herausforderungen. Ein erhöhtes Ausmaß sozialer Vielfalt, an kultureller Diversität, kommt auf die Betriebe zu. Nicht zuletzt werden deren organisatorische und soziale Kompetenzen gefragt sein, wenn es darum geht, mit neuen Arbeitskräften bisher vielleicht fremder kultureller Herkunft im Arbeitsalltag umzugehen. Dies lenkt neues Augenmerk auf die Rolle von Diversity Management. Dessen ursprüngliches Ziel war es, Chancengleichheit am Arbeitsmarkt zu ermöglichen. Da es soziale Vielfalt als Ressource interpretiert, ist Diversity Management inzwischen (auch) ein Instrument zur Produktivitätssteigerung von Betrieben geworden. Welche Motive für und Arten von Diversity Management sich in deutschen Betrieben tatsächlich finden und wie diese mit Tendenzen sozialer Schließung in Einstellungsprozessen zusammenhängen, beschreibt dieser Bericht auf Basis von Experteninterviews. Den theoretischen Hintergrund bildet dabei der Zusammenhang von Diversität und sozialer Schließung im Betrieb. Die Auswertung der Interviews mündet in einer Aufstellung verschiedener Typen von Betrieben, die sich hinsichtlich ihrer Haltung Diversity Management gegenüber, ihres Motivs dafür, ihres Umgangs mit sozialer Vielfalt sowie ihres Grades an sozialer Schließung unterscheiden. Eine bereits bestehende Typologie von Diversity Management von Thomas und Ely (1996) wird dabei um zwei Typen erweitert. Die Ergebnisse legen nahe, dass eine nachhaltige Nutzung sozialer Vielfalt durch zwei Faktoren begünstigt wird: Eine historisch-politisch oder organisatorisch bedingte Auseinandersetzung mit sozialer Vielfalt einerseits und eine idealistisch motivierte positive Wertschätzung sozialer Vielfalt andererseits. The current migration of refugees will challenge the German labor market in new ways. Firms will be facing a heightened degree of cultural diversity. Having to deal with new employees of probably unknown cultural origin will most likely test firms' organizational and social skills. This puts new emphasis on the task of managing diversity. The initial goal of diversity management was to establish equal chances for minorities in the labor market. Interpreting social diversity as an economic resource has by now (also) rendered diversity management an instrument to increase a firm's productivity. Based on expert interviews in German firms, this report describes the motives for and different kinds of diversity management that can be identified empirically and how they relate to different degrees of social closure in hiring processes. The theoretical backdrop is the connection between diversity and social closure in a firm. Analyzing the interviews results in a typology of firms that differ in attitude towards and motive for diversity management as well as in how they handle diversity and how socially closed they are, and thereby expanding a typology of diversity management by Thomas and Ely (1996) by two types. The results suggest that a sustainable usage of diversity benefits of two factors: A confrontation with diversity brought about by political or historical circumstances on the one hand and an idealistically motivated positive appreciation of diversity on the other.

This project aims at a quick support with respect to a successful labour market integration that also considers the formal qualification of the asylum seekers in an adequate way. The project was implemented in six German regions and is evaluated by the Institute for Employment Research. The Research Report analysis the implementation of the project within the local agencies and discusses major challenges on a way to find appropriate jobs for the asylum seekers." Die steigende Zahl an Asylbewerbern bringt neue Aufgaben für die Arbeitsmarkt- und Beschäftigungspolitik mit sich. In dem gemeinsamen Modellprojekt 'Early Intervention' nahmen sich die Bundesagentur für Arbeit (BA), das Bundesamt für Migration und Flüchtlinge (BAMF) und das vom Europäischen Sozialfonds (ESF) geförderte Bundesprogramm 'XENOS - Arbeitsmarktliche Unterstützung für Bleibeberechtigte und Flüchtlinge'dieser Herausforderung an und erprobten Wege einer frühzeitigen Arbeitsmarktintegration von Asylbewerbern. Bei dem im Rechtskreis SGB III angelegten Modellprojekt verfolgt man den Ansatz, sich auf die Gruppe der relativ gut qualifizierten Asylbewerber mit einer hohen Bleibewahrscheinlichkeit zu konzentrieren. Das Institut für Arbeitsmarkt- und Berufsforschung (IAB) begleitet die Umsetzung des Modellprojekts seit Einführung im Januar 2014 wissenschaftlich. Hierzu wurden in zwei Wellen Interviews mit verschiedenen Akteuren in den sechs Modellagenturen der ersten Stunde durchgeführt. Im ersten Teil der Evaluation standen Aspekte der Teilnehmergewinnung in Kooperation mit dem BAMF, der Projektzuweisung durch die Modellprojektvermittler und Erfahrungen im Beratungsprozess im Vordergrund. Die Ergebnisse sind im IAB-Forschungsbericht 3/2015 nachzulesen. Die zweite Evaluationsphase, deren Ergebnisse im vorliegenden Forschungsbericht aufgeführt werden, nahm Erfahrungen aus den Integrationsbemühungen, die Zusammenarbeitsstrukturen in den Agenturen sowie die Probleme, die mit einem Rechtskreiswechsel verbunden sind, in den Blick. These entities are acting under different legal, financial and organizational frameworks. This structure is a severe handicap for implementing a consistent strategy for the labour market integration of asylum seekers.

27. Kollektive Lohnverhandlungen und der Gender Wage Gap: Befunde aus einer qualitativen Studie

Empirische Studien weisen darauf hin, dass der Gender Wage Gap - die geschlechtsspezifische Lohnlücke - im Tarifbereich geringer als im nicht-tarifgebundenen Bereich der Wirtschaft ausfällt. Dennoch ist es eine weitgehend offene Frage, wie sich die Strukturen und der Ablauf von Tarifverhandlungen auf den Gender Wage Gap auswirken. Im Zeitraum Juli bis Oktober 2013 führte das IAB daher 18 Interviews mit Tarifexpertinnen und -experten von Arbeitgeberverbänden und Gewerkschaften in vier verschiedenen Branchen durch. Diese wurden mithilfe einer qualitativen Inhaltsanalyse ausgewertet. Die meisten Befragten sehen Tarifverträge nicht als mögliche Quelle von Lohnunterschieden zwischen Männern und Frauen an. Insgesamt schildern die Befragten auf der Ebene von Tarifverhandlungen auch nur bedingt Potential zur Verringerung der geschlechtsspezifischen Lohnlücke. In der internen Diskussion spielt die Thematik - so die Befragten für ihre Branchen - bei Arbeitgebern sowie bei kleineren Gewerkschaften kaum eine Rolle. Bei größeren Gewerkschaften gibt es Ansatzpunkte, wie beispielsweise Frauenquoten für Gremien und Selbstverpflichtungen zur Überprüfung des Tarifvertrags auf diskriminierende Bestandteile. Frauen sind den Aussagen nach in Entscheidungs- und vor allem in Verhandlungsgremien häufig unterrepräsentiert. Der Großteil der Befragten erachtet den Frauenanteil in Gremien für Verhandlungsergebnisse aber auch nicht als relevant. Ein Teil der Befragten ist der Auffassung, dass die bestehende Entgeltstruktur zu Lasten von frauendominierten Berufen geht. Es gilt jedoch als schwierig, die Arbeitsbewertung zu verändern: Aus Arbeitgebersicht müssten Veränderungen kostenneutral erfolgen - Aufwertungen bestimmt er Berufsgruppen müssten mit Abwertungen bei anderen Berufsgruppen einhergehen. Eine Umverteilung zwischen Berufen ist aber aus Arbeitnehmersicht kaum durchsetzbar.

Im Rahmen der IAB-Erhebung des Gesamtwirtschaftlichen Stellenangebots (EGS) werden Betriebe gefragt, ob sie im Jahr der Befragung die Personalsuche für offene Stellen abbrechen mussten, weil keine geeigneten Bewerber zu finden waren. Unklar bleibt bisher jedoch, ob dieser Suchabbruch das tatsächliche Ende der Personalsuche bedeutet und die offene Stelle vom Markt verschwindet, oder ob Betriebe einen Suchvorgang abbrechen, um dann erneut, möglicherweise unter anderen Bedingungen oder zu einem späteren Zeitpunkt, die Suche wieder aufnehmen. Der Pretest 2013 der EGS versucht diese Frage auf der Basis von 50 Experteninterviews zu beantworten. In the context of the IAB Job Vacancy Survey (EGS) firms were asked if they had to cancel recruitment processes for open vacancies in the year of the survey because no suitable candidates were found. It remains ambiguous if this cancellation means the actual ending of the firms' recruitment efforts and implicates the disappearing of the open vacancies from the market or if firms start searching again, possibly with other conditions or at a later time. Based on 50 expert interviews, the pretest 2013 tries to give an answer to these questions.

The main objective of this reform was to streamline the portfolio of existing instruments and make it more transparent and clearly structured. Moreover, caseworkers in local job offices are to be granted more discretion and flexibility than prior to the reforms. The authors address the question whether the implementation of more discretionary power was successful, and which of the implementation's characteristics prove to be crucial for attaining this goal. To this purpose, expert interviews with caseworkers, their superior officers (team leaders) and members of the board were conducted in 14 local job offices. The study is based on the methodological concept of the socalled 'scientific source text' ('wissenschaftlicher Quellentext') which was used to analyze and interpret the interviews. Empirically, the authors find that the reform did not induce fundamental changes concerning the instruments of active labor market policy while the special budget for the support of job search activities ('Vermittlungsbudget') according to § 45 SGB III can be regarded as an innovation. Caseworkers especially stress the conflict between compliance to the rules and the considerable autonomy involved in the everyday practice of street-level bureaucrats. Rules aimed at structuring discretional leeway in the local job offices (so-called 'Ermessenslenkende Weisungen') help define the relative concept of discretion, because they include instructions already valid before the reforms. Der Forschungsbericht befasst sich mit der Neuausrichtung der arbeitsmarktpolitischen Instrumente, die zum 1. Januar 2009 in Kraft getreten ist. Der Gesetzgeber verfolgte mit dieser Reform das Ziel, das Portfolio an Instrumenten zu straffen und damit transparenter und übersichtlicher zu gestalten. Darüber hinaus sollten im Bereich der Arbeitsvermittlung Gestaltungsspielräume für Agenturen und Vermittler vor Ort erhöht werden. Die Autoren gehen vor allem den Fragen nach, ob es gelungen ist, diese Handlungsspielräume zu schaffen und welche Umsetzungscharakteristika dabei von Bedeutung sind. Dazu wurden an 14 Standorten - d.h. bei sechs Agenturen für Arbeit, sechs ARGEn und zwei zugelassenen kommunalen Trägern - Experteninterviews mit Vermittlerinnen und Vermittlern, Teamleiterinnen und Teamleitern sowie Mitgliedern der Geschäftsführung geführt. Auf der Basis des methodischen Konzepts des wissenschaftlichen Quellentextes wurden die Experteninterviews anschließend analysiert. Empirisch zeigt sich dabei, dass die Neuausrichtung keine gravierenden Veränderungen bewirkt hat, was die arbeitsmarktpolitischen Maßnahmen betrifft; das sog. Vermittlungsbudget nach § 45 stellt hingegen eine Neuerung dar. Als schwierig erweist sich im konkreten Arbeitsalltag besonders der Zielkonflikt zwischen Regelorientierung und einem hohen Maß an autonomer Entscheidung auf den unteren Ebenen. Dabei spielen sog. Ermessenslenkende Weisungen eine wichtige Rolle, weil sie oft Regelungen beinhalten, die bereits vor der Instrumentenreform galten. Abschließend ist bemerkenswert, dass die sog. Freie Förderung nach §16f SGB II offenbar eine weit geringere Rolle als zuvor spielt. This paper presents the results of an empirical study on some aspects of user-centered design of products for the global market. In the context of the case study "navigation system" Chinese and German users were each confronted with an experimental prototype being structured either according to German users' mental models of a navigation system or to Chinese users' mental models. Performance in operating the systems and perceived system attractiveness were measured. Results suggest that the Chinese user group's performance and the German user group's perceived attractiveness of the navigation system was negatively affected if the system was based on the other group's mental model. The cilium is an essential organelle at the surface of mammalian cells whose dysfunction causes a wide range of genetic diseases collectively called ciliopathies. The current rate at which new ciliopathy genes are identified suggests that many ciliary components remain undiscovered. We generated and rigorously analyzed genomic, proteomic, transcriptomic and evolutionary data and systematically integrated these using Bayesian statistics into a predictive score for ciliary function. This resulted in 285 candidate ciliary genes. We generated independent experimental evidence of ciliary associations for 24 out of 36 analyzed candidate proteins using multiple cell and animal model systems (mouse, zebrafish and nematode) and techniques. For example, we show that OSCP1, which has previously been implicated in two distinct non-ciliary processes, causes ciliogenic and ciliopathy-associated tissue phenotypes when depleted in zebrafish. The candidate list forms the basis of CiliaCarta, a comprehensive ciliary compendium covering 956 genes. The resource can be used to objectively prioritize candidate genes in whole exome or genome sequencing of ciliopathy patients and can be accessed at http://bioinformatics.bio.uu.nl/john/syscilia/ciliacarta/.
