We assemble a dataset which enhances existing Central America and Mexico data for the NGASubduction (NGA-Sub) project, including now additional earthquake ground motions and site parameters from Mexico. This data has been used to provide regional customization of NGA-Sub global Ground Motion Models (GMMs) for application in Mexico, paying particular attention to the site response of Mexico City (CDMX). The expanded database for Mexico incorporates smaller magnitude earthquakes (M < 6) and three significant events (M 7.2-8.3) that occurred in 2017 and 2018. These latter events are particularly important, because they are well recorded over a broad distance range and apply for hazard-critical conditions. Our focus here is on presenting the observed site response in CDMX, which we model based on the time-averaged shear wavevelocity in the upper 30 meters (VS30) and the Peak Ground Acceleration at a reference rock site (PGAr). Theempirical model we propose is different from previous work in several ways. First, it is properly centered withrespect to GMMs. Second, it is referenced to VS30 = 760 m/s, which is significantly firmer than the reference sitepreviously used in practice, taken from a location on the UNAM campus with VS30 ~ 300 m/s. Third, we identifysite amplification as nonlinear, whereas linear response has been assumed in prior models. The extent of thisnonlinearity is characterized using an established seismic zonation for CDMX, being more pronounced in softersites (Zone III) compared to stiffer ones (Zone I). This nonlinear effect is prominent at short periods and disappears at long periods. The advantages of the provided model include a unified framework for both withinand outside CDMX (contrasting current practices) and the integration of applicable features from global modelswith necessary local customization.

In September 2017, over 450 lives were lost in Mexico as a result of two unusual, large-magnitude, normal earthquakes. On 7 September, an M 8.2 earthquake occurred offshore of the State of Oaxaca in the Gulf of Tehuantepec, one of the largest extensional earthquakes to have occurred in a subduction zone. Twelve days later on 19 September an M 7.1 damaging earthquake struck near Puebla and Morelos, over 600 km away. Both earthquakes occurred in the downgoing Cocos plate, which is subducting beneath the North American plate. The first large event was followed on 23 September by a shallow M 6.1 extensional earthquake near Juchitán de Zaragoza, Oaxaca. Researchers from Mexico and the United States collaborated to deploy a temporary seismic network to study the aftershocks of the M 8.2 Tehuantepec, Mexico, earthquake, which included a three-week deployment of 51 Magseis Fairfield Z-Land 5-Hz three-component nodal seismometers ("nodes") near Juchitán and a 6-month deployment of 10 Nanometrics Trillium 120PA broadband seismometers with Reftek RT130 dataloggers for 6 months. In this article, we analyze the capabilities of the nodes to calculate the horizontal/vertical (H/V) spectral ratio and relative amplification using both microtremors and earthquakes and validate the results calculated with the nodes using data from broadband stations from this and previous deployments in the area. We create maps showing a correlation of the distribution of the fundamental frequency and relative amplification of the soil and compare them with the geology and the damage caused by the September 2017 earthquakes. There is a lack of public awareness and discrepancies in the construction procedures in the region, and we find that the majority of damaged houses in the area of study followed the location of river beds and tended to be in places with low resonance frequencies despite being in a low amplification zone. A fully probabilistic seismic hazard model with a single domain and sufficiently accurate resolution level for national analyses has been developed, for the Caribbean and Central America, to support the design of parametric earthquake policies offered by the Caribbean Catastrophe Risk Financing Facility to sovereign countries. This model provides updated earthquake hazard and risk information for 34 countries in the region, allowing to obtain detailed seismic hazard results at any location within the area of analysis. Besides a detailed zonation of subduction and crustal sources, updated seismicity and tectonic data have been utilized. Different seismicity, geometric, and rupture models have been adopted using state-of-the-art methodologies and tools. The main output of this model is a stochastic event-set, which is the hazard representation utilized not only to compute a long-term overview of the seismic hazard in the region but also to probabilistically estimate earthquake modeled losses at a national level that are used as triggers for underpinning parametric earthquake insurance. Although not of direct interest for parametric insurance purposes, this model also yields hazard maps and uniform hazard spectra for different return periods. For the operational purposes of the parametric insurance coverage, a postevent tool was developed to calculate, in near-real time, the ground-motion intensities associated with any earthquake within the region under study. This is done automatically by choosing a rupture plane from the moment tensor solution based on predefined rules while maintaining full consistency with all the assumptions made in the probabilistic seismic hazard analysis. The predicted ground motions in the region and the vulnerability functions developed for the exposed assets are then used to estimate whether the economic losses for each affected country exceed the trigger value stated in the country-specific insurance policy conditions and whether a payout should be issued, which is typically disbursed within 14 days. Seismic anisotropy in the flat slab region of Mexico is compared with tectonic tremor (TT) activity. The anisotropy is observed in three separate horizontal layers using a novel technique with receiver functions. Those layers are identified as the continental crust and the subducted flat oceanic slab and a thin (∼10 km thick) remnant mantle wedge between those two layers. The TT is located in two zones: (1) the Sweet Spot where most of the tremor is observed (∼160–180 km from the coast) and (2) the Transient Zone (∼80–110 km from the coast). Anisotropy within each layer is observed to be different within each of the tremor zones than just outside them. The changes are explained as due to hydration within those zones. Water releasing phase changes have previously been modelled to occur within those two zones in the subducted slab (Manea & Manea). Water rising through each of the layers should generate the observed differences in anisotropy in those zones as the fast polarization direction and split times can differ between dry and hydrated material.
