This study investigates the absorption of the induced E-field in homogeneous biological tissue exposed to highly localized field sources in proximity of the body, such as the charged tips of antennas, where E-field coupling dominates. These conditions are relevant for compliance testing of modern mobile phones where exposure is evaluated at small separation between radiators and the body. We derive an approximation that characterizes the decay of the induced E-field in the tissue as a function of distance. The absorption is quantified in terms of the local specific absorption rate (SAR) at the tissue surface as a function of the charge at the antenna tip. The approximation is based on the analytical evaluation of the E-fields of a charged disk under quasi-static conditions. We validate this approximation using full-wave simulations of dipoles. We demonstrate that the coupling mechanism of the E-field is dominated by the perpendicular field component and that wave propagation need not be considered for the characterization of the exposure. The surface SAR decreases approximately with the fourth power of the distance and with the square of the ratio of the permittivities of the tissue and free-space. The approximation predicts the induced maximum E-field with an accuracy of better than 1.5 dB. © 2022 Bioelectromagnetics Society.

Two major sets of exposure limits for radiofrequency (RF) radiation, those of the International Commission on Nonionizing Radiation Protection (ICNIRP 2020) and the Institute of Electrical and Electronics Engineers (IEEE C95.1–2019), have recently been revised and updated with significant changes in limits above 6 GHz through the millimeter wave (mm-wave) band (30–300 GHz). This review compares available data on thermal damage and pain from exposure to RF energy above 6 GHz with corresponding data from infrared energy and other heat sources and estimates safety factors that are incorporated in the IEEE and ICNIRP RF exposure limits. The benchmarks for damage are the same as used in ICNIRP IR limits: minimal epithelial damage to cornea and first-degree burn (erythema in skin observable within 48 h after exposure). The data suggest that limiting thermal hazard to skin is cutaneous pain for exposure durations less than ≈20 min and thermal damage for longer exposures. Limitations on available data and thermal models are noted. However, data on RF and IR thermal damage and pain thresholds show that exposures far above current ICNIRP and IEEE limits would be required to produce thermally hazardous effects. This review focuses exclusively on thermal hazards from RF exposures above 6 GHz to skin and the cornea, which are the most exposed tissues in the considered frequency range.

This commentary, by three authors with an aggregate experience of more than a century in technology and health and safety studies concerning radiofrequency (RF) energy, asks what has been learned over the past 75 years of research on radiofrequency and health, focusing on technologies for exposure assessment and dosimetry. Research programs on health and safety of RF exposure began in the 1950s, initially motivated by occupational health concerns for military personnel, and later to address public concerns about exposures to RF energy from environmental sources and near-field exposures from RF transmitting devices such as mobile phones that are used near the body. While this research largely focused on the biological effects of RF energy, it also led to important improvements in exposure assessment and dosimetry. This work in the aggregate has made RF energy one of the best studied potential technological hazards and represents a productive response by large numbers of scientists and engineers, working in many countries and supported by diverse funding agencies, to the ever rapidly evolving uses of the electromagnetic spectrum. This review comments on present needs of the field, which include raising the quality of dosimetry in many RF bioeffects studies and developing improved exposure/dosimetric techniques for the higher microwave frequencies to be used by forthcoming communications technologies. At present, however, the major uncertainties in dosimetric modeling/exposure assessment are likely to be related to the inherent variability in real-world exposures, rather than imprecision in measurement technologies.

This study examines thermal responses of skin to pulsed millimeter wave (mm-wave) and radiofrequency (RF) radiation. We review limits for pulse fluence in the IEEE Std. C95.1-2019 and the 2020 guideline of the International Commission on Nonionizing Radiation Protection (ICNIRP), as well as the recently re-affirmed guidelines of the U.S. Federal Communications Commission (FCC). The focus of the study is on millimeter-wave frequencies (30-300 GHz) where energy is absorbed close to the body surface and intense pulses could potentially cause high temperature gradients at the skin, but the model is extended to lower frequencies as well. The study employs a simple one-dimensional baseline thermal model for skin and Pennes' bioheat equation (BHTE), together with a baseline model for thermal damage to skin based on a standard model. The predicted temperature increases produced by 3-sec pulses at 94 GHz are consistent with previous experimental results with no adjustable parameters in the model. The few reported data on thermal damage to the skin from pulsed 94 GHz energy are insufficient to enable a conventional analysis of damage thresholds and the data may be affected by errors in dosimetry. The baseline model suggests that the implicit limits on pulse fluence in the present FCC guidelines might allow, in extreme (but in practice unrealistic) cases, transient increases in skin temperature that approach thresholds for thermal pain but which remain well below levels anticipated to cause thermal damage. Limits on pulse fluence in the current IEEE and ICNIRP exposure guidelines would preclude such effects. Such extreme pulses are far above those that are emitted by wireless and other technologies but may be emitted by some nonlethal weapons systems. FCC's proposed “device-based time averaging” rules will restrict thermal transients in skin from mm-wave transmitters to levels that are roughly an order of magnitude below the slower temperature increases produced by the low-frequency components of the modulation waveform and appear to be excessively conservative. An appendix discusses the applicability of two approximations to the analytical solutions to the bioheat equation that can be used to estimate temperature increases in skin from exposure to mm-waves.

A sub-acute electromagnetic field (EMF) biological effect study was carried out on rats exposed in the Transverse ElectroMagnetic exposure chamber at 171 MHz Continuous Wave (CW). The experiments involved three exposure levels (15, 25, and 35 V/m) for 15 days with triplicate parallel sham-exposed controls in each series. All exposure conditions were simulated for the evaluation of the electromagnetic energy distribution and specific absorption rate (SAR) in the rat phantoms. Studies have shown a biphasic biological response depending on time and absorbed electromagnetic energy. Under low SAR, approximately 0.006 W/kg, EMF exposure leads to the stimulation of adrenal gland activity. This process is accompanied by an initial increase of daily excretion of corticosterone and Na+ , which is seen as a higher Na+ /K+ ratio, followed by a decrease of these parameters over time. A surface wave antenna operating in the 2.4 GHz band and efficient for launching surface electromagnetic waves at metal/dielectric interfaces is presented. The antenna operation is based on the strong field enhancement at the antenna tip, which results in efficient excitation of surface waves propagating along nearby metal surfaces. Since surface electromagnetic waves may efficiently tunnel through deeply subwavelength channels from inner to outer metal/dielectric interface of a metal enclosure, this antenna is useful for broadband radio communication through various conductive enclosures, such as typical commercial Faraday cages., 8 pages, 8 figures

The objective of this paper is to determine a maximum averaging area for power density (PD) that limits the maximum temperature increase to a given threshold for frequencies above 6 GHz. This maximum area should be conservative for any transmitter at any distance >2 mm from the primary transmitting antennas or secondary field-generating sources. To derive a generically valid maximum averaging area, an analytical approximation for the peak temperature increase caused by localized exposure was derived. The results for a threshold value of 1 K temperature rise were validated against simulations of a series of sources composed of electrical and magnetic elements (dipoles, slots, patches, and arrays) that represented the spectrum of relevant transmitters. The validation was successful for frequencies in which the power deposition occurred superficially (i.e., >10 GHz). In conclusion, the averaging area for a PD limit of 10 W/m2 that conservatively limits the temperature increase in the skin to less than 1 K at any distance >2 mm from the transmitters is frequency dependent, increases with distance, and ranges from 3 cm2 at

Exposures to radiofrequency (RF) energy above 6 GHz are characterized by shallow energy penetration, typically limited to the skin, but the subsequent increase in skin temperature is largely determined by heat transport in subcutaneous layers. A detailed analysis of the energy reflection, absorption, and power density distribution requires a knowledge of the properties of the skin layers and their variations. We consider an anatomically detailed model consisting of 3 or 4 layers (stratum corneum, viable epidermis plus dermis, subcutaneous fat, and muscle). The distribution of absorbed power in the different tissue layers is estimated based on electrical properties of the tissue layers inferred from measurements of reflected millimeter wavelength energy from skin, and literature data for the electrical properties of fat and muscle. In addition, the thermal response of the model is obtained using Pennes bioheat equation as well as a modified version incorporating blood flow rate-dependent thermal conductivity that provides a good fit to experimentally-found temperature elevations. A greatly simplified 3-layer model (Dermis, Fat, and Muscle) that assumes surface heating in only the skin layer clarifies the contribution of different tissue layers to the increase in surface skin temperature. The model shows that the increase in surface temperature is, under many circumstances, determined by the thermal resistance of subcutaneous tissues even though the RF energy may be deposited almost entirely in the skin layer. In this paper, mechanisms of RF energy absorption by body tissue in close proximity to wireless equipment, are studied using numerical simulations at frequencies above 24 GHz. It is shown that at millimeter-wave (mmW) frequencies, of relevance for 5G mobile communications, and for realistic source to body separation distances, the contribution from the reactive near-field to the energy deposition in the tissue is small. Furthermore, the interaction between the source and the exposed body is modest. The results suggest that the effects of the near-field body interactions are small when evaluating electromagnetic field compliance at mmW frequencies.

This paper presents several novel designs of small form factor underwater radio antennas operating in the 2 MHz, 50 MHz and 2.4 GHz bands. These antennas efficiently excite surface electromagnetic waves (SEW) which propagate along the surface of seawater. The antenna operation is made possible due to implementation of an impedance matching enclosure, which is filled with de-ionized water. Enhanced coupling to surface electromagnetic waves is enabled by the enhancement of the electromagnetic field at the antenna apex. These features allow us to make antenna dimensions considerably smaller compared to typical free space designs. They also considerably improve coupling of electromagnetic energy to the surrounding seawater. Since SEW propagation length is considerably larger than the skin depth in seawater, this technique is useful for underwater broadband wireless communication. We conclude that the developed broadband underwater radio communication technique will be useful in networking of unmanned underwater vehicles.

This review/commentary addresses recent thermal and electromagnetic modeling studies that use image-based anthropomorphic human models to establish the local absorption of radiofrequency energy and the resulting increase in temperature in the body. The frequency range of present interest is from 100 MHz through the transition frequency (where the basic restrictions in exposure guidelines change from specific absorption rate to incident power density, which occurs at 3-10 GHz depending on the guideline). Several detailed thermal modeling studies are reviewed to compare a recently introduced dosimetric quantity, the heating factor, across different exposure conditions as related to the peak temperature rise in tissue that would be permitted by limits for local body exposure. The present review suggests that the heating factor is a robust quantity that is useful for normalizing exposures across different simulation models. Limitations include lack of information about the location in the body where peak absorption and peak temperature increases occur in each exposure scenario, which are needed for careful assessment of potential hazards. To the limited extent that comparisons are possible, the thermal model (which is based on Pennes' bioheat equation) agrees reasonably well with experimental data, notwithstanding the lack of theoretical rigor of the model and uncertainties in the model parameters. In particular, the blood flow parameter is both variable with physiological condition and largely determines the steady state temperature rise. We suggest an approach to define exposure limits above and below the transition frequency (the frequency at which the basic restriction changes from specific absorption rate to incident power density) to provide consistent levels of protection against thermal hazards. More research is needed to better validate the model and to improve thermal dosimetry in general. While modeling studies have considered the effects of variation in thickness of tissue layers, the effects of normal physiological variation in tissue blood flow have been relatively unexplored.

We conducted an electromagnetic-thermal analysis of Petri dishes filled with different medium volumes under different radio frequency exposure conditions with the aim of identifying linear and non-linear parameters that might explain contradictory results of many in vitro bioelectromagnetic experiments. We found that power loss density and temperature depend on shape, size, and orientation of the exposed sample with respect to direction of incident energy, showing that the liquid medium acts as a receiving antenna. In addition, we investigated the possibility of convection from thermodynamic principles within the liquid medium. For a 35 mm diameter Petri dish, a 2 or 4 ml medium volume is too small to support vertical convection. Conversely, horizontal convective motion is possible for H-polarization exposures at 1.8 GHz. An underwater portable radio antenna operating in the 50 MHz band and efficient for launching surface electromagnetic waves at the seawater/air interface is presented. The antenna operation is based on the field enhancement at the antenna tip and on an impedance matching antenna enclosure, which is filled with de-ionized water. This enclosure allows us to reduce antenna dimensions and improve the coupling of electromagnetic energy to the surrounding salt water medium. Potential demodulating ability in biological tissue exposed to radio-frequency (RF) signals intrinsically requires an unsymmetrical diode-like non-linear response in tissue samples. This may be investigated by observing possible generation of the second harmonic in a cavity resonator designed to have fundamental and second harmonic resonant frequencies with collocated antinodes. Such a response would be of interest as being a mechanism that could enable demodulation of information-carrying waveforms having modulating frequencies in ranges that could interfere with cellular processes. Previous studies have developed an experimental system to test for such responses: the present study reports a circuit model to facilitate calibration of any non-linear RF energy conversion occurring within a test-piece inside the cavity. The method is validated computationally and experimentally using a well-characterised non-linear device. The proposed model demonstrates that the sensitivity of the measurement equipment plays a vital role in deciding the required input power to detect any second harmonic signal, which is expected to be very weak. The model developed here provides a lookup table giving the level of the second harmonic signal in the detector as a function of the input power applied in a measurement. Experimental results are in good agreement with the simulated results.

This commentary evaluates two sets of guidelines for human exposure to radiofrequency (RF) energy, focusing on the frequency range above the "transition" frequency at 3-10 GHz where the guidelines change their basic restrictions from specific absorption rate to incident power density, through the end of the RF band at 300 GHz. The analysis is based on a simple thermal model based on Pennes' bioheat equation (BHTE) (Pennes 1948) assuming purely surface heating; an Appendix provides more details about the model and its range of applicability. This analysis suggests that present limits are highly conservative relative to their stated goals of limiting temperature increase in tissue. As applied to transmitting devices used against the body, they are much more conservative than product safety standards for touch temperature for personal electronics equipment that are used in contact with the body. Provisions in the current guidelines for "averaging time" and "averaging area" are not consistent with scaling characteristics of the bioheat equation and should be refined. The authors suggest the need for additional limits on fluence for protection against brief, high intensity pulses at millimeter wave frequencies. This commentary considers only thermal hazards, which form the basis of the current guidelines, and excludes considerations of reported "non-thermal" effects of exposure that would have to be evaluated in the process of updating the guidelines.

Personal wireless telecommunication devices, such as radiofrequency (RF) electromagnetic field (EMF) sources operated in vicinity of human body, have possible adverse health effects. Therefore, the correct EMF assessment is necessary in their near field. According to international near-field measurement criteria, the specific absorption rate (SAR) is used for absorbed energy distribution assessment in tissue simulating liquid phantoms. The aim of this investigation is to validate the relationship between the H-field of incident EMF and absorbed energy in phantoms. Three typical wireless telecommunication system frequencies are considered (900, 1800 and 2450 MHz). The EMF source at each frequency is an appropriate half-wave dipole antenna and the absorbing medium is a flat phantom filled with the suitable tissue simulating liquid. Two methods for SAR estimation have been used: standard procedure based on E-field measured in tissue simulating medium and a proposed evaluation by measuring the incident H-field. Compared SAR estimations were performed for various distances between sources and phantom. Also, these research data were compared with simulation results, obtained by using finite-difference time-domain method. The acquired data help to determine the source near-field space characterized by the smallest deviation between SAR estimation methods. So, this region near the RF source is suitable for correct RF energy absorption assessment using the magnetic component of the RF fields.

The principles of the open-ended coaxial probe technique for the measurement of permittivity are described. Measurements of dielectric properties are carried out over a frequency range from 300MHz to 50GHz, with a system comprising an Agilent E8364B network analyzer and a connected 2.2mm diameter open-ended coaxial probe. Water, methanol and salines of 0.1M, 0.2M, 0.6M are used as calibration liquids or liquids to be measured. Measured permittivities are presented and compared with those calculated from the Cole-Cole equation. It is shown that, in order to get good results, the calibration liquid should be similar to the liquid being measured in dielectric properties.

This is a review/modeling study of heating of tissue by microwave energy in the frequency range from 3 GHz through the millimeter frequency range (30-300 GHz). The literature was reviewed to identify studies that reported RF-induced increases in skin temperature. A simple thermal model, based on a simplified form of Pennes' bioheat equation (BHTE), was developed, using parameter values taken from the literature with no further adjustment. The predictions of the model were in excellent agreement with available data. A parametric analysis of the model shows that there are two heating regimes with different dominant mechanisms of heat transfer. For small irradiated areas (less than about 0.5-1 cm in radius) the temperature increase at the skin surface is chiefly limited by conduction of heat into deeper tissue layers, while for larger irradiated areas, the steady-state temperature increase is limited by convective cooling by blood perfusion. The results support the use of this simple thermal model to aid in the development and evaluation of RF safety limits at frequencies above 3 GHz and for millimeter waves, particularly when the irradiated area of skin is small. However, very limited thermal response data are available, particularly for exposures lasting more than a few minutes to areas of skin larger than 1-2 cm in diameter. The paper concludes with comments about possible uses and limitations of thermal modeling for setting exposure limits in the considered frequency range.

The demonstration of compliance with guidelines for human exposure to base-station antennas can be a time consuming process or often results in overly conservative estimates. To alleviate this burden and reduce the overestimation, approximation formulas for the whole-body average specific absorption rate (SAR) and the peak spatial SAR of human bodies using readily available basic antenna parameters have been developed and validated in this study. The formulas can be used for adults standing in the radiating near field of base-station antennas operating between 300 MHz and 5 GHz, at distances larger than 200 mm. It is shown that the 95th-percentile absorption for the human population can be well approximated by the absorption mechanism and statistical data of weight, height, and body-mass index of the human population. The validation was performed numerically using three anatomical human models (Duke, Ella, and Thelonious) exposed to 12 generic base-station antennas in the frequency range 300 MHz to 5 GHz at six distances between 10 mm and 3 m. From the 432 evaluated configurations, the estimation formulas for adult models are proven to be conservative in predicting the SAR exposure values of the two adults, but as expected not of the child.

It has been suggested that the low frequency modulations of the radiofrequency (RF) signal from a wireless phone could be demodulated by human tissue. If this occurred it could lead to interactions with ions in the tissue, with possible biological consequences. In recent experiments it has been shown that biological cells do not exhibit significant electrical nonlinearity to be able to demodulate low frequency signals present as modulations of a RF carrier. This makes irrelevant any hypothetical interactions between RF electromagnetic waves and biological systems involving such demodulation mechanisms. Your wireless phone is not an athermal hazard to your brain.

Guidelines for exposure to radiofrequency fields are based largely on thermal effects of these fields. However, controversy remains over the possibility of adverse health effects from exposure to low level fields such as those associated with the use of mobile phones. A plausible mechanism considers the demodulation of amplitude modulated RF fields by biological systems: if this were to operate, they would be exposed to low frequency fields similar to those of biological processes, and therefore with the potential for biological activity. This study performed the experiment originally proposed by Balzano [2002] to test whether biological cells exhibit the nonlinear responses necessary for demodulation. This would be indicated by the generation of a second-harmonic signal upon exposure of the sample to a pure fundamental signal at around 883 MHz. The experiment used a highly sensitive system employing a doubly-resonant cavity. Storage of the high-frequency energy in the highly-resonant cavity with very low noise amplification and the avoidance of any electrode contact with the samples allowed the experiments to approach the ultimate limits of physical sensitivity. Using a wide range of biological materials, the study was not able to demonstrate non-linear conversion of RF energy by biological materials. The results do not support the hypothesis that living cells possess the non-linear properties necessary to rectify or demodulate RF energy. Therefore biological systems do not appear to act as effective radio receivers, at frequencies above a few hundred MHz.

This paper describes the results of an international intercomparison of specific absorption rate (SAR) measurements made with actual wireless telephones, following a similar program involving standard dipole antennas and flat phantoms. This study involved 17 laboratories in 11 different countries. All the participating laboratories supplied their data to the University of Maryland. The test of the reliability of dosimetric assessments involved an intercomparison of SAR measurements made in a head phantom filled with simulant fluid. These measurements are made using small electric field probes placed in the head phantoms. Two different wireless phones, a Motorola Model V290 and a Nokia Model 6310, were circulated to each participating laboratory, which provided its own electric field probes, head phantom, base station emulator to activate the phones, scanning system, and a simulant fluid prepared to a required prescription. The measurement technique to be followed was guided by the specifications given in the IEEE 1528 Compliance standard. At the conclusion of each laboratory's measurements, its results were communicated to the coordinators including 1 and 10 g maximum SARs for each phone at both 900 and 1800 MHz, and for the left and right cheeks, and left and right tilt positions relative to the phantom.

Ultra small smart sensor network transceivers, such as Smart Dust, have a total volume of a few cubic millimeters to one cubic centimeters, including transceiver integrated circuit (IC), battery, sensor, antenna and ground plane. The millimeter or centimeter scale dimensions (including the size of the ground plane) are often a small fraction of a quarter wavelength at the operating frequency. This letter shows a novel low profile 916 MHz F-inverted Compact Antenna (FICA) with a volume of 0.024 lambdatimes 0.06 lambdatimes 0.076 lambdatimes , ground plane included. The radiation efficiency is 48.53% and the peak gain is -1.38 dBi. The designed antenna can be easily scaled to higher operating frequencies, such as the 2000 to 2500 MHz bands with comparable performance whereas the volume is significantly reduced.

The complexity of interactions of electromagnetic fields up to 10(12) Hz with the ions, atoms, and molecules of biological systems has given rise to a large number of established and proposed biophysical mechanisms applicable over a wide range of time and distance scales, field amplitudes, frequencies, and waveforms. We describe the design, construction, and operating characteristics of a doubly resonant cylindrical microwave cavity. This cavity has been developed to allow a search for nonlinear RF energy conversion in biological cells. Cells with a diode-like nonlinearity could demodulate a modulated RF carrier wave and generate low frequency signals in an exposed biological preparation. The cavity is designed to be resonant on the TE111 mode at about 890 MHz and on the TE113 mode at about 1780 MHz. The cavity performs exactly as designed and has proved capable of detecting the nonlinearity in a microscopic Schottky diode test structure. The sensitivity is sufficient to detect any nonlinearity in a collection of biological cells that could have any potential biological significance. National and international regulatory bodies require compliance testing procedures for hand-held wireless telephones. The IEEE has promulgated a compliance verification procedure (P1528) to be followed in verifying whether a wireless phone is compliant with international standards. Manufacturers are required to assess the maximum near-field exposures that phones might produce in the head of a user. A recent intercomparison of the testing procedure has involved the cooperation of 15 government and industrial laboratories. These laboratories measured the 1- and 10-cm3 cubic volume-averaged specific absorption rates (SARs) in a flat phantom filled with a standardized lossy dielectric fluid. The phantom absorber was placed in the near field of a custom dipole antenna. In support of this effort, we have performed a theoretical analysis of the expected SARs in the measurement system, which has allowed comparison with experiment. We have also been able to compare the 1and 10-cm3 volume-averaged SARs for cubic and maximum SAR volumes. There is generally good agreement between experimental and theoretical SAR spatial patterns, and SARs averaged over 1- and 10-cm3 cubic volumes. The 1- and 10-cm3 average SARs in the shapes giving maximum SARs are about 35% larger compared to cubic volumes

This paper reports the results of an international intercomparison of the specific absorption rates (SARs) measured in a flat-bottomed container (flat phantom), filled with human head tissue simulant fluid, placed in the near-field of custom-built dipole antennas operating at 900 and 1800 MHz, respectively. These tests of the reliability of experimental SAR measurements have been conducted as part of a verification of the ways in which wireless phones are tested and certified for compliance with safety standards. The measurements are made using small electric-field probes scanned in the simulant fluid in the phantom to record the spatial SAR distribution. The intercomparison involved a standard flat phantom, antennas, power meters, and RF components being circulated among 15 different governmental and industrial laboratories. At the conclusion of each laboratory's measurements, the following results were communicated to the coordinators: Spatial SAR scans at 900 and 1800 MHz and 1 and 10 g maximum spatial SAR averages for cubic volumes at 900 and 1800 MHz. The overall results, given as mean standard deviation, are the following: at 900 MHz, 1 g average 7.850.76; 10 g average 5.160.45; at 1800 MHz, 1 g average 18.44plusmn1.65; 10 g average 10.14plusmn0.85, all measured in units of watt per kilogram, per watt of radiated power

Some biological experiments report effects that depend on low frequency modulation of a radiofrequency (RF) carrier. Such effects require nonlinear responses in biological preparations, which we show could be observed with great generality by the unique frequency signatures that would appear in the scattered RF energy. Following Illinger [Illinger (1982): Bioelectromagnetics 3:9–16], we considered a two part physical system. The greater part, dominated by the properties of water, interacts linearly with the RF field and is described by equilibrium thermodynamics. However, another, much smaller part, e.g., certain biological molecules and molecular subgroups, supports nonlinear interactions and is described by nonequilibrium thermodynamics. For example, a nonlinear interaction might result from scattering of RF photons from oscillators located in a region of strong field gradients, such as at membrane surfaces. A second nonlinear mechanism could appear if stress (elastic) waves were launched within the confines of the exposure vessel by RF heating. Amplitude modulation at angular frequency Ω of a carrier wave with angular frequency ω (Ω ≪ ω) produces two peaks in elastic stress in the cell structure during each period; that is, there is “full-wave demodulation.” As a result of coherent nonlinear charge motion, modulation products could appear at frequencies ω ± 2Ω and, in general, at ω ± n 2Ω (n = 1, 2,…) if vibrational harmonics at 2 nΩ also are excited. Although in principle microwaves can alter the stability of a thermodynamic system by pumping a chemical transition, the degree of nonlinear coupling required for an observable instability is so great that its probability is effectively zero, unless field intensity is extremely high. A companion paper suggests an extremely sensitive method and the related instrumentation for detection of the spectrum scattered by living cells during exposure to amplitude modulated RF energy. The precautionary principle, recognized by the European Commission as a 'full-fledged and general principle of international law,' has been advanced as a paradigm for response to potential risks to the environment or health when scientific data are uncertain. But lacking the elements and operational qualities that characterize principles that have proven useful in law, politics, science, and ethics, the precautionary principle lends itself to regulation based on the perception of a threat or fear itself. In the absence of scientific evidence for risk, recent application of the precautionary principle to questions about radiofrequency electromagnetic fields of cellular telephones and cellular telephone base stations has produced wasteful and misguided regulations and questionable advice to the public. Demodulation of amplitude modulated radio frequency (RF) energy has been proposed as a mechanism for the biological responses to these fields. The experiment proposed here tests whether the electric and magnetic structures of biological cells exhibit the nonlinear responses necessary for demodulation. A high Q cavity and very low noise amplification can be used to detect ultraweak nonlinear responses that appear as a second harmonic of a RF field incident on the sample. Nonlinear fields scattered from metabolically active biological cells grown in monolayer or suspended in medium can be distinguished from nonlinearities of the apparatus. Estimates for the theoretical signal sensitivity and analysis of system noise indicate the possibility of detecting a microwave signal at 1.8 GHz (2nd harmonic of 900 MHz) as weak as one microwave photon per cell per second. The practical limit, set by degradation of the cavity Q, is extremely low compared to the much brighter thermal background, which has its peak in the infrared at a wavelength of about 17 microm and radiates 10(10) infrared photons per second per cell in the narrow frequency band within 0.5% of the peak. The system can be calibrated by introduction of known quantities of nonlinear material, e.g., a Schottky diode. For an input power of 160 microW at 900 MHz incident on such biological material, the apparatus is estimated to produce a robust output signal of 0.10 mV at 1.8 GHz if detected with a spectrum analyzer and a 30-dB gain low noise amplifier. The experimental threshold for detection of nonlinear interaction phenomena is 10(10) below the signal produced by a Schottky diode, giving an unprecedented sensitivity to the measurement of nonlinear energy conversion processes in living tissue.

Concern over electromagnetic interference with medical devices due to cell phone emissions has stemmed from anecdotal reports and unpublished observations of hospital staff. In an effort to characterize electromagnetic interference concerns, representative medical devices from four large teaching hospitals were exposed to standard North American and European communication signal emissions. Of 33 medical devices tested, only 4 showed disruption of critical function due to cell phone emissions at a distance of 25 cm or greater. Although other cases of electromagnetic interference were observed, these were not critically disruptive and mainly occurred when the transmitters were at full power and placed 5 cm or closer to the medical device. Overall, no cell phone signal was exempt from producing electromagnetic interference effects. While sensitive medical devices were often affected by more than one signal type, the effects were not entirely predictable based upon the results of other signals or related medical device units or models. Because a comprehensive analysis of all medical devices in all possible electromagnetic environments was not performed, the data presented here are only intended to provide a general idea of the magnitude of electromagnetic interference effects that might be encountered in a hospital environment, as well as a standard protocol for clinical engineering groups to perform ad hoc electromagnetic interference surveys and methods to manage and/or eliminate electromagnetic interference with appropriate system engineering design including supplementary communication infrastructure, medical device shielding and positioning, and appropriate cell phone user guidelines.

Both densitometric and dosimetric methods were used to measure human exposure in the near fields inside cars, generated by high-power transceivers with a VHF or UHF antenna mounted on the trunk. A back half and full car were used for the tests. The densitometric readings of apparent power density given by the far-field survey probes, although they cannot be used for dosimetric purposes, show relative field strengths such as standing wave patterns inside the cars and thus are called equivalent plane wave power densities. Mounted on a robot arm was an electric field probe used for dosimetric measurement of specific absorption rate (SAR) in a sitting position liquid human phantom. The range of apparent power densities obtained from the survey probe measurements are compared to those calculated for the power radiated from the antenna through a cylindrical surface at the same distance to the interior of the car, where the far-field probe measurements were performed. Results from these measurements show that the E- and H-field intensities do not meet FCC safety limits. The dosimetric measurements show that even though the apparent power densities measured in the car exceeded FCC limits, actual SAR tests conducted in simulated human tissue under the same conditions do meet FCC basic safety limits.

We have developed a carrousel irradiator for mice which delivers a head-first and near-field radiofrequency exposure that more closely simulates cellular telephone and radio use than conventional whole body exposure systems. Mouse cadavers were placed on the carrousel irradiator and exposed with their noses 5 mm from the feedpoint of a 1.6 GHz antenna. Local measured specific absorption rates (SAR) in brain regions corresponding to the frontal cortex, medial caudate putamen, and midhippocampal areas were 2.9, 2.4, and 2.2 W/kg per watt of irradiated power, respectively. In addition, average SAR was estimated to be 3.4 W/kg per watt along the sagittal plane of the brain, 2.0 W/kg per watt along the sagittal plane of the body, and between 6.8 and 8.1 W/kg per watt at peak locations along the sagittal plane at the body surface. This detailed SAR information in mice is critical to the interpretation of biological studies of IRIDIUM exposure, and similar analysis should be included for all studies of in vivo exposure of small animals to microwaves.

Epidemiologists are now embarking on the evaluation of the hypothesis that exposure to radio frequency energy from low-power wireless communication devices, such as portable cellular telephones, causes brain cancer and other adverse health outcomes. Even in the laboratory, exposures from radio frequency sources are difficult to quantify; their measurement in large populations for epidemiologic study is challenging. In this paper, we outline the nature and magnitude of these exposures and discuss the prospects for obtaining useful measures of exposure for epidemiologic research.

Radio frequency (RF) dosimetry is the quantification of the magnitude and distribution of absorbed electromagnetic energy within biological objects that are exposed to RF fields. At RF, the dosimetric quantity, which is called the specific absorption rate (SAR), is defined as the rate at which energy is absorbed per unit mass. The SAR is determined not only by the incident electromagnetic waves but also by the electrical and geometric characteristics of the irradiated subject and nearby objects. It is related to the internal electric field strength (E) as well as to the electric conductivity and the density of tissues; therefore, it is a suitable dosimetric parameter, even when a mechanism is determined to be "athermal." SAR distributions are usually determined from measurements in human models, in animal tissues, or from calculations. This tutorial describes experimental techniques that are used commonly to determine SAR distributions along with the SAR limitations and unresolved problems. The methods discussed to obtain point, planar, or whole-body averaged SARs include the use of small E-field probes or measurement of initial rate of temperature rise in an irradiated object.
