2. Pre-service correctional officers: what do they thing about treatment?

Abstract

This article presents the findings from a study of 319 correctional officers enrolled in the pre-service academies of the Texas Department of Criminal Justice-Institutional Division and focuses on their attitudes toward treatment programs in the prison system. The findings are based on surveys administered to approximately equal numbers of officers at the beginning of the pre-service academy and at the conclusion of the pre-service academy. The dependent variable consisted of a master scale consisting of fifty-nine dichotomous items that was designed to measure attitudes toward six treatment programs. This same scale had been used twice previously in studies of in-service correctional officers' attitudes. Three variables were found to be of particular significance in explaining variation in correctional officers' attitudes: race/ethnicity, size of the town in which the officer was living when the officer entered the academy, and age. The first two are of primary significance because they support the position that movement away from the homogeneous 'good old boy,' Caucasian, rural-dominated correctional officer staff toward a more diverse staff has, in fact, led to recruitment of individuals who hold more positive attitudes toward treatment programs. Contrary to expectations, a significant difference was not found between the attitudes of male and female correctional officers.

4. An analysis of the prosecutory effects of a child sexual abuse victim-witness program.

Abstract

On 17 August 1985 the District Attorney's office of Collin County, Texas established a victim-witness assistance program, including a special program and staff to work with the victims of child sexual abuse. An examination of all child sexual abuse cases prosecuted from 1983 through 1989 revealed that, subsequent to the introduction of the victim-witness program, the success rate at trial for cases of child sexual abuse almost doubled, from 38 percent to 72 percent; defendants were more likely either to plead guilty to or to be convicted of the more serious charge of Aggravated Sexual Abuse of a Child; and the penalties assessed offenders increased significantly.

Abstract

A research examines 61 juvenile female sex offenders in terms of their offending patterns, demographics and victim characteristics and these findings are compared to 122 juvenile male sex offenders. The research indicates different modalities of offense characteristics for males and females, which predicates different management strategies in terms of identification for these groups of offenders.

25. Gender differences in felony court processing: three hypotheses of disparity.

Abstract

Three related hypotheses of disparity are examined by means of interactive analyses. The "typicality" hypothesis proposes that women are treated with "chivalry" in criminal processing, but only when their charges are consistent with stereotypes of female offenders. "Selective chivalry" predicts that decision makers extend chivalry disproportionately to white females. "Differential discretion" suggests that disparity is most likely in informal decisions, such as charge reduction, rather than in formal decisions at final sentencing. Data for the analysis derived from 9,966 felony theft cases and 18,176 felony assault cases disposed in California in 1988. Gender disparity was evident in findings that females with no prior record were more likely than similar males to receive charge reductions-and this served further to enhance females' chances for probation. The sole indication of selective chivalry was a greater tendency to change charges of assault to nonassault among white female defendants, as opposed to minority female defendants. Key decisions concerning charge reduction provided some support for the notion of differential discretion. No clear support for the typicality thesis emerged.

The purpose of the present study is to "export" significant developments in spatial analysis of crime rates from the U. S. to the context of contemporary Germany. Our analyses focus on spatial patterns across districts ("Kreise") for the nation at large. Results reveal distinctive regional patternings in both robbery rates and the structural predictors of crime. Multivariate results are highly consistent with those obtained for the U. S. Abstract

In 1989 the Berlin Wall came down. Shortly thereafter increased numbers of asylum seekers sought to enter Germany. Following World War II and throughout the Cold War Era German laws provided means for someone seeking asylum from persecution or oppression to establish residency in Germany. Prior to 1990 the number of asylum seekers was minimal; however, beginning in 1990 the open borders paved the way for many people to declare that they were seeking asylum. Under German law each had to be carefully considered, processed, and supported until a decision could be made. The paper examines the nature and circumstances of officially reported hate crimes committed against asylum seekers in the state of Baden-Württemberg during the years 1994 through 1997. This period was the peak period for individuals seeking asylum. Shortly thereafter Germany instituted revisions in the asylum laws. The types of hate crimes committed against asylum seekers are examined and compared to all types of crimes recorded by the police. Abstract

his paper examines factors associated with the final procedural outcome of all cases of intoxication assault and intoxication manslaughter filed during a two-year period in Harris County, Texas. The sample was identified by selecting all cases filed by police agencies in the county during the target period. Two principal sources of data were utilized in the analysis. First, the initial and follow-up police reports provided details of each specific incident. This includes location, number and identity of victims, seriousness of injuries, time, date, ages, and other significant socio-economic data. Victim-offender relationship is also analyzed. Incidents of fleeing the scene were also identified. Socio-economic status was identified by examining census track data for the residence of the offender. The second principal source of data was the prosecution records. These included prior prosecutions and outcomes for DUI and other crimes. Final disposition, including sentencing outcome if convicted, is analyzed. The methodology is case study analysis. Two principal dependent variables are analyzed: (1) prosecution outcome; and, (2) final sentence if convicted.
