Abstract
The article presents the 2nd series of Foreign Affairs Secretary John Jay's federalist papers about developing a union of thirteen states in the U.S. It includes letter from Congress Secretary Charles Thomson regarding Jay's appointment by the House of Congress as secretary of Foreign Affairs, and his negotiations with John Adams, an England minister.
