This paper examines the topic of policy analysis and draws upon the recently developed Association of Research Libraries (ARL) Management Review and Analysis Program which is a guide to conducting a self-study of an academic library's management and organization. The program was designed by the Management Studies Office and is presently being tested and refined prior to making it generally available. The purpose of the Management Review and Analysis Program is to analyze the success of the library's present approaches to several management topics, such as the formulation and use of library policies. This occasional paper goes beyond this assessment process and proposes a system for improving the use of management policies in large academic liabraries. Its intent is to propose an approach to the formulation and use of academic library policies, and to demonstrate their importance for academic library management. (Author/SJ)

The publication includes papers from the opening session, eighteen working papers on library cataloging, eighteen papers presented at group meetings and plenary sessions, and papers from the concluding session. The inaugural address "Cataloging Enters the Spiral of Scientific Method" was presented by S.R. Ranganathan. The working paper topics covered terminology, authors, recall, names of governments, institutions, and conferences, titles, publisher series, periodical titles and multiworded names. This paper identifies the major characteristics of the Pittsburgh Regional Library Center as it might look in the mid 1970's. It is a long-range look at what is technically and organizationally feasible, and is organized into five areas: (1) parameters around which the Center is to be designed, (2) characteristics of tools and systems now available or expected in the near future, (3) basic characteristics of the Center, (4) present state of development of the Center's characteristics and (5) major steps leading to implementation of this future Center outlined within a time frame. This paper seeks to develop the concept of a regional library center and what it can accomplish. (MF)

The management field of Organization Development approaches institutions from the social, technical, and economic systems with major emphasis on group process. Organization Development contains many possibilities for libraries and their staff to meet the challenge of our greatly changing environment. This paper outlines the methods by which an Organization Development Team could be created and operate at Wayne State University Libraries. (Author)

The papers presented at a one day workshop on the aspects of comparative librarianship are presented in this volume. The topics discussed are: (1) Methods and Evidence in Comparative Studies; (2) Social Change and Library Development; (3) Library Development in Latin America, a Scalogram; (4) Cross-Cultural Aspects of Assistance to Developing Countries; (5) Patterns of Librarianship in West Africa, and (6) Librarianship in France and the United States: A Comparative Study with Some Implications for Emerging Nations. A list of the participants is included, as are the introductory remarks by William L. Williamson. (SJ)

At an institute held in July 1970 at Appalachian State University four papers, reproduced here, discussed training in libraries. Louise Giles spoke about planning guidelines in "Planning Community College Library/Learning Resource Centers: The Key is Flexibility." Stephen F. McKeon presents his ideal for a library in "Living Room Library" which places a high priority on comfort, and recognizes differing needs among communities. In "Planning the Layout" Vance Hunt discusses the physical facilities and equipment which must be carefully planned for any library. The central theme of Harold Goldstein's "Space Problems in Media Utilization" is that special space--special in amount, people and location--is needed to gain the most from broad range media programs. This conference was held to provide a forum for wide-range discussions of library technical assistant training. Junior college educators and library personnel from school, college and special libraries presented papers on these topics--(1) the junior college perspective on library technology, including the education of library technical assistants and programs in California, (2) areas of service for the library technical assistant in public, special and school libraries, (3) the administration and development of library technology programs, with discussions of program funding, the labor market, recruitment and placement, (4) the relation of library technical assistant training programs to professional associations, and (5) the future of library technology programs, with five kinds of information workers suggested--teacher assistants, library technicians, museum technicians, media technicians, and data processing technicians. This report includes selected papers and edited discussions recorded during the North Central Library Conference of 1967. Topics discussed include: changing perspectives in librarianship; legislation and changing library needs; library personnel needs, recruitment, and training problems; library cooperation; research in reference service; and libraries and contemporary social concerns. An invitational workshop concerned with the teaching of the Dewey Decimal Classification was attended by teachers of classification in accredited library schools and administrative officers from libraries and other organizations who have expertise in the Decimal Classification and its applications. The outlines and papers prepared for discussion consider a number of problems which arise in the teaching of the Dewey system in library schools today. Topics covered include: (1) the current role of classification systems in libraries, (2) problems associated with teaching characteristic Decimal Classification features and the schedules, (3) the availability of multiple editions of Dewey, (4) the application of the system to collections of library materials for children and schools, (5) use of centralized cataloging service, (6) teaching the administration of classification activities in libraries, (7) current teaching methods, and (8) the expectations of administrators concerning the preparation of students for careers in cataloging and classification. Since the establishment of the pioneer USIS library in Mexico City in 1942, the nature of The United States Information Service (USIS) libraries has been subject to political disputes. The question of whether or not they should function as propaganda arms or information centers still remains a polemical issue. The USIA became an independent agency of the executive branch of government in 1953. Since then, the number of U.S. Information centers has grown to its present level of 133. Each Center tailors its programs to meet the special needs of its own community. Generally, the Information Center Service maintains four types of programs: 1) libraries or cultural centers for the study of the U.S.; 2) a commercial book program to place more American-written books in bookstores and classrooms; 3) teaching English; and 4) exhibits of American achievement. Moreover, the Centers assist the Informational Media Guaranty Program and Binational Centers around the world. Since 1961, a policy has been made to withdraw funds from Western Europe and to use them in the developing nations. Funds are appropriated each year by Congress. The future of USIS libraries is as uncertain as ever-changing world politics, the availability of funds, and the predispositions of the current administration. (CH)

An overview containing introduction, definition of terms, developmental activity spaces, environment for independent study, and unanswered questions, is provided. A selected bibliography of recent citations, 1957-1967, including references useful to the planning and designing of space for independent study is grouped under the following subject areas--(1) philosophy and background, (2) facilities, (3) equipment, (4) material, (5) pupil and staff, (6) design, and (7) general. Other environmental influences for the designer include thermal, visual, and sonic considerations. (JS)

This report presents a proposed program plan for developing an integrated library network in the State of Washington. The need for such a plan arises from the requirements of Title III of the Library Services and Construction Act and from the increasing demands placed upon libraries and the resulting need to use available resources better. The intent of the program is (1) to promote the increased sharing of resources by libraries, particularly of different kinds and with different area jurisdictions; (2) to use modern technology in an appropriate, economic manner to facilitate the sharing of resources; and (3) to expand the availability of library materials to every resident of the State. Although elements of the program are already in existence, in experimentation, or in discussion, the plan proposed a logical integration of these elements into a single planned progression of steps. Included in this report are a description of the proposed network, the program plan and schedule for implementation, and the specifications of the processing center and switching center. Aspects of the network which are described include geographical area groups, the State Library Card Production Service, specialty groups, a switching center to provide access to major library resources and geographical speciality groups, and technical services. A list of available sources of catalogs and indexes on magnetic tape is appended. (Author/JB)

Extra-library information services are helping libraries find solutions to the problems created by the changes in the information environment, the demand for current information, and the media by which the knowledge is distributed. There are three types of these services: (1) document handling systems, (2) data handling systems, and (3) information analysis centers. Extra-library information services have one major characteristic in common; they place greater emphasis than libraries on the organization of information for current and specialized uses rather than stressing long term future utility of the information. Recommendations made to the National Advisory Commission on Librari"s are: (1) lib"aries and extra-library information services be considered as integral parts of the total information transfer process; (2) the professional library association develop an easy and efficient method to keep librarians informed of existing and new extra-library information sources; (3) professional library associations investigate the possibilities of acquiring terminal equipment connected to one or more of the extra-library information sources; and (4) a study be conducted to determine the feasibility of applying in libraries the indexing and file searching methods now used in extra-library systems. Detailed descriptions of twelve of these extra-library services are included. (CM)
