It is not the purpose of this paper to debate the merits of the two approaches, but rather to examine the implications of outmigration as a means for easing the difficulties facing depressed areas, particularly the unemployment difficulties. The importance and the role of industrial relocation in aiding depressed areas is fully realized, but limitations of space demand this partial treatment of solutions to the depressed area problem. It will be therefore assumed throughout the paper that no government authority is trying to encourage the relocation of industrial activities in the depressed area. [ABSTRACT FROM AUTHOR]
