Three community studies were catalysts for researchers and residents to generate discussions on: (1) strategies and ethics of community research; (2) problems of ethics, including considerations for a code and comments on community involvement; and (3) recommendations for establishing a technical research consultation service'' in the Society for Applied Anthropology. Increasingly, investigators who undertake community research are held accountable not only by their peers in academic and research organizations but also by the residents in the community where research is being done. Responsive researchers are paying much more attention to the problems of entry and of ethics as related to community studies.Whatever the validity or justification put forward by the community, unless the research person takes the time to understand the process that leads to such feelings, there is a good possibility that no research on current pressing social problems can be done. This paper reports on a session organized at the April, 1972 Society for Applied Anthropology meetings, which attempted to bring together community residents and research investigators to discuss findings of three community studies as well as strategies of research. Locational decisions in mental health agencies have consequences for the delivery of services. Case studies of five mental health areas yielded useful data on locational decision-making processes and outcomes. They also revealed practical guidelines for locational solutions. These deal with the importance of location; the cyclical nature of locational processes; the evaluation of impacts; technical assistance; measuring relevant variables; fortuitous opportunities; alternative solutions; conflicts and vetoes; rationalization; and implementation.

Using the ’spectral’ order relations ≺ \prec and ≺≺ \prec \prec introduced by Hardy, Littlewood and Pólya, we characterize the uniform integrability of a family of integrable functions. We also prove an extension and a ’converse’ of the classical Lebesgue’s dominated convergence theorem in terms of the ’spectral’ orders ≺ \prec and ≺≺ \prec \prec .

Some crucial issues affect citizen participation in poverty area community mental health centers. Sources of conflict that inhibit citizen participation are discussed. The authors propose a transitional model to facilitate a move toward workable consumer control.

In [6], by means of convex functions Φ :R→R, Hardy, Littlewood and Pólya proved a theorem characterizing the strong spectral order relation for any two measurable functions which are defined on a finite interval and which they implicitly assumed to be essentially bounded (cf. [6, the approximation lemma on p. 150 and Theorem 9 on p. 151 of their paper]; see also L. Mirsky [10, pp. 328-329] and H. D. Brunk [1,Theorem A, p. 820]).

In this paper, expressions of the form f ≺ g f \prec g or f ≺≺ g f \prec \prec g (where ≺ \prec and ≺≺ \prec \prec denote the Hardy-Littlewood-Pólya spectral order relations) are called spectral inequalities. Here a general induction principle for spectral and rearrangement inequalities involving a pair of n-tuples in R n {R^n} as well as their decreasing and increasing rearrangements is developed. This induction principle proves that such spectral or rearrangement inequalities hold iff they hold for the case when n = 2 n = 2 , and that, under some mild conditions, this discrete result can be generalized to include measurable functions with integrable positive parts. A similar induction principle for spectral and rearrangement inequalities involving more than two measurable functions is also established. With this induction principle, some well-known spectral or rearrangement inequalities are obtained as particular cases and additional new results given.

Within the past few years, interest in all facets of urban planning and renewal has been manifested by a variety of professionals, as evidenced by publications in this area. In reviewing some of the basic themes of the monographs, one obtains the view that the diverse professions hold a variety of notions. The physical planners pay lip service to social planning, but only as a second thought; some sociologists may be sympathetic to the slum dwellers or to the soon-to-be relocated residents while others are more concerned with political facets; psychologists may be interested in perceptual or attitudinal studies; and investigators into the public health phenomenon report on the implications of housing for health.
