Abstract

The article discusses the paper "Proposed Reforms in Federal Procedure." In this paper a statement was made that Theodore Roosevelt was the first President of the United States to make the law's delay a subject of discussion in an annual message to Congress, a correspondent calls the attention to the fact that U.S. President John Adams, in his annual message of November 22, 1800, referred to the delays and uncertainties in the administration of the law and urged Congress to give serious consideration to the judiciary system of the United States. From every point of view, said the U.S. President, it is of primary importance that the laws should be promptly and faithfully executed, so as to render the administration of justice by the federal judiciary as convenient to the people as may consist with their present circumstances. The correspondent informs that politician Horace Binney, in a letter written at the time, referred to the fact that President Adams' remarks about the need of reform in federal procedure attracted wide interest and stirred up considerable discussion throughout the country.

U.S. Vice-President John Adams took his first oath of office on Wednesday, June 3, within the days designated by the law. The administration of the oath by Senator John Langdon, of New Hampshire, was the concluding feature of Adams's installation. On Monday, April 6, Adams's election had been determined by actual count of the electoral votes. The following Thursday, April 9, Sylvanus Bourne, a special messenger bearing the official word of the election, reached Adams's home at Braintree, Massachusetts. Starting together for New York city, then the seat of government, on Monday morning, April 18, Adams and Bourne journeyed there via Boston through Worcester, Suffield, Hartford, New Haven, and Stamford.

An encyclopedia entry for the second president of the U.S., John Adams, is presented. Adams was born in Braintree, Massachusetts on October 19, 1735. He studied law at Worcester and instructed students in the Latin and Greek languages to support his studies. Adam was also known for his role in the preparation of the resolutions on the Boston Port Bill. He was the first vice president of the U.S. and was re-elected in 1793. His presidency started on March 4, 1797. He died on July 4, 1826.
