Turkish leaders apparently started to think seriously of instituting democracy when it became clear that Adolph Hitler, a dictator of Germany, was going down to defeat. But less cynical reasons for shifting to popular government also existed. War-time controls brought grumbling against the regime in circles which had long been indifferent.
