The article reports on the documents of Chinese leader Mao Tse-tung during the 1966-1968 Great Proletarian Cultural Revolution. Accordingly, the document include the secret letters, speeches, and other writings of the great Chinese leader. It notes that the documents, owned by the U.S. State Department, show the interests of Mao Tse-Tsung on proverbs, folk tales, and metaphors.

There can be no disputing that in some aspects of its operation the cultural revolution is now out of control. Accepting only the evidence of correspondents in China and of the Maoist press and radio, it is evident that the Red Guards are split into factions, that they are no longer a coherent instrument of policy, and that it has been necessary to call upon the army to restore order in several major cities and to prevent the brawling of opposed factions from developing into civil warfare. The Red Guards have been told to return to their home towns and villages. The attempt to open the schools, which does not seem to have achieved very much as yet points to the need to get the young off the streets and once more under control.

It appears possible that the State at Maryland may, on the whole, gain from this attempt to restrict the ballot unfairly.

As reported, the curriculum at the Futan University in Shanghai, China is being reshaped radically to reflect Mao's doctrine. Futan has completely dropped the traditional courses in literature and science and replaced them with such subjects as electronics and optics.

The conception of a library as an instrument of education for the masses is very recent. Mass-education itself is not old. Until modern times it was unheard of even in Europe; and in China it has had no part in her millennial civilization, which is in some respects superior to the U.S. Recently there has been an educational revolution in China whose importance dwarfs the two-penny military movements in which most of the Americans seem to be interested. That country has thrown overboard bodily her classical system of training and has adopted Western education lock stock and barrel. With it has come the idea of educating the masses, including women. All things considered, the best-administered and most satisfactorily housed libraries in China are those of the universities.
