The article focuses on inflation in China from 1937 to 1947. A conclusive study of the development of inflation in China is impossible without more complete data pertaining to the aggregate effect of the wars on China's economy, and it can be made only after the nation has returned to normal. Although the data presented in this paper and the statistics derived there from are not all that one could wish for, they are nevertheless more complete than anything hitherto available, and on a number of critical points, are fairly adequate. The use of these provisional data may likewise find justification in the fact that more definitive figures will probably not be obtainable for many years to come. Perhaps no nation has experienced a more serious inflation than China during the war and postwar years since 1937. In order to survey the current situation, it seems appropriate to review first the manner in which inflationary pressures were set up during the war. In this section the survey is devoted to the developments up to V-J Day in August 1945. Postwar events will be dealt with in the succeeding sections. The movements of prices, as emphasized by the official indices furnish an appropriate starting point.

In this study, ten Rorschach responses were determined as populars for the normal Chinese adults, based upon a sample of 347 respondents, and a set of six sample statistics of number and percentage was calculated for the nonweighted and weighted populars. In addition, some intra- and cross-cultural comparisons were made between our list and those of other authors, and at least one popular. The article deals with the statistical system of Communist China. It will not concern itself with statistical definitions and concepts, nor will it enter into an examination of official statistics. Rather, it will attempt to appraise the quality of official statistics through a study of the development and the inner working of the system. This will involve an investigation and going through a mass of significant details without which conclusions cannot be justifiably drawn. Because of the length of the study, it is necessary to divide it into two parts. It covers the period from 1949 to 1957 and the other from 1958 to 1960. This study relies heavily on the information given in the complete set of official journals of the State Statistical Bureau of Peiping, published between April 1954 and February 1959. Designed primarily for communicational and training purposes within the national statistical services, they were not made available to the public until after the free discussion period in late 1957, when current issues were allowed to be exported. Since February 1959, they have again been withdrawn completely from public circulation.

Surveying the literature available in European languages, the author concludes that all past Chinese population data are inaccurate, and probably very markedly so, though there is no means at present of estimating the degree of error. This inaccuracy is attributed to a number of factors. At no time did the Government appear to realize the value of accurate population data as such, and the data actually collected have been very largely the by-products of inquiries with more immediately administrative aims. The geographical area covered by the `censuses' has varied considerably over time, and so also, either by intention or through defective organization, have the classes of the population included. Antagonism from the public has been common, arising partly from superstition but also from the association between the `censuses' and military and labour conscription and taxation. With the exception of the recent, local (hsien) censuses, uniform schedules, instructions and other census procedures have not been used. The author considers the possibilities of interpreting the population data now available for China and suggests means of collecting more accurate statistics in the future. [ABSTRACT FROM AUTHOR]
