1. The School/Community Planning Team as a Social Invention. A Discussion Paper on Research in Progress.

Abstract

This paper is a description of action research in progress centered on the development of a School/Community Planning Team as a vehicle for long-range educational planning. At present, 10 teams exist which are composed of small groups of 6-12 persons including citizens, professional educators, and students. Each team is charged with the development of long-range proposals in a specific area of school life, such as alternatives in elementary education, the education of early adolescents, and variety and depth of curriculum. Teams have numerous volunteers and research support provided by a small professional staff. The teams relate administratively to the board of education and with other teams through a Design Management Team. Three sets of variables are being studied to ascertain the impact of the teams on the educational process: (1) those relating to who participates in the teams, (2) those relating to the successful functioning of the teams internally, and (3) those variables relating to how the work of the teams is utilized by the board of education and the rest of the school system. The article features the San Francisco, California-based paper manufacturer Crown Zellerbach Corp., which is the second biggest company in the paper sector behind International Paper Co. It cites the announcement made by Crown Zellerbach president Alfred B. Layton, who said that they are conducting a feasibility study on the construction of a large facility in Newfoundland. The move is intended to strengthen the company's presence in the U.S.' western region, as well as in the eastern and midwestern areas.

3. Career Education: A Position Paper on Career Development and Preparation in California.

Abstract

The publication was prepared as a statement on the position of the California State Department of Education pertaining to the concept of career education. Career education is conceptualized as the bridge to relevancy between education and work; it moves the school out of the ivory tower into interaction with the total community. The position paper is further designed to provide the reader with an overview of career education in the State. The need for career education is identified and a philosophy established to accommodate that need. A great diversity exists in California schools; therefore, the proposed model for career education contained in the publication, with associated goals, components, and infusion processes, provides general guidelines for district- and school-level activities. Some other aspects of career education considered in the paper are: career education for adults, career education resources, process and product evaluation, staff development and management, and concern for racial and ethnic minorities. 4. A Career-Oriented, Free-Flow, Peer-Instructional System. Professional Paper 6-73.

Abstract

This model instructional system, developed for the office cluster of business occupations but having relevance for other curricula, is an approach to "modernizing" office education. Since there was a need for immediate job relevance of instruction and an integrated career progression, the instructional system is designed to be career- and performance-oriented, with self-pacing and individualized instruction, having immediate and detailed feedback to students and system managers. Through a systematic use of peer instruction in job simulation, the need for additional teachers and instructional materials is eliminated; peer instruction is also a low-risk, high-return instructional medium. Quality control in using the peer-instructional system is the responsibility of the qualified teacher. Establishment of flexible managerial capabilities within the system allows for efficient use of facilities and equipment, and precludes the need for additional expenditures in this direction. In addition, this flexibility provides ease of management in adjusting the system to accommodate increases or decreases in student population and in the type and depth of curriculum. 5. Bilingual/Cross-Cultural Teacher Shortage in California. Position Paper.

Abstract

This position paper gives the results of informal surveys carried out by the Bilingual-Bicultural Task Force of the California State Department of Education. Only 60 to 65% of the teachers in the state bilingual programs are judged bilingual and 50% bilingual-biliterate. Almost all of the teacher aides are judged bilingual, and a large percentage are judged bilingual and biliterate. There is, therefore, a critical shortage of qualified bilingual/cross-cultural classroom teachers for bilingual programs. Another area that shows a need for qualified teachers is the area of "Special Instruction." In accordance with the Supreme Court decision in the Lau v. Nichols case, California public schools must give special English instruction to 188,159 limited-English and non-English speaking public school pupils. Thus, there is an immediate need for several thousand qualified bilingual teachers to give this special instruction. Appendix I gives the text of the Supreme Court's Lau decision. Appendix II gives the number of non-English-speaking pupils in California public schools by grade (kindergarten through 12) and primary language for 1972-73. Appendix III presents a summary of selected public-school pupil data by racial and ethnic groups, as of fall 1973. Appendix IV gives, by language, the total number of limited- and non-English-speaking pupils in California public schools in 1972-73, for Spanish and Asian language groups. Appendix V gives the statewide total of classroom teachers, 1967-73, by racial and ethnic groups. (CFM)

6. Urban Growth and Decline in the United States: A Study of Migration's Effects in Two Cities. Paper Series No. 5234.

Abstract

The United States is a highly urbanized nation with space in abundance, yet large portions of its national territory are emptying out. The counterpart of this pervasive population decline is a highly selective pattern of growth, conferred by a national system of migration flows that has increasingly favored a certain few metropolitan areas. This duality of growth and decline, and its dependence on an intricate system of migration flows, are central features of U.S. urbanization. Migration is a key observable phenomenon, expressing the urbanization process and hence promising insight into its workings. This paper examines U.S. migration first from a broad analytical viewpoint and then through the experience of two specific cities. Section Two considers the functions and dynamics of the migration process: what causes migration to occur, what its effects are on migrants, and how it affects the places they leave and the places to which they go. Sections Three and Four present two specific metropolitan area case studies within which general urbanization phenomena are examined: San Jose, California, a case study of rapid population growth; and the city of Saint Louis which exemplifies central-city population decline. 7. Current Retardation Procedures and the Psychological and Social Implications on the Mexican-American. A Position Paper.

Abstract

In view of the disproportionately large numbers of Mexican American children in special education classes, this position paper presents past and current research findings examining 2 hypothetical causes of the disproportion: discriminatory referral procedures and discriminatory clinical procedures. Examining 1 medium-sized California school system, it was determined that the pupil personnel department's clinical testing procedures rather than referral processes produced the ethnic misrepresentation in special classes. Recommendations are that (1) more refined scales need to be developed for assessing the child's adaptive behavior outside the school and (2) pluralistic norms need to be used in interpreting the meaning of both the IQ and the adaptive behavior score for children of Mexican American heritage. 10. Union Catalogs and Lists: Aspects of National and California Coverage. Occasional Papers No. 114.

Abstract

Union catalogs have yet to reach their full potential on the national level or in California. The National Union Catalog and the Union List of Serials in the Libraries of the United States and Canada, although monumental efforts, are far from comprehensive. A survey found that California exhibits most of the problems involved in union catalog efforts anywhere. The state library has a union catalog of 81 participating libraries and is compiling a union list of the periodicals of over 1000 libraries. The University of California compiles union catalogs and lists for its campuses. Union catalogs are also produced in many of the state's 21 public library systems. Further cooperation is planned between different types of libraries. To make optimum use of these diverse efforts, coordination at the state level is needed. (PF)

11. The Property Tax and the Voters. An Analysis of State Consitutional Referenda to Revise School Finance Systems in California, Colorado, Michigan and Oregon in 1972 and 1973. Occasional Paper No. 2.

Abstract

In November 1972, electorates in California, Colorado, Michigan, and Oregon decisively rejected consitutional amendments that (according to their supporters) would have reduced or eliminated reliance on the property tax as a means of financing education. School finance reformers were perplexed by these defeats. This study sets out to explain the gross inconsistency between the desire, as sampled by widely-accepted polls, of citizens to eliminate the property tax and their behavior in the voting booth. The study's research design combines two methodologies: case studies, including interviews and analysis of secondary sources (campaign literature, etc.), and aggregate voting analysis, using both correlation and multiple regression techniques in order to link support of amendments to census characteristics of localities. The findings indicate two major explanations for the amendments' defeat: the content of the proposals and the constitutional amendment process itself. Socioeconomic status variables were not found to be important explanatory variables. (Author/DN)

12. Local Government's Ability to Manage Growth in a Metropolitan Context. Paper Series No. 5287.

Abstract

This report focuses on the increasingly widespread concern over the ability of local government to exert sufficient leverage on population, economic, and spatial growth to make a difference in what happens and to do so in a way so as to effect agreed-upon public policies. Concern over the ability of local governments to manage urban growth and change is important for two reasons--for the rapidly growing concern over growth and subsequent costs, and for concern over the ability of local government institutions to actually function effectively in an area where they are usually held responsible. Two issues are addressed in this report. The first is the extent to which the collection of local governments in a metropolitan area is able to manage urban development. The site for the investigation and the principal source of data and observation is the San Jose Metropolitan Statistical Area--Santa Clara County, California. The second issue is the extent to which a single municipality within the metropolitan area can exert management control over development within and at its boundaries. This report is intended as a means for developing testable hypotheses about relationships among key variables determining the ability of local governments in a metropolitan area to affect, in a significant way, urban growth and change. 13. The Public Library in the Network Mode: A Preliminary Investigation. Commissioned Papers Project, Teachers College, No. 8.

Abstract

The role of the public library within intertype library networks was studied using published reports and information provided by selected state and regional libraries. Intertype networks cross jurisdictional, and often governmental, boundaries to join academic, special, and public libraries. The history, objectives, methods, and fiscal and administrative structures of intertype networks, their potential for interface with regional and national networks, and their cost effectiveness were assessed. Three large states with the most intertype networking experience--New York, California, and Illinois--were chosen for analysis. Networking activities in Maryland and Washington states were also considered along with the Southwestern Library Interstate Cooperative Enterprise (SLICE), a normative multistate network. It was concluded that the intertype network is a rapidly spreading phenomenon and that the public library system commonly serves as its nucleus. It was recommended that national coordination, with shared state and federal responsibility, should begin. (Author/SL)

14. First Survey of High School Students' Needs for Labor Market Information in Career Decision-Making. Human Factors in Technology Research Group Working Paper.

Abstract

This survey involving some 165 students from California's Berkeley High School was conducted to explore the requirements for the design of a labor market information system for a large metropolitan area. The students who were surveyed gave the following information: (1) The majority of the students wanted to know more about their chosen field, (2) Only about half of the students had ever talked with counselors about their future careers, (3) Slightly more than half of the students had read about jobs in career pamphlets and books obtained primarily from the city library, (4) As to the content of information, the largest number of students wanted primarily information on the training and education needed for jobs, (5) Students overwhelmingly endorsed direct contact with the world of work as a means of learning about it, (6) Most of those who had made career choices made them on the basis of courses taken or personal contact with people in the occupations, (7) Most of the students surveyed chose white collar occupations, and (8) Most believed that their mothers more than their fathers wanted them to choose a certain career. The students sampled were not representative of the student body in a strictly statistical sense and so their views do not necessarily hold for the student body. (SN)

15. Estimating Agricultural Employment from a Sample of Employers. Technical Paper Series, M-73.

Abstract

To explore the feasibility of sample selection to predict agricultural employment, a stratified sample of 360 employers was drawn from the employers reporting employment in the Disability Insurance Program for agricultural workers in Fresno County. Month-to-month changes were examined for seven industry strata, and estimates were made by the link-relative method. Employment estimates were compared with the reported universe employment for the corresponding month to determine the accuracy of the sample as a means of estimating. Data indicated that the method may be feasible, but that the sample must be designed to include employers whose seasonal labor needs occur at different periods of the year. (JM)

A presentation on socio-cultural-attitudinal characteristics of migrants and the impact of education is one of a series of lectures given during the pre-service phase of a 2-year Teacher Corps training program. An outline of the cultural differences which exist between the Mexican American and the Anglo American reveals differences in personality characteristics and modes of life style. Problems are described which the Mexican American encounters in the process of acculturation, and programs are suggested which are designed to satisfy the needs of the Mexican American and to give him a positive image of his cultural heritage. In this working paper on adult education in the Los Angeles area, future needs for university extension and other specialized educational services outside the formal educational structure of the state are discussed. Professional continuing education and the needs of housewives and retired persons, high school and university dropouts, persons needing vocational skill training or retraining, immigrants seeking citizenship and employment, and other clientele groups, are considered. Such major problems and obstacles as geographic distance and access, lack of funds and facilities, and rising costs are described, together with instructional methods and aids meant to alleviate these constraints to growth. 21. Aspiration Vs. Opportunity: 'Careers' in the Inner City. Policy Papers in Human Resources and Industrial Relations, Number 20.

Abstract

This book is a report of the process by which young men in low income black and Chicano ghettos enter the labor market. Of the identifiable groups whose employment experience is reported and evaluated in official censuses and surveys, none has suffered a higher and more persistent rate of unemployment than has the minority youth labor force. Clearly there is a chronic problem of unemployment and underemployment which persists despite cyclical movements, or even secular growth, in aggregate indices such as Gross National Product and total employment. Strong economic growth and full employment policies are necessary but not a sufficient condition for measureable improvement in the economic status of minority youth in central city ghettos. The research in this study encompassed close personal knowledge and contact of the group that was surveyed--young men and women living in the East Los Angeles and Watts areas. Interviews conducted focused on two subject categories: (1) the quantity and quality of labor market information received by young people and its effect on career aspirations and job search; and (2) the economic impact of the illegal "soft" drug (marijuana and pills) industry in the community. Based on these findings, chapters in the report are devoted to an overview of youth labor market, counseling and school experience, perceptions about labor market, choosing a career, and special obstacles to youth employment. The article presents information on the First Student Paper Competition organized at Stanford, California by the Association for Computing Machinery (ACM). Although launched barely two years ago, the Student Paper Competition is proving to be a constructive force in computer science education at both graduate and undergraduate levels. Editorial and refereeing activities undertaken by graduate students translate into a type of professional development experience that is enriching for the participants and healthy for the profession as a whole. The active participation of an equal if not larger number of undergraduate students who submitted papers for the competition attests to the stimulation for scientific and professional growth among students in computer science everywhere. George E. Forsythe, who was a pioneer and who encouraged many of his colleagues to work toward the development of a computer discipline of widespread scientific value, strongly favored promoting the Student Paper Competition to serve this end. As a computer science department chairman he had encouraged the active participation of students in academic and administrative affairs at Stanford University and also at ACM. This example was the inspiration for the plan that graduate students take active and major roles in the management of the Competition.

Abstract

Examination of 13 members of a Filipino family revealed that 6 had erythrocytosis inherited as a simple autosomal dominant trait. Application of several electrophoretic and chromatographic tests failed to reveal the presence of an abnormal hemoglobin in hemolysates from affected individuals. However, measurements of oxygen dissociation curves using whole bloods, dialyzed hemolysates, and 2,3-diphosphoglyceric acid-stripped hemolysates clearly showed that affected persons had an abnormal hemoglobin characterized by a high affinity for oxygen. Compositional analyses of all tryptic peptides from the beta-chains of the proband revealed a valyl-methionyl ambiguity in betaT12a. Blockage of lysyl residues and subsequent tryptic hydrolysis at arginyl residues permitted the isolation of fragments containing residues 105 through 146. Automatic sequence analysis of the fragments demonstrated the presence of both valine and methionine in nearly equal proportions at position beta109. This new hemoglobin variant is designated Hb San Diego (beta109(G11) Val-->Met).
