The article highlights a study of the administration of air quality legislation in two western New York counties. The field-phase of the study was carried out over a nine-month period and consisted of three stages. The study was supported by a grant from the Council on Law-Related Studies in Cambridge, Massachusetts. Some important lessons for effective air quality management were arrived. There are dramatic differences in the circumstances surrounding enforcement of the air quality laws and speeding laws. Two sets of circumstances, the nature of the problem to be regulated and the allocation of technical resources for regulation, proved significant.
