The article demonstrates the application of a system approach in identifying and solving environmental problems by governments acting individually and collectively. In approaching complex environmental problems one must be concerned with far more than the sciences of environmental degradation and the technologies of pollution control. One must also understand the problems of development, national priorities and the cultures of the peoples of the world. At the United Nations Conference on the Human Environment, which was held in Stockholm, Sweden, during the period June 5 to 16 1972. It was considered that actions that must be taken by governments, individually and collectively, in order to solve and prevent environmental problems and to improve the quality of life. The focus of the Conference was on the increasing interdependence of peoples and nations that is resulting from growing populations, rising demands on natural resources, and the application of science and technology. Formal action by governmental delegations at the Conference was the culmination of almost two years of intensive preparations.
