This report includes data on public and private normal schools. The normal schools have been classified chiefly on the basis of control. A city normal school is one under the control of the city board of education. The definition of a county normal school varies somewhat in the different States. Wisconsin has the only true county normal schools. They are separate from the regular public schools in control, school plant, and all other respects. Private schools are under private control. On this basis several schools formerly included under public normal schools have been included with the private schools for the purposes of this study. Previously, the statistics of nurse training schools were included with those of theology, law, medicine, dentistry, pharmacy, and veterinary science in the chapter of the Annual Report of the Commissioner of Education devoted to professional education. This year (1918), the statistics of the other professional schools are included in the chapter on colleges, universities, and professional schools, and the statistics of nurse training schools are printed here separately. With regard to administration, three types of schools for mentally defective children are represented in this report: State institutions, private institutions, and city day schools. Throughout this bulletin it will be observed that no historical statistics are given for the school year 1916-17. After the statistical report for the scholastic year 1915-16 had been compiled the Bureau of Education adopted the plan of collecting statistical reports biennially instead of annually as had been done the preceding years. The changes in the totals of corresponding items for consecutive years are very slight, and for most purposes biennial statistics will suffice. In corresponding preceding reports certain statistics of commercial departments of public high schools have been included in the chapter on private commercial and business schools. This paper contains statistics of two types of schools hitherto tabulated together in alphabetical order: First, the purely private commercial and business schools not connected or affiliated with any religious organization and, second, the Y. M. C. A. commercial departments and schools conducted by religious organizations. This report presents the statistics of city public schools for the school year 1917-18. An attempt has been made for the first time to secure statistics from all cities which had a population of 2,500 or over in 1910. The cities have been divided into five groups: Group I, including all cities with a population of 100,000 and over; Group II, all cities having a population of 30,000 or over but less than 100,000; Group III, all cities with a population of 10,000 or over but less than 30,000; Group IV, all cities with a population of 5,000 or over but less than 10,000; and Group V, all cities having a population of 2,500 or over, but less than 5,000. The statistics presented herein were supplied by the various State offices of education for the school year 1919-20. Either a special report to the Bureau of Education was executed or the data used were taken from the printed State school report for that year. Unfortunately it was necessary to use figures for 1918-19 for Mississippi and Kentucky. Tables 46, 47, and 48 were taken from the reports of the United States Census Bureau for 1920. The figures in these tables are not comparable with the other data given in this report, since the census figures relate only to school attendance from September 1, 1919, to January 1,1920, and represent enrollment in both public and private schools. They contain no duplicate they enrollments. The statistics given relate in general to the public school system; including public kindergarten, elementary, and secondary schools. In no case have the statistics of higher educational institutions been included. The report includes the statistics of urban and rural schools combined. The public-school statistics include both white and colored pupils. In several tables statistics dealing only with colored schools are presented. Such statistics, however, are more or less incomplete, since many State offices of education do not make a complete separation of white and colored school statistics. The only statistics of private schools appearing herein relate to the enrollment in such schools. Wherever such data have been used their inclusion has been definitely indicated. The statistics of the outlying possessions of the United States hake been given in so far as they were reported, but they are not included in the totals for continental United States. This report presents the statistics of city public schools for the school year 1919-20. The cities have been divided into five groups: Group I, including all cities having a population of 100,000 or more; Group II, cities having a population of 30,000 or more but fewer than 100,000; Group III, cities with a population of 10,000 or more but fewer than 30,000; Group IV, cities with a population of 5,000 or more fewer than 10,000; and Group V, all cities having a population of 2,500 or more but fewer than 5,000. This classification is based upon the population as reported by the Bureau of the Census in 1910; the figures for 1920 were not available in time for use in this connection. For all cities not reporting, careful estimates have been made in compiling the summaries by States and also the grand summary. The included tables present the statistics of 2,093 private high schools and academies in the continental United States and of 4 such schools in Hawaii and Puerto Rico. Throughout the summary tables the totals for the United States do not include the statistics of these 4 schools in the outlying possessions. No reports from private high schools and academies were received from Nevada, Alaska, Canal Zone, or the Philippine Islands. Tables 1, 2 and 3 contain historical comparative data for five-year periods from 1890 to 1920. More detailed summary tables were given for 1900 to 1918 in the corresponding report on private high schools and academies for 1917-18. Prior to 1890 the statistics of public and private high schools were not kept separately. Tables 4 to 10, inclusive, show distribution of schools according to significant data, while Tables 11-19, inclusive, contain summaries of such data as could be totaled. (Contains 19 tables.) This report presents the statistics of 902 private, commercial and business schools reporting in 1920. Only 12 more schools reported in 1920 than in 1918. In addition to these, there were 380 other schools of this character which did not submit a report. Of the 902 schools reporting, 841 were nondenominational commercial schools and 61 were controlled by some religious denomination. The total number of instructors in these schools increased from 5,240 in 1918 to 6,165 in 1920 and the number of students enrolled from 289,579 to 336,032 , or over 16 per cent within the same period. Tho enrollment in the day schools increased from 182,614 to 214,606 and in the night schools from 106,965 to 121,426 in the same period. The average daily attendance increased from 79,675 to 103,388 and that in the night schools from 43,013 to 61,274 during biennium. Considerable gain is shown for the enrollment in the commercial course, the percentage being almost 54. On the other hand the enrollment in the stenographic course decreased over 17 per cent. This tendency should not be misconstrued, since war demands in 1918 caused the enrollment of stenographic students to increase ever twofold over that reported in 1916. The combined course exhibited a gain of about 10 per cent from 1918 to 1920. During this period the number of students in wire telegraphy dropped 43 per cent, and the number studying wireless telegraphy, 21 per cent. Students in accountancy increased 87 per cent, in secretarial courses 66 per cent, and in salesmanship 280 per cent. Thus it is seen that the commercial or bookkeeping, the accountancy, the secretarial, and the salesmanship courses show significant increases, while the stenographic and telegraphic courses have declined.
