Since World War II there has been an accelerated inquiry into the arrangements under which governmental services are performed and into the results achieved. We seek efficiency in the application of resources by government toward public policy objectives. The broadest choice involves assessing the . over-all consequences-gains and costs-of alternative programs and selecting magnitudes for the various program proposals. Most public policy objectives, including military objectives, are not readily commensurable. Nevertheless, prospects remain for more effective program budgeting in relating expenditure proposals to basic policy aims.2

Two principal dimensions of system cost analysis are addressed. First, the comparative analysis of alternative systems requires a method of structuring and synthesizing cost estimates in order to reveal both the total costs of achieving effectiveness and the significant differences to be found among various force-mixes. Second, the methods of estimating particular costs are evolving from a history of inappropriate or inaccessible data and great uncertainty concerning the time and cost of ultimately achieving demonstrated capability. Several important avenues for further work are discussed.

Normal values for the concentrations of porphyrins and porphyrin precursors With the methods routinely employed for porphyrinopathias, normal values were measured on 20—50 healthy persons and compared with the literature values. Die neuen Verfahren erleichtern infolge ihrer Empfindlichkeit und Genauigkeit in hohem Mase die Trennung der Krankheitsbilder und ermoglichen zugleich die Bestimmung auch ganz geringer Porphyrin
