The original objective of the project was an investigation of the feasibility of installing a price discount solicitation capability in AFLC's procurement system for non-reparable spares. However, the study was later broadened to include an analysis of the basic parameters used in economic order quantity computations. A technique was developed and operationally tested to solicite, evaluate and accept price discounts. A new method of computing the obsolescence rate used in economic order quantity computation was developed and tested. Several demand prediction techniques were also evaluated using four years of actual demand history.

The report attempts to determine what cumulative effect a major Navy base and its associated community has had on a large land area in the fragile desert biome. The study is not an environmental impact statement; but estimates the impact of all current day-to-day actions at the Naval Weapons Center (NWC), China Lake, California. The report's three major sections give: A description of the environmental setting; an inventory of residuals that affect air, water, noise, etc.; and the methodology used to evaluate environmental impact on the ecosystem receptors in the NWC vicinity.

The study examines some of the issues affecting the long range development of packet switching in general. It specifically considers the role of the ARPANET in this development. The near-term question of transfer of a portion of the communications portion of the ARPANET is examined in detail, and the background of the development of the network is discussed to place the key issues in perspective.

Clearly the first task was to develop a system of job analyses applicable to all system wide health care manpower tasks. A means of postulating simplified occupational clusters covering some 50 currently designated Navy enlisted occupations, 20 Naval Enlisted Classification Codes (NEC's) were computerized. A set of 16 groupings that cover all designated occupations was developed so as to enhance the effectiveness of professionals and sub-professionals alike. This project was undertaken at the request of the Office of Fuels and Energy in the U.S. Department of State. Its purpose, as stated in your letter of August 20, 1974 is to: determine the total stocks of crude oil and product maintained by the petroleum industry in the United States under OECD definition of stocks; quantify the amount of OECD defined stocks which could be 'available' for consumption in an emergency by determining those stocks that are physically unavailable, e.g., in the form of pipeline fill, tank bottoms, etc., and the amount technically 'available' but regarded by the petroleum industry as unavailable for drawndown purposes; and calculate the number of days of self-sufficiency represented by 'available' stocks based upon the current level of imports.

This is one of a series of appendixes to the Lower Mississippi Region Comprehensive Study. Its purpose is to provide a reference publication describing both natural and manmade water-related facilities in the Lower Mississippi Region. It provides specific data about individual projects as well as generalized information. Projects described in this appendix include those existing, under construction, and those planned but not yet started. The cited report identifies major issues to be considered in planning, carrying out, and implementing a statewide inventory of critical environmental areas. The treatment is heavily referenced to pertinent literature, and to existing state programs either worthy of emulation or which represent experiences that might be profitable.

The methodology used in developing task inventories for tank personnel is explained, and procedures used to validate the task inventories during the field survey are described. Importance ratings for each task or subtask in the inventories are presented, and company and platoon sub-elements which perform the task or subtask are identified. The conditions and standards for each task or subtask are presented, and the methodology used to develop these conditions and standards is explained. The methodology described will aid in applying systems engineering to deriving performance requirements and for training program and training test development. Volume 1 of a two-volume report describes the methodology used in a questionnaire survey in which ratings were obtained for the task inventories.

The study has assembled data on the inventories of strategic weapons held by the United States and the U.S.S.R. over the period 1960-74 and has calculated alternative indexes of strategic strength.

Due to the Navy's increasing manpower needs for high quality officers with engineering and science training, it has become necessary for the Naval Academy to increase the numbers of midshipmen electing engineering and science majors. To obtain the necessary increased numbers of midshipmen electing engineering and science majors and avoid the mandatory placement of midshipmen in these programs, an interest inventory was constructed to aid in selecting Naval Academy applicants with a high likelihood of choosing an engineering or science major. The Strong Vocational Interest Blank was selected for obtaining an empirical scale. A dichotomous criterion based on midshipmen major selections was used to construct the scale from the SVIB responses of half the 1973 graduating class. This scale was cross-validated on the remaining 1973 graduates, as well as the 1976 and 1977 classes. Some findings are discussed. (Modified author abstract)

The report describes a computer-based model designed to provide personnel planners with broadly based aggregated data and detailed officer inventories as well as flows reflecting the effects of policies and conditions under investigation. The purpose is to assist the Air Force in achieving stable accession and training rates, smooth career progression, and control of officer inventory by year group.

The PCM (Penalty Cost Model) is a technique for economically selecting items for physical inventory in anticipation of replenishment. It has been applied to stock points and proved to be of benefit. The report evaluates application of the PCM to Navy centrally managed secondary items. Simulation indicated PCM to be cost effective when compared to the uniform method for generating physical inventories. A pilot study confirmed the simulation. Comparison of PCM to a unique program used at the inventory control point for the same purpose indicated only marginal benefits. Projected benefits do not warrant programming costs to implement PCM at the Navy inventory control points. It is recommended that the unique method be adopted as the standard.

The report describes a system that displays selected Navy shipboard tactical electromagnetic equipment and ordnance equipment, and that can project, based upon current planning information, ship/equipment configurations for up to 20 years. The system, which is written in COBOL, is currently installed on a Honeywell 2061 at the U.S. Naval Ordnance Station, Indian Head, Maryland.

The area to be affected was investigated by a four-man survey team. All potential archaeological site locations were examined. No sites were found, but all areas were in very poor condition for effective survey work due to the advanced stage of crop growth. Mr. John Hesse, in charge of the field party, interviewed numerous local residents to see if they knew of any sites. They did not know of any in the affected area, but did know of material coming from sites in other areas of the county. One apparent mound in the affected area, marked by a red circle on Sheet 2, was reported by the landowner to have been built by a local farmer as a means of elevating his barn above flood waters.

The paper proposes an approach to the design of model based large scale systems to support logistics decision making. First, several frameworks are presented to classify logistics decisions which suggest the essential characteristics a logistics system should possess. Subsequently, a critical review is offered of the current methodology and system development in the field of logistics. Finally, an approach is given to facilitate the design and implementation of logistics decision support systems. (Author)

The report describes an occupational survey of the Steward Specialist Career ladder, AFS 742X0, conducted by the Occupational Survey Branch, USAF Occupational Measurement Center, from January 1973 through July 1974. The report describes the development of the survey instrument, its administration to job incumbents, and resulting summaries of tasks performed by airmen grouped by skill level, experience level, and similarity of tasks performed. Results are compared to current training and career field structure documents and recommendations for further study are presented.

The Indonesian Navy logistic system as it exists today is a network of people, resources, organizations, and processes, regularly interacting to carry out the vital function of providing adequate logistic support of all kinds to the Naval Operating Forces so that they can accomplish their assigned missions. Selective inventory management is currently being adopted to insure support of the Naval Forces at minimum total cost, and to maximize the cost-saving potential of the selective management policies. The Navy is faced with the requirement of developing and implementing control devices which would assure Parliament that each echelon of management is effectively and efficiently managing all its resources. Improved inventory management control can be achieved through proper understanding of the numerous parameters available in the SUADPS-207 (Shipboard Uniform Automated Data Processing System) DI 073 (Demand Processing/Levels Computation) program. This study measures the impact these parameters have on workload, requisition effectiveness, and average inventory investment. A computer simulation model was utilized in conducting the study using the historical demand data taken from the inventories of USS SPERRY (AS 12), USS DIXON (AS 37) and USS PROTEUS (AS 19). The results of the study show that inventory investment requirements can be reduced, with minor impact on effectiveness or workload, through the careful setting of certain parameters. (Author)

An air-photo inventory of the Rung-Sat was undertaken to determine what broad categories of land cover comprised this area before and after spraying, in order to provide some indication of the gross changes resulting from herbicide application.

The report discusses various data bases types, with particular emphasis on controlling and understanding the error content by statistical means. A model is also made to describe a data base as an inventory; costs of modifying and maintaining the base are included.

The first part of the paper describes how and why the Air Force uses the job inventory approach for collecting, analyzing, and reporting information describing the work performed by its personnel. Finally, the last section describes applications of job survey information to problems in managing the personnel system. It is limited primarily to one stream of research which combines information on task and job difficulty levels with data describing individual jobs. The operational activities of a community hospital blood bank are described at all levels with special attention given to the inventory management of the bank. A distinguishing feature of this blood bank is the use of a centrifuge-freezer system which, prior to the ten day age limit, breaks down whole blood into its basic constituents, and stores them for extended periods fare exceeding the normal twenty-one day shelf life of whole blood. The inventory management policies thus include regulating the input of blood into the bank, the transfer of blood from the refrigerator to the freezer and the issuing policy of blood for various medical needs. Concomitant to these problems is the problem of forecasting demand.
