This report covers the operations of the War Shipping Administration from its creation on February 7, 1942, through the end of hostilities, and up to December 31, 1945. It attempts to evaluate the part that our Merchant Marine played in the victory of the United Nations. The War Shipping Administration is already near the end of its postwar assignment, the return of servicemen from overseas. It will return vessels to their owners within a short time. Congress is in the final stages of perfecting legislation to dispose of the Government-built merchant fleet. On March 2nd, 19946, the United Maritime Authority will dissolve the United Nations merchant shipping pool. These actions will end the period of Government operation of the wartime merchant fleet.

Harbor improvements at 30 harbors are recommended as well as the construction of one new harbor. Also the Great Lakes connecting channels project is justified. These have been justified by a wide margin. Harbor improvements will permit the full utilization of the St. Lawrence Seaway.

This report present a detailed description of a computer simulation package designed for the Great Lakes-St. Lawrence Seaway navigation system. The discussion is divided into three parts corresponding to the major components of the simulation package. Part I covers NETSIM II, the simulation program itself. Part II covers PROSIM, the statistical report generator for NETSIM II. Each of these programs is written in SIMSCRIPT and each is composed largely of subroutines which carry out processing for the various kinds of navigation facilities. This modular structure greatly simplifies the task of program modification. Part III describes four FORTRAN programs which have been provided to facilitate data preparation for NETSIM II. Detailed user manuals are included for all programs in the package. The model is addressed to the task of analyzing the performance of a waterway system under various structural and nonstructural improvements. The analysis is in terms of delays, congestion and utilization. The major feature of the model is its ability to simulate traffic flows which result from a given pattern of transport demand (commodity movements). (Author), See also Volume 1, AD-A111 753.

The proglem of allocating commodity flows to transport equipment units in a mixed fleet is treated by a set of linear programming transportation models. The models allow for the allocation of commodity flows in a system which may be regarded as one whole entity such as a firm, or as a set of reaches differentiated by equipment characteristics, or as an environment of competing firms, or any combination of these. The models were shown to generate feasible, optimal and integer solutions in their application to a hypothetical two commodity example. (Author)
