Abstracts of current publications in the fields of population and family planning are contained in this monthly acquisitions list of the Katherine Dexter McCormick Library, Planned Parenthood, New York. Organized in two parts, Part 1 contains an annotated list of the books most recently acquired by the Library, marked with its Library call number, to aid libraries which use the Library's Family Planning Classification. Part 2 contains a list of annotated articles, selected from the 150 scientific and professional journals the Library receives, and classified as in Part 1. Topical areas include: Population, Urban Planning, Man Adapting, Women, United Nations, Birth Control, Infertility, Abortion, etc. An alphabetical listing of Publishers' Addresses is included. (LK)

Produced by participants at the Unesco Regional workshop on Population and Family Education held in Bangkok, Thailand, in October 1970, the instructional materials intended for elementary and secondary students are to be considered sample first-draft materials usable for reference purposes by groups responsible for designing population education curricula in individual countries. The objective is to help students become aware of the advantages of family planning in terms of better health, inter-personal relationships, and quality of life for the welfare of not only the family, but also the community and the nation. A variety of teaching techniques such as role playing, plays, and other activities are suggested for each of the eight units: 1) Family size and family welfare; 2) Planning for the future; 3) Quality of life in a family; 4) Effects of rapid population-Growth on the community (Philippines); 5) Population-growth and quality of life (Indonesia); 6) The impact of rapid population-growth on the sociocultural life of the people; 7) Economic consequences of rapid population-growth; and 8) Population. Units provide information as to level, objectives, content, procedures, and activities. (SJM)

The functional integration of maternal and child health (MCH) services with family planning programs in rural areas is discussed in this report. Suggestions for the successful implementation of research demonstration projects are provided. Evaluation procedures are discussed in terms of collection of pre-project information, service statistics, follow-up survey on acceptors of health services and family planning, surveys of women of childbearing age, special studies, birthrate and death-rate registration or estimation procedures, special efforts to obtain information on reasons for use or nonuse of the program services, cost analysis, and control areas. It was noted that MCH-based, family planning research demonstration projects of major size are just beginning in rural areas of developing societies. A major conclusion is that careful planning of the evaluation of these projects is essential. (PS)

This volume is a supplement to the first edition of the "International Directory of Population Information and Library Resources," ED 062 185. The format follows that of the first edition, utilizing a short description for each responding organization. Content covers: general information, publications of the organization, library--general information, library publications, library--areas of specialization, library collection, library extension services, and information service. Fifty-eight organizations in 32 countries are reported within the following geographical areas: Africa, North Africa, Caribbean America, Central America, North America, South America, Far East Asia, Middle East Asia, South Asia, South East Asia, Europe, and Oceania. Supplemental material lists new address entries; address changes; the names of organizations listed alphabetically by English name, non-English name, and abbreviation; library publications; and a selected list of periodicals. The books in this bibliography have been chosen for those specialists and professionals in the fields of population and family planning who are seeking references either in their own disciplines or in closely related areas. Classification is based on that used by the Katharine Dexter McCormick Library. A profile of France is sketched in this paper. Emphasis is placed on the nature, scope, and accomplishments of population activities in the country. Topics and sub-topics include: (1) location and description of the country; (2) population--size, growth patterns, age structure, urban/rural distribution, ethnic and religious composition, education, economic status, future trends; (3) population growth and socio-economic development--relationships to national income, economic activity, international trade, consumption, national social security budget; (4) history of population concerns; (5) population policies; and (6) scientific research in population studies. Demographic problems have been a major concern in France since the beginning of the century, with distinct pronatalist and antinatalist movements emerging. Their respective influences on official policy have extended to this day. At the present time, France has a developing body of laws protecting the family and encouraging large families, but the country is also liberalizing the laws that restrict use and dissemination of contraceptive methods. Decision-making and family planning were studied in the rural city of Durazno, Uruguay, by means of answers to questions by both husbands and wives. A sample size of 268 couples in which at least one partner was between 21 and 50 years of age was used. Data were collected by means of a pretested and precoded interview schedule. Major conclusions were that the interactional variables were relatively important for the use of family planning methods; that husband-wife interaction variables were more important than socioeconomic variables; that the higher the degree of perception of equality of men and women on the part of couples, the more likely they are to use family planning methods; that the perception of equality of men and women on the part of couples is more closely related to the use of preventive family planning methods than their level of education; and that the level of education is more closely related to fertility than is perception of equality of men and women and the level of intimate communication. The immediate purpose of this consultation paper is to plan for a proposed seminar or seminars which would offer training to personnel concerned with the development of population education and its introduction in education systems. Some aspects of the broader setting for this training are briefly sketched, such as: a) the formal actions taken by the various United Nations agencies indicating the programs and services available in population and family planning; and, b) ways in which Unesco's role in educational systems in population/family planning differs from Unesco's work in other areas. A number of problems need to be considered: 1) definition and delineation of population education; 2) problems of curriculum development; 3) instructional materials and aids; 4) teacher education; 5) training of leadership personnel; and, 6) evaluation. In considering possible answers to these problem areas, the meeting may be in a position to provide guidance not only on specific matters such as objectives, content and scope of the proposed training courses, but also on the wider overall program of action into which the course should fit. In this paper, the author outlines the historical development of information and education programs for population control and family planning, arguing that communications activities should receive as much emphasis as the health services program. The public information aspect includes use of mass media, advertising and promotion, public relations activities, and the commercial marketing of nonmedical contraceptives. Educational efforts are aimed at audiences in clinics, schools, and the general community. The author refers to the absence of planning in some communications programs and stresses its importance, along with the necessity of continued research and evaluation of information/education programs. He also discusses materials development as part of the communications program and the present lack of training for communicators in the family planning field. (RN)

The author defines populations communications as all information, education, and other activities which can produce changes in attitudes and behavior towards contraception, family planning, and population growth. He discusses in this paper the effort made in 27 nations to utilize commercial, profit-making goods and services for the purpose of educating the public on the hazards of over-population and the methods available for population control. The types of commercial programs are: use of mass media, advertising and promotion, public relations efforts, marketing of contraceptives, education and training, research and evaluation of the program, and development of special materials. This directory is a project of the Carolina Population Center, Technical Information Service, in conjunction with the United States Agency for International Development. Information for this compilation, the first in a series of publications, was obtained from a survey of international population/family planning libraries and information resources. Content of the questionnaire covered: general information, publications of the organization, library - general information, library publications, library - areas of specialization, library collection, library extension services, and information service. From these questionnaires, a paragraph description for each responding organization is compiled. Organizations in 79 countries are reported within the following geographical areas: Africa, North Africa, Caribbean America, Central America, North America, South America, Far East Asia, Middle East Asia, South Asia, South East Asia, Europe, and Oceania. Five indices give: (1) names of organizations listed alphabetically by English name, non-English name, and abbreviation, (2) subject interests of organizations, (3) geographical interests of organizations, (4) library publications, and (5) special collections of libraries. Presented is the 5th annual report of the Arizona State Economic Opportunity Office (SEOO). The purpose of the report is to provide interested agencies, public officials, and the general public an overview of SEOO programs operating in Arizona. The report gives descriptions and purposes of these various programs and discusses grants received by SEOO. A 2-page summary of a 1971 study on causes of poverty in Arizona is also provided. Following descriptions of community action projects (by county or Indian community action agency), all single-purpose programs of record in the state office are described. Tables provide statistical data on recipients of public assistance funds (by county), assistance payments (by program), and demography of Arizona counties and Indian tribes in terms of population, income, welfare status, and labor force. Population trends in the 1960's and early 1970's are examined in this 1972 speech in terms of overall national trends, the growth of metropolitan areas, the rural population, geographic shifts, internal migration, the black population, and living arrangements. It is noted that population growth in the 1960's was unevenly distributed within age groups and also unevenly distributed geographically. Some rural-urban differences are also discussed: urbanization of the blacks continued at a rapid rate; rural population declined; and, although migration was an important element in the differential growth rates of states and of areas within the states, in most areas the bulk of the increase was due to the excess of births over deaths. A major conclusion is that continued population growth, though at a lower rate than in the recent past, is indicated. (PS)

This annotated bibliography represents a compilation of nonformal education programs. Included are Agency for International Development (AID) reports and documents and other materials covering the work of international agencies and various other organizations and individuals. The materials are classified under four main headings. They are: (1) Definition and Scope, (2) Function, (3) Delivery Systems, and (4) Target Areas. The purpose of the bibliography is to assist the AID technician in the task of developing peoples capacities by pinpointing and concentrating on their most urgent social and economic problems. It is felt that this can be accomplished outside the realm of formal education by utilizing nonformal education. Nonformal education encompasses learning and development of skills (1) in the home, (2) in youth or adult activities; (3) in military training; (4) in social and political organizations; (5) on the job in private industry; and (6) in special government, foreign aid, or United Nations training projects. Nonformal education is thought to be increasingly important in developing nations where school costs are prohibitive, and there is an urgent need for adult education to teach family planning, better farming techniques, and training in new skills. This report contains the proceedings of the Fourth National Conference on Population/Family Planning Library and Information Services held in Chapel Hill, North Carolina, May 6-7, 1971. Under the joint sponsorship of the Carolina Population Center and the U.S. Agency for International Development, this was the fourth in a series of annual conference/workshops devoted to library and information needs and services in the population/family planning field. Part One has a summary report, list of participants, and conference agenda. Part Two reports a four-part panel discussion, "The Partnership of Government and Private Sources of Population/Family Planning Information," dealing with interrelationships of public and private contributions to a population/family planning information network. Part Three covers the international aspects with presentations on library networks, Asian services consultants, population work and programs, and demographic centers of the United Kingdom, Canada, Latin America, and the Organization for Economic Co-operation and Development. Part Four summarizes a workshop on the data, products, and services of the Bureau of the Census. Reviews of previous conferences, participant statistics, and Constitution of the Association For Population Libraries and Information Centers (APLIC) are included. (AL)

Presented in the principal article, "Planning, Starting, and Operating an Educational Incentives Project," is a summary of activities to date in an educational savings project in Taiwan. The incentive project is designed to reward those couples who limit their family size, by providing funds for their children's secondary and higher education. To pretest the nationwide program, a pilot program was implemented in September, 1971, one of the first such plans to have been adapted to local conditions. Design of the pilot project, its procedures (preliminary survey, promotion, enrollment, eligibility, and financing), evaluation, and the nationwide scheme are described. Although it will be several years before the effect of this program on fertility is known, it is felt a review of the initial stages may be of value to those who wish to implement similar projects. Also included in the paper are two further reports: "Singapore: A Cost-Effect Analysis of a Family Planning Program" and "IUDs and the Birth Rate in Greenland." The first reports statistically an analysis of cost by method and demonstrates one way cost data can be used in measuring cost-effectiveness. The second describes the results of an IUD program in Narssaq District, South Greenland. (BL)

Topics and sub-topics include: location and description of the country; population--size, number of households, women of reproductive age, growth patterns, role of women, urban/rural distribution, ethnic and religious composition, literacy, economic status, and contraceptive knowledge; population growth and development--national economics and social welfare expenditures; history of population concerns; population policies; population programs--objectives, organization, operations, governmental role, education and communication efforts, and private agencies in family planning; and foreign assistance for family planning activities. Summary statements indicate that program policy is to offer contraceptive information and services through the growing national network of family planning clinics, relying almost exclusively on pills as the contraceptive technique. The strength and sense of urgency of the national commitment can be seen both in the rapidly increasing channeling of talent and financial resources to this effort and in the ambition of national goals for decreasing the current high population growth rate.
