8. Performative legitimation of waste-to-energy infrastructure: incineration politics in Guangzhou low-carbon transition.

Cities are emerging as the frontiers of low-carbon transition. The emergence of low-carbon cities in East Asian developmental states is often seen as serving nation-state-led transformative development and economic restructuring. But how are specific low-carbon infrastructures socially produced at the city level, especially in the context of social protests? What is the role of the local state? This paper addresses these questions through the case of Guangzhou's waste-to-energy incineration, an infrastructure that was selected as a national low-carbon technology in China in 2014. The paper proposes a conceptual framework of "performative legitimation of infrastructure" and, drawing from the empirical work, identifies five performative governance tools – (re)conceptualization, reterritorialization, bureaucratization, culturalization and codification – which respond to evolving social demands, consolidate the legitimacy of incineration and regulate state–society relations in different contexts. The urban lab is an experimental governance approach for the co-creation of innovative solutions to urban challenges, such as climate change. However, urban lab scholarship has overlooked lab formation as a distinct process and is almost exclusively based on European cases. Therefore, little is known about the role of context conditions for lab formation in general and beyond Europe in particular. To address these gaps, this paper inductively analyses urban lab formation in five cities in Argentina, Brazil and Mexico, develops a framework for the comparative analysis of lab formation challenges, and asks: What do the challenges encountered and the solutions developed during lab formation in these cities tell us about the context dependence of the urban lab approach and what are the implications for its potential beyond Europe? 10. The proliferation of municipal green bonds in Africa and Latin America: the need for a climate justice approach.

This paper utilizes a climate justice perspective to examine municipal green bonds (MGBs), a green-labelled debt instrument issued by subnational governmental entities, such as municipalities or cities, that determines financial, social and environmental redistributions in the context of climate change. This analysis focuses on the origins and financial construction of MGBs as the "descendant" of US municipal bonds and provides data on their recent diffusion in Africa and Latin America. It then draws connections with the lessons learned from critical analyses of US municipal bonds. The case study section explores one wastewater MGB of San Francisco (California) and creates material and theoretical connections with MGBs issued to finance water infrastructure in Mexico City (Mexico) and Cape Town (South Africa). The article concludes that the analysis and implementation of municipal green bonds needs a climate justice approach in order to recognize and address the production and reproduction of climate injustices. Within global debates, decentralization with respect to renewable electricity is positioned as pivotal in overlapping calls for decarbonization, energy access and just transitions. The promise is that technologies that are smaller and distributed will deliver a range of benefits, including enabling infrastructural innovations and expanding sustainable access, notably by empowering local authorities. While shifting to low-carbon systems is imperative, in this paper we call for attention to the complexity, opportunities and risks of commonly celebrated experiments in distributed electricity technologies when applied to African contexts. We draw on the case of Uganda, unpacking a series of four innovative electricity projects currently under way. For each case, we look at the actors involved and the imagined relationship between the projects and the incumbent grid. From these cases, we argue that, in this African context characterized by contested urban governance and fragmented networks, careful attention to supporting urban scale institutional and infrastructural development is necessary, although in many cases bypassed. This paper critically examines the dominant role of concrete in the modernization of Asian cities since the mid twentieth century. While builders, architects, planners and citizens have long praised the advantages of concrete, we argue that concrete can no longer be seen as socially and environmentally neutral in the Anthropocene. When concrete cracks, it does so literally and metaphorically. The cracks manifest not only in the actual material but as socioecological concerns. We employ the concept of "shadow places" to explore the underside of concrete production where those cracks emerge. Using case studies at the edges of Metro Manila, Philippines, we shed light on the precarious livelihoods of workers in an unregulated aggregate quarry and the dust pollution affecting neighbourhoods near cement plants. These two cases offer insights not only into specific socioecological issues but also into how communities negotiate them. People's organized struggles for housing challenge Brazil's exclusionary urbanization. Occupations of vacant buildings by social movements have been pressing municipalities to guarantee the right to the city. Climate change accentuates the risks associated with exclusionary urbanization, and responses to its impacts demand mitigation and adaptation measures that support transformations tackling inequalities and vulnerabilities. This paper highlights the dimensions of inequality, as well as the role of social movements in setting an agenda on climate justice while reducing vulnerability and creating housing alternatives in vacant central buildings of São Paulo and Natal. This article aims to investigate the structures of 935 conferences organised by OMICS and 296 conferences organised by WASET from 2015 through 2017. These conferences are characterised in existing literature as so-called predatory or questionable conferences that provide low-quality academic meetings. We analyse 40,224 presenters, focusing on top-ranked institutions according to three global university ranking systems (Academic Ranking of World Universities, Times Higher Education World University Rankings, and QS World University Rankings). Our analysis shows that participants in OMICS events were primarily researchers from the United States, India, the United Kingdom, and China. WASET attracted more researchers from Turkey, India, and South Korea. We found that 11.0% of OMICS and 5.7% of WASET presenters were affiliated with institutions ranked in the top 100 in one of the three aforementioned rankings. This paper aims to analyze and explain how urban centrality influences tourism development in a city. Based on the panel data of 295 prefecture-level cities in China from 2005 to 2018, the paper develops explanatory mechanisms and discusses the influence theoretically and empirically. To advance the analysis, this paper constructs a new index for urban centrality. Our empirical findings are as follows: (1) urban centrality promotes tourism income significantly. (2) Mechanism analysis illustrates that urban centrality fosters tourism through the agglomeration and industrial structure effects. The rapid increase in quantities and the mismanagement of municipal solid waste (MSW) in developing countries are increasing the environmental impacts such as air, water and soil contamination. The present scenario of MSW management deals with numerous issues such as lack of technological resources, strategical management, social awareness, public participation, etc. Globally, numerous efforts in the form of new policies, schemes and regulatory acts have been made to develop a systematic collection and transportation (C&T) method using advanced, integrated technologies. However, very few studies have addressed this issue for low- and middle-income countries due to the lack of availability of reliable resources and data sets. This paper addresses the present challenges in C&T methods and highlights the application of information communication technology in monitoring, capturing, data management, planning, live tracking and communication. This systematic mini-review is based on the availability of technical resources, consumer acceptance and cost-effectiveness of different technologies in managing the processes. The study revealed that the C&T methods in most developed countries are designed based on their geographical stretch, climatic factors, waste characteristics and compatible technology, resulting in sustainable MSW management. However, developing countries have followed the same monotonous approach in managing their MSW, which fails in C&T process. The case study provides a valuable resource for researchers and policymakers to frame a better C&T process based on the recent technological interventions, infrastructure development, and social and economic status. 26. The impact of national tourism day festivals on inbound tourism: A spatial difference-in-differences approach.

A comprehensive and accurate assessment of the policy effect of national tourism days is of great significance to further promote urban inbound tourism. Based on the panel data of 59 cities in China from 2000 to 2017, this paper evaluates the local and spatial spillover effects of the China Tourism Day policy on urban inbound tourism using a spatial difference-in-differences model based on the establishment of the China Tourism Day as a quasi-natural experiment. The study found that the China Tourism Day policy significantly increased the number of foreign tourists in cities but significantly reduced their average length of stay, with a positive spatial spillover effect on inbound tourism in surrounding cities. 27. The impact of the tourism accommodation composition on housing prices: The case of Croatia.

The adverse effects booming tourism activity and peer-to-peer platforms on housing markets are well known, while the influence of relative changes in tourism accommodation composition on housing prices are not well understood. To shed more light on the issue, this paper employs the data set on housing prices and its main tourism, economic, and demographic determinants, for cities and municipalities in a tourism-dependent country. The results suggest more intensive tourism demand and the conversion of housing stock into rentals boost housing prices. The increase in the share of short-term rentals depresses prices, while in destinations where hotels and campsites become more prevalent prices increase. These findings could be attributed to the pricing-in effects of an increased supply of tourism amenities developed as part of hotels' and campsites' product mix that improve the quality of life, and lower quality of life experienced at destinations where rentals are becoming more prevalent. This article examines trends in organized violence based on new data from the Uppsala Conflict Data Program (UCDP). In 2023, fatalities from organized violence decreased for the first time since the rapid increase observed in 2020, dropping from 310,000 in 2022 to 154,000 in 2023. Despite this decline, these figures represent some of the highest fatality rates recorded since the Rwandan genocide in 1994, surpassed only by those of 2022 and 2021. The decrease was primarily attributed to the end of the conflict in Ethiopia's Tigray region, which accounted for about 60% of battle-related deaths in both 2022 and 2021. Despite this positive development, the number of active state-based armed conflicts increased by three in 2023, reaching the highest level ever recorded by the UCDP, totaling 59. Non-state conflicts and one-sided violence decreased in 2023 when compared to 2022, evident in both the reduction of the active conflicts/actors and the decrease in fatalities attributed to these forms of violence. However, despite this overall decrease, fatalities resulting from non-state conflicts remained at historically high levels in 2023. Analysis of non-state conflict data spanning the past decade reveals that it comprises the ten most violent years on record. Organized crime groups have predominantly fueled this escalation. Unlike rebel groups, organized crime groups typically lack political goals and are primarily motivated by economic gain. Conflicts between these groups tend to intensify around drug smuggling routes and in urban areas, driven by shifts in alliances and leadership dynamics among the actors. [ABSTRACT FROM AUTHOR]

All countries recognize the importance of enhancing circular resource utilization and promoting zero waste in order to achieve a circular economy. This study focuses on 22 counties (cities) in Taiwan and analyses the relationship between changes in resource recovery efficiency and productivity over an 8-year period (2011–2018) using the super efficiency directional distance function and total factor productivity. The results indicate that the average total efficiency of resource recovery in the 22 counties (cities) is 1.3951, with 17 counties (cities) exceeding 1. The average gross productivity of resource recovery is 1.0417, and only four counties have a gross productivity of less than 1. Despite having more administrative resources, municipalities directly under the central government have a slightly lower average total efficiency of resource recovery (1.1464) than non-municipalities (1.4885). To improve efficiency, the government should allocate resources rationally and upgrade technology. The study's findings can serve as a reference for the 22 counties (cities) in Taiwan and provide guidance for municipal governments worldwide in developing policies related to resource recovery. This article offers a new perspective on the failed states agenda, and the reconfiguration of colonial discourse buttressing it, by theorising its afterlives. The concept of afterlives has mostly been discussed as a metaphor or in passing in the IR literature. Drawing from the post- and decolonial literature, we propose to define the concept simultaneously as echoes and aftermaths of the past. This conceptualisation of afterlives aims to contribute to the study of the persistence of colonial forms beyond notions of continuity and rupture. We develop the concept of afterlives through a discussion of the failed states agenda and its iterations. We discuss four specific iterations of the agenda: the genesis of the agenda in the decolonisation period; the consolidation of the agenda during the early 1990s; the crisis of the agenda and the rise of the resilience discussion; and finally the rise of the fragile city agenda as one of the afterlives of the failed states agenda. To illustrate our argument, we discuss two specific 'fragments' through which we can effectively grasp the echoes and aftermaths of coloniality: the pathologisation of fragile states and cities, operated through various twin figures (civilised/barbaric; strong/dysfunctional; resilient/vulnerable) and their practical repercussions; and the visualisation, mapping and colour-coding of fragile states and cities, exemplifying the durability and contradictions of the failed states agenda. How does literature engage with the legacies of Empire? This article examines how imperial decline and nation building are reflected in textual production after the First World War. With Turkey as a case study, it focuses on the post-imperial narrative as a form of narration dealing with the experience of imperial loss, political contingency and possibilities of national belonging. I argue that Turkey's post-imperial condition is shaped by coming to terms with the loss of the Ottoman Empire, on the one hand, and a nationalising present embedded in the experience of Western-dominated modernity, on the other. Against this backdrop, I examine essays from the compilations Yaşadığım Gibi (1970, 'As I lived') and Beş Şehir (1946, 'Five Cities') by Ahmet Hamdi Tanpınar, a key intellectual of the early republican era. The analysis of these post-imperial narratives reveals how Tanpınar tries to root Turkey's national modernity in selected elements of the imperial past. Plastic pollution is a global problem and many countries are strengthening their regulations to mitigate the related environmental degradation and health risks and to support the development and deployment of circular economy for various types of plastics. As Canada also develops its strategy for regulating single-use plastic as one element of the plastic pollution, aligned federal and provincial policies are essential. This study presents an analysis of existing and emerging policies to provide guidance on Canada's future regulations. Qualitative and quantitative data regarding plastic regulations were gathered from similar countries including Australia, the United Kingdom, the European Union, the United States and relevant scientific articles. Analysis was also conducted of current Canadian regulations that both impact and guide the path for plastic regulation, international examples provided guidance for future Canadian regulations. The analysis found that there is a need for public education on the gravity of plastic pollution to gain their support; for establishing pioneering provinces or cities in plastic regulations to learn from and provide other cities with support; and to start with banning items with available alternatives, to be followed by phasing out other items that are more difficult to replace. The study also showed potential areas of improvement in impact data. The need for reliable regulatory performance data against a baseline scenario; consistency in methodology; and proper scoping to reduce the risk of displacement or exclusivity in policy were identified. Reporting from ongoing research and planning with low-income residents in Nairobi, Lagos and Johannesburg, this field note discusses infrastructure-led sustainability transitions that are in progress, probable and possible from the perspective of Africa's politically marginalized urban majority. Its authors probe to what extent efforts to advance more sustainable urban futures in African cities can foster climate justice – not only in terms of resource distribution and infrastructural access but also in terms of political rights, recognition and participation in decision-making about what those futures should or could be. They suggest different ways by which engaging with the infrastructural lives of politically marginalized urban subjects and collectives may allow reframing of dominant, donor-driven sustainability agendas.
