This paper explores the lived experience of citizenship of working-class girls from a marginalised ex-mining town in northern England engaged as community researchers in participatory action research. The research aimed to better understand the relationships within their local community. Qualitative methods were used to examine the girls' experience of the research and its impact on their sense of community, which is discussed using the lens of 'lived citizenship' (Kallio et al. 2020). We conclude that children's experience of participatory research approaches can be understood as subjective or lived citizenship. This contributes to understanding how they perceived their acts of citizenship, particularly in relation to others in their community. Supporting the international literature on subjectivity in citizenship studies and the critical appreciation of intersectionality in in participatory research, this paper demonstrates how such involvement can lead to positive subjective outcomes in groups experiencing marginalisation, such as working-class girls. This paper aims to uncover assumptions about inclusion held by preservice teachers in physical education. The focus is on how they construct ideas about inclusion and how these constructions inform their attempts to reduce inequities and enhance inclusion in their teaching practices. A critical approach to the reflections of 41 Dutch preservice teachers, revealed how they struggled with inclusion and perceived it both as a gift and a project. Their positive affection for students whose bodies and attitudes resembled the ideal of the preservice teacher, opened the window for exclusionary practices in which all students became responsible for their own inclusion. The preservice teachers tended to apply discourses of transformation to those who underperformed or whose attitudes were perceived as inappropriate. This paper examines the planning process behind the construction of a mosque building in the English city of York, to demonstrate how it is entangled with contested ideas of national identity. We argue that the politics of religious architecture, particularly mosque planning and architecture, serve as a litmus test for the ways multiculturalism is experienced in contemporary Britain. We explore objections during the planning process for this mosque alongside letters to a local newspaper, where objections included the effect of the mosque on urban infrastructure, the symbolic identity of the mosque within the wider city, and how the mosque would affect claims to citizenship more widely. Objections to this mosque application indicate that architecture and the urban environment are core elements of national identity, and it is through the planning process (of religious buildings) that claims about 'who is a citizen' are articulated. Democratic planning processes around the construction of individual buildings can allow groups to organise resistance to much wider cultures of multiculturalism and act as platforms for Islamophobic sentiments. We argue that planning processes work as discursive registers through which architectural aesthetics, cultural identities and fears of otherness are wrapped into the wider politics of public space. While public consultation is a signature process of democratic policy formulation, many governments manoeuvre to refract citizen's opinions or conduct it perfunctorily. Using the case of a medium of instruction policy in Hong Kong, this article unveils the strategies that the state and citizens employ to put their opinion through to the final policy text, during a public consultation process. Recent literature has identified the mechanisms through which individual actors or organisations contribute to broad policy agenda-setting or policy programme development. However, yet to be investigated is how they – sometimes with conflicting interests – collectively negotiate a policy with the state via public consultations. This paper investigates this very phenomenon, building on previous work conducted in the public policy field, analysing 51 government-generated documents through both thematic content analysis and critical discourse analysis. The paper uncovers four strategies adopted by administrations (non-commitment, case closure, disengagement for irrelevance, and placation) to evade citizens' equity-oriented demands and stakeholders' three counter strategies (mobilising other stakeholders into a coalition, reopening the case pointing out a new problem, and appealing by affirming relevance). The state's discrete refusals and stakeholders' conjoint reengagement tactics draw our attention to the complexity and subtlety involved in negotiation via public consultations. This paper argues that the pairings of citizenship and immigration, territory and mobility – pairings often considered distinct to or even opposite of one another – are critically interconnected. These links are particularly visible in the experiences of Chinese-born children of U.S.-born fathers. These children secured jus sanguinis birthright citizenship from their fathers, fathers who secured jus soli birthright citizenship under the Wong Kim Ark decision. They were 'immigrant citizens' who were allowed to immigrate to the United States only because they were U.S. citizens. Wong Kim Ark's children, along with other Chinese Americans under exclusion, upend the assumed teleology of immigration preceding citizenship and the association of citizenship with territorial presence. Although they were targeted by U.S. immigration authorities, Chinese immigrant citizens fought for their right to migrate between China and the United States. In the process, they exposed some of the ways in which presumed distinctions between citizenship and alienage were blurred during Chinese exclusion, as well as the ways in which citizenship is legally constructed. This paper unravels the politics of belonging, the legal-political regime of exclusion, and differentiated citizenship in the multi-layered social and political context of Arunachal Pradesh, India. This paper aims to engage with the institutional arrangements of the Indian state that accommodate the ethno-cultural differences in a multi-ethnic society. Set amidst the changing social and economic realities of Arunachal Pradesh, this study relates to the emerging contestations around the protection of Indigenous identity and the need for differential treatment of people in multiethnic societies by embedding these discussions within policy debates on Inner Line Regulation and land legislations in the state. This paper adopts an incisive approach to understand the implications of such protective measures on the conceptualization of citizenship in states with a significant Indigenous population. Rather than apprehending race or ethnicity as a predetermined social fact that then informs young people's experiences of engagement or inclusion, youth citizenship studies would benefit from more critical perspectives that enable investigation of the racialised construction of what is legible as civic participation or national belonging. Processes of racialisation operate in the production of youth as citizen-subjects in Australian nation-making through approaches in youth policy and research that simultaneously centre and invisibilise whiteness. This paper considers the role of racialisation in ways of knowing and regulating Australian youth as citizens through a critical review of the ways different groups of young people become meaningful and knowable as racialised citizens. It explores the representation and constitution of Indigenous, ethnic minority and white youth citizenship in youth research and policy as in turn non-existent/provisional, integrative/integratable, and vulnerable/healthy, to contribute to deepened understandings of the social construction of youth in the service of white nation-making. This paper analyses the historical antecedents, character and implications of Assam’s National Register of Citizens as a socio-legal instrument. It seeks to understand how dominant nationalisms and the state produce volatile paper citizenship regimes, and use law – as a reified transcendental performance of social will – to construct the ‘minority citizen’ through categories of ‘belonging’ and ‘citizenship’. The paper does this by analysing three typologies of the law-society interaction. First, it examines what/who is a citizen from within law. Second, it critiques the mythology of law by giving an account of belonging and suffering of minority citizens without law. In this paper, I analyse forms of belonging and un-belonging created in a situation of permanent liminal legality in one’s place of residence. The concept of liminal legality zooms in on spaces of social existence in everyday lives in a context of legal ambiguity. The focus of the paper is Eritrean and Ethiopian migrant communities who resided in the Sudanese capital Khartoum in 2021. The majority had lived in Khartoum for decades, or were even born there, but remain without any hope for full legal status or citizenship in Khartoum. Based on 30 in-depth interviews with Eritrean and Ethiopian migrants, I analyse the complex and ambiguous forms of belonging and un-belonging this liminal legality produces, and how aspirations are created and shaped by it. I argue that in certain aspects of everyday life, liminal legality does not hinder a social existence as quasi-citizens of Khartoum. At the same time, important aspirations are being curtailed by liminal legality. This creates forms of un-belonging that undermine social existence. By constructing and analyzing a dialogue about dialogue among Plato, Mill, and Oakeshott, this paper considers conversation in the liberal arts and political theory classrooms as a form of political education that prepares students for the responsibilities of citizenship. An education in and through conversation can cultivate a disposition that is willing and able to engage with others. With less at stake in the classroom, the skills that are necessary for politics—the frankness, good will (and self-control), knowledge, listening, and respect for particularity—can be developed and practiced. This paper advocates a respect for particularity in conversation over an optimism regarding progress toward truth, arguing that our contemporary polarized politics needs conversation that respects difference now more than ever. This article aims to unpack global-local dynamics in education drawing on the cases of Education for Sustainable Development (ESD) and ASEAN Citizenship Education in Cambodia. By analysing recent education strategies and policies, curriculum framework, and textbooks, this paper unveils (a) to what extent have ESD and ASEAN citizenship been incorporated in education plans and policies, as well as curriculum and textbooks, (b) what changes are there in the discourses around each norm over time; and (c) how has the ministry appropriated these two norms similarly and differently to fit its agenda. These two cases highlight the fact that nation-(re)building has been, and still is, the key development agenda in post-Khmer Rouge Cambodia, and this agenda works as a filter through which transnational norms are interpreted and appropriated. Revisiting the citizenship regimes of Myanmar and India through a comparative lens, this article argues that a specter of the "potential foreigner" is decisive in the adjudication of citizenship in both countries. Citizenship is conceptualized not only on the basis of who is a citizen, but a perennial suspicion towards those who may not be. We frame this argument in the context of increasingly restrictive atmospheres in both countries, epitomized by violence towards the Rohingya in Myanmar and the Citizenship Amendment Act in India. This paper employs an historical perspective, tracing the evolution of citizenship since the partitions of Burma and Pakistan from India. It interrogates the very notion of foreignness that is embedded in these discourses, through a detailed description of the religious, ethnic, racial, and administrative "other" etched in the legislative and socio-political fabric of both countries. In order to develop the idea of potential foreigner as a key element of national identity and citizenship policy, the paper examines crucial legislation over the last three-quarters of a century, and the consequences of linking narrowing definitions of ethno-national belonging to citizenship status. All non-citizens face risk of deportation, but a variety of factors unequally stratify this risk. To capture the range of formally unequal statuses produced by migration control systems, we introduce the concept of "differentiated legality." This paper applies this framework to analyze perceived deportation risk reported by 1,976 immigrants from a range of origin countries in the 2016–2017 Collaborative Multi-racial Post-election Survey. Findings show that unauthorized immigrants and immigrants with temporary authorized status worry more than naturalized citizens about being deported. Respondents who know someone who has been deported and who were interviewed in a language other than English express greater fear of deportation, even in models with controls. In addition, system embeddedness – i.e. perceived legibility to the state – may increase deportation fears, even among those with comparatively secure legal statuses. In 2019 Ofsted introduced cultural capital (CC) into the Early Years Inspection Handbook and defined it as 'essential knowledge' related to 'educated citizenship'. This paper investigates Ofsted's use of CC to critically examine the potential implications for early years work. Due to the feminised nature of early years work, a critical feminist approach is engaged to explore the potential impact of introducing CC into the regulation of the sector. This paper examines the differences between Ofsted's use of CC, CC's theoretical origins, and analyses sector responses. Our contention is that how Ofsted have employed CC may represent 'symbolic violence' against the working-class women working in the early years, by further devaluing their habitus and sustaining the stratification of society through forms of capital. The purpose of this paper is to examine whether faculties' affective professional commitment mediates the relationship between transformational leadership behaviors of university management, perceived organizational support, and faculties' institutional citizenship behavior. Data were collected through a self-administered questionnaire from a total of 220 full-time academicians teaching in Debre Berhan University of Ethiopia. The mediating role of affective professional commitment in promoting faculties' institutional citizenship behaviors has been overlooked in the existing literature and this paper is original. The context for this paper is a shift in the way citizens engage in democratic processes which has received increasing attention in the literature. Building on previously conducted research, this paper contributes to the conceptualisation of citizenship activities in terms of young people below the voting age from rural communities. Based on reviewing current research, seven emerging contexts that can assist with exploring young people's citizenship activities are proposed, namely unofficial, individual, glocal, sporadic, online, issues-based, and justice-oriented. These contexts were translated into a framework which is introduced and explored in this paper. To explore this framework, focus groups (n = 26) and a qualitative questionnaire (n = 106) were conducted with young people aged 13–16 from a secondary school in Germany. The proposed framework extends previous conceptualisations of emerging citizenship contexts by looking beyond citizen types and taxonomies to explore the spaces, modes, goals, and the frequency of participants' citizenship activities. Results indicate that the proposed framework was useful in exploring multiple emerging citizenship contexts. Focus group and questionnaire participants were particularly engaged in glocal, unofficial, sporadic, and issues-based contexts and to a lower degree in individual, online, and justice-oriented contexts. This paper raises and addresses issues to do with leadership and child psychotherapy, beginning with a report on a systematic review of papers about leadership in the Journal of Child Psychotherapy (JCP). The authors establish that leadership is expressed implicitly rather than as an important issue in its own right with relevance to clinical work, service development and the ongoing viability of psychoanalytic child psychotherapy. When reviewing the limited literature available, the authors classify them into five types of article: tribute to leaders past; clinical leadership; threat to survival and call to action; organisational leadership; and exemplary papers describing professional leadership. The authors query why the leadership literature is sparse and inexplicit and respond by using the theme of 'dual citizenship' to explore the issue from a psychoanalytic and organisational perspective. The psychoanalytic perspective explores tensions and barriers that may be profession-specific in relation to leadership. The organisational perspective explores the wider literature on leadership, starting with the concept of 'wicked problems and clumsy solutions'. The authors introduce and describe a 'leadership stance' that is compatible with psychoanalytic practice in context. This requires opening up leadership activity to the same scrutiny and reflective practice as clinical work, which provides ways of containing organisational and career anxieties and perplexing clinical problems. This paper examines the issue of heroism as a sufficient condition for the acquisition of citizenship. I define heroism as exceptional, supererogatory, and risky acts of altruism and heroic citizenship as the reward for a heroic action carried out by a non-citizen resident of membership rights. I mobilize in particular the case of Mamoudou Gassama, 'the Spiderman of Paris', who was naturalized by the French President in 2018 after saving a child. While such positive outcomes for people in precarious legal and political situations are valuable, I provide a critical analysis of the ideological scaffolding and political meaning of heroic citizenship, i.e. how it is publicly justified and practiced. I argue that heroic citizenship constitutes a fiat of citizenship that reproduces a problematic picture of citizenship, relying on three ideological tropes: nationalism, sovereigntism, and moralism. This paper presents Dovetails, an intergenerational co-creative participatory design project, and explored ways of working with recipients of care through Craft methods leveraging reciprocity to support wellbeing and Citizenship. Working alongside older adults from Beamish Museum's wellbeing community and a children's charity, researchers supported the two participating groups to design and make ambitious, novel artefacts for one another using woodwork. Each group learned new skills and sought to improve the lives of the other group's members through making. We came to understand the artefacts created as material embodiments of care and we present transferable insight for future study design to encourage reciprocity through Craft. We contribute new nuanced understandings of Personhood and Citizenship in this context. Participants reported pride in their achievements, confounding expectations, raising ambitions, and reframing their understanding of their own wellbeing, for example in the context of dementia diagnosis. Dovetails bore meaningful benefits for individual participants and the groups themselves, beyond the timescale of our engagement, as they formed ongoing allegiances. We discuss framing design research through a 'Craft Lens', as a multi-faceted way to explore creative engagements, which enriched our understanding of making, and gift-giving to support Personhood through Social Citizenship. This paper unpacks the ways in multiform colonialities of power, species of colonial power and genealogies of colonial power jostle for dominance at the contemporary UK asylum border. Grounded in the context of the Glasgow Bajuni campaign – an attempt to overturn minoritised Somali asylum seekers’ refused “Disputed Nationality” cases – it argues (1) that existing “coloniality of citizenship” literatures can be extended by considering the roles of different “species” of coloniality (such as Protectorate colonialism) in the development of citizenship/migrantising regimes, (2) that “relational entanglements” theorisations should be applied to critiques of bordering/citizenship processes and that (3) relational entanglements are highly contextually specific and full critiques of bordered injustice must incorporate these specificities in their analysis. Consideration of these critiques in combination, the paper argues, leads to precise identification of the multiple and intersecting injustices suffered by the Bajuni campaigners at the asylum border that would otherwise remain obscured. Since Reform and Opening Up, the Chinese government has been under pressure regarding policy on the residence of foreign migrants to the country. In response, the Chinese government released a document entitled the Regulations of the PRC on the Administration of Permanent Residence of Foreigners in February 2020, which has roused fierce social opposition, as reflected in Chinese netizens' attitudes towards foreign immigrants and citizenship identity. Based on online discussions in the Zhihu community, in this paper, we investigated the exclusive and inclusive boundaries of Chinese netizens' citizenship identity through quantitative and thematic textual analyses. The exclusive boundary includes racial and historical discourses that raise insurmountable walls between Chinese people and foreign immigrants, while the inclusive boundary is reflected in citizenship rights and access criteria. The issues of 'super-national treatment' (privileges enjoyed by foreign nationals with permanent Chinese residency) and 'low access criteria' (the relative ease with which foreign immigrants can obtain permanent residence in China) for foreign immigrants have weakened the openness of the inclusive boundary, causing netizens who were once willing to accept foreign immigrants to oppose the presence of non-native groups in the country. This paper focuses on how the phenomenon of naturalized athletes has caused unprecedented domestic discussions on issues of national identity in China. Using online data collected from Sina Weibo, it discusses how the Chinese public reacted to prominent cases of naturalization of athletes in such different sports fields as men's football and a variety of winter sports. It interrogates how Chinese citizens view the possibilities and realities of this particular category of immigrants, and how the appropriate boundaries of 'Chineseness' have been debated and contested. The paper found that Chinese public reaction to naturalization of foreign athletes is overall mixed, which is conditioned on an ethno-racial view of Chinese descent, cultural heritage and linguistic affinity. The paper concludes with reflections on the ethno-racial foundation of the Chinese national identity and the challenges the country will face in a future of accelerated international migration. This paper focuses on the Canadian spousal reunification process and its specific bureaucratic temporality, in relation to citizenship and mechanisms of social control. Based on ethnographic research in a Facebook support group of Canadian women married to a non-Canadian man, I examine the role of online communities in reinforcing compliance to immigration slow temporalities at the expense of group members' urgent love temporalities. Spousal reunification applicants were recommended not to intervene as long as their file was still within official processing times. Those who acted too soon showed low compliance with government regulations and were called back to order by other applicants. The promotion of discourses that valorise both patience and proactivity deployed at the 'right time' – when delays are expired – constitute mechanisms of social control and contribute to shaping 'good', 'informed' and thus deserving citizens, in the context of marriage fraud suspicion. This article builds on the literature on waiting in immigration processes and articulates it with concepts of good citizenship. In response to growing attention to young children's citizenship, and recent calls for critique of Western discourses and practices, we explore the movement of Western 'pioneering' pedagogies of early childhood education (ECE) and their localisation in Aotearoa New Zealand. Employing a poststructural positioning, and theoretical devices drawn from the work of Michel Foucault and Kuan-Hsing Chen, this article 'bewilders' discourses of children's citizenship in Aotearoa by analysing the juxtaposition of pioneering pedagogies alongside complexities of power effects in early childhood settings. This article draws on data from the first author's doctoral study and employs reflexive thematic analysis to interrogate data gathered in interviews with kindergarten teachers in Aotearoa. Based on these analyses, this paper bewilders pioneering pedagogies in Aotearoa by advocating that young children's citizenship be recognised as a cultural-historical construct which acknowledges the syncretism of Western and Māori knowledges in ECE, and argues that children occupy a negotiated position as citizens in ECE settings in Aotearoa. This paper argues for the necessity of reclaiming the 'right to leisure' from a Lefebvrean perspective. The right to leisure is an under-studied concept in both human rights and leisure studies literature. While the 'reductionist' human rights approaches categorise it as a 'not so essential' human right, leisure studies are primarily interested in how inequalities occur in leisure settings within specific societies. Drawing on a Marxist framework, Lefebvre locates leisure in the centre of a new, radical understanding of citizenship which is substantially outlined in his concept of the 'right to the city'. This article argues that an unalienating form of leisure, which centralises creative agency and qualitative use of time and space, is both a reason and an outcome of the right to the city. In this sense, the emancipatory leisure ideal cannot be separated from an emancipatory notion of citizenship. [ABSTRACT FROM AUTHOR]

This paper investigates contemporary transformations of citizenship in India, Sri Lanka, and Myanmar in their historical trajectories. More specifically, we focus on the contestation of liberal aspects of the respective citizenship regimes, in particular principles of non-discrimination on the basis of caste, race, gender, religion, or ethnic belonging as well as a high degree of legal certainty about one’s citizenship status. We advance two central arguments. Firstly, we argue that while often studied in isolation, the processes by which liberal citizenship is contested across the three countries bear remarkable similarities. We therefore develop a transnational comparative perspective to highlight the legal mechanisms and social logics by which citizenship regimes across the region are being transformed. Secondly, we argue that to capture these transformations, we need to complement the analyses of legislative changes with an investigation of socio-legal practices. This dual focus reveals how the interplay between seemingly innocent legislative changes and particular bureaucratic practices across all three countries produces zones of liminality, in which entire population groups experience increasingly precarious citizenship status. We theorise this production of liminal citizenship by focusing on the social lives of official documents and the proliferation of rules and regulations governing the respective citizenship regimes. This paper, based on my doctoral ethnographic research amongst the Miya community in one of the chars of Western Assam, shows how a particular category of identity documents shape their subjectivities, experiences, and aspirations. I focus on the identity documents which have errors, like mistakes in names, dates of birth or addresses, and badly angled photos. I refer to them as thin documents. Because of the thin documents, the Miyas find it difficult to assert formal citizenship rights, which they could normally assert based on accurate documentation. For the thin documents to help prove the Miyas’ citizenship, they must be further supported by an additional set of documents. The process questions the Miya’s formal citizenship rights. I present narratives of the Miya people living with thin documents to illustrate how the materiality of the identity document binds the Miya people to a state of liminal citizenship. I ask: what do these errors in the identity document or thin documents tell us about citizenship, particularly liminal citizenship with reference to the Miya community of Assam? European states and international organizations employ migration information campaigns to discourage African youth from trying to get to Europe without the necessary papers. Campaigns count on a variety of actors, including local staff members of Non-Governmental Organizations in origin countries. Yet, little is known about how local campaign implementers perceive and perform their tasks. This article investigates why and how Senegalese citizens help to implement campaigns in Senegal when such campaigns try to curb the very mobility they aspire to themselves. Drawing on 15 months of ethnographic fieldwork in Senegal, where we observed how migration campaigns were organized and run, the article shows how local implementers produce borders in their daily activities while at the same time making use of the ambiguity campaigns create. We find that local campaign staffs are brokers who simultaneously reinforce and undermine 'soft' borders in their work of translating policy into practice. We analyze how campaigns are performed through the speech acts of local staff, which define and consolidate control over the mobility of Senegalese youth. At the same time, local implementers, in their practical and discursive labor, find fissures to contest dominant discourses and push an alternative message. [ABSTRACT FROM AUTHOR]

This paper asks “who cares” in the precarious city when the state fails. In Los Angeles, one of the largest immigrant-based economies in the United States, the COVID-19 pandemic exposed the extreme vulnerability of low-paid immigrant workers who were unable to do paid work during government-mandated shutdown periods. Unauthorized workers and immigrants in mixed-status households, who are the focus of our study, faced additional challenges, contending with hunger, eviction, and lack of access to essential medicine and public health care due to their exclusion from federal relief assistance. The role of civil society organizations in addressing the gaps and fissures of the neoliberal state is heavily criticized, we argue that scholars—as well as policymakers—need to pay closer attention to exactly how organizational actors are rebuilding state-society relations guided by principles of relational care, strategic responsiveness, and infrastructural efficacy, rather than neglect, incompetence, and criminality. As we face a future of ongoing epidemiological and ecological crises, our public institutions have much to learn from immigrant workers and social justice organizations that are working in concert to build caring cities in precarious and carceral times. As both a marriage act and an immigration act, the Expatriation Act of 1907 restricted U.S. women's freedom of marriage by stating that marrying aliens would lead to loss of U.S. citizenship. To study the effects of the Expatriation Act, I conduct a statistical analysis using 1910 full-count U.S. census data. I find that the Expatriation Act of 1907 generated significantly negative effects on intermarriage between American women and foreign-born men, particularly noncitizens. In particular, I find that it was the citizenship, rather than men's non-U.S. origin, that accounted for the negative effects of the Expatriation Act of 1907 on intermarriage. These results show a decline in male immigrants' marital assimilation, and potentially social and economic assimilation. As for the magnitude, the effects were large: the decline in intermarriage was at least 15 percent relative to the pre-Act intermarriage rate. Besides these main results, selective emigration to Canada and Europe driven by intermarriage cannot explain the main empirical results of the paper. The Expatriation Act of 1907 also had no significant effects on women's entry into the marriage market. Finally, the effects of the Expatriation Act of 1907 on intermarriage were heterogeneous by family immigration background, but less so by geographic region. [ABSTRACT FROM AUTHOR]

This article examines the conflict between press censorship and free speech in post-partition Delhi, focusing on the Urdu press. It demonstrates how conflicts over free speech became a focal point for the intersection of two fundamental tensions underlying postcolonial state formation—between civil liberties and the authoritarian legacy of colonial rule, and between a secular democracy and a religion-based partition. The article explores the Urdu refugee dailies that relocated from Lahore to Delhi amid the partition upheaval and emerged as significant media voicing refugees' interests, often at the expense of Muslim residents. Their provocative writings simultaneously challenged the boundaries of free speech and advanced an exclusionary notion of citizenship based on blood-based descent (jus sanguinis). This narrow conception of citizenship, underlying the partition migrations themselves, challenged the secularist vision of India's first Prime Minister, Jawaharlal Nehru. In response, the Delhi administration took actions against the refugee papers, making them central to contemporary struggles over press censorship. By taking the state to court, refugee editors promoted citizens' right to free speech, but simultaneously advanced a circumscribed notion of ethno-religious citizenship. Public Administration's attempts to understand race and racism insufficiently engage with the historical processes and legacies of White Supremacy. This paper problematizes whiteness and proposes an approach to expand social equity and deepen the field's racial analysis. Drawing on institutional logics perspective, we identify and describe logics of whiteness, an analytic approach that reveals whiteness through the logics of racial capitalism and whiteness as property and provides entry for historical, systems-connected, multi-level analyses of race, racism, racial categorization, and racialized power. We locate whiteness in the institution of citizenship to engage these logics and interrogate how citizens and citizenship are defined by and served in the bureaucracy. Neoliberalism has allowed the administrative state to assign differential citizenship identities across groups according to the logics of whiteness, with both symbolic and material implications for individual lives and for Public Administration theory and praxis. This Special Feature seeks to inform contemporary debates about the role of architectural design on the development (or not) of civic cultures within our cities. Contributors to this Special Feature present research that covers a wide spectrum of case studies that demonstrate the influence of urban design on the articulation of new models of citizenship, and the role of architecture in shaping patterns of exclusion in contemporary cities. In response to these issues, we highlight how the effects of architectural elements within their individual buildings can have much wider social implications in terms of the often impoverished dynamics of the urban spaces they foster; we offer examples of how urban infrastructures hold the potential for animating more just public cultures; and we review examples of the convivial cultures that support citizenship on the ground in cities today. In the final analysis of the impact of architectural interventions in the development of civic cultures, we argue that urban researchers should work with methods that trace the sonic qualities of public space in order to supplement visual approaches to the urban. Residents of marginalised neighbourhoods have long been governed as a vulnerable group in need of help. Increasingly, however, they are expected to be active citizens and (co-)creators in improving their neighbourhood. While much is written about the shift towards more participatory governance, less is known about how this shift manifests in the work practice of urban professionals, particularly in marginalised neighbourhoods and in terms of citizen (dis)empowerment. This paper explores how urban professionals give shape to citizen participation in a marginalised Dutch neighbourhood. I found that they navigated between narratives of 'vulnerability' and 'active citizenship' and employed 'selective empowerment': a differentiated approach in which they ascribed a significant supportive role to themselves and facilitated participation within a normative framework. The research offers a more nuanced image of 'empowerment' than previous studies suggest, demonstrating that a discursive shift in governance approach is not automatically synchronised with urban professionals' work practice. With greater numbers of children living in urban areas, increasing attention is being paid to Child-Friendly Cities (CFCs) and their potential for transforming local government decision-making to be more inclusive of the needs and interests of children. This paper draws on interviews with CFC practitioners at both local and national levels in 9 cities across 7 countries, to explore the opportunities and challenges that arise in planning and actualising CFC programmes. The data show CFCs can reshape local government decision-making processes, allowing for greater opportunities for children’s civic participation, through greater parity of children’s interests and voices. However, CFC practitioners also encounter challenges related to uncertain conceptualisations of what makes a city ‘child-friendly’, complex governance structures, lack of political will from external partners and intergenerational tensions. This paper explores eight Kazakhstani postgraduate students' reflections of their international educational experiences in the UK after their immediate re-entry into Kazakhstan. Special focus was on their language identity development after their one-year stay in the UK. It was informed by Benson et al.'s ([2013]. Second Language Identity in Narratives of Study Abroad. London: Palgrave Macmillan) three-dimensional model of L2 identity: (a) identity-related aspects of L2 proficiency, (b) linguistic self-concept, and (c) L2-mediated aspects of personal development. The qualitative data collected from a written narrative and three subsequent rounds of individual semi-structured interviews suggest that most participants had lofty goals in the first period of their study abroad. They gradually became aware that full immersion in the host country could take a long time, and accordingly, they set concrete goals. The analysis of the data also revealed that the participants exercised their agency in displaying their development of sociopragmatic competence and a global citizenship identity, by respecting different opinions and accepting cultural differences. Nevertheless, some of them experienced racism based on their usage of English and presumed ethnicity. This study underlines the significance of introducing pedagogical interventions in all phases of study abroad to avoid student sojourners' unrealistic or impractical goals and empower their language identities. For forced migrants who lack unqualified state protection, citizenship acquisition serves as the only secure way to graduate from legally precarious conditions. However, despite the seemingly obvious upside, the decision to naturalise is not necessarily automatic and for those who do choose to move forward, the process is rarely straightforward. Based on 30 interviews with Syrian forced migrants in Berlin, we address why some applicants who are eligible to naturalise choose not to apply and why eligibility 'on paper' does not necessarily translate to ability to naturalise 'in practice'. By combining literature on migrants' experiences with street-level bureaucracy and individual-level determinants of naturalisation, the primary objective of this article is to advance our understanding of how citizenship and non-citizenship decisions are made. In order to do so, we build upon the two-step intention-ability framework and in particular introduce 'bureaucratic trajectory' as a significant determinant of one's intention to apply and practical ability to acquire citizenship beyond eligibility. We demonstrate how perceived discretionary implementation and red tape not only constrain but also entice migrants to develop strategies to 'enable' access to citizenship. [ABSTRACT FROM AUTHOR]

This paper aims to analyse how State policies, on the book and in practice, shape family reunification. It focuses on child migration under constraint in France, by analysing the timing and factors of (non-)reunification among foreign immigrants, whose legal conditions for family reunification are much more restrictive than for those who obtained the French citizenship. Using a quantitative approach with a nationally representative survey, the article analyses to what extent and in what circumstances migrants took one or the other of three paths during the 1973–2009 period: bringing their children in France through the administrative channel of family reunification (de jure reunification), turning to an alternative channel of child migration (de facto reunification), or leaving their child behind in their birth country. Results show that de jure reunification is not the predominant option and strongly suggest that this pathway is impaired both by an official state selection based on socioeconomic criteria enshrined in law, and by an unofficial state selection in policy implementation due to discriminatory treatments and regional inequalities in administration resources. The fragmentation of academic work and its uneven distribution among academic staff have produced particular challenges for new entrants to teaching in Higher Education, Early Career Teachers [ECTs]. In this paper, documentary analysis of the narratives of fourteen ECTs, who worked across six different continents, was undertaken. The findings highlight the diverse forms of precarity that ECTs face, which cut across migratory, identitarian, economic, and ideological dimensions. It discusses ECTs' reflections on their expectations of teaching and their adaptation to the demands of neoliberal Higher Education. Drawing from their narratives and Sevil Sümer's theories of differentiated academic citizenship, ECTs are recognised as 'precarious academic citizens'. This has important implications for revealing the unique circumstances of this group, thereby opening further questions as regards their mentoring and support to enable them to be situated more equally as citizens of the academy. The work of Indigenous thinkers as writers of, and commentators on, Indigenous science fiction, calls for the unmaking of settler futurities in ways that assert Indigenous belonging in all times. In this paper, we, as science fiction nerds with settler and white privilege in so-called Australia, try to respond to calls from Indigenous science fiction to sit with, and contribute to, a decentring of presumed settler futures. Together, we read speculative fiction through the work of Aboriginal author, Ambelin Kwaymullina’s, the Tribe Series. As we do so, we are learning to read-in-relation to the invitations of Indigenous science fiction as it asserts Indigenous agency, refuses dominant forms of citizenship and calls on readers to respond to our diverse positions and places. As we engage with Kwaymullina’s work, we seek to engage with Aboriginal-led futurities and dwell with times not invested in the continuance of settler institutions and possessive forms of belonging. This article examines waves of citizen protest against the ethnic citizenship regime of consociational power-sharing. It seeks to contribute to research on power-sharing by bringing together the literature on “acts of citizenship” and “eventful protest” to show how protest waves in Bosnia and Herzegovina, Iraq and Lebanon seek to contest, destabilize, reimagine, and enact new forms of inclusive citizenship in ethnically divided societies. While research suggests that popular mobilization has destabilizing effects on power-sharing, this paper indicates that protest forms offer important forms of democratic participation and renewal for consociational systems. Towards this, the article illuminates four interweaving citizenship frames developed in protests: Citizens (Demos) versus Elites (Ethnos); Trans-sectarian; Inclusionary; and Inclusionary. Citizenship and Citizenship Education are at the centre of curriculum reform in Kenya. Weak implementation processes have previously watered down similar novel curricular reforms due to a need for an elaborate curriculum implementation model. This article reviews existing Citizenship Education models to develop an effective curriculum implementation model. As a result, the paper formulates the ‘Transmission, Transactional and Reflection’ Citizenship Education curriculum instructional model. Unlike existing models that view the three phases as distinctive independent categories, the current model conceptualises it as a continuous process. The model further specifies the resultant transformation and change to include Disciplined, Participatory and Critical Citizenship. The model is similar to the vision of the basic education curriculum framework, which aims to enable every Kenyan to become an Empowered, Engaged and Ethical citizen. Most countries provide some form of nationality or citizenship either by birthright or inheritance. This paper accepts Jacques Derrida's invitation to imagine nationality or citizenship otherwise, this time by death and burial: you are from where you die or are buried. I read Derrida's invitation alongside his four studies of Martin Heidegger's use of "Geschlecht" to argue that we ought to reconsider the relationship between the nation and (its) philosophy. Welfare landscapes are key sites for the everyday enactment and negotiation of citizenship, but they have remained relatively marginal in debates about migrants' belonging in postcolonial Europe. Drawing on ethnographic studies of Egyptian migrant parents' engagements with the welfare state in Paris, Amsterdam and Milan, this paper examines how citizenship is enacted, negotiated and experienced in welfare encounters. In contrast to the racialised citizenship produced by public discourses and bordering institutions, such welfare encounters articulate a social citizenship built on the idea that all citizens and legalised residents have a right to social welfare. This social citizenship is worked out in concrete encounters that revolve around material provisions and assistance, which are often deeply personal and intimate. Such encounters do not transact abstract notions of the citizen but draw on dense ideas and valuations of good lives, roles, responsibilities and deservingness on the part of welfare actors and beneficiaries. Migration is a complex social process not simply a response to development imbalances, or a solution to problems like unemployment, poverty or population aging. As such migration and mobility are shaped by broader processes of globalization, development, technological transformation, urbanization and in turn contribute to shaping those. This collective paper raises and seeks to answer important research and policy questions about migration and social change in the next 20 years, reflecting on new forms of migration and mobility and their implications for identity, citizenship, and migration governance. By bridging the discussions on critical race and critical citizenship studies, this paper asks how the racialization of Islam shapes the lived citizenship of minorities in the Finnish context. The study focuses on a group of Finnish citizens and residents who have backgrounds in southwest Asia. The 26 people in this group were asked questions about their lived experiences of citizenship and the role of religion in their experiences. The results indicate that regardless of the participants' religious identifications as Muslims or non-Muslims, their belonging was challenged through the mechanism of racialized gaze that framed them as strangers who do not fit into the epistemic community of whiteness. The study introduces the terms selective secularism and labour of explaining to reflect upon the mechanism through which the racialized gaze operates in everyday encounters. The abilities of citizens to make themselves heard and listen to each other are essential for the functioning of democratic societies. Schools are practice grounds for these citizenship competences. This study investigates whether students' experiences with voice in school are related to their attitudes towards voice (contributing and listening democratically), and how a democratic school culture affects this relation. Overall, 5297 students, from 240 classrooms, in 81 Dutch secondary schools, participated in the study. Results of multilevel analyses revealed that students' voice experiences at school, their own and those of their classmates, are positively related to students' attitudes towards contributing and listening democratically. This relation is not affected by a democratic school culture. These findings underline the relevance of opportunities to practice voice at school for all students and of the social nature of practicing voice. Climate knowledge production and climate change adaptation are dominated by technocratic narratives. Where climate change intersects with institutional structures outside contexts of formal interventions, these narratives also have crucial implications for the recognition of climate change-affected citizens. This article focuses on the experience of farmers in the Indian Himalayas who are seeking support from the state following a climate change-induced drought. We suggest that the narrow technocratic framework produces climate vulnerability by preventing Himalayan farmers from accessing relevant drought support. The recognition of climate change-affected citizens, we maintain, is a question of climate justice and requires consideration for alternative methodologies and different epistemologies about climate change.
