Value co‐creation as a research topic has been a critical proposition of interest to a wide range of disciplines. In recent years, the field of cultural heritage has also developed a range of information practices to promote different forms of value co‐creation. While the body of literature has begun to accumulate, we still lack a comprehensive understanding of conceptual foundations and how value co‐creation is implemented in cultural heritage information practices. This paper conducted a hermeneutic literature review to understand and conceptualize the core aspects of value co‐creation in various cultural heritage information works. In particular, this paper provides a research mapping of the genres of co‐creation in cultural heritage information practices, the actors, and the roles played by the stakeholders. Further, this review provides an overview of the dominant value co‐creation models in the cultural heritage field. It distills the drivers of value co‐creation and the core value consequences that arise from a process perspective. Finally, this paper puts forward a thematic, theoretical, and methodological agenda for future work based on these findings. The review contributes to the literature by proposing an integrated conceptual framework that summarizes the core elements of value co‐creation in cultural heritage information practices. Introduction: Research with young people (YP) is ethically challenging and bound in a complex maze of issues relating to power, voice and representation. Such sensitivities mean that the challenges raised in researching marginalised YP are often hard to navigate. This paper reports on research carried out with YP to explore links between mental health, school exclusion and involvement in criminal gangs. It aims to provide a practical guide to negotiating some of the methodological and ethical challenges experienced. Method: In‐depth interviews conducted with 28 YP (aged 14–24 years) who were gang involved or seen to be at risk of gang involvement. Research was conducted in youth clubs, alternative provision and youth justice settings. Results: Observations/Reflections We reflect on how navigating ethics can create barriers to involving YP as primary informants in research. We consider why it is important to overcome these hurdles and how public engagement work with recognised gatekeepers and the use of creative interview methods can facilitate meaningful encounters, where YP feel able to share valuable insights into their lives. Conclusion: Alongside a number of specific learning points, the paper reflects on theories behind research with YP, including the need for recognition of power imbalances and reflexivity. It concludes with thoughts on the practical realities of achieving meaningful participation or an 'authentic voice' with marginalised groups and the importance of this in informing policy and practice. Patient or Public Contribution: The focus of this work was to collect experiences of YP who are recognised as gang‐involved or at risk of being so, with a view to informing health and education policies. The scoping study for the project involved extensive public engagement work with YP exploring and trialling suitable methods of accessing, recruiting and ultimately interviewing this target group. This paper seeks to conduct a comprehensive literature review analysing governmental initiatives, particularly public policies, pertaining to the needs of the creative economy (CE). The uniqueness of this paper lies in its unprecedented examination of literature on governmental actions for the CE. The methodology involved executing a rigorous systematic review of literature drawn from multiple credible research sources. The primary objective was to identify the stimuli, impediments and formulation processes across various sectors within the CE. The findings uncover a wide array of stimuli that policymakers can employ to foster the CE. We offer recommendations for constructing a policy framework. [ABSTRACT FROM AUTHOR]

This Special Issue is based on a selection of papers initially presented at the conference on "Resilience and the Third Sector" (Institute of Public Sector Accounting Research, University of Edinburgh, November 2022). The third sector is pervasive in most societies and makes a distinctive and widely‐recognized contribution to the public good by building social capital, frequently affording a foundation for social cohesiveness. However, it is a fragile sector that is significantly affected by crises (the slings and arrows of outrageous fortune). These have the potential to curtail the capacity of third‐sector organizations (TSOs) to deliver societal benefits and, in the most extreme cases, even threaten their survival. Given this, the resilience of TSOs (albeit this term has multiple layers and manifold meanings) is critical. This paper explores a range of connotations linked to third‐sector resilience and explores contemporary evidence (including the papers in this Special Issue) as to how the sector identifies, manages, and learns from crises. In addition, it provides a brief outline research agenda as a basis for encouraging researchers to focus on resilience in TSOs and enhance knowledge. It is argued that more rigorous, evidence‐based research of this nature has the potential to positively influence practice in the sector, as well as policy formulation by government and others who steer TSOs. In 2019, the United Nations (UN) promulgated the Global Compact for Safe, Orderly and Regular Migration which charts the UN's global migration policy strategy, affording central importance to safety in migration. This ascendant focus on safe migration is echoed in a range of national and regional policy initiatives. Despite the policy enthusiasm for safe migration, to date, there is a dearth of critical scholarly attention to this policy shift. This paper builds on 7 years of ethnographic research on safe migration interventions in mainland Southeast Asia. Centring on the Mekong region, this paper examines two interlocking effects of safe migration policy instrumentalisation. On the one hand, safe migration discourse' spatio‐temporal underpinnings dispositions programmes to gravitate towards policy abstractions. Yet, in practice, safe migration interventions heavily depend on informal constellations of sociality, where migrants become re‐embedded as both objects and instruments of policy. Family violence is becoming increasingly visible in Australia, with many state and federal governments taking on more responsibility to address family violence and its impacts on those affected. Current efforts are focused on practice frameworks, identifying and responding to risk factors, and social justice frameworks including legislating against family violence in a range of jurisdictions and addressing more broadly the structural and cultural forces that perpetuate violence and further oppress those victimised. Family violence is not unique to Australia, with prevalence rates internationally suggesting family violence occurs irrespective of country, race, age, culture, effectiveness of social policies or socioeconomic status. This paper explores relevant foundational concepts of Bowen family systems theory (BFST) as it relates to family violence and explores opportunities to evolve practice in this area. BFST offers a unique contribution towards addressing family violence, particularly in relation to the public health challenge of addressing family polyvictimisation. The paper also explores how BFST conceptualises family violence and the role of the professional in working with the family as a single emotional unit. The unique focus of BFST on observing and defining self within the emotional family unit through observation of the underlying multigenerational emotional patterns of functioning provides unique opportunities to evolve and develop both the capacity of clinicians and responses to families who are navigating the serious and challenging impacts of family violence. Public emergencies are focal events that present possibilities for policy changes. This study aims to explain policy insights on policy change in Iran through analyzing how the Iranian government's policy toward the long‐awaited e‐authentication finally changed in the wake of the outbreak of COVID‐19. Due to the policy context of Iran, it uses the Multiple Stream Model, in which three streams were identified: problem, policy, and political dynamics. The paper contends that while the second stream existed prior to the pandemic, the first one had not yet been appropriately recognized by the government. Furthermore, it identifies the political stream as the third missing link for policy change. With the spread of coronavirus, these three streams converged, thus opening a window of opportunity for enacting this policy change. Two main reasons behind the emergence of this opening are identified: first, arising a new complex problem (COVID‐19) that necessitated new initiatives, and second, growing public anxiety about the pandemic. Iran's desperate circumstances, which included an already severely depressed economy as the result of sanctions, were further exacerbated through the socio‐economic repercussions of the pandemic. Furthermore, the growing demand from prospective traders to register for the stock exchange during the lockdown prompted officials to make a realistic decision. As a result, barriers to e‐authentication were overcome and policy change happened. The paper highlights the security perspective as a necessary condition for policy change in Iran. Gross National Happiness (GNH), a concept first introduced by Bhutan, has gained immense traction as an alternate development paradigm to GDP toward achieving wholesome global progress. In this paper, we investigate the origins of the policy of GNH, through the theoretical lens of the punctuated equilibrium theory (PET), and when and how GNH came to the national agenda. By focusing on the year 2008, that is, when Bhutan's Government transitioned from an absolute monarchy to a democratic constitutional monarchy, this paper analyses the key events that serve as policy windows and the policy entrepreneurs responsible for agenda‐setting the policy of GNH. We argue there is a major change, such as, the government changing its form from monarchy to democracy, it is a definitive benchmark as to what punctuation means. In addition to providing a definitive meaning of "punctuation" in public policy, we also identify and discuss the key methodological issues in relation PET and offer explanations through Bhutan's policy of GNH to determine policy punctuation and measuring policy change. This paper explores the convergence of public expenditures and revenues in the EU28 by applying the panel cluster convergence methodology to updated quarterly data for the period 2002–2019. In order to explore whether the recent debt crisis in EU has affected the harmonisation path, the paper, for the first time, considers both the whole period 2002–2019 and two equally‐sized sub‐periods, that is, 2002–2009 and 2012–2019, which correspond to pre‐and post‐debt‐crisis years. The issue is important for the debate on fiscal harmonisation in Europe, given that the EU's debt crisis has generated many asymmetries across the member states, whilst the design of effective public policies remains a key tool for achieving higher economic growth. Overall, our results provide evidence of divergence, especially for public expenditures since the European debt crisis, which suggests that in the future further efforts towards a stronger harmonisation path will be required by policymakers in EU member states. There is a growing interest in how policy processes can better incorporate the values of the communities they serve, yet policymakers face numerous challenges when they seek to embed values into policies. This paper builds on existing values research to develop a bespoke policy values framework for Australia, based on the popular notion of a 'fair go'. While the fair go is often associated with a narrow set of equality and procedural justice values, we show that it has a much wider range of historical and contemporary meanings, which taken together provide a useful starting point for understanding policy values important to Australians. We apply our framework to two policy domains—housing and immigration—to show that it offers an effective heuristic to help policymakers understand key value priorities and conflicts in these policy areas. The paper provides theoretical insights regarding the role of values in policymaking and offers a practical tool for use when designing, implementing, and evaluating policies. Points for practitioners: Community values should inform public policy decision‐making in a democracy. However, incorporating values into policy is difficult because of the wide range of different values to consider, the need to manage tensions and conflicts between values, and the time pressures often faced by policymakers.The popular and enduring notion of the 'fair go' embodies multiple value positions, which cover a range of different values that matter to Australians, making it a good basis for an Australian policy values framework.Our fair go values framework is designed to serve as a heuristic for policymakers when designing and evaluating public policies. It is not intended as a comprehensive guide to value debates in all policy areas, but offers a starting point for quickly appreciating the key value priorities and conflicts in relation to a policy issue. US Federal legislation mandates the treatment of underaged youth induced to sell themselves for commercial sex as victims and not criminal offenders of prostitution laws. Nonetheless, state prosecutors often take action in juvenile court against these youth. This study explored the impact of negative moral emotions, victim blame, and victim believability on public judgments of child sex trafficking victims under varying case facts. We presented an online scenario involving a trafficking case to 682 participants and manipulated youth sex, trafficker sex, vulnerability background, and prior arrest history to determine how emotions, victim blame, and believability mediate child sex trafficking decisions. Two different paths emerged depending on the youth's sex. Participants reported greater victim responsibility and greater negative moral emotions towards a male youth trafficked by a female when he had a prior commercial sex arrest, which in turn predicted a lower certainty of recommending social services over legal consequences. With the same facts, participants reported lower believability for a female youth when she had a prior commercial sex arrest, which in turn predicted a lower certainty of recommending social services over legal consequences. The safety of practitioners working in the area of domestic abuse is a current subject of research and practice concern, as services endeavour to better understand constantly evolving tactics of violence and abuse and respond appropriately. This paper reports on a subset of findings from a practice‐led research project focussed on capacity‐building workers and their organizations to address domestic abuse, which highlighted the ongoing concerns expressed by practitioners—particularly female practitioners—about their own physical, emotional, and professional safety. Ethnographic notes were taken of Community of Practice discussions in four regions of New South Wales, Australia, involving 69 senior health practitioners from a range of service streams: specialist domestic abuse, mental health, substance use, and child protection. Themes identified through thematic analysis included the following: a tailored approach to practising safely; attending to physical safety; threats to professional identity; promoting emotional well‐being; documentation to support worker safety; and attending to cultural safety. These themes are encapsulated in the practitioner question: Who's got my back?—highlighting the importance of legislation, policy, and practices that provide an environment in which safety and support are embedded in a culture of care at every organizational level. This paper explores the impact of political elections on public policies during the Covid pandemic, distinguishing between economic (supportive) and noneconomic (restrictive) policies in a panel of countries that held political elections during 3 years of pandemic, 2020–2022. An event study, controlling for the evolution of the pandemic in terms of Covid cases and deaths, as well as country and time fixed effects, reveals significant adjustments in the Covid‐related restrictive, lockdown‐type, policies but not in the Covid‐related economic support policies before political elections during the first half of the pandemic. The pre‐election policy adjustments included a gradual easing of the restrictions before elections and were driven by the changes in the restrictions that were more likely to directly affect the electorate, such as the restrictions on workplace closing, gatherings, and public events. The presence of the pre‐election restrictions adjustment is conditional on the economic and political characteristics of the country, such as the state of democracy, the degree of political competition, the overall restrictions stringency, and the income level. Peatlands are complex landscape ecosystems. Since the beginning of the last century, they have been viewed as wastelands, with little or no economic value of note in their natural state. This led to their hidden values, particularly their contributions to human well‐being, and global and local support systems, being completely overlooked in policy and decision‐making, both at national and global levels. In this paper, we highlight some of the complexities relating to Irish peatlands: from their traditional use, to changes in land use relating to national and European policy changes in the last century. We then outline essential supporting components of a framework for their restoration and future sustainable use. Policy relating to agriculture, forestry, and energy has driven most of the land use change in Ireland, particularly since the mid‐1900s, and this has led to dramatic changes in peatland extent and condition, with negative impacts on the flows of ecosystem services and benefits for people. Restoration of peatlands has significant potential to reverse those negative flows and deliver benefits (local and global) for carbon, water, biodiversity, and people. Local communities can, and are keen to, support the delivery of peatland restoration, but they need to be supported by national agencies and policy frameworks that address social, economic, and environmental targets. The act of restoration creates opportunities to re‐connect with peatlands in a positive way, re‐enforcing the intrinsic and reciprocal values of peatlands, and ultimately supporting their sustainable use. The degree to which asylum or refugee integration policy influences a forcibly displaced individual's decision to settle in one European country versus another remains understudied, yet highly visible in policy and public debate. This work asks what explains this decision‐making via Spanish case study. The authors analyse 30 in‐depth interviews with persons seeking international protection from Spain combined with surveys among Spanish NGOs conducted in 2021. Main results firstly demonstrate that few individuals were previously aware of their intended destination's integration policies. Second, decision‐making affected by policies differs between individuals, related to socio‐demographic characteristics (origin country, age, gender). Third, EU policies serve as an auxiliary consideration. Finally, individual personal networks serve as the recurrent, principal pull factor. This paper contributes by highlighting that Spanish integration policies do not serve as a primary influence on decision‐making; instead, they serve as secondary or mediating factors, alongside the main factor of personal networks. While emotions are an inherent component of the human experience that influence behavior, values, and beliefs, they have largely been left out of policy process studies theoretically and methodologically. Using the Advocacy Coalition Framework (ACF), with its focus on how individuals coalesce into coalitions around a set of common beliefs, we begin to situate emotions as a critical component of belief systems and discourse about public policies. This study analyzes legislative testimony from four policies debated during the 2021 Colorado Legislative Session using discourse analysis to identify the emotions and coalitional beliefs. We find that policy actors express emotions and beliefs similarly to other policy actors in the same coalition and differently from policy actors in the opposing coalition. We conclude this paper by discussing the theoretical and methodological contributions of including emotions in the ACF. The move to incorporate the analysis of emotional expressions, and hence the study of affect, into the ACF mirrors the ongoing incorporation of how people feel in politics and not just how they think. Institutional racism within Australia, grounded in the country's settler‐colonial structure, has sidelined Indigenous interests in public policymaking since federation. In an attempt to redress this, the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) was endorsed by the Australian government in 2009. UNDRIP is an authoritative international standard that could inform the ways that governments engage with Indigenous peoples and protect their rights. This paper introduces Indigenist Critical Policy Analysis (ICPA). While mainstream policy evaluation assesses whether policies and processes have met the governments stated objectives, ICPA assesses whether they uphold or violate Indigenous rights. ICPA involves reviewing policy documents against the key principles and specific Articles of UNDRIP. Presenting a worked example of ICPA, the NSW Regional Health Strategic Plan 2022–2032 is assessed against the five phases: (1) Orientation; (2) Close examination; (3) Determination; (4) Strengthening practice; and (5) Indigenous final word. This analysis finds that the Strategic Plan is poorly aligned with UNDRIP. Specifically, there is little evidence that Indigenous values influenced or held any authority in the process. ICPA offers a practical approach to analysing policy for compatibility with Indigenous rights under international law that could be used by Indigenous organisations and policymakers. This special issue (SI) contributes to a growing body of work in management and organization studies focusing on the complex relationship between social reproduction and inequalities in paid work and organizations. In this introduction to the SI, we first identify three key areas of inquiry relevant to the study of social reproduction: challenging the boundaries of productive and reproductive labor; inequalities and exploitation; and alternative organizing. We then present the seven papers of the SI that draw on research from Australia, South America, Spain, Turkey, the UK, and the US to contribute to the aforementioned areas, foregrounding distinctive social reproduction dynamics manifesting in the household and alternative organizations (cooperatives), and facilitated by state policies. Based on these contributions, we propose an agenda for future research on social reproduction that aims to address the persistence and potential transformation of the existing gender, class, and race orders. We call for future studies exploring changing parenthood roles and how these affect the organization of re/production tasks; for research revealing and investigating underlying inequalities (re)produced by public policy; for analyses of existing and potential forms of feminist alternative organizing, and how these are sometimes hindered by heteropatriarchal structures; and for the study of social reproduction dynamics across cultural, socioeconomic, and political contexts. Amid the COVID‐19 pandemic, people have witnessed a deluge of conspiracy theories and disinformation. As the coronavirus poses a significant threat to individuals' lives, these conspiracy theories are dangerous, as they erode public trust and undermine government efforts to fight the virus. This paper examines the political determinants of COVID‐19 conspiracy beliefs. Particularly, we analyze how government policy responses to the pandemic and individuals' ideological predispositions interact to shape people's tendencies to believe conspiracy theories. Using survey data from 22 advanced industrial countries, we show that political conservatives are more prone to conspiracy beliefs than liberals. More importantly, this tendency is reinforced when the government adopts stringent containment policies. Our results suggest that governments' policy efforts to contain the coronavirus can trigger an unintended backlash from political conservatives. This study has important implications for the behavioral and attitudinal effects of government containment policies that are often overlooked. [ABSTRACT FROM AUTHOR]

This paper explores the concept of community engagement, aligned with President Jokowi's mission to promote social enterprises, as a means to support the development of a re‐generative circular green economy in Tarumajaya, West Java. The primary focus is on enhancing farming, fishing, and forestry activities with villagers. The Covid‐19 pandemic presented significant challenges for the villagers, particularly in marketing their goods, resulting in financial hardships and an increased vulnerability to debt traps, particularly affecting women. Additionally, a major obstacle to achieving regenerative living is the limited access to land, with approximately 80% of the villagers either landless or owning small plots. Moreover, fishing restrictions imposed by the military to protect the Citarum River have further curtailed access to common grazing land for cattle. Preliminary analysis indicates that adopting intensive farming methods, such as rabbit breeding, mushroom cultivation, and fertiliser production, holds promise for reducing the community's carbon footprint. Overcoming these challenges and mapping pathways towards regenerative living are central objectives of this case study, providing insights and practical strategies to foster sustainable economic and environmental progress in Tarumajaya. Key components of the approach include finding markets for village products, extending access to common resources such as rivers, forests, and hillside terraces to villagers, and providing mentorship to women for supporting their small enterprises. The ongoing partnership with the village involves a community of practice consisting of universities and nongovernmental organisations, while private sector entities, including a gas company and tea and coffee plantations, are engaged in negotiations with the village head to secure additional land access. This study highlights the combination of challenges arising from the lack of access to common resources, limited market opportunities, and the influence of predatory financial institutions during the pandemic. By working closely with the villagers, the case study aims to identify opportunities and support the transition towards a green circular economy that moves away from business as usual and promotes regenerative living. The multiple crises of Colombian‐Venezuelan borderland geopolitics, which include a rise in Venezuelan refugees entering Colombia, mounting armed conflict from illegal armed groups throughout Colombia and the mixed efficacy of policy responses by the government, are converging to drive an evolution in Colombia's security concerns. This convergence of crises rivals the security conditions of the early 2000's. As before, the government faces prolific armed conflict, loss of legitimacy over sovereign territory to a host of illegal armed groups, unchecked coca cultivation‐trafficking and illicit economies, and an overwhelming loss of confidence in the central government's abilities to govern and counter these threats. This paper argues that the cumulative effect of the nascent convergence of crises is the subsequent rise of mounting Colombian insecurity and threats to stability that now permeates throughout the country – spanning and linking rural, urban and borderland areas in unprecedented ways while driving Venezuelan xenophobia and social unrest. Policy PointsFaced with urgent threats to human health and well‐being such as climate change, calls among the academic community are getting louder to contribute more effectively to the implementation of the evidence generated by our research into public policy.As interest in knowledge translation (KT) surges, so have a number of anxieties about the field's shortcomings. Our paper is motivated by a call in the literature to render useful advice for those beginning in KT on how to advance impact at a policy level.By integrating knowledge from fields such as political science, moral psychology, and marketing, we suggest that thinking and acting like marketers, lobbyists, movements, and political scientists would help us advance on the quest to bridge the chasm between evidence and policy. In January 2021, we assessed the implications of temporary regulations in the United Kingdom allowing pubs and restaurants to operate on a takeaway basis without instigating a change of use. Local authorities (LAs) across the North‐East of England were unaware of any data regarding the take‐up of these regulations, partially due to ongoing capacity issues; participants also raised health concerns around takeaway use increasing significantly. One year on, we repeated the study aiming to understand the impact of these regulations on the policy and practice of key professional groups. Specifically, we wanted to understand if LAs were still struggling with staff capacity to address the regulations, whether professionals still had public health trepidations, and if any unexpected changes had occurred across the local food environment because of the pandemic. We conversed with 16 public health professionals, planners and environmental health officers across seven LAs throughout the North‐East of England via focus groups and interviews. Data collated were analysed via an inductive and semantic, reflexive‐thematic approach. Through analysis of the data, three themes were generated and are discussed throughout: popular online delivery services as a mediator to increased takeaway usage; potential long‐term health implications and challenges; continued uncertainty regarding the temporary regulations. This paper highlights important changes to local food environments, which public health professionals should be aware of, so they are better equipped to tackle health inequalities across urban and sub‐urban areas. Background and Aims: Even though a ban of alcohol marketing has been declared a 'best buy' of alcohol control policy, comprehensive systematic reviews on its effectiveness to reduce consumption are lacking. The aim of this paper was to systematically review the evidence for effects of total and partial bans of alcohol marketing on alcohol consumption. Methods: This descriptive systematic review sought to include all empirical studies that explored how changes in the regulation of alcohol marketing impact on alcohol consumption. The search was conducted between October and December 2022 considering various scientific databases (Web of Science, PsycINFO, MEDLINE, Embase) as well as Google and Google Scholar. The titles and abstracts of a total of 2572 records were screened. Of the 26 studies included in the full text screening, 11 studies were finally included in this review. Changes in consumption in relation to marketing bans were determined based on significance testing in primary studies. Four risk of bias domains (confounding, selection bias, information bias and reporting bias) were assessed. Results: Seven studies examined changes in marketing restrictions in one location (New Zealand, Thailand, Canadian provinces, Spain, Norway). In the remaining studies, between 17 and 45 locations were studied (mostly high‐income countries from Europe and North America). Of the 11 studies identified, six studies reported null findings. Studies reporting lower alcohol consumption following marketing restrictions were of moderate, serious and critical risk of bias. Two studies with low and moderate risk of bias found increasing alcohol consumption post marketing bans. Overall, there was insufficient evidence to conclude that alcohol marketing bans reduce alcohol consumption. This study investigates the impact of institutional quality and banking competition on shadow economy for 127 economies for the period of 2005–2017. It further explores if institutional quality/competition shapes the relationship differently between banking competition/institutional quality and shadow economy. This paper uses the system GMM estimator to tackle potential omitted variable bias, endogeneity, and simultaneity issues. The findings suggest that overall, greater competition among banks and stricter institutions in the country reduce the size of shadow economy. Furthermore, impact of competition on shadow economy is even stronger in countries with weak institutions and the impact of institutional quality is greater in lower competitive environment. Only severe competition matters for shadow economy in case of developed countries. To sum up the novel findings of this research, competition and institutions complement each other in reducing the size of shadow economy. These findings are robust to different econometric estimators. The findings carry vital policy implications for the governments and regulators to play their part in reducing the shadow economy. Women in Nepal are primary users of water within and outside of their houses. Studies show that despite being a major stakeholder, women's voices are often absent in water management decisions. One of the effective ways of creating genderinclusive and empowering water management systems is through government policies and strategies. The objective of this paper is to examine whether Nepal's water‐related policies are gender inclusive and empowering. We review Nepal's major water‐related policies—the constitution and various acts and regulations—to assess whether these documents reflect women's interests and representation in various institutions that provide rights and controls over water in communities. Based on the review, we find that recent water policies of Nepal increasingly recognize the role of women as major stakeholders. This recognition is reflected in Nepal's policies such as the requirement to have at least 33% women represented in water user associations and the inclusion of women in executive positions at the community level. However, because of the lack of other strong implementation and monitoring arrangements such as allocation of budget and capacity‐building provisions, these policies are limited in their capacity to empower women to play decision‐making roles in water management. Western democracies are experiencing a widespread shift towards greater recognition of transgender rights in public policy, yet the timing of change differs across states. To explain this variation, I present a novel theoretical framework called "policy momentum." Unlike existing work on policy diffusion, which typically emphasizes domestic or international processes, I theorize how the combined pressure from each level creates the conditions for policy change to occur. Empirically, I contrast the creation of national human rights policies to protect transgender individuals in Canada (2017) and Australia (2013). Using process‐tracing and within‐case analyses, and drawing on elite interviews, primary documents, and Hansard records, I demonstrate the decisive interaction of subnational legislative changes with an emerging global norm to produce transgender policy change. This paper thus contributes to our understanding of LGBTQ+ public policy while also providing a framework for explaining the conditions for cross‐national policy change more broadly. Environmental policy integration is needed to ensure environmental policy goals are being realized, given their cross‐sectoral nature. Most of the published research has focused on integration and coherence of (inter)national policies, plans, and programs. The implementation practices for these policies, however, are at least as important. This paper therefore looks at policy implementation for the case of artisanal gold mining in Liberia. This is studied through a lens of frontline staff (street‐level bureaucrats) who operate in networks of local government agencies, civil society organizations, and communities. Results of interviews and field observations in Grand Gedeh county show how the policy context and local realities create specific dilemmas, resulting from the combination of limited resources of local frontline staff, low‐income security for local communities and traditional local practices around protected forest areas. In response local frontline bureaucrats use their discretionary power and network to mobilize support, pool resources, combine mandates, and find creative solutions to both regulate and support community residents. Although these implementation strategies are neither necessarily sufficient to realize the official policy goals, nor are guaranteed to have the desired effects, they do show how local frontline staff act as de facto policymakers. Expectations about future labour market opportunities are essential for education and labour market decisions. This paper uses data from a survey of youths in seven Latin American and Caribbean countries to explore the role of expected returns to education on schooling decisions. We find substantial variation in subjective expectations partly explained by youths' socioeconomic characteristics. Also, we find that enrolment in tertiary education is positively related to perceived education returns. Furthermore, the association of expectations with schooling choices differs across individuals in relevant domains, including gender, skills, and socioeconomic background. Early childhood education and care (ECEC) is a crucial intervention because of its long‐term impact on child development. However, information concerning the effectiveness of the ECEC in developing countries like India is sparsely available. This empirical study drew upon primary data collected from India's eastern state, West Bengal and investigated whether attending preschool contributed to children's cognitive and social skill development. The study found that attending preschool did not provide dividends in the form of cognitive and social skill accumulation. Furthermore, attending private preschool was associated with socioemotional development but no cognitive development. Moreover, parents' education seems to be a strong predictor for child's development. Given the findings of this paper, preschools in India, both in the public and private sectors, would need considerable quality improvement to deliver developmentally appropriate ECEC to children. It is particularly relevant in the context of the new National Education Policy in India, which emphasises the need to provide universal access to high‐quality ECCE to all young children across the country. Iran has been among the top ten largest refugee‐host countries worldwide, sheltering one of the largest groups of forced migrants from Afghanistan during the past four decades. This policy paper briefly examines and summarizes the policies related to education of Afghan children in Iran through a structured review. The results of this review suggest that higher education has been and continues to be heavily restricted for Afghans. While access to primary education has improved for Afghans in Iran, policies continue to neglect both cultural specificity and unique needs of this group. Therefore, enrolment has remained restricted. The findings of our policy analysis call for further attention to culturally relevant education, financial assistance for families living in poverty and interventions to subsidize the cost of education to ensure access of all Afghan children to primary education and retain enrolment. The pandemic significantly raised the stakes for the translation of bioethics insights into policy. The novelty, range and sheer quantity of the ethical problems that needed to be addressed urgently within public policy were unprecedented and required high‐bandwidth two‐way transfer of insights between academic bioethics and policy. Countries such as the United Kingdom, which do not have a National Ethics Committee, faced particular challenges in how to facilitate this. This paper takes as a case study the brief career of the Ethics Advisory Board (EAB) for the NHS Covid‐19 App, which shows both the difficulty and the political complexity of policy‐relevant bioethics in a pandemic and how this was exacerbated by the transience and informality of the structures through which ethics advice was delivered. It analyses how and why, after EAB's demise, the Westminster government increasingly sought to either take its ethics advice in private or to evade ethical scrutiny of its policies altogether. In reflecting on EAB, and these later ethics advice contexts, the article provides a novel framework for analysing ethics advice within democracies, defining four idealised stances: the pure ethicist, the advocate, the ethics arbiter and the critical friend. Homogeneous national policies can generate heterogeneous effects on the territory. This paper aims to verify the impact of the entry of single Italian municipalities into an inter‐municipal association on the unitary costs of the social services supplied to the local communities. Panel cost stochastic frontier model in the presence of endogeneity has been introduced based on two pillars: a counterfactual setting to verify the aggregation effects concerning a set of similar municipalities and the use of a cost efficiency estimation methodology which considers the endogeneity of output with respect to cost. The results of our analysis show that the effects of adopting associated forms of service delivery can be very multifaceted and diversified according to the typology and the degree of implementation of the Municipal Union itself. The analysis sheds light on the effects of municipalities' organisational choices, addressing the consolidation of small municipalities not in binary terms but also—and above all—suggesting that it is the type of union that impacts the possibility of convergence towards greater cost efficiency. This paper analyses the strategic interests that inform deforestation policies in Australia, and the variance in policy selections over time. A theory of deliberate policy disproportionality is used to analyse 20 years of regulatory reform in Queensland, focusing on the Vegetation Management Act (VMA) 1999. Application of the framework to this case suggests that political executives were prone to deliberately adopt (dis)proportionate policies as a strategic response to either manage or capitalise on stakeholder support or opposition to any proposed legislative change. The high variance in (dis)proportionate deforestation policies is attributed to how political executives respond to claims made by competing constituencies regarding the costs versus benefits of successive reforms. During key reform phases, policy under‐reaction was the norm, and political executives intentionally limited the scope and effectiveness of the VMA 1999 due to perceived impacts on the agricultural sector. Political executives were highly responsive to the emotional investment of rural constituents and averse to introducing policies that required difficult trade‐offs. Elections offered strategic opportunities for delivering more proportionate policies that balanced public environmental benefits with economic impacts, as evidenced by a conditional deforestation ban introduced between 2004 and 2012 and reinstated in 2018. Points for practitioners: Variance in Queensland's deforestation policy over time can be attributed to the intentional decisions by political executives to limit or expand the scope of regulations as a strategic response to stakeholder expectations.Political executives were responsive to the costs versus environmental impacts/benefits of any deforestation reforms, but prone to policy under‐reaction when the priority was managing the emotive reactions from rural constituencies.More proportionate regulations, such as the partial deforestation ban of 2004, aimed to balance environmental benefits with compensation for landholders but were only implemented when electorally beneficial.Stakeholders have a significant influence on disproportionate deforestation policy design and governments will need to manage competing claims to deliver more durable policy outcomes. Purpose: Housing is essential to health. Governmental rental assistance is one way to increase access to affordable housing, but little is known about how it varies by rural/urban location. This paper seeks to address that gap by examining rural/urban and within‐rural differences in receipt of rental assistance, with particular attention differences by health and disability. Methods: We used data from the 2021 National Health Interview Survey (n = 28,254) to conduct bivariate analyses to identify significant differences in receipt of rental assistance by rural/urban location. We then conducted logistic regression analyses to generate odds ratios of receiving rental assistance, adjusting for self‐rated health, disability, sociodemographic characteristics, and the US Census region. Findings: When limiting the sample to those who rent (20.6% of rural residents and 29.6% of urban residents), rural residents were nearly 5 percentage points more likely to receive rental assistance (13.1% vs 8.2%, P<.001). Rural recipients of rental assistance were more likely to have a disability than urban residents (27.9% vs 20.3%, P<.05) and were more likely to report fair/poor health (41.6% vs 31.4%, P<.05). Conclusions: Rural residents are less likely to rent their homes, but, among those who rent, they are more likely to receive governmental rental assistance. This may be reflective of the greater need for rental assistance among rural residents, who were in poorer health and of lower socioeconomic status than urban renters. Across Europe, countries are reducing CO2 emissions and energy demand by lowering the temperature in public office buildings. These measures affect men and women unequally because the latter prefer and, indeed, perform better under higher temperatures than the standard temperature. Lowering the temperature thus further increases an already existing inequality. We show that the philosophical literature on discrimination provides an interesting theoretical approach to understanding such measures. On prominent understandings of what discrimination is, the policy would be considered direct discrimination against women if it could be shown to reflect a broader inattentiveness to the needs of women in society. Alternatively, and more straightforwardly, the policies can be considered indirect discrimination because of their disparate effects on men and women. The final part of the paper shows that the policies are also wrong for the reasons it is often argued that discrimination is wrong—to wit, that it harms or disrespects those who are discriminated against. Recent food system shocks and increasing climate change exposures highlight the urgency of strengthening food systems at different scales, including global, regional and national, to achieve the Sustainable Development Goals. This paper investigated opportunities to strengthen the translation of regional food system policy guidance to the national level in the Pacific Island region. We applied a theory‐informed, empirical study design, based on interview data. We found that inadequate regional–national translation of food system policy guidance arises from (i) competing demands on limited resources, exacerbated by challenges of financing multisectoral initiatives; (ii) often weak regional–national dialogue; and (iii) perceived tension of economic, social and environmental priorities in dominant policy paradigms. These barriers may be addressed by establishing a regional food system governance structure and accountability mechanisms as well as a paradigm shift to balance focus between food system priorities. This qualitative study explores the experiences and attitudes of welfare recipients towards Indonesia's conditional cash transfer (CCT/PKH) program. The specific objectives of our paper include examining the program's impact on impoverished families, their response to stereotyping, and the implications of stereotyping for government policy among Indonesian low‐income families. We conducted twenty in‐depth interviews with key stakeholders (program professionals, community leaders, program facilitators) and end‐users (beneficiaries). Despite the attached stereotype, our findings show that not all beneficiaries with improved socioeconomic conditions wish to leave the program. In many cases, this occurs as beneficiaries use their CCT/PKH accounts as collateral to borrow from unregulated lenders and repay their debts. A few instances where we found self‐voluntary withdrawal from the program were only caused by the shame of receiving stickers attached to their homes – not because of their social‐economic status improvement – leading to difficulty affording their necessities afterwards. Overall, the finding that individuals, whether eligible or not, are not ashamed to claim PKH, despite the stigma attached to the program, contrasts with studies on welfare stigma, claiming that stigma can prevent individuals from claiming their welfare rights. Over the last two decades, an increasingly complex work context of personal and work activities has blurred the foundations on which the concept of cyberloafing was traditionally based. It is no coincidence that Lim and Teo's recent review on cyberloafing refines the original construct defined by Lim and proposes new directions for determining its impact. The present commentary aims to offer additional discussion on these two aspects. First, the author aims to examine the conceptual architecture of cyberloafing by considering alternative perspectives. In contrast to conceptualizing cyberloafing traditionally by determining its boundaries such as engagement in online activities during working time and for personal purposes, the author also directly focuses on engagement in offline activities, which determines the behavioral features that are within its boundaries. The paper concludes by discussing the implications of combining these online and offline perspectives to provide a detailed assessment of the online and offline impacts of cyberloafing. This paper analyzes the extent to which two factors—social networks and the severity of the scarcity of a common property resource—affect norm‐complying behavior that favors cooperation. It assumes that those who comply with the social norm exercise social pressure on defectors. We develop an analytical framework that allows us to determine the minimum (maximum) share of norm‐complying agents at which social networks start (stop) having an influence on cooperation. Knowing these shares allows policymakers to identify the conditions under which legal and/or informal enforcement policies for cooperation are effective and how different types of social networks affect the design of these policies. We find that stable steady states exist in which compliers and defectors coexist (partial cooperation), but the stability of such states requires that the costs of coordination among compliers to exercise social pressure are high. Full cooperation is another possible steady state but is unlikely to prevail if the agents do not perceive the scarcity of the common property resource as severe. A numerical study, empirically calibrated for an aquifer in Spain, shows that subsidizing the compliers' costs of exerting social pressure may impede the attainment of a steady state based on partial cooperation. Although social networks can promote cooperation, their influence is limited. The minimum share of compliers for attaining cooperation can be reduced by informal enforcement policies by not more than 26%. This paper examines the implications of keeping‐up with the Joneses for household food spending using a nationally representative data for Cameroon. Specifically, it employs the heteroskedasticity‐based identification strategy to address the endogeneity of relative deprivation and the recentred influence function (RIF) regression to account for heterogeneity in the effect of relative deprivation across percentiles. Mean regression results show that relative deprivation has a negative effect on food spending overall and the effect is stronger among rural households compared with urban households. The RIF regression results reveal that relative deprivation correlates negatively with food spending from the lower percentile up to 70th percentile, meanwhile, at the upper tail of the distribution, it has no significant effect. This article aims to find an explanation for the slowdown in the total factor productivity (TFP) of private firms on the one hand, and on the other hand, to show the need for state intervention through government policies whose impacts on TFP were verified in the literature. In this paper, we examined the relationship between different government policies and TFP growth for 78 French firms covering the period 2005 to 2019. Firstly, this study showed that TFP varies considerably over time, suggesting that microeconomic factors may have an important impact on firms' TFP. Secondly, some of the government policies were favorable to TFP growth while others were rather hindering. Indeed, the positive impact of both public infrastructure spending and public subsidies to French firms shows that an expansionary fiscal policy would allow a recovery in TFP. On the other hand, taxes on imported products, the exchange rate and cost‐competitiveness ratio, with a negative impact, show that the competitiveness policies adopted are unfavorable to the resumption of TFP growth. Thirdly, it should be noted that operating, investment and R&D subsidies were channels for the effectiveness of French government policies. Finally, by taking into account a set of macroeconomic indicators, the study confirmed the positive impact of a favorable macroeconomic environment on the recovery of TFP. [ABSTRACT FROM AUTHOR]

Stratification economics has emerged as a field that puts historically and institutionally determined intergroup hierarchies at the forefront of distributive analysis. However, most of the existing theoretical and empirical literature has focused on studying the US stratification regime, limiting the potential application of this analytical framework to other geographies. This paper applies the theoretical framework of stratification economics to analyze the Mexican distributive regime. In the process, we show that expanding the regional focus of stratification economics requires incorporating several insights from other traditions of stratification analysis. Furthermore, we show that a stratification economics approach overcomes several pitfalls of more traditional approaches to analyzing the Mexican distributive regime, such as the human capital approach that anchored several public policy interventions deployed at the beginning of the XXIst century. Aim: The aim of this study was to uncover perspectives on the COVID‐19 pandemic and the responses implemented by the UK and Scottish Governments to help control the spread of infection. Such understanding could help to inform future responses to pandemics at individual, community and national levels. Method: Q methodology was used to elicit perspectives from people in England and Scotland with different experiences of the pandemic including public health officials, key workers, those on furlough, those who were unvaccinated or vaccinated to different levels, those who were 'shielding' because they were at higher risk and people with different scientific expertise. Participants rank‐ordered phrases about different aspects of COVID‐19 according to their viewpoint. Factor analysis was then conducted in conjunction with interview material from the same respondents. Results: A four‐factor solution was statistically supported and was interpretable alongside the qualitative accounts of participants loading on these factors. These four perspectives are titled Dangerous and Unaccountable Leadership, Fear and Anger at Policy and Public responses, Governing Through a Crisis and Injustices Exposed. Conclusion: The four perspectives demonstrate plurality and nuance in views on COVID‐19 and the associated policies and restrictions, going beyond a binary narrative that has been apparent in popular and social media. The four perspectives include some areas of common ground, as well as disagreement. We argue that understanding the detail of different perspectives might be used to build cohesion around policy initiatives in future. Patient or Public Contribution: The development of the statement set, which is rank‐ordered by participants in a Q study, and factor interpretations were informed by views of the general public. The statement set was initially developed using existing publicly available material based on members of the general public experiencing the pandemic first hand. It was then piloted with members of the public experiencing different challenges as a result of COVID‐19 and the subsequent lockdown and updated based on feedback. Introduction: With the rapid growth of urbanization globally and in the UK, increasing attention is now being directed towards urban green spaces (UGS). The appeal of UGS to policymakers lies in their capacity to address multiple policy objectives, including improving physical and mental wellbeing, mitigating noncommunicable diseases (NCDs), combating climate change through carbon sequestration, providing climate adaptation measures, and enhancing biodiversity. Method: This narrative review gives an overview of the current literature and UK policy relating to urban green and blue spaces, with a particular focus on the use of UGS to increase physical activity levels. Results: UGS have a profound impact on public health, with evidence indicating their positive effect on both physical and psychological health. Thirty‐eight percent of adults in the UK do not live within 15 minutes of UGS, so policy makers at national and international level are aiming to address this gap. One reason for the health benefits of UGS is associated increased physical activity, a vital component needed to address the burden of non‐communicable disease. To effectively harness UGS to promote physical activity various factors must be considered; proximity and diversity of urban green spaces, and the presence of suitable infrastructure features. Tailoring UGS to meet the needs and preferences of different population demographics is essential, as is ensuring safety, and addressing barriers to access particularly for lower socio‐economic groups. The careful planning of UGS must avoid potential gentrification effects and displacement of vulnerable communities, whilst utilising the equigenic nature of UGS. Conclusions: To create a brighter future and capitalize on the potential of UGS, a collaborative approach is needed, involving communities, local governments, and national authorities. Primary‐care professionals, represented by organizations like the Royal College of General Practitioners (RCGP), can play a crucial role in advocating for UGS and physical activity, promoting their use, and providing guidance and support. The frequency of and magnitudes of natural disasters associated with exogenous variation of climate vary between areas. Household, business and government decisions on location and investment influence the private and society costs of natural disasters. Government economic policy towards natural disasters face a challenging trade‐off between short term equity and long term efficiency objectives. Additional financial grants and subsidies for those adversely affected by a natural disaster event for equity reasons also reduce longer term private sector incentives and rewards to locate to less natural disaster‐prone areas and to invest in mitigation strategies.
