The paper examines how new age pedagogies and neoliberal policies consciously work towards "naturalizing" English language's hegemony in institutions of Higher Education (IHE) in India. An ethnographic study the paper foregrounds the precarious positioning of non-English Indian languages "vis-à-vis" the pervading discourses of internationalization and education as job/skill oriented. Hegemony of English in the present is coupled with a restructuring of language departments as well as fleeting market demands for human capital. The paper also brings into question the role of the Internet and related technologies in reorganizing the linguistic dynamics of HE. Instead of democratizing, the Internet produces new monopolies in knowledge production, controls knowledge traffic from global North to South and further legitimizes the language hegemony. The paper argues that, in the last two decades, the neoliberal rupture has been leading HE institutions to a death of vernaculars within their physical, cultural and academic spaces.

Higher education (HE) in India has seen an exponential growth phase over the last two decades. Challenges of meeting expansion demands along with goals of equity and quality have underpinned discussions on educational reforms as well. The dynamics of market-supported increased access have compromised on goals of equity, whereas the role of technology in assisting growth has been fraught with similar and greater social challenges. A new normal seems to have emerged into the HE landscape across the world in the form of legitimising and rationalising 'digital' as an equal alternative to the face to face. In the context of a developing postcolonial economy like India, this development has further highlighted the contradictory pulls within the emerging aims/purposes of HE. The digital divide even as it impacts or reflects the existing asymmetries in access to resources, also engenders a dilemma with respect to the desired aims of higher education. There appears to be a contingent shift in approach appropriating the discourse of democratisation of knowledge/educational institutions and materially undermining prospects for enhancing social capital of graduates essential for a critical participation in the social, political and economic realm. In this context, the paper aims to problematize the idea of inclusion of the marginalised through digitalisation of education with focus on the pedagogic space and the possibilities for a participatory, mediated, empathetic and empowering pedagogy. The paper begins by contextualising the digital emphasis in the neo-liberal imagination of higher education in India.

The technology-supported education systems seamlessly integrated throughout the globe in response to the demands of post COVID-19 pandemic. The swift developments of the digital tools with Artificial Intelligence (AI) support are also readily diffused among the educational communities. This research paper investigates the synergistic impact of digital literacy, the incorporation of AI tools, and Peer Supported Collaborative Learning (PSCL) on the learning perceptions of university students. The research aims to discern the implications of these technological and social facets on students' attitudes towards AI assisted learning process. Structured questionnaire-based survey among the University students were done for this descriptive research. 409 responses collected were analysed with SPSS, Excel and Process Macro. It is found that the students' Digital Literacy, Use of AI tools and PSCL on AI assisted learning were positively correlated. The partial mediatory path through the PSCL and AI tool usage has a significant positive influence on students learning process. The insights gathered from this study can inform educators, policymakers, and institutions on optimizing the amalgamation of digital literacy, AI tools and PSCL to enhance the contemporary learning environment. As universities navigate the digital age, this research provides a nuanced understanding of the dynamics shaping students' perceptions, offering valuable insights into the multifaceted aspects of AI influencing the educational landscape.

Purpose: Inclusive growth in the education sector is still a major challenge in some countries because of limited access to technologies and internet connectivity, among other reasons. However, as a technology, augmented reality (AR) is expected to be widely used in the field of education in the future. The main purpose of this paper is to explore the use of AR for inclusive growth in education as well as identify the challenges, particularly in countries like India and Tanzania. Design/methodology/approach: This paper applies a systematic literature review by analysing and synthesising relevant documents, mainly journal articles, books and conference papers. Descriptive statistics and cross-tabulation were used for the analysis. Content analysis was used to evaluate the contents of the reviewed literature. Findings: For the use of AR, it is important to have adequate digital infrastructure, access to universal internet or broadband facilities and the digital empowerment of citizens. Major challenges to inclusive growth in education include the lack of trained teacher educators and students' preference for practical or project-based curriculum. Practical implications: Practitioners in both countries may consider the use of AR for inclusive growth in education. Originality/value: This paper specifically examines the use of AR in higher education and the related challenges based on a review of two countries, namely India and Tanzania.

As universities shifted to online education with the onset of the Coronavirus Disease 2019 (COVID-19) pandemic, both pedagogy and assessment patterns across disciplines underwent a change, with a shift towards collaborative digital assessments. In this context, using qualitative and quantitative methods for data collection from an assessment conducted for 55 students who worked in groups to create YouTube videos on pre-selected modules, our analysis reveals that this assessment tool had a significant impact on peer learning, motivation and group dynamics. Students were more motivated to learn and share their learning, and they could also successfully engage in recognising and addressing group dynamics, thereby cultivating more than just subject knowledge. This finding aligns with existing scholarship and the paper adds to research about pedagogy and assessment via digital education in the Indian context, which is still upcoming.

The National Education Policy (NEP) 2020 of India reframed the present structure of higher education such as syllabi, examinations, and assessments. Due to the pandemic, many educational and research institutions are building a knowledge and skill-based curriculum and designing new credit-based courses, while encouraging students to attend online courses as a way to meet the recommendations of NEP. Any e-learning platform or online course has four basic components: Videos, Activities, Additional Reading Material, and Discussions, with Additional Reading Material being a more important component. Online courses that are open to everyone (MOOCs) can be adopted irrespective of the students' specialization or area. The instructor provides the reading material to the learners as a fixed, recommended list irrespective of the learner's interest or specialization. Instructors are finding it difficult to cater to the diversity of learners' interests and learning styles. In this paper, I have focused and analyzed the additional reading material and digital reading patterns of learners in various MOOC platforms by conducting online surveys. I concluded that there is a need to use learning eXtension Trajectories (LxT) in the learner-centric MOOC model where an instructor can identify various supportive domains and provide a shortened list of resources comprising various media to the learners.

The review article presents an analysis of the literature on environmental literacy in sustainable development. By utilizing techniques to examine multiple documents published between 2013 and 2023, including citation analysis, co-authorship analysis, subject area analysis, and keyword analysis, this study aims to provide valuable information and insights into the research landscape surrounding environmental literacy and its contribution to promoting sustainable development. A systematic search was conducted to gather several scientific articles, conference papers, and publications from the Scopus database from 2013 to 2023. The findings of this analysis shed light on authors, influential institutions, and active research groups that contributed to the study of environmental literacy and sustainable development. This comprehensive review offers an understanding of the state of research in this field while identifying areas for further exploration and research gaps. The insights gained from this study can be highly beneficial for researchers, policymakers, and practitioners seeking to advance knowledge and take action toward promoting literacy's role in sustainable development. This analysis is a foundation for advancing our understanding of literacy's significance while emphasizing its vital role in sustainable development efforts.

Purpose: This research aimed to capture undergraduate students' experiences in the transition from face-to-face (F2F) learning to online learning. This study explored their perceptions regarding the effectiveness of online learning in their academic lives, challenges encountered and suggestions for enhancing online learning in the post-COVID-19 era. Design/methodology/approach: This study employed a concurrent mixed-methods research design and selected 118 undergraduate students using a multistage random sampling technique from four colleges in Assam. Standardized questionnaires and open-ended interview schedules were used. Findings: Undergraduate students reported a positive attitude and satisfaction with online learning, valuing its adaptability to their schedules, its role as a motivating factor for self-learning, its effect on making them more technically proficient and enhancing their communication skills to articulate their thoughts. However, the challenges identified by the students have the potential to overshadow the promises of online learning. This research provided more constructive suggestions under the themes of "content delivery", "systemic and infrastructural issues", "pedagogy" and "capacity building" to enhance their experiences with online learning. Practical implications: Our research findings would assist educational institutions in adopting innovative approaches for simpler and more efficient online learning experiences post-COVID-19 pandemic. Institutions should prepare themselves and design dual-mode courses for F2F and online learning. Originality/value: The paper addressed a relevant topic in this era of online learning by examining undergraduate students' viewpoints that added complementary information to the current body of literature on online learning in rural India. The insights gleaned from their experiences would be beneficial for the development of best practices for online learning in the coming decades.

Podcasts are a unique media that have been used in Indigenous and endangered language communities in the form of Indigenous radio podcasts, instructional websites, or tools to aid classroom instruction. A podcast called Rituals of Kanauji speakers was created in Kanauji, a low-resource Indian language variety. Using this case study in Kanauji, I aim to examine the usage of podcasts for outside classroom instruction in low-resource and lesser-studied languages. Thus, this study highlights the uniqueness of podcasting for language revitalization, as podcasts can be created and consumed anytime and anywhere. For low-resource languages, there can be three kinds: podcasts for teaching language, those for cultural expression and general awareness, and those for entertainment purposes. The paper also describes their pros and cons as well as directions for creating a podcast, to help native speakers and linguists in their future documentary projects. Remote data collection of audio recordings was done via WhatsApp for making this podcast. The performance statistics from Kanauji's podcast demonstrate that it has helped promote the language and brought pride and prestige to native speakers. Finally, I conclude that podcasts break the norm and help in language reclamation.

The higher education system of India is one of the largest systems on the globe, where there is a huge young population. The central government aims to increase the higher education gross enrolment ratio, which will improve the living and economic standards of youth. However, enrolment in higher education is lower for many reasons, including the accessibility of institutions in the rural region and the affordability of learning. The institutional capacity cannot be expanded in an accelerated manner with more than three times the existing capacity in a short period of time. As an alternative, the regulation to award degrees and diplomas through online education is formulated with the assurance of recognition on par with regular degrees and diplomas. The regulatory norms, recognition process, human resources, infrastructure requirements, and quality mechanisms of online programs are reviewed in this paper.

This paper compares mortality transition in China and India in the period 1950-2021, highlighting similarities and differences. Mortality transition has been inconsistent in both countries, but differences remain. In China, the transition has been spread evenly across the age range, while in India, it has primarily been confined to younger ages, being markedly slow in ages 35-90. This difference in the older ages appears to explain the main difference between the respective mortality transition in the two countries. To address its ongoing mortality transition, the paper concludes, India needs to reinvigorate its health-care delivery system to meet the health care needs of the old people. While promoting manufacturing growth is imperative to boost economic growth, potential adverse consequences on natural resources and ecology have created sustainability-related concerns and challenges. In India, with the reform processes deepening further and the business environment becoming more market-oriented over the years, the adoption of appropriate measures for sustainable manufacturing growth under such conditions would require a deeper investigation of the underlying dynamics, particularly to address the impacts of external shocks. This is especially true when external shocks alter market dynamics and, hence, input is used significantly in the manufacturing sector. Given this backdrop, the present paper examines how the major external shocks to the Indian economy during in the post-reform era have altered the resource use patterns in selected manufacturing industries. The paper uses secondary data collected from the KLEMS database of the Reserve Bank of India for the period from 1980–81 to 2019–20 and applies descriptive statistics and econometric techniques to address the research objective. It is found that energy intensity, vertical integration, capital intensity, and rate of growth of total factor productivity decreased over the decades, whereas labour productivity experienced an increasing trend in most industries. However, the trends are mixed in the case of material intensity. Further, the regression results indicate significant effects of external shocks on resource use, factor productivity, and structural changes. There are also industry-specific differences in the nature and extent of such changes. Hence, a deeper investigation of the underlying factors and impacts at a disaggregate industry level is necessary to draw more robust insights. [ABSTRACT FROM AUTHOR]

Technical progress has a tremendous potential to reduce carbon dioxide emissions by reducing energy consumption, a major concern across production units. However, the existing empirical literature concerning technical efficiency and carbon intensity is scanty. Thus, this paper examines the relationship between technical efficiency and carbon intensity for the organized manufacturing sector of two states, Maharashtra and Odisha, and the all-India level from 2001 to 2018. The paper uses data envelopment analysis to estimate technical efficiency scores. It applies the 2006 Intergovernmental Panel on Climate Change Tier 1 methodology for estimating carbon intensity for each 3-digit manufacturing industry in all three sample cases. The study has used static panel regression and fractional logit regression techniques to examine the deterministic relationship between technical efficiency and carbon intensity. The result shows that technical efficiency is highly sensitive to carbon intensity in the Indian manufacturing industries. The findings also addressed that the size of the industries also reduces the technical performance of manufacturing units. This paper also confirmed that increased profit could boost the Indian manufacturing industries' technical efficiency. Thus, this study addresses that carbon intensity as a proxy for the manufacturing sector's potential to affect climate change plays a crucial role in explaining the technical efficiency variations across industries. Thus, it calls for better policies aimed at reducing the emissions of industries specifically to achieve sustainable growth for the Indian manufacturing sector. [ABSTRACT FROM AUTHOR]

This paper examines the role of exchange rate changes on India's trade. The drivers of exports and imports (income, exchange rate including sectoral differences, and exchange rate variability) are estimated for the short and long run including a structural break. Using annual data from 1994 to 2022, the results of dynamic fixed effects estimation show that both exports and imports are income-elastic in the short and long run, but income elasticity is far stronger for exports. Moreover, exports are responsive to the real effective exchange rate in the short run but not in the long run, and the reverse is true for imports. Furthermore, exchange rates have asymmetric effects for high-volume and primary sectors for exports and imports. The combined impacts show the ineffectiveness of using currency depreciation to address trade imbalances. [ABSTRACT FROM AUTHOR]

Current approaches to the provision of shelter, largely driven by national governments and/or the commercial private sector, continue to fall short of what is needed to reduce housing deficits. The number of people without access to adequate housing continues to grow, especially in cities of the Global South. Increasing attention is being paid to alternative models for organizing land and housing delivery, such as those led by, or at least including, civil society. In this paper, we consider two national land and housing programs—the 20,000 Plots Project in Tanzania, and Basic Services for the Urban Poor (BSUP) in India—alongside community-led housing initiatives from each country. We explore the extent to which community participation in housing delivery can have social and environmental advantages when compared to 'business as usual' methods and find that, given appropriate state support, community-based, and civil society actors (including organizations of the urban poor) have significant potential to contribute to acquiring land, building homes and improving the quality of life of vulnerable segments of the population. This paper echoes calls for community-led housing to become a recognized part of formal housing policy whilst emphasizing the need for theoretical refinement of the process so as to prevent it from being captured by prevailing market-led narratives. This paper examines the extent to which an initiative in India, namely EdTech Tulna, has been able to move towards decolonization of EdTech by shaping the discourse around the adoption and use of good quality and contextual educational technology solutions for Indian learners. Set up as a collaboration among researchers, practitioners, teachers and governments, EdTech Tulna aims to encourage the selection of EdTech solutions that are appropriate for the community they are designed for, rather than adopting solutions that market themselves or those that have been successful in Western countries. The paper adopts the lens of justice-oriented design and first critically examines the design of the EdTech Tulna index. Then, it examines the success and hurdles of the collaborative efforts towards the implementation of contextualized and evidence-based solutions in the ecosystem. By analyzing stakeholder interviews and meeting notes, this paper addresses two questions. First, how does Tulna assist in identifying quality contextual solutions that are likely to enhance the learning of children in India? Second, how do state government officials and practitioners collaborate with researchers to use research-based standards for selecting such solutions? Governing transitions have assumed increasing significance in managing change with respect to climate change and rapid periurbanization. In this respect, evidence from sustainability transitions research in South Asia stipulates the need for institutional innovations that are suitable to the governance context, which is characterized by a fuzzy field of "speculative frontiers," and strong hierarchically structured mechanisms. This paper focuses on Chennai, India to ascertain the potentials of "adaptive governance" in this periurban region of the Global South. We approach this by (a) defining the periurban space from a bio-regional, socioecological systems perspective, (b) complementing it with a zonal classification considering disaster and climate change risks, and (c) presenting an adaptive governance framework. Based on analyzing existing governance structures, the paper discusses identified syndromes, synergistic potentials and activities for adaptive governance, especially highlighting water and agroecologyrelated pathways. Our integrated analytical approach is (a) multi-dimensional deploying the adaptive governance framework, (b) multi-level considering local, intermediate and state governance, and (c) multi-scalar applying macro, meso and micro scales. The implications underscore that transformative interventions, sooner or later, will have to challenge the system that produces such climate vulnerabilities. In spite of several barriers, there are noteworthy indications of adaptive governance practices discernible in numerous niche projects in the Chennai region that demonstrate diverse embryonic forms to build more strategic and conscientious approaches. The era of digital capitalism poses conundrums for communication for development and social change scholarship and practice. On one hand, mainstream social media platforms are an increasingly ubiquitous element of the everyday media practices of growing portions of the global population. On the other, the profit-driven architectures can make these hostile spaces for progressive social change dialogues. While a burgeoning literature exists on the uses of social media as part of hashtag-activism and social movements, much less critical consideration has been given to NGOs' and civil society organizations' uses of capitalist-driven social media platforms in their development and social change efforts, and the challenges and compromises they navigate in this, consciously or not. This paper argues that meaningful uses of social media platforms for social change requires cultivating a hacker mindset in order to find tactics to subvert, resist, and appropriate platform logics, combined with an ecological sensibility to understanding media and communication. This paper analyzes how metaphors, specifically of a recipe, can offer a productive, praxis-oriented framework for fostering these sensibilities. The paper draws on insights from workshops with IT for Change, a civil society organization in India, which is both a leader in critiquing the political and economic power of Big Tech especially in the Global South, and beginning to use Instagram for its work on adolescent empowerment. Road transport plays a crucial role in sustaining all the personal and freight movement needs of residential, commercial, and industrial activities, and in Indian cities, big and small, vehicle exhaust emissions and dust from vehicle movement on the roads contribute to as much as 50% of particulate matter pollution in a year. Therefore, effective management of vehicle exhaust emissions is vital not only for improving current air quality but also for ensuring the long-term benefits from efforts to reduce air pollution. In the approved clean air action plans for 131 cities under the national clean air program (NCAP), more than 50% of the implementable actions are transport-centric. Having a reliable and replicable vehicle exhaust emissions inventory is essential for effective planning, which can help establish a baseline, support scenario analysis, and allow for tracking progress in the sector. This process begins with accessing accurate vehicle stock numbers, typically obtained from vehicle registration databases, traffic surveys, and other governmental records. Often, in low- and middle-income countries like India, these numbers require extensive data cleaning before they can be used for emissions and pollution analysis. This paper presents a cleaned, open-access vehicle stock database for India and outlines a methodology to build and maintain an in-use vehicle age-mix database for future years. The database covers the years 1993 to 2018 for the entire country and individual states, along with estimates of the age distribution of vehicles using survival functions. By offering a comprehensive and reliable data source, this paper aims to support sustainable national and urban air quality management efforts, helping policymakers and stakeholders make informed decisions to improve air quality and public health. All over the world, waste and its disposal are becoming a more prominent issue, as landfills swell up and growing evidence points to its contribution to climate change and environmental degradation. In the developing world, waste pickers sort through solid waste and sell it to vendors, who will recycle the product into something consumable. The work they do is vital to climate change mitigation, as well as urban cleanliness. In a way, waste pickers, especially in India, are vehicles of environmental justice, but they are often discriminated against and subjected to inhumane working conditions. In this environment, the pandemic hit, making waste pickers' already precarious life even worse. This paper attempts to fill the gap in the academic literature by compiling a systemized literature review of the impacts of COVID-19 on waste-pickers' lives using an environmental justice perspective. The review also uses a Feminist Political Ecology perspective to illuminate the double jeopardy that female waste pickers face in the era of COVID-19, which academia often ignores. Ultimately, this paper shows that COVID-19 exacerbated the preexisting injustices that the waste picker community face and created an immense burden on women. This paper will show that it is important to notice the differentiation between female and male waste picker challenges, especially at the crux of the COVID-19 pandemic. This paper critically examines the neo-liberal conceptualization of Information and Communication Technology for Development (ICTD), which imposes the linear and simplistic notions of empowerment and development on the users from the global South. Using the rapidly growing EdTech segment in India as a case, this paper observes that EdTech has been touted as a magic multiplier and a savior for countries like India that aspire to educate their large populations. This has prompted EdTech companies to pursue platformization and templatization to accomplish scalability and standardization in EdTech use. Based on immersive ethnographic research with youth from low-income families in three Indian cities—Ahmedabad, Delhi, and Vadodara—we argue that the practices of young people concerning EdTech resist standardization. Our analysis reveals that three major factors—challenges of access and autonomy, continued relevance of place-based learning and in-person interactions, and uneven quality and rigor—influence low-income students and families to not completely buy the promise of access, equity, and quality that EdTech companies and governments advance. We explore the significance of the socio-economic and cultural contexts of young learners in the global South context and argue that they aspire for personalization, place-based experiences, guidance/mentorship, high grades, and in-person interactions instead of standardization. They do not fully benefit by the experimentation, DIY practices, and tech-lead learning opportunities and resources offered by EdTech platforms in their current state. [ABSTRACT FROM AUTHOR]

This research paper explores the Hindutva ideology of the Bharatiya Janata Party (BJP) by analysing its implications for Pakistan. BJP’s ascension to power led the Hindu Nationalist government to implement the Hindutva ideological rhetoric. With a substantial Muslim population living in India and rivalry with Pakistan, such policies have significant implications for the Indian Muslim community as well as for Pakistan. These Hindutva-driven policies have not only raised concern regarding minorities' rights in India, affecting Kashmiri Muslims but also raising security challenges for Pakistan. In the past decade, the legislative and executive bodies have been actively engaged in promoting this ideology, as evidenced by the amendment of national citizenship law, growing riots against Muslims, and the Indian government's policy towards Pakistan. By analysing the recent minorities-related events, this paper seeks to assess the impact of the policies of the BJP government towards the Indian Muslim community and its interaction with Pakistan. [Purpose] This article addresses the lack of legislation in India to govern digital currencies, as well as the legality of Bitcoin in comparison to Russia's ban on other digital assets for payment regulation, highlighting the necessity for effective legislation once all around the world. It further delves into potential misuse of private cryptocurrencies in a variety of ways while placing upon the need for both countries to form a new digital currency regulatory authority. [Methodology/Approach/Design] This paper probes into the existing legal regulations for Cryptocurrency in India, Russia and other countries by using primary and secondary data throughout the paper. The primary data have been taken from legitimate government sources such as Russia's federal law and other bills and laws enacted in India, such as the "Banning of Cryptocurrency and Regulation of Official Digital Currency Bill, 2019" and "The Cryptocurrency and Regulation of Official Digital Currency Bill, 2021." Various judgments like the case of Internet and Mobile Association of India v. Reserve Bank of India and Dwaipayan Bhowmick v. Union Of India and Ors. have been taken out from Manupatra which is an online database for legal research. Government reports and notifications from the Indian, Russian and US government have also been examined. The secondary data include numerous news articles from Times of India, The Mirror, India Times, The Moscow Times, Telegraph, The UK News and other new sites. Lastly, articles by various researchers like Bohme et al, Dyhrberg and Kim have also been thoroughly analysed. [Findings] It was concluded that legalising Cryptocurrency through codified laws, appropriate approval for digital currencies through regulatory authorities, establishing clear definition of 'cryptocurrency', uniform taxation for all types of Cryptocurrencies, updation of penal laws and setting imprisonment for cryptocurrency regulation violation seem to be some effective solutions to reignite the Indian and Russian Economies. [Practical Implications] The practical implication lies in the fact that the use of cryptocurrencies is increasing on a daily basis, but neither the national government nor the world organizations has made any steps to control the market for virtual currencies.
