This paper argues that the COVID-19 pandemic can and should be understood as a form of creative destruction (Schumpeter's gale), at a hyper level owing to its biological/medical dimension. Therefore, the critical response to such a hyper force is to rethink how institutions administer Public Policy in South Africa (Path Dependency), most importantly economic development planning institutions and Covid-19 responses, in the form of 'The Economic Reconstruction and Recovery Plan'. It's the contention of this paper that the reason why Covid-19 continues to impact the South African government's economic planning ethos is anchored in its developmental orientation, particularly how constitutional legalism has impaired economic development planning. This could impart be due to the unaddressed influences of the initial waves of Law and Development post-1994. The South African experience with the initial waves of Law and Development were muted owing to the problematic nature of the 1994 transition which sought peace at all costs without necessary addressing substantive economic development reform considerations. Therefore, using the policy experiences of Covid-19 and Lee's, General Theory of Law and Development, particularly the aspects of Development and State Capacity and Political Will, a revision of the South African Constitution will be called on, principally chapter's 2 and 6 (Bill of Rights) and (Province). Ever since Beijing has launched its grand transcontinental Belt and Road Initiative (BRI), President Xi's key foreign economic plan has ignited interest of policymakers and academia alike. This paper explores that under the BRI framework, China has invested billions of dollars in infrastructurebuilding in diverse regions across the globe, including South Asia where Beijing has expanded its footprints by implementing projects in various sectors. India, being wary of Chinese ambitions and intentions, has declined to join the venture as it has reservations over Xi's 'project of the century'. In response, India has come up with various initiatives to counter the growing role of Beijing in South Asia and beyond. Key Indian initiatives are examined aimed at rivalling China. For enhancing regional integration and connectivity, India, in partnership with Japan, has launched Asia-Africa Growth Corridor (AAGC). International North-South Transport Corridor (INSTC) is another such venture to dwarf the Chinese BRI. In collaboration with the Group of 20 (G20), New Delhi unveiled another connectivity initiative -- India-Middle East-Europe Economic Corridor (IMEC) as an alternative to the BRI. The paper concludes that although India is eager to compete with China, it does not have enough resources to match China's regarding investing and implementing mega infrastructure projects. The study introduces the Five-Year Plan as an assignable Chinese experience for attaining comprehensive development to provide policy reference for goal-based development related to sustainability. Before illustrating a dynamic localized implementation path of merging the UN Development Strategy and China's national planning policies, the paper uses quantitative comparative analysis to depict an overview of this dynamic. Two key features, goal integration and development efficiency, were then built to characterize China's multidimensional development goal implementation capacity. The study aims to clarify how and why South Korea initiated and maintained a fragmented aid structure, even though discussions about integration existed before the establishment of its aid institutions. The research utilises a path dependence framework for its analysis. This analysis reveals that discussions concerning the fragmented structure of South Korean aid began in the 1960s and ultimately led to the establishment of South Korean aid agencies. This paper delves into the issue of integrating fragmented aid within the South Korean government by using newspaper articles, government documents, and reports. Path dependence is further illuminated by its relationship to the policy environment and institutional context. In conclusion, the persistence of this fragmented structure can be ascribed to factors such as the intricate nature of the aid policy, which combines diplomatic and economic policies within the policy environment. In terms of the institutional context, the claims of legitimacy for preserving the policy authority of aid-related ministries and the diminished coordination authority of the Economic Planning Board in the 1980s steered the path dependence of the fragmented aid structure. This paper aims to provide a multiple dependent state (MDS) sampling technique for light-emitting diode luminous intensities under indeterminacy by employing time truncated sampling schemes and the Weibull distribution. This indicates that ASN is significantly impacted by the indeterminacy parameter. Furthermore, a comparison is shown between the existing, indeterminate sampling plans and the recommended sample designs. The projected sampling technique is illustrated by calculating the luminous intensities of LEDs using the Weibull distribution. Based on the findings and practical example, we conclude that the suggested strategy needs a smaller sample size than SSP and the current MDS sampling plan. [ABSTRACT FROM AUTHOR]

This paper reviews how young people's education-to-work transitions have changed since 1989 in former communist countries that have subsequently become full members of the European Union (EU). The sudden collapse of the command economies led to an equally abrupt breakdown in earlier routes into working life. Subsequently, the new independent states have reconstructed their education and training, and their market economies have developed. They now exhibit similar variations in rates of youth unemployment, progression through higher education, and mixtures of academic and vocational secondary education as older EU member states. However, there are features that continue to set all ex-communist countries apart, irrespective of whether they have become full EU members. These are low local rates of pay and westward migration. Its new member states have joined the Southern countries in a European periphery. Yet, there may be sufficient winners in the European core and periphery to keep Europe united. The article examines the nature of bank money on two complementary levels. The first level deals with theoretical considerations. Here, the departure point is Social Positioning Theory, which provides a framework to investigate the nature of money. Within the theory, the paper situates bank money in credit‐debt relations, that are themselves integral part of a wider productive‐consumptive nexus of the economy. In this perspective, bank money is the relation, accounting economic positions of participating members, resulting from their economic activities realized within the context of the overall society. The second level uses the methods of Oral History and Memory Studies and, through semi‐structured interviews, provides empirical material illustrating ideas about the nature of money in a specific historical form. The article thus explores the contrasting experiences of banking in the context of a centrally planned economy and banking in the transformation to a market economy. These two contrasting episodes are illustrative because of the significant change in the form of bank money, which brings to light various aspects of its nature. Moreover, the article utilizes interviews that present the lived experience of bankers with years of involvement in the sector, enriching the perspective on the issue under study. Few publications have considered the urban heat island (UHI) effect in small settlements. This paper, therefore, presents the findings of a UHI study conducted in the small, mid-latitude city of Inverness, Scotland (population: 63,220). The study aimed to provide an initial appraisal of the scale of UHI phenomena in Inverness and to understand the factors associated with its presence. Mobile vehicular traverses of a study transect were conducted on 30 dates during June, July & August 2019. Measurements of near-surface air temperature were recorded at 19 local climate zone observation points between 20:00 and 23:00 BST. Daily mean UHI intensity (UHII) during the study ranged from 0.7 to 3.5°C, with an overall mean UHII of 1.6°C. Land use characteristics impacted the UHII, with areas with higher fractions of impervious surface cover returning significantly higher air temperatures. UHII increased with the onset of sunset, and the highest UHII occurred on dates with up to 1–2 oktas of cloud cover, low relative humidity, and high cloud base height. The results align with previous studies and comparisons are drawn between Inverness and other settlements globally. The allocation of biogas between power generation and heat supply in traditional kitchen waste power generation system is unreasonable; for this reason, a biogas prediction method based on feature selection and heterogeneous model integration learning is proposed for biogas production predictions. Firstly, the working principle of the biogas generation system based on kitchen waste is analyzed, the relationship between system features and biogas production is mined, and the important features are extracted. Secondly, the prediction performance of different individual learner models is comprehensively analyzed, and the training set is divided to reduce the risk of overfitting by combining K-fold cross-validation. Finally, different primary learners and meta learners are selected according to the prediction error and diversity index, and different learners are fused to construct the stacking ensemble learning model with a two-layer structure. The experimental results show that the research method has a higher prediction accuracy in predicting biogas production, which provides supporting data for the economic planning of kitchen waste power generation systems. This paper aims to contribute with initial reflections on the adoption and regulation of cryptocurrencies, as well as blockchain technology in the case of Cuban socialism. It is assumed that both the cyclical crisis and the structural crisis represented by capitalism on a global scale contribute to the presence of this technology in Cuba. To this end, we seek to contextualize the regulation of crypto-activities in a planned economy and understand how this has resulted in the expansion of technology-based enterprises and projects supported by blockchain technology. Finally, with the contribution of the Political Economy of Communication, it is questioned to what extent cryptocurrencies can really solve the crisis of the Cuban system when democratization manifests itself only in the sphere of circulation, relegating the concentration of power and wealth that manifests itself in the productive sphere. Topics include Christian Fuchs' approach to demonstrating Khaldun's anticipations of key modern concepts, Khaldun's nominations as the founder of sociology, a pioneering economist, and the first modern historian, and Fuchs' claim of Khaldun for critical political economy and his relevance to critical communication analysis.

Purpose: The purpose is to have appropriate planning for reducing costs during the procurement process and increasing profits during the sales period in a supply cycle at a retail store. To make the proposed model practical, efforts have been made to implement the existing constraints in a business environment and legal factors. Design/methodology/approach: To achieve the objectives of this research, a mixed-methods approach was employed. Initially, sales data was collected, and industry experts were consulted to identify key products. A mathematical model and a particle swarm optimization algorithm were utilized for simulation and optimization. Furthermore, time series forecasting techniques were employed to estimate demand accurately. Findings: The findings of this research emphasize the importance of considering all factors affecting costs simultaneously when utilizing tools to reduce costs during the planning period. It was observed that certain tools, which individually have a favorable effect on costs, may collectively result in an increase in costs over the examined period. This highlights the need for a comprehensive and integrated approach to planning. Research limitations/implications: The business environment and legal factors in each country are among the factors that affect the performance of retailers, which has received less attention in previous research. This research aimed to address this gap by considering various factors. However, it is important to note that the proposed model has been investigated in research in hypermarkets and is applicable, but it cannot be generalized to other retailers. The economic calculation of a central planner has traditionally been argued to result in irrational and inefficient allocation of resources, but this can be reasonably questioned given advances in computing technology, especially artificial intelligence (AI). We conclude that central planning coupled with AI is still unable to allocate resources with the same efficiency as price signals and market forces through examinations of the technical structure of current AI approaches. AI-driven central planning is not viable in part due to incentives, computing power, knowledge/data acquisition, and speed of collection. There are deep incentive problems for planners, programmers, and ordinary participants to complicate efforts at planning and bias data. Most importantly, AI cannot easily or quickly duplicate the signals of relative scarcity that are generated in markets. • This paper proposes a multi-dimensional assessment framework for cropland use stability. • Multi-dimensional cropland use characteristics present significant spatial differentiation. • Cropland stability in Northeast China Plain and Loess Plateau is the highest and lowest. • Urbanization will lead to about 9.31% of high-stability cropland losses in 2030. • Integrating landscape stability and national planning can draft a sustainable-oriented strategy. Shifting to more sustainable use can curb cropland resource degradation and improve production resilience. However, most cropland use assessments are unilaterally focused on biophysical levels and productivity, ignoring the multi-dimensional aspects of degraded cropland. This study attempts to describe cropland use stability in China by proposing a multi-dimensional assessment framework (including quantity, quality, management, service, and risk) to provide a reference for designing land degradation-neutral strategies. Results show that multi-dimensional cropland use characteristics present significant spatial heterogeneity. Western regions are reserve resource agglomerations that can replenish cropland quantity. In contrast, main grain-producing areas cover most current resources with preferably cultivation quality, management efficiency, and ecosystem services, while risk resistance is weak (especially in Middle-lower Yangtze Plain). Generally, the stability of cropland use in Northeast Plain is the highest and in Loess Plateau the lowest. Besides, urbanization will occupy about 9.31% of the high-stability cropland in 2030, of which 70.29% will occur in Northeast Plain and Huang-Huai-Hai Plain. The total potential productivity loss in Huang-Huai-Hai Plain alone will reach 100.1 kt, equivalent to supplying the food demand of 199,200 people annually. Therefore, a sustainable-oriented refined cropland management strategy should be designed according to the hierarchical nested spatial layout of comprehensive planning-stability map-multi-dimensional utilization characteristics to ensure the loss-replenishment balance and stable production. The collapse of the former Soviet Union signaled failure of large-scale experiment in communitarian property. Privatization reform consequently was taken as the start point to transfer the planned economy to a market economy by the post socialist countries. This also occurred in economic transition countries such as China. However, in overcoming the tragedy of the commons privatization might create anticommons problems. Here we develop a nested common-private interface framework from the perspective of resource system and resource units and apply this framework to explain reforms of rangeland property in China and Kyrgyzstan. We confirmed that the root of the dilemma, either caused by commons or anticommons, can be attributed to the interface mismatch between individual elements and common elements. Trying to overcome the dilemma by changing property arrangements alone cannot eliminate the incentive mismatch caused by the common-private interface. Institutions aimed at alleviating the mismatch are accordingly required. Theoretically, this framework converts Ostrom's concept of commons into liberal commons that the members have options to exit, which is becoming increasingly common in the current global context of marketization. Purpose: This study aims to examine the impact of national culture on classification shifting in Eastern European Member States of EU Eastern European countries (EEU) vis-à-vis the Western Member States of EU (WEU). The EEU provides a unique sample to study the quality of financial reporting that the authors measure with classification shifting given that for more than five decades they were following the model of a centrally planned economy, where market-based financial reporting was absent. Yet, the EEU transitioned to a market-based economy and completed its accession to the EU. Design/methodology/approach: This study uses a panel data set of firm year observations from 1996 and 2020 that covers the full transition of EEU. This empirical analysis is based on fixed effects panel regression analysis where the authors report a plethora of identifications. Findings: This study finds classification shifting in the EEU countries since their transition to the market-based economy, though they have no long record of market-based financial reporting. This study also notices that cultural factors are associated with classification shifting across all Member States of the EU. This study further examines the impact of interactions between cultural characteristics and special items and reveal variability between WEU and EEU. As part of the robustness analysis, this study also tests the impact of culture on real earnings management measures for both WEU vs EEU, confirming the variability of the impact of culture on earnings management. Research limitations/implications: Future research could explore the role of religion differences in WEU vis-à-vis EEU states, as they are also subject to cultural differences. Practical implications: The findings are important for regulators, external monitors and investors, as they show that cultural factors affect earnings management with some variability across countries in the EU, and they should be acknowledged in policymaking. Social implications: The findings show that cultural differences between EEU and the "old" Member States of the EU could explain classification shifting. Originality/value: To the best of the authors' knowledge, this is the first study that sheds light on the impact of national culture on classification shifting in EEU of EU vis-à-vis the "old" WEU of EU. State-owned enterprises (SOEs) and their liabilities have been extensively examined in the literature. However, less attention has been paid to how SOEs overcome such liabilities and even flourish in a market transition from a centrally planned economy to a market-based one. This study explores how China's SOEs continue to thrive in a system where state and market logics co-exist. The state appears to arrange an institutional field favoring SOEs, which are likely to transact and interact with co-located market-based firms, from which they acquire market logic elements through knowledge spillover. Three different market-based forms—previous SOEs that have been privatized, new privately owned enterprises, and foreign-owned enterprises—enhance the survival chances of SOEs. Each market-based form is established for different reasons and operate through different processes, incorporating market logic elements and developing the ease of communication that affect how SOEs obtain market logic elements. Furthermore, government affiliation and industry structure generate different levels of support and demands for SOEs, and thus not all SOEs benefit equally from obtaining market logic elements. The first global stocktake (GST) at 2023 UN Climate Change Conference (COP28) pointed out that accelerating the phasing down of fossil fuels has become an important mitigation policy to maintain a maximum temperature limit of 1.5 °C. The optimal power portfolio for achieving Taiwan's net-zero emissions by 2050 is evaluated from the perspective of sustainable development. This study is enhances the 2021 research findings of Wang et al. on the sustainable power model, incorporating homogenized cost and technical constraints for empirical analysis. The results indicated that renewable energy sources play a pivotal role in achieving net-zero emissions. Gas power generation requires careful consideration, including early decommissioning or the adoption of carbon capture and storage (CCS) technology to prevent carbon lock-in and compete with hydrogen energy technology. Notably, coal combined with CCS technology offers a viable option for a cost-effective roadmap for a decarburized power generation portfolio by 2050, serving as a reference for national planning strategies for promoting net-zero emissions. In this article, the authors have sought to develop and present an optimal model of Iran's countermeasures against the threats of the economic plans of the major powers in Central Asia. This qualitative research uses mixed-methods (i.e., thematic matrix and thematic network) to collect and analyze data. Since the thematic matrix was used as a data analysis method, an indirect observation study (analysis of textual material) was performed, data were collected through a purposeful sampling of existing textual materials, and finally, a comparison and an analysis were made to specify commonalities and differences. In addition, since the thematic network, research data were collected using a semi-structured interview with 10 experts, who were selected using theoretical sampling; the collected data were analyzed using the thematic network analysis method. Eventually, a conceptual network model was constructed and interpreted. Findings of qualitative research while identifying opportunities and threats revealed that the optimal model of Iran's countermeasures against the economic plans of the major powers in Central Asia with three global themes, including the adoption of economic diplomacy by Iran, the adoption of soft diplomacy by Iran, and efforts to exit sanctions and remove sanction barriers, had reached theoretical saturation. The most appropriate strategy for Iran to confront the threats of the economic plans of the major powers in Central Asia is to adopt convergent diplomacy in the form of various kinds of diplomacy and the removal of the sanction barriers.
