Democratic erosion in the EU's Central and Eastern European (CEE) member states has confounded EU policy-makers. In this paper, we investigate the assumptions behind the climate of optimism about CEE democratization that prevailed in EU decision-making before and after the 5th and 6th enlargements, and the extent to which political science participated in this intellectual climate. Based on a qualitative analysis of EU decision-making in the early twenty-first century and a quantitative analysis of 500 randomly sampled papers published between 2000 and 2015, we find that both policy makers and the most influential research in political science shared a bias towards optimism structured by common assumptions: A procedural understanding of democracy, a rational institutionalist belief in the EU's capacity to bring these procedures about with the use of incentives and the related assumption that sociocultural dimensions of democracy would eventually follow institutions. We argue that these common assumptions help to explain both the EU's failure to pre-empt and respond proportionately to democratic erosion, and the failure of our discipline to check that optimism. The Strategic Consequences of Chinese Racism is a book-length academic research article commissioned by Andrew Marshal, director of the Department of Defense Office of Net Assessment (ONA). Owing to the significant policymaking power of ONA, Strategic Consequences indicates potential soft-power tactics in use by the Pentagon in countering Chinese influence in Africa. This paper examines Strategic Consequences' three key arguments. This paper examines the argument that Chinese society is more racist than U.S. society and finds this argument is likely correct. This paper examines the argument that Chinese racism is a stabilizing force for the Chinese government and finds this argument is likely correct. Finally, this paper examines the argument that U.S. anti-racist culture acts as a useful tool of soft-power influence in Africa, and finds this argument is likely incorrect. This paper concludes that ONA has accurately gauged the strategic value of Chinese racism for the Chinese government but overestimates the U.S. capacity to counter China in the field of soft power competition. Higher education (HE) policymaking is increasingly concerned with graduate outcomes. Policies often use narrow economic metrics, such as employment rates and salaries, to set strategic goals for HE and assess 'value for money'. Despite this policy relevance, little attempt has been made to assess the academic literature in this area. The field's strengths and weaknesses, areas of focus and level of criticality are unknown, leaving us unable to judge its ability to inform policy. This paper addresses this gap using a novel two-phase scoping review method. Phase 1 assesses literature that explicitly uses the term 'graduate outcome', finding a field that is largely fragmented into subfields. Phase 2 then performs a series of 'top-level' scoping reviews on each sub-field and combines them to assess the 'overall' literature. This 'overall' literature is found to share HE policy's focus on economic graduate outcomes. While several well-developed non-economic subfields exist, such as critical thinking and lifelong learning, these are comparatively small. A limited proportion of the literature considers issues of inequality and other 'critical' topics. If research is to better inform policy in this area, it would be beneficial to develop a broader and more critical research programme. [ABSTRACT FROM AUTHOR]

The paper aims to study the happiness among youth by elaborating on the determinants of happiness among the youth in the Arab region. The paper relies on a probit model using novel and unique data at a micro-level extracted from the SAHWA Youth Survey (2016). The dependent variable in all of the models was derived from a question on self-satisfaction from the survey. We examined six models containing a diverse set of variables. The survey covers five main nations which are Lebanon, Egypt, Algeria, Morocco, and Tunisia. The paper studies the effect of the socio-economic, household, labor market, and value-based characteristics on happiness. The main findings show that being male and the age factor are associated negatively with the happiness of youth in the Arab region. In addition, education, income, democracy, and gender equality are factors associated positively with the happiness of youth in the Arab region. Furthermore, the results show that the Arab identity is associated negatively with happiness of youth in the Arab region. Purpose: The objective of this paper is to develop a redesigned commissioning process for social care services that fosters integrated care, encourages collaboration and balances professional expertise with client engagement. Design/methodology/approach: This study employs a two-pronged approach: a case study of a municipality's use of subsidy tables and a literature scoping review on integrated care research. Findings: The paper introduces a new framework for the study of the new "subsidy tables." A well-defined and extensive consultation process involving both social care providers (suppliers), the Service Triad, and client representation adds to the existing research on supplier consultation, and on how to define the outcomes for clients via client engagement. Research limitations/implications: While aspects are clearly relevant to the Netherlands, the design of the commissioning process of social care has international relevance as well: finding definitions, formulating outcomes and incentives, designing a more collaborative instead of competitive process, stakeholder engagement and consultation. Practical implications: Several Dutch municipalities started using the "subsidy tables" method for commissioning integrated social care. This paper offers clear improvements that benefit the commissioners, the social care providers and their clients. Social implications: Improving the commissioning process of integrated social care will lead to better fitting care for people who need social care. Purpose: This paper aims to respond to the response pieces by Burmester (2024) and by Dindial and Voss (2024) to the original paper on "Taming wicked problems through international business policy: recommendations for addressing modern slavery". Beyond engaging with the issues raised by Burmester (2024) and Dindial and Voss (2024), the follow-up helps further clarify the key difference between so-called "grand challenges" and "wicked problems" for both international business (IB) policymaking and multinational enterprise (MNE) research. Design/methodology/approach: In response to Burmester (2024), the paper juxtaposes key literature on grand challenges and wicked problems to show the theoretical value of applying a wicked problem lens to modern slavery. In engaging with some of the issues raised by Dindial and Voss (2024), this paper further builds on the most current review papers on navigating control and coordination issues within MNEs and the literature on global value chains (GVCs). Findings: The paper operationalises the field of IB policy of relevance to modern slavery research and proposes an augmented conceptual model of MNEs' control and coordination mechanisms to address modern slavery under conditions of distributed responsibility in their GVCs. Originality/value: This paper problematizes the grand challenges' label imposed on modern slavery and leverages a wicked problem theoretical toolkit that can help better guide modern slavery's global and multi-level governance nexus. One of the key objectives of the advocacy coalition framework (ACF) is to clarify the role of science in policymaking. As such, scientists can help inform science and technology policy decisions by providing information on the risks and benefits of a technology. There is also high demand for scientists to take an active role in policy debates, and policymakers often rely on scientific experts to help them make decisions on regulations. However, few empirical studies have focused on the establishment of coalitions and their impact on policy outputs, or on the role of scientists in these coalitions. This paper explores how the ACF can be applied to a policy subsystem by examining two nanotechnology regulation policies of the U.S. Environmental Protection Agency as cases. Drawing on 21 interviews with people involved in nanotechnology subsystems, this paper finds that there are two opposing advocacy groups in the nanotechnology policy subsystem, each with their own shared beliefs. The qualitative interview analysis suggests that the lineup of coalition members is stable over time, but the EPA exhibits less consistent positions. The interview data also show that despite many policy actors being involved in the nanotechnology policy process, there is a significant role for scientific information in the subsystem. This paper proposes a theoretical model with two types of households to explore the distributional effects of inflation, assess the non-neutrality of money; and in return, to provide a guideline for policymakers in setting inflation rate. An impatient borrower who faces a borrowing constraint holds a positive amount of debt in equilibrium while a patient lender engages in consumption smoothing. Hence, inflation affects net worth of borrowers via nominal debt by redistributing resources away from lender, rendering welfare gains for the borrower and losses for the lender; and the structure of borrowing constraint gives rise to non-neutrality of anticipated inflation. The utilitarian welfare gain from generating inflation in a cashless economy is amplified when heterogeneous productivity levels are assumed. Yet, incorporating money demand in the form of money-inutility model suggests that an inflation tax as an additional distortion reverses the overall positive effect of generating inflation in the cashless economy. Purpose: For over 15 years, Mental Health First Aid™ (MHFA) has successfully been delivered in Wales, United Kingdom, with growing interest in the MHFA programme and increasing course attendees. Trainers, aware of the need for support, know the importance of MHFA being accessible for different communities and learner groups. MHFA has always focused on increasing mental health literacy. One marginalised group, with lower mental health literacy than the general population, is Deaf people, a group with increased risk of mental health problems. This paper aims to provide insights about why Deaf people are twice as likely as hearing people to experience mental health problems. Design/methodology/approach: During this paper, the authors have used four focal points i) exploring situational contexts for Deaf people; ii) reasons why Deaf individuals are at greater risk of mental health problems; iii) the authors explore a project, "Hear Deaf", and implementation of MHFA Wales by Deaf MHFA trainers; and iv) initiatives to influence and impact on policymakers. Findings: During the project, nine MHFA courses were delivered to Deaf communities across different locations in Wales, often with information and advertisements circulated directly to Deaf communities through Deaf clubs, resulting in 120 Deaf people trained. The authors conclude with their own reflections as a researcher and an MHFA who work predominantly with Deaf communities. Originality/value: This paper provides a discussion on the specific risks for Deaf people around mental health and the importance of mental health promotion programmes for Deaf communities. Machine learning (ML) has become increasingly prevalent in various domains. However, ML algorithms sometimes give unfair outcomes and discrimination against certain groups. Thereby, bias occurs when our results produce a decision that is systematically incorrect. At various phases of the ML pipeline, such as data collection, pre-processing, model selection, and evaluation, these biases appear. Bias reduction methods for ML have been suggested using a variety of techniques. By changing the data or the model itself, adding more fairness constraints, or both, these methods try to lessen bias. The best technique relies on the particular context and application because each technique has advantages and disadvantages. Therefore, in this paper, we present a comprehensive survey of bias mitigation techniques in machine learning (ML) with a focus on in-depth exploration of methods, including adversarial training. We examine the diverse types of bias that can afflict ML systems, elucidate current research trends, and address future challenges. Our discussion encompasses a detailed analysis of pre-processing, in-processing, and post-processing methods, including their respective pros and cons. Moreover, we go beyond qualitative assessments by quantifying the strategies for bias reduction and providing empirical evidence and performance metrics. This paper serves as an invaluable resource for researchers, practitioners, and policymakers seeking to navigate the intricate landscape of bias in ML, offering both a profound understanding of the issue and actionable insights for responsible and effective bias mitigation. It is often necessary for a company to reach a compromise with its creditors, and where necessary, third parties. A useful tool for facilitating such a compromise is the scheme of arrangement, a court-controlled procedure for restructuring the relationship between the company and its members or creditors. The scheme provisions are, however, silent on whether a third-party release may be incorporated into a scheme. Since the mid 2000s, the Australian and UK courts have developed two different tests, namely the nexus test and the necessity test, to fill this statutory gap. This paper discusses policy concerns, if any, that the alternative tests have given cause to, and if the answer is 'yes', how these concerns should be addressed. The paper concludes that the necessity test does, and the nexus test does not, give cause for concern and that the latter should be adopted for determining scheme jurisdiction in all cases. This concept paper explores possible collective identities for a future wildland fire workforce. Taking inspiration from the work of futurists who foresee an end to the dominant fire exclusion/suppression paradigm, and assuming that an emerging fire restoration/resilience paradigm shift replaces it, this paper engages in speculative explorations of the process and product of this paradigm shift with respect to the future collective identities of a workforce conducting ecological fire management. Social constructionist assumptions from symbolic interactionist sociological theory, Gramscian political theory's concept of hegemony, and new social movement theory's concept of collective identity all provide the intellectual foundations for the discussion. This concept paper argues that in order to actualize a paradigm shift, more than advances in scientific research or reforms of government policies will be required—the wildland fire community will need to become (or join) a social movement engaged in collective actions. An imaginary social movement, the "Greenfire revolution," is invented to help illustrate how the selected theories and concepts might apply in the social construction of ecological fire management and the collective identities of its future workforce. The discourse of deservingness has been mobilised against certain groups in the UK society navigating UK labour markets, among them refugees and asylum seekers. These discourses, leading to the stigmatisation of the unemployed are coupled with an emphasis on the importance of individuals taking responsibility to develop their 'employability'. Little attention has been paid to scrutinise the contrast between the deservingness rhetoric and policy making with the actual conditions newcomers, and in particular refugees and asylum seekers, are confronted with when seeking employment. Our paper fills such a gap by indicating key contradictions at the heart of labour market integration in the UK. On the one hand, the emphasis on deservingness is coupled with policy discourses that construct an environment shaped by welfare and labour market chauvinism. On the other hand, the policy architecture is fundamentally flawed in a number of ways in terms of the support mechanisms necessary to ensure that newcomers can successfully integrate into the labour market. Background: Ghana was one of the few countries commended to have halved extreme poverty after the MDG era yet the under-five mortality rate (U5MR) was dire. Ghana's U5MR is still above the national and global SDG target. As a result, the government has over the years implemented other complementary social and policy interventions to improve the socioeconomic status of households to ensure better child health outcomes. Yet key gaps exist and threaten child health outcome sustainability, and child health-related SDG targets. In this regard, we hypothesize that household wealth should therefore not influence under-five child deaths significantly. Methods: The paper first reports the under-five mortality trend over the past 30 years in Ghana. It uniquely analyses the levels and trends in wealth as measured by the Gross National Income per capita at purchasing power parity (ln GNI/p, ppp) as a proxy of the mean Comparative Wealth Index (CWI) against under-five child deaths in Ghana. Using data from the 2014 Ghana Demographic and Health Survey and employing the logistic regression estimation technique, the paper further estimates the effect of household wealth and other key covariates on under-five child deaths. Implemented government poverty-alleviating policies and intervention programs to reduce childhood mortality in Ghana were reviewed to identify risk gaps to child deaths. Results: The 30 year trend analysis from 1990 to 2020 shows that the under-five mortality rate in Ghana is still high, falling short of the rate of decline that is expected toward achieving the 2030 SDG target for U5MR of 25 deaths per 1000 live births. Our empirical estimations show that household wealth still has a negative and significant relationship with under-five child deaths despite the government's existing poverty-alleviating and pro-poor health policies. In addition, the results show that regional differences, maternal age, the number of children alive, and attendance to postnatal healthcare services are crucial for child survival. Conclusion: The results imply that the government should consolidate universal programmes with intensified targeted interventions toward improving household wealth, especially in the Northern Savannah regions. A new and dynamic child health policy is imminent to reflect strategies towards achieving the SDG target on U5MR. What role does our knowledge about the ideal society play in guiding policymaking in the real world? One intuitive answer is to approximate. Namely, we have a duty to approximate the ideal within the relevant constraints of feasibility. However, political philosophers seem to have what might be called 'approximatophobia'. Many philosophers, including idealists such as David Estlund, warn against approximation. Their criticism is chiefly motivated by 'the problem of second best', which points out that your second-best option may not be closest to your best option. This paper aims to dispel 'approximatophobia'. The difficulty posed by the problem of second best is often overstated. More positively, I present a novel defence of approximation, arguing that approximation of an ideal can be a reasonably reliable default strategy of action guidance in the real world. Difficulties that may afflict the project of approximation can be mitigated by sophistication of the project of approximation. After showing that critics of approximation overstep their mark in issuing the strong or moderate warning against approximation, I propose an account of sophisticated approximation. It seeks a series of reforms that make existing social institutions closer to the ideal based on careful selection of frame of analysis. Three virtuous correlations are identified as indicators for successful project of approximation, linking descriptive similarity to desirability, feasibility and knowledge of the ideal. Purpose: The purpose of this paper is to study the popular educational broadcasting of Julius Sumner Miller and its intersections with contemporary science policy and education. Design/methodology/approach: The paper draws on archival research including resources so far unused by historians of science or of broadcasting and audio-visual resources of Sumner Miller's broadcasts on Australian, Canadian and American television. It begins by contextualising Sumner Miller as both an academic and broadcaster. The second section interprets the core points of his educational philosophy which he articulated in his written and broadcast works. The final section uses his private papers contextualised by works on the history and philosophy of science to interpret and delineate the disparity between Sumner Miller's influence as a populariser of science and the prevailing trends in scientific policy and teaching. Findings: This paper proposes that reconstructing the themes and recurring points he asserted in his broadcasts reveals disjunction between Sumner Miller's high-profile successes and the contemporary trends in both science policy and science education. This paper interprets the circumstance of an internationally known and influential science populariser who was coterminous with but against the grain of the notion of "big science". He therefore sought to popularise science precisely as it was developing in ways he disparaged. Research limitations/implications: This paper breaks new ground by interpreting the different sources, audio-visual and written, created by and about an influential television broadcaster. Originality/value: Although he was widely and internationally known, and the range of his influence on science communication is generally noted, Sumner Miller's broadcasting and the themes and educational philosophy espoused in it is little researched and contextualised. This paper sharpens understanding of his influence but also his points of intersection and disjunction with scientific culture. Hitherto unused archival resources contribute to this understanding. Purpose: The digital age requires people of all ages to communicate and organise their lives through digital technologies. The project EQualCare investigates how the growing population of older people living alone is managing this transition, how it shapes their (non-)digital social networks and what changes on a local level need to be brought about. This paper aims to give insight into the process of participatory action research (PAR) with older people in the community across four countries and reflects on experiences made by academic and co-researchers. Design/methodology/approach: Following the emancipatory underpinnings of PAR, which aims to reduce inequalities through collaboration and co-design, EQualCare involved nine teams of co-researchers across Finland, Germany, Latvia and Sweden making older people the centre of policy development. Co-researchers were involved in formulating research aims, collecting data, reflecting on data, formulating and disseminating recommendations for local policy stakeholders. Findings: Co-researchers' motivation to invest considerable time and effort was driven by a desire to create a more equal future for older people living alone. Moreover, they were keen to involve marginalised older people and became frustrated when this proved difficult. Power dynamics played a role throughout the process but became productive as roles and responsibilities were renegotiated. Doing PAR with older people can be emotionally challenging for co-researchers when negative feelings around ageing are encountered. Originality/value: The paper advances understanding on the process of PAR in ageing research by reflecting on the social, cultural and political contexts of doing PAR with diverse sets of older people. Introduction: Social Prescribing has an established recognition regarding the benefits provided to the health-related social needs of adults, but little is known about how the intervention addresses young people's needs. There is optimism regarding the central role of two core mechanisms that allows social prescribing to be effective, such as the empathetic role of Link Workers and the connection with community resources. This paper aims to describe the role played by Link Workers working a Social Prescribing intervention targeting young people. Description: This paper adopts a case study methodology to describe the role of Link Workers addressing young people's needs and implementing Social Prescribing scheme in Sheffield (UK). Data were collected through semi-structured interviews with four of the seven link workers of one organisation based in Sheffield. Data were analysed through an inductive approach for emerging themes. Discussion: We provided a description of the profiles and background of Link Workers and described the three models of referral pathways into the intervention. The paper also shows how Link Workers identify young people's needs and how they connect with the community. Conclusion: Based on the insights and the internationally accepted definition of Social Prescribing, we provide a visual representation of the Social Prescribing model and discuss challenges. Digital models have become key sites of biological practice and science policy. This paper examines efforts to craft a digital salmon model for metabolic research. It traces the data configurations of feed, food, and health in Norway's bioeconomy aspirations—from cell culture studies in the lab to an integrated digital repository and public health nutrition trials in schools. A response to policy calls for more sustainable aquaculture, digital models become lynchpins for intensified data sourcing. I describe how datafication and digital model integration enact a particular mode of management, focused on profitability and human preferences, when optimizing fish feed to sustainability goals. Integrating molecular biology and mathematical functions, digital modeling promotes the idea of a prediction machine for preemptive optimization of feed and food across settings. Yet, unforeseen disruptions to aquaculture, for instance, by algae and lice, expose the complexity of marine food webs and the limitations of digital models. Even while in the making, the digital fish model becomes performative and shapes knowledge practices much beyond the lab. As knowledge infrastructures, models participate in the remaking of metabolic relations, recalibrating decision-making, while feeding back into and co-shaping the very entities and environments they were crafted to investigate. Over the past decade, the maker movement has gained prominence in China, garnering attention from policymakers, scholars, and practitioners. Although several studies have explored the movement's macro-level impacts on the country's economy and society, an adequate understanding of the individual makers' lived experiences, practices, and ideologies remains elusive. This paper addresses this gap by examining how individual makers negotiate and respond to the global maker movement's individualistic values and China's state-led techno-nationalism. Framed by concepts of "critical making" and "maker ideology," the study draws on qualitative data obtained from individual makers to offer insights into the evolving maker culture in China. Our findings suggest that Chinese makers have moved away from the Westernized critical-making paradigm and embraced a more techno-nationalistic orientation. By contributing to a nuanced understanding of the non-uniform and diverse development of the global maker movement in non-Western contexts, this paper sheds new light on the maker movement's ongoing transformation in China. Purpose: This study aims to critically examine the effects of COVID-19 social discourses and policy decisions specifically on older adult volunteers in the UK, comparing the responses and their effects in England, Scotland, Wales and Northern Ireland, providing perspectives on effects of policy changes designed to reduce risk of infection as a result of COVID-19, specifically on volunteer involvement of and for older adults, and understand, from the perspectives of volunteer managers, how COVID-19 restrictions had impacted older people's volunteering and situating this within statutory public health policies. Design/methodology/approach: The study uses a critical discourse approach to explore, compare and contrast accounts of volunteering of and for older people in policy, and then compare the discourses within policy documents with the discourses in personal accounts of volunteering in health and social care settings in the four nations of the UK. This paper is co-produced in collaboration with co-authors who have direct experience with volunteer involvement responses and their impact on older people. Findings: The prevailing overall policy approach during the pandemic was that risk of morbidity and mortality to older people was too high to permit them to participate in volunteering activities. Disenfranchising of older people, as exemplified in volunteer involvement, was remarkably uniform across the four nations of the UK. However, the authors find that despite, rather than because of policy changes, older volunteers, as part of, or with the help of, volunteer involving organisations, are taking time to think and to reconsider their involvement and are renewing their volunteer involvement with associated health benefits. Research limitations/implications: Working with participants as co-authors helps to ensure the credibility of results in that there was agreement in the themes identified and the conclusions. A limitation of this study lies in the sampling method, as a convenience sample was used and there is only representation from one organisation in each of the four nations. This paper aims to explore the intricate relationship between religio-political influence and its impact on social work in contemporary India. The escalating trends of majoritarianism, homogeneity, the instrumentalization of religion for political power, growing inequality, and the prevalence of caste-based violence have contributed to an alarming increase in intolerance among various religious, ethnic, and linguistic groups. These challenges, primarily driven by religio-political factions in India, pose significant obstacles to effective social work practice and intervention. The question arises: Can social work disentangle itself from religion and religio-political influence, or should a new narrative be developed within social work practice to address these concepts? This article underscores the pressing need for a fresh perspective that integrates religion, religiopolitics, and their influence on social work. New narrative can facilitate the development of effective strategies and interventions that mitigate the adverse effects of religio-political factions while promoting social justice and inclusivity. In conclusion, this paper emphasizes the necessity of reimagining the relationship between religion, religio-politics, and social work in India. European urban areas have different practices for the planning of transportation systems, for the decision-making processes of new regulations, the implementation of transportation solutions, and for the cooperation between operators. In this paper, the specific conditions and potential solutions in the field of electric micromobility (e-micromobility) are analyzed. The elaborated method consists of two parts. In the first part, an expert workshop is conducted, where urban mobility experts from different fields share their experience of e-micromobility and its relevance to policy-making. Additionally, an expert survey is developed to set an urban definition of e-micromobility up and to bring its most relevant parameters into focus. In the second part, a framework assessment including planning, regulatory, and practical realizations related to the usage of new mobility services is created. The governance of the street vendor economy has always been an important part of the social grass-roots governance. To stimulate the economy and ensure employment in the post-COVID-19 pandemic era, the Chinese government's policy towards the street vendor economy has transitioned from prohibition to legalization. This paper traces the three distinct historical phases of China's economic policy concerning street stalls in the 21st century, shedding light on the resistance encountered during the process of legalization. Subsequently, it uses policy comparative analysis to explain the legislative transition and the underlying reasons for these changes in three major Chinese metropolises: Shenzhen, Shanghai, and Beijing. The results show that the city's legislative turning and diversion strategies cannot achieve the expected effect. So the paper proffers suggestions for future policy-making. Well-functioning modern democracies depend largely on expert knowledge and expert arrangements, but this expertise reliance also causes severe problems for their legitimacy. Somewhat surprisingly, moral and political philosophers have come to play an increasing role as experts in contemporary policymaking. The paper discusses different epistemic and democratic worries raised by the presence of philosopher experts in contemporary governance, relying on a broad review of existing studies, and suggests measures to alleviate them. It is argued that biases philosophers are vulnerable to may contribute to reducing the quality of their advice, and that the characteristics of philosophers' expertise, and controversies around what their competences amount to, make it hard to distinguish proper from less proper philosopher experts. Reliance on philosopher experts may also intensify democratic worries not least due to the depoliticization pressures that the introduction of ethics expertise tends to give rise to. Still, philosophers have competences and orientations that policy discussions and democratic deliberations are likely to profit from. Worries about philosopher experts may moreover be mitigated by means of a proper design of expert arrangements. Confronted with the genuine epistemic risks and democratic challenges of contemporary governance any quick fix is obviously unavailable, but when institutionalized in the right way philosophers' involvement in present-day policymaking bears significant promise. This article describes the struggle to develop the systems of accountability necessary to assess national progress. What does this paper add? How and to what extent does far-right populism impact the nation-specific implementation of neoliberal policymaking? While scholarship convincingly demonstrated the importance of ideas and the political agents propagating neoliberal ideas in policy paradigmatic shifts, there is little investigation of the role that far-right populists play in economic policy change. Exploring the ideational power and impact of far-right populism in neoliberal policymaking provides an important insight into how neoliberal political economies enact nationalist cultural exclusion. The paper traces the process through which the Austrian Freedom Party's ideational trajectory evolved in post-war Austria and how it impacted the political mainstream. The analysis draws from the party's discourse in manifestos, interviews, and other publications in the period 1956–2006. The results show how the specific far-right populist actor, the Austrian Freedom Party, played a significant role in rendering neoliberal ideas viable as policy option early on and ultimately constructing the neoliberal exclusionary state. By empirically showcasing how political actors from the fringes of the political spectrum can impact economic policy change, this presents an important contribution to the study of paradigm shifts, which predominantly focused on major national political actors. In light of the recent rise of far-right populism in Europe and beyond, this raises important questions for the continuity and change of the global paradigmatic dominance of neoliberalism. Responsible Territorial Policymaking incorporates the main principles of Responsible Research and Innovation (RRI) into the policymaking process, making it well-suited for guiding the development of sustainable and resilient territorial policies that prioritise societal needs. As a cornerstone in RRI, public engagement plays a central role in this process, underscoring the importance of involving all societal actors to align outcomes with the needs, expectations, and values of society. In the absence of existing methods to gather sufficiently and effectively the citizens' review of multiple policies at a territorial level, the RRI Citizen Review Panel is a new public engagement method developed to facilitate citizens' review and validation of territorial policies. By using RRI as an analytical framework, this paper examines whether the RRI Citizen Review Panel can support Responsible Territorial Policymaking, not only by incorporating citizens' perspectives into territorial policymaking, but also by making policies more responsible. The paper demonstrates that in the review of territorial policies, citizens are adding elements of RRI to a wide range of policies within different policy areas, contributing to making policies more responsible. Consequently, the RRI Citizen Review Panel emerges as a valuable tool for policymakers, enabling them to gather citizen perspectives and imbue policies with a heightened sense of responsibility. Purpose: Health in low-income countries has become associated with the provision of minimum guaranteed public health services though Essential Health Packages (EHPs). How far do EHPs deliver the human right to health for all? This study addresses this question through qualitative research into access to health care for vulnerable communities, using Malawi as a case study. This study shows that there are significant accountability gaps and perceptions of weak service provision in Malawi's EHP in relation to some particularly marginalised (and stigmatised) groups that limit the right to health and the promise of "health for all". Design/methodology/approach: This study extends the body of qualitative work on EHPs in general and on Malawi in particular by exploring the perceptions of key stakeholders in relation to inclusivity and the delivery of health policies to particularly vulnerable groups. To do so, this study adopted an approach based on interpretive epistemologies (Scott, 2014). This study conducted largely unstructured interviews with a range of health stakeholders, speaking to stakeholders individually, rather than through focus groups due to the potentially sensitive nature of the topic. Findings: The findings of this study are as follows: limited inclusion of civil society actors and local communities; local communities and local policymakers feel frustration with the gap between the promises of consultation in the EHP and the reality, and the difficulties of not having effective channels of communication; and exclusionary health practices for particularly vulnerable groups. Research limitations/implications: There are limitations based on the qualitative methodology, and in terms of the particularly vulnerable groups – the authors studied two such groups (people with disabilities and those who identify as LBTQ) but a wider survey of vulnerable groups is needed to extend and confirm the findings. Practical implications: Greater attention to the health rights of vulnerable groups would improve access and services, even in the context of resource restrictions. This study suggests that a deeper engagement with human rights-based approaches would pay dividends in terms of increasing access to health in Malawi, even within the constraints of the EHP process. Furthermore, without this, there is the risk that discrimination and exclusion will become more embedded in health policies, rather than progressively minimised. In this paper, we explore how political opportunity structures for the inclusion of the disability movement in Romania are shaped from the perspective of self‑advocacy and service provider NGOs active in the field of disability. Building on in‑depth semi‑structured interviews with nine representatives of self‑advocacy and service provider organizations, we explore how they understood the processes by which they participated in policy formulation processes. Our results show that both service provider and self‑advocacy organizations feel that their inclusion in the policy-making process is mostly symbolic and tokenistic, but that this can and did change in the last years. However, despite a general concern for a shrinking space for civil society organizations influence on policy-making in Central and East European countries, disability organizations in Romania describe the political opportunity landscape as a fluctuating one, rather than one that is evolving in one direction. Moreover, whereas service provider organizations seem to perceive higher levels of inclusion on the national level, whereas self‑advocacy NGOs seem to perceive themselves as being better included and more influential on local levels. This also reflects the presence of bottom‑up federative efforts of service provider organizations as opposed to the lack of successful bottom‑up federative efforts in the field of disability based self‑advocacy organizations. Finally, our paper problematizes inclusion in policy‑making as an unequivocally positive process, showing how disability organizations sometimes choose not to participate in order not to legitimize problematic decisions through their symbolic presence in the negotiation process. This theoretical paper describes a classification with accompanying analysis of the main forms of social conduct at the end of life that goes beyond our usual understanding of sociological characterisations of dying. A taxonomy of end-of-life conduct is presented that illustrates and categorises past and contemporary sociological studies of end-of-life conduct and experiences. The categories include embodiment-led dying, systems-led dying, criticism-led dying, endangerment, and anti-dying. Discussion of this spectrum of behaviour is compared with current research and theory in the sociology of dying resulting in critical observations about limitations and omissions in the current work of this field. The paper ends with identification of theoretical limitations before discussing implications for future theory, research, and policy development for the sociology of dying and for end-of-life studies more generally. Despite the allure of 'European digital sovereignty' as an official European Union (EU) strategic objective, it remains unclear whether this discourse has driven concrete changes to EU external action policies, particularly those leveraging cyber instruments. This question is explored vis-à-vis three policies which have enabled the EU to pursue its digital sovereignty objectives in practice: the Cyber Diplomacy Toolbox, external capacity building (CCB) assistance initiatives, and the 5G Toolbox. Drawing upon extensive archival research and elite interviews, the paper finds that, while European digital sovereignty discourse influenced comprehensive changes for the 5G Toolbox process, it failed to drive policy changes to the Cyber Diplomacy Toolbox and external CCB assistance initiatives. To explore this variation, the paper considers institutional and ideational factors particular to EU external action over the 2017–2022 period. Overall, the study contributes both to contemporary debates about European digital sovereignty and its relationship to EU cyber instruments and longstanding work on EU foreign policymaking. One way to give recognition to and account for vulnerability in climate policymaking is enhanced public participation. This study examines national climate acts across the EU Member States from this perspective, paying particular attention to those members of the public who are considered most climate vulnerable. The analysis finds that few of the acts address public participation, and none of the acts examined directly provides for the participation of specified groups of people based on their presumed vulnerability to climate change impacts. There are, however, participation mechanisms that take into account climate vulnerable groups. Yet, many states have not regarded the national climate act as the legal instrument of choice for regulating public participation in climate policymaking. This paper undertakes a select survey of international literature to identify the points of convergence that support common understanding – and debate – amongst youth workers, researchers and policy makers in regards to definitional commonalities in professional youth work. We find that non-formal education, framed by human rights, appears to offer definitional common ground for youth work practice globally. Drawing on the Australian context to ground the discussion, the paper considers how revision of key definitional documents to reflect the pedagogic basis of youth work could inform the tertiary level training and preparation of youth work students and the state-based codes of ethics that inform and regulate professional youth work practice. This is important for professional youth work in Australia as the only nationally agreed statement on youth work currently lacks a pedagogical definition. While precisely categorizing the practices and programs used by youth workers remains a challenge, there is much common ground found amongst the non-formal and informal education conceptualisations of youth work internationally. While there are differences in the way professional youth work is delivered across countries and jurisdictions, there appears to be an agreed underpinning pedagogical framework, often referred to as social pedagogy, which is commonly applied, and informs the practices and programs delivered to the diverse and complex young people who benefit from them. Native residents are indispensable participants in developing and conserving the natural environment. Specifying the factors that lead to responsible behavior among the local people can help increase sustainability. This paper aims to investigate the pro-environmental behavior among the local residents of the Kashmir region defined by the components of Theory of Planned Behavior (TPB) and Value Belief Norm (VBN) Theory. To analyze the data, Confirmatory Factor Analysis (CFA) and Structural Equation Modelling (SEM) has been used as research methods. The results reveal that the three components of TPB (general environmental attitude, subjective norms, perceived behavior control) have a positive and significant impact on the pro-environmental behavior of residents. Moreover, the findings also demonstrate that the factors of VBN (altruistic, egoistic and biospheric values) significantly influence the general environmental attitude which in turn impacts the pro-environmental behavior of local residents. The paper seeks to contribute to the existing literature by adding local community insights based on the explanations given by socio-psychological theories within the context of natural environment. The study will help policymakers to understand better the residents' intentions and pro-environmental behavior so that they can develop strategies to manage and combat the environmental problems. This note aims to establish the influence of a system's political identity on its viability. Using an argumentative analysis of evolutionary theory, organisational cybernetics and other systems traditions, this paper demonstrates the importance of identity to the adaptability of viable systems. It demonstrates how the environment shapes viable systems and how natural selection makes certain political identities viable in systems. This paper focuses on a neglected yet crucial feature of public investment policies in the European Union (EU): the politics of statistical harmonization and off-balance-sheet policymaking. Drawing upon the instrument-centred approach and the sociology of quantification and accounting, it refines the concept of 'fiscal ecosystem' by highlighting the controversial and evolving nature of the boundary between on- and off-balance-sheet recording. It is argued that the accounting aggregates giving effect to EU fiscal rules favour marketized and privatized modes of public service delivery, including 'market-based but state-led' off-balance-sheet investment tools such as public–private partnerships. However, the effectiveness of this policy has decisively hinged upon the work of harmonizing public finance statistics carried out by Eurostat, the Statistical Office of the EU. This contested process has led to acute power struggles between statistical agencies and governments, and a substantial increase of Eurostat's power in the wake of the Eurozone crisis. The comparison of the two main Belgian regions highlights contrasting responses to this European strategy of governing (sub)national investment policies through fiscal rules and statistical harmonization: while Flanders has consolidated the financialization of its investment policy, Wallonia has so far opposed this trend. This demonstrates that although financialization of public investment is promoted by EU fiscal integration, it is not inevitable; governments do have some leeway to follow an alternative path. As Wallonia also benefited from extraordinary economic and political circumstances, it remains to be seen whether its distinctive investment policy will withstand rising interest rates and tighter fiscal rules. Understanding the drivers of improvements in child undernutrition at only the national level can mask subnational differences. This paper aimed to understand the contributions of factors in the enabling environment to observed differences in stunting reduction between districts in Rwanda. In 2017, we conducted 58 semi‐structured interviews with mid‐level actors (n = 38) and frontline workers (n = 20) implementing Rwanda's multi‐sectoral nutrition policy in five districts in which stunting decreased (reduced districts) and five where it increased or stagnated (non‐reduced districts) based on Rwanda's 2010 and 2014/15 Demographic and Health Surveys. Mid‐level actors are government officials and service providers at the subnational level who represent the frontline of government policy. Interviews focused on political commitment to and policy coherence in nutrition, and contributors to nutrition changes. Responses were coded to capture themes on the changes and challenges of these topics and compared between reduced and non‐reduced districts. Descriptive statistics described district characteristics. Political commitment to nutrition was high in both reduced and non‐reduced districts. Respondents from reduced districts were more likely to define commitment to nutrition as an optimal implementation of policy, whereas those from non‐reduced districts focused more on financial commitment. Regarding coherence, respondents from reduced compared to non‐reduced districts were more likely to report the optimal implementation of multi‐sectoral nutrition planning meetings, using data to assess plans and progress in nutrition outcomes and integration of nutrition into the agriculture sector. In contrast, respondents from non‐reduced districts more often reported challenges in their relationships with national‐level stakeholders and nutrition and/or monitoring and evaluation capacities. Enhancing the integration of nutrition in different sectors and improving mid‐level actors' capacity to plan and advocate for nutrition programming may contribute to reductions in stunting. Key messages: Understanding the lens through which policy implementers at subnational levels view multi‐sectoral nutrition strategies and their role in these strategies provides useful information on the facilitators and constraints of implementation for nutrition actions.Differences in leadership and responsiveness to prioritise nutrition at the subnational levels are important in decentralised governance systems where responsibilities in nutrition planning, coordination and implementation shift to mid‐level actors.Mainstreaming nutrition responsibilities across sectors and administrative levels requires investments in capacities to plan, monitor and advocate for multi‐sectoral nutrition programming, including for mid‐level actors. Are international organisations' inclusive practices better than top-down ones? This article analyses an attempt to dismantle formal hierarchies to integrate civil society actors in development policymaking at the World Bank. It argues that inclusive practices have not fully challenged the coloniality of epistemic power in North/South relationships because they did not democratise the capacity to influence meaning negotiation. Not only did the Bank not fully democratize its formal policymaking processes, but when it includes NGOs, the coloniality of power mediates their capacity to influence meaning-making. Therefore, despite "better" (liberal) practices of inclusion, interactions between the organisation's employees and NGOS workers are still mediated through remnants of colonial and racial devaluation. By adopting an international practice-based approach, this article analyses colonial epistemic violence through informal rules and practices. The case studied is the inclusion of NGOs at the World Bank under the Poverty Reduction Strategy Papers (1999–2014), with data from 31 publicly available interviews from the Bank's Oral History Project, 41 first-hand interviews (realised between 2017 and 2019), and archival material (speeches, memoirs, memos, and internal reports). Using the construction of the Wuhan Yangtze River Bridge as a case study, this paper explores transnational co-production of technology between the Soviet Union and China in the 1950s. Focusing on the invention of the non-caisson method, it argues that non-state actors played an important role in the process, because successful construction of the bridge could not be separated from reciprocal wills and long-term face-to-face interactions between Chinese and Soviet engineers. Moreover, by examining Chinese workers’ contribution, this paper enriches the idea of hybrid technology, including not only the mingling of national identities in the process of knowledge making but also the combining of knowledge of both elites and masses. As a core project of China’s First-Five-Year Plan, the cooperation boosted China’s confidence in technological development and the Chinese Communist Party started to re-evaluate the Soviet technical aid, which to some extent influenced China’s science and technology policies afterwards. In this paper, we set out to examine children's voices on inclusion through a systematic review of empirical studies carried out in Cyprus over the past 20 years. Specifically, it focuses on research related to this field and investigates the ways in which these studies illustrate the importance of children's perspectives as a means for promoting inclusion and challenging segregational practices. The aim of such analysis is to bring to the surface the diverse ways and methodological tools in which children may be actively involved and have their voices heard. Moreover, our analysis seeks to point out the major issues raised by children with regards to areas of concern or suggestions for inclusion. In this context, the originality of this study lies in integrating findings and perspectives from the available empirical studies as well as in synthesising research findings to depict evidence on a meta-level and reveal areas in which more research is needed and to sum up suggestions for further policy-making. In the current triad competition between the US, the EU, and China, globalization-relevant infrastructures serve both as the means and ends of conflicts. This paper asks how this historical constellation of geoeconomic competition has changed the infrastructure policy of its centers. Its political-economic perspective discusses infrastructures not just in terms of their strategic instrumentalization, but also of their role in global production and geoeconomic competition. It underlines how infrastructures serve as fixes that counteract internal crisis dynamics and allow for an expansion of productive activity. The paper undertakes an empirical comparison of the triad centers' central infrastructural measures and flagship projects. The results highlight a shared reorientation towards infrastructure policy that is driven by internal crisis dynamics and external competition over contested markets. For the discipline of International Relations (IR), the study of International Peace Settlements (IPS) for the organization of postwar international orders has thus far primarily been the purview of realist, liberal, and constructivist approaches. To date, Marxist approaches have tended to either ignore the significance of IPS in the formation of new global orders or have been inscribed into longer-term overarching processes - namely, the reified consequences of the development of capitalism. These proclivities have had the unwelcome effect of subsuming the role historical agents have played in the devising of international ordering strategies under preordained universal "laws of motion" and downplaying the broader efficacy of foreign policymaking in the building of world order. This paper proposes to rectify this Marxist lacuna by highlighting how adopting an approach that elaborates on the principles of Geopolitical Marxism (GPM) in IR can overcome these shortcomings. The paper argues that a radical historicist methodology for analysing these important world-historical junctures retrieves the significance of contextualized agency within the historical materialist tradition and overcomes the issues beholden to structuralist Marxist approaches.
